The following proposal covers an ESRI ArcGIS Portal and/or ArcGIS online implementation, data catalog
preparation, and general GIs services for the City of La Quinta California. It also includes the typical
services that are required in a standard, out -of -the -box implementation of these applications.
After a thorough planning exercise, the City of La Quinta may choose to add or remove scope, which
may necessitate a change order if the implementation if the new requirements exceed the service hours
quoted here.
More details and specific scope of work can be found in the Scope of Work section below.
Proposed Scope of Work
The RFP lists several tasks with goals, recommendations, and deliverables. In this document, these tasks

Support & Training
Planning
As a first step, we propose to assist the City of La Quinta in developing a formalized plan focused on the
data and applications, as well as integration between, ArcGIS and the land use permitting system. This
plan would be initiated in a workshop activity with the newly established GIS stakeholder group. The
plan would include efforts to:
1. Define who GIS customers (internal and external) are intended to be and how each group
intends to use GIS.
2. Define clear areas of focus for utilizing spatial tools, and define process improvements and
opportunities for efficiencies, best return on investment, and low
hanging fruit, which could
include:
• Roadway engineering
• CIP planning
• Internal/external customer
information
• Land Use permitting
Notifications or dashboards
• Geolocation and tracking of
integration
• Regulatory Reporting and
work and workers
• Route optimization/fuel
Compliance
• Inspections and condition
reduction
• ArcGIS Solutions
assessments
• Job Site Safety Assessments
deployments
• Asset and spatial data
• 311/Public Issue Reporting
• Any other GIS use cases
management
3. Properly evaluate, budget, allocate resources, and plan for:
a. Software licensing and maintenance
b. Software application upgrades
c. Software enhancements
d. System configuration
e. Employee Training and Support
4. Explore previously unknown opportunities for improvement.

This plan would articulate the specific goals to be achieved in the initial rollout of ESRI products and
define a support mechanism for the future.
Planning Deliverables
ActiveG will organize, deliver, and update the items below with input and collaboration of key players
from the City of La Quinta. To maintain the integrity and relevance of the plans, each of these items will
be updated at proposed quarterly GIS Stakeholders meetings.

Integrations
The RFP mentions that there are anticipated integrations with Central Square's TRAKiT land
management system while also highlighting the City's planned move to Tyler's EnerGov (EPL) system in
2023. While ActiveG does not have experience with these specific permitting applications, ActiveG is
experienced in other enterprise applications and capable of providing integration support.
Since the founding of ActiveG, we have been integrating work management and ArcGIS systems. We
understand integration patterns, data preparation and support for integrations, and
configuration/development of these integrations in many different systems. As the Tyler system is
deployed, we will be glad to support the implementors as needed.
Since these integrations are not formalized in the RFP, those will be proposed when more information is
available.
Support & Training
ActiveG employees excel at managing and deploying GIS and strive to provide real world solutions with
real return on investment. We will share knowledge and help whenever we can. We also recognize that
the City of La Quinta is uniquely situated in the heart of ArcGIS country, meaning that many training and
other resources are available within a short distance. ESRI has conferences regularly in Palm Springs and
we recommend that certain users utilize the training available at conferences and online. ActiveG will
also prepare targeted training, using the City's own data in test datasets, so users can get hands on
experience.
