Dear Mr. Kinley:
Bucknam Infrastructure Group, Inc. is pleased to submit our proposal for the technical support of the
City's GIS Enterprise. We look forward to the implementation of our strong GIS management
methodologies. Our submittal addresses the management of our Phase I GIS implementation project and
the items that have been requested in the City's RFP.
Bucknam will serve as the "go -to" GIS staff for the City's GIS department and will champion the
implementation and management of the following GIS functions:
• Implementation of GIS Management (Priority GIS Solution — ArcGIS Online);
• Perform As -Needed GIS services requested by the City
In our enclosed proposal, we have included detailed descriptions of the major work elements described
above. Bucknam Infrastructure Group will serve as the Prime GIS Consultant and will be responsible for
providing quality Infrastructure and GIS services to the City.
From the onset, our team will work closely with City staff in proactively managing this project and
implementing successful GIS infrastructure programs/updates. By selecting Bucknam, the City of La
Qunita will receive a strong, knowledgeable, innovative, and communicative team with the experience to
implement a cost-effective GIS/infrastructure management program. Our experienced management
professionals are committed to delivering quality services to the City. All information and pricing within

QUALIFICATIONS / EXPERIENCE OVERVIEW
Peter Bucknam is an expert in infrastructure/GIS project management, pavement management -training,
planning, resource management, implementation and program management. He has over twenty years'
experience in the area of Geographic Information Systems and infrastructure asset management. Mr.
Bucknam has managed a wide range of infrastructure project tasks including the collection and input of
infrastructure survey data, preparation of Public Works capital improvement program projections and reports,
infrastructure/software needs assessments, GIS/GPS data collection, data conversion and quality control.
Mr. Bucknam has performed infrastructure management services to over 70+ local agencies and is currently
serving as project manager for numerous pavement management programs throughout Southern California.
He has personally served as project manager for 700+ PMP protects throughout Riverside, San Bernardino,
San Diego, Orange and Los Angeles counties. He has worked with over 12 Inland Empire County cities, 30 Los
Angeles cities and he is currently working with 19 of the 34 Orange County agencies regarding Measure M2
MicroPAVER/StreetSaver compliance.
His project level and management experience covers: pavement/sidewalk management, Traffic Control
Device Inventories (TCDI), GIS implementation, Traffic Signal surveys, Right -of -Way (ROW) surveys, and ADA
survey/compliance. In managing over 700+ infrastructure projects in the past twenty-four years, Mr.
Bucknam has used a diverse amount of software to assist local agencies implement infrastructure
management programs and GIS Enterprises. These programs include MicroPAVER, MTC StreetSaver,
LambdaTech's GPSVision, Cart6Graph, ESRI products, Crossroads, Lucity, Energov, Spillman, GBA Master
Series, and Mapinfo.
Prior to joining Bucknam Infrastructure Group, Inc., Mr. Bucknam served as Director of Infrastructure
Management-GIS with an Engineering consulting firm where he managed numerous public works
infrastructure/ROW projects ranging from surveying, maintenance life -cycles, cost & benefit analysis,
financing and construction cost estimating. This included researching, surveying, converting and
implementing multiple phase pavement management projects which provided better management practices,
data efficiencies and GIS functionality within local governments and maintenance facilities. In addition, he
provided technical (software) support for the on -going citywide PMS projects as well as developing capital
improvement plans/budgets for integrating Tablet-GIS data management functionality into future
maintenance efforts.

CAD data conversions, GIS Enterprise migration and setup, GIS data integrations, and GIS application

Mr. Sutton has provided GIS Services to 10+ local agencies and is currently serving as project manager for
various GIS projects throughout Riverside, San Bernardino, San Diego, Orange and Los Angeles counties.

Project Understanding and Approach
The City has recognized the need to establish a common-sense and effective GIS Program across
key/essential City departments. Due to the availability of low-cost GIS options that are available today
for implementing a City GIS Program, we have described below our proven and successful approach that
will allow La Quinta staff to access, query and manage infrastructure assets, records and maps through
ArcGIS Online.
Recognizing that the GIS system is critical to day-to-day operations within the City and its key
departments, an annual need has been identified to implement a GIS management team to champion and
ensure GIS projects are efficiently managed. This is essential to achieving short-term goals and
establishing the long-term success of La Quinta's Geographic Information System.
Project priority and delivery are also essential to this success in the coming years. With Bucknam
Infrastructure Group, Inc. staff working remotely, and onsite as necessary, we will immediately be able to
assess ongoing GIS projects (internal and with outside consultants), implement solutions to known short-
term GIS needs and manage long-term GIS priorities.
With this citywide understanding gained from assessing your key priorities, Bucknam will serve as the go -
to GIS management team for the 2022-23 fiscal year and beyond with annual GIS Support Services. We
will facilitate numerous GIS Operations and Maintenance projects for the GIS Program.
This methodology will create a "go -to" GIS staff that will support participating departments (i.e., City
Manager, Public Works, Design & Development, Planning) with GIS tasks and project support. Having
Bucknam serve as an "extension" of City staff will enhance data accuracy and availability, communication
between departments, scheduling of future GIS projects, GIS budget development and GIS deliverable
requirements for internal and external project data. The quantity of these services will depend on the
City's annual GIS priorities and available GIS budgets.
Scope of Work
We propose to implement the City's GIS Program Management Plan encompassing a review of the current
GIS usage and expectations within all key participating departments. This will involve ongoing analysis of
the daily operations of staff, understanding staffing workload, ArcGIS Online implementation, as well as IT
software/hardware and financial factors involved with operating the GIS.
The goal of the 2022-23 La Quinta GIS Program Management Plan will be the enhancement and streamlining
of infrastructure services for City staff, key departments (i.e. City Manager, Planning / Public Works) and
with outside consulting projects / deliverables. To establish these enhanced services, Bucknam staff will
hold a project kickoff meeting that will review the established GIS goals and deliverables. This will give the
department a clear understanding of what our GIS staff is accountable for and what services will be available
to them. Further meetings (via on -site, teleconference) will be helpful to expand communication,
accountability, performance and deliverables for each key department.

To establish a La Quinta GIS working environment, Bucknam will utilize the City's active ArcGIS Online to
establish our initial GIS services described below. This will allow Bucknam to evaluate, communicate,
recommend and implement future server and system configurations for the GIS Enterprise. Bucknam will
work with Mr. Doug Kinley III (Management Analysis), to ensure that Bucknam staff has the necessary and
secure access to the City's file system and geodatabase.
2022-23 GIS Scope of Work Efforts:
• Develop a foundation for the GIS program
o Implement a GIS data workflow
o Build a centralized geodatabase
o Use GIS tools effectively through focused training
o Develop "knowledge bank"
• Implementation of ESRI ArcGIS Online solution
o Create user accounts and data access credentials

• Bucknam staff will work with each participating department to establish common goals, program
objectives, project priorities, and strategic plans
• Assist in the building and management of the City's ArcGIS Online account
• Collect, assess and publish data (City, County and third -party) to ArcGIS Online
• Provide As -Needed GIS services for FY 2022-23
• Bucknam staff will keep essential City staff informed of situations that would affect the
accomplishment of its goals and objectives
• Work with the La Quinta Information Technology and essential staff to recommend hardware and
software solutions and upgrades
• Coordinate training opportunities and technical support as required to assist City staff with GIS
software solutions and data
• Preparation of annual draft budget needs / reports relating to the La Quinta GIS Program (FY 2023-
24 and beyond)

Implementation Plan of GIS Management
With the approval of the City GIS project management team, Bucknam will initiate the GIS Management
efforts to implement, enhance and oversee the GIS. This will include the further development of the City's
ArcGIS Online account.
GIS Data Development
The initial phase of the GIS Management Program is to gather and assess all available spatial data including
County data. All datasets that are in a GIS format or easily converted will be published to the City's ArcGIS
Online account. This approach will give City employees immediate access to the available data.
The next step in publishing GIS data is to identify which datasets can be converted/digitized into GIS with
the least amount of work effort. Typically, this includes geocoding data using street addresses, digitizing
simple datasets such as City Council Districts, and building new content such as Truck Routes and Vacant
Parcels.
Some datasets, such as Water, Sewer and Storm Drain Systems can require a larger work effort due to the
amount of data requiring digitizing. These tasks will be carefully evaluated and discussed with the City to
determine priority and budget responsibilities.
ArcGIS Online Development
Following the initial publishing of data to the City's ArcGIS Online account, Bucknam will build mapping
applications that allow the users to access and analyze the data. As Bucknam gains understanding of the
City's workflows, we can incorporate tools into the mapping applications that help to streamline work
efforts, such as measuring tools, data filters and public notification tools. The City may decide to share
some of its GIS content with the residents of La Quinta, which may be accomplished by building a public
facing web map.
Integrating GIS Data with Software Applications
One of the powerful features of GIS is the ability to provide spatial data to asset management systems,
work order systems, dispatch systems, etc. This is accomplished by setting up Web Feature Services that
provide access to the data through a URL. This ensures the entire City is utilizing the most up-to-date
information available.
ArcGIS Software
As the City grows it's GIS and begins to hire GIS staff, Bucknam can assist with the purchasing and
installation of ArcMap / ArcGIS Pro desktop GIS solutions. As demand on the GIS increases, the City may
consider purchasing ArcGIS Server, though we do not recommend this until the need is apparent. Many
cities end up paying for expensive software they do not need during the early GIS development, and it
complicates things early on. Typically, for cities desiring to start or build on their GIS, Bucknam utilizes our
software licenses and hardware to perform all GIS tasks. Upon completion of the GIS tasks, Bucknam will
provide the deliverables (maps, figures, graphs, etc.) to the City and/or publish the data to the City's
ArcGIS Online account.

Common GIS Datasets
Data accuracy is critical to the long-term success of La Quinta's Geographic Information System. Regular
data updates should reflect the City's Operations & Maintenance procedures. Periodically Bucknam will
send out RFIs to key City staff to request any changes or additions to the data.
One common dataset that often requires regular updates is Parcels from the County Assessor's Office or
other provider such as ParcelQuest. Parcel data is commonly one of the fundamental datasets cities rely
on to perform their regular operations. Parcel data is very detailed and is often highly integrated into the
GIS. For this reason, it is important to develop a data update procedure to follow with each data release,
which is typically monthly or quarterly for Parcel data. Bucknam documents the Parcel update procedure
and instructs City staff on how to complete the process.

management" phase for its GIS program, Mr. Bucknam brings his experience of working with individual
cities for numerous years, where he has assisted cities from the onset (turnkey, data conversion) to high -
end infrastructure management and GIS integration. Mr. Bucknam will be on -site for the initial
assessment and project implementation portion of this project; he will oversee all project delegation and
deliverables with City staff and outside consultants. He will assist the City in the review and integration
of various GIS software's (ArcMap, ArcGIS Online and CityView), map creation, software maintenance and
support, management tools as well as deliver annual financial plans for the ongoing management and
maintenance of the GIS.
AARON SUTTON, GIS Manager/Project Manager, will serve as the GIS Project Manager and Sr. Analyst
for this project and will be responsible for all data coordination, assessment, conversion, and delivery into
the City's GIS. He will be on -site for as -needed, on -going assessments and project updates and then will
schedule and coordinate our in-house/field technicians for ongoing GIS projects. He will also serve as the
liaison / quality control manager for all GIS data collected and delivered to the City. Mr. Sutton is essential
to the projects implementation and will continue to support all aspects of its management.

His responsibilities will include surveying, quality control, and working with our management staff
ensuring any updated database is complete. He has been involved with over 110 infrastructure
management projects and brings his wealth of GIS software and inspection experience to this project.
LINDA WILLIAMS, GIS Analyst, will be a supportive GIS on -site / field technician for this project. Her
responsibilities will include data population, surveying, daily quality control, and working with our
management staff ensuring the GIS projects are complete and delivered proactively. Linda will provide
off-site/on-site support once specific priority projects are scheduled; our analysts will be responsible for
coordinating and communicating GIS work activities with City staff when on -site. Analysts will also work
off -site at Bucknam offices when project workload and schedules require it. Our analysts are well -versed
with ESRI ArcGIS Online, ArcGIS Server, ArcMap 10.x and web -based GIS systems.
AARON COHODAS, GIS On -site / Field Technician, will be a supportive GIS on -site / field technician for
this project. His responsibilities will include data population, surveying, daily quality control, and working
