The City is seeking a qualified consultant to lead efforts in developing a foundation for the City's G program, provide a comprehensive analysis of platforms including a plan of action for optimal usage, and ultimately further enhance enterprise GIS throughout the City's operations. Key members of our project team, including our Project Manager, Robert Becker, are certified by the Environmental Systems Research Institute (Esri) either as proficient in ArcGIS Online administration, ArcGIS Desktop Software, or GIS web application development. Other specialties on the team include LiDAR capture and processing, interoperability between drafting software and GIS software, and data exchange between enterprise systems. The GHD GIS team brings decades of combined experience managing GIS data in a variety of formats, deriving value from geospatial data across varying disciplines, and converting non-geospatial information to actionable GIS data. GHD's Transportation Planning and Traffic Engineering Planning team has a previously established relationship with the City of La Quinta, which provides us with a unique opportunity to further enhance relationships and expand our service offerings to the City. Our transportation team was recently awarded the American Public Works Association (APWA) National Project of the Year award for the La Quinta Village Complete Streets effort. Both current and past projects will provide GHD with a foundational understanding of the City as a whole and allow our work to continue to elevate the City and set the tone across the Coachella Valley. We have assembled a highly qualified, West Coast United States -based project team of GHD staff who specialize in the geospatial aspects of our diverse projects and provide professional GIS support services to our clients. Our integrated, specialized team of technical professionals are committed to performing the services described in the RFP, including ArcGIS online services and solutions, GIS data development, data management on large projects, and more. Services required for this contract are backed by GHD's deep bench of subject matter experts and our technological investment in enterprise, desktop, and web-GIS tools and capabilities. Our team has successfully performed similar services in the recent past as well as on current projects for public agencies. City of San Jose Curb Ramp Asset Management Program Project Manager I City of San Jose I San Jose, Santa Clara County, CA The City of San Jose selected GHD to evaluate asset management solutions for the management of their 30,000 curb ramps and to support the implementation of their Americans with Disabilities Act (ADA) Transition Plan. GHD consolidated the City's GIS data, prepared it for import into an asset management software program, and guided the City through change management of office and field workflows. GHD coordinated the gathering and developing of data and schema structure and guided spatial and attribute editing to achieve an accurate and dependable GIS system for members of DNLTC. City of Carson Stormwater Inspection WebGIS Project Manager I City of Carson I Carson, Los Angeles County, CA The City of Carson required a solution to quickly mobilize their commercial stormwater inspection program and to easily provide progress updates to the Water Resources Control Board. Leveraging ArcGIS Online, GHD digitized the City's paper forms into digital forms using Survey123, trained City staff in the collection of stormwater information, supported the City in field operations, ultimately inspected over 1,100 businesses in less than 6 months, and bringing the City into compliance under the Municipal Stormwater Program. The visualization of project progress in an ArcGIS Dashboard was invaluable to the City's Public Works Director and to the Water Board in accessing real- time data throughout the process. City of Arcata General Plan Update and Specific Area Plan: 3D Urban Planning Model GIS Analyst I City of Arcata I Arcata, CA; Humboldt County, CA Working with Planwest, GHD modelled City zoning and planning rules and several development scenarios in a 3D environment for the City of Arcata's General Plan Update and Specific Area Plan Element. Leveraged ArcGIS Urban to easily build, analyze and share development scenarios and their effects on housing and jobs created as well as anticipated demands on resources and greenhouse gas emissions. Fishing Grounds GIS Data Development & WebMap Project Manager I University of California Santa Cruz I San Luis Obispo, CA; San Luis Obispo County, CA In partnership with the Morro Bay Commercial Fishermen's Organization, the University of California, Santa Cruz, and the California Ocean Protection Council, GHD gathered, standardized, and digitized the results of stakeholder input on commercial fishing grounds for the Central Coast of California. By providing this GIS data to a public data clearing house and presenting it as a public facing interactive WebMap, Morro Bay Commercial Fishermen's Organization is able to tell their story and provide valuable insight to a wider audience in an easily accessible format. City of Elk Grove Systematic Safety Analysis Report (SSAR) GIS Analyst I City of Elk Grove I Elk Grove, CA The City of Elk Grove worked with GHD to develop a SSAR to provide analytics-based traffic improvements that address the underlying risk factors that are able to be addressed through engineering and design. Contributed to this process by building a spatial analysis tool within the Esri environment that ranks intersections and roadways based on several risk factors. As risk factors are addressed, the tool reflects the decreased risk at those locations and allows City staff to turn their focus on the remaining high priority locations. City of Sonoma RetroreflectivityAssessment GIS Analyst I City of Sonoma I Sonoma, CA As part of their SSAR, the City of Sonoma in California hired GHD to complete an identified mitigation measure to ensure road signage met retroreflectivity standards. Received the City's signage GIS data, made it available to field staff via the ArcGIS Online Collector app, then analyzed, merged, and delivered the data back to the City in its original format. Coordinated and supported this month -long field project and provided the client an end product that helped them visualize and plan for maintenance work, keeping drivers safe in their community. City of Sebastopol Water and Wastewater Mapping GIS Analyst I City of Sebastopol I Sebastopol, CA Coordinated the initial development of a water and sewer GIS for the City of Sebastopol. This project entailed the conversion of CAD modelling results and as -built drawings into data -rich GIS layers for utility maintenance staff and master planning and Clean in Place (CIP) development. An immense amount of planning and coordination with satellite assets was needed in order to fulfill the project's needs. Service level agreements were established to also ensure the timely delivery of the analytic data within twelve hours of the time the imagery was initially collected. International Border Monitoring Project Manager, Satellite Planning Specialist I Private Defense Company I Global Monitoring of both foreign and domestic borders multiple times perweek within a specific set cadence. Data was to be provided in near real time via secure file transfer protocol. Quality control procedures were implemented to ensure the quality of the data was desirable. United States Army Exercises Project Manager, Satellite Planning Specialist I United States Army I United States Responsible for leading efforts to implement SAR imagery as actionable intelligence. Two separate exercises at two separate dates, both roughly two weeks long. Both required 24-hour support and for the data to be delivered in near real time. Ultimately, we were able to provide multiple images in which actionable intelligence could be derived from. This resulted in the US Army seeing firsthand the benefits from using SAR imagery and has propelled additional opportunities. Orange County Invasive Plant Species Mapping GIS Analyst I Orange County (OC) Parks I Orange County, CA Project included mapping weeds located on OC Parks lands. Field surveys were conducted throughout OC Park lands including Ronald W. Caspers Wilderness Park, O'Neill Regional Park, Thomas F. Riley Wilderness Park, East Orange I and II, and Mountain Park. Collectively, these parks total over 13,700 acres. Lincoln Bridge Multi -Modal Improvements GIS Analyst I City of Los Angeles I Los Angeles, CA Served as GIS staff for the widening of Lincoln Boulevard from Fiji Way to Jefferson Boulevard to provide capacity forfuture light rail transit, with three vehicle lanes in each direction, Class 11 bicycle lanes, and sidewalks on both sides of the bridge. The project includes replacement of the Lincoln Boulevard Bridge over Ballona Creek, and replacement of the Culver Boulevard overpass while minimizing impacts to the creek and wetlands. Big Tujunga Dam Habitat Conservation Plan GIS Analyst I Los Angeles County Flood Control District I Los Angeles, CA Served as GIS support for this project to prepare a Low -Effect HCP for the ongoing operation and maintenance of Big Tujunga Dam. The Habitat Conservation Plan analyzes flood control and water conservation releases; a variety of maintenance projects, and a future project to increase the height of the spillway. Assisted in the creation of report graphics to support the documentation. Big Tujunga Rockfall Hazard Project GIS Analyst I Los Angeles County Public Works I Los Angeles, CA Project consisted of installing a rockfall curtain on a cliff face where a rockslide has occurred and blocked the access road into the reservoir. Preparation of a Biological Constraints Report to support a Categorical Exclusion for this project. Assisted in the creation of field maps, report graphics, and site photographs to support the documentation. UpperAmargosa Creek Recharge Project GIS Specialist I City of Palmdale I Palmdale, CA Served as GIS support for this $6.2 million flood control, water conservation, habitat restoration and recreational open space project. The project is modifying the existing alignment of the UpperAmargosa Creek to construct 11 new off -channel groundwater recharge basins for increased groundwater recharge to the Antelope Valley Groundwater Basin. Biological Constraints Analysis/Reserve Boundary MinorAmendment GIS Analyst I City of Palmdale I Palmdale, CA Served as GIS Specialist for this project, which involved mapping Monastery Road and 166-Acre Robinson Ranch project sites for OC Parks to support a potential boundary amendment to the Southern Subregion Habitat Conservation Plan. Prepared a Biological Constraints Report with vegetation mapping of both project sites. Creation of field maps for data collection and the mapping of biological resource locations. Maps developed by GHD were used in that decision making process. Provided geospatial analysis and map products for the siting of the new water tank in the city of Ukiah. San Joaquin County Vehicle Miles Traveled (VMT) Thresholds Location Intelligence Analyst I San Joaquin County, San Joaquin, CA Developed a customized web application in the ArcGIS Online Environment that can be used by developers to screen themselves out of a lengthy and expensive California Environmental Quality Act (CEQA) required VMT analysis for the County of San Joaquin. Automated Network Analysis with python scripting to assess the effect of adding new bicycle facilities on VMT within San Joaquin County. GHD understands the goals of this RFP and the prioritized list of tasks defined in the RFP. GHD's approach to this project begins with developing a thorough understanding of the current state of GIS within the City of La Quinta. GHD will perform a review of the current uses of GIS, current licensing and software, and the overarching architecture of GIS within the City. With this understanding, GHD will begin developing a roadmap to lead the City's GIS program into a sustainable future whilst taking into account the common growing pains many local municipalities face. Communications Management Effective communication is critical to the success of any project. There will be multiple forms of communication used over the course of this project, including written documents and deliverables, interviews, workshops, meetings, emails, web conferences, and phone calls. The Project Management Plan includes coverage of communications, including preferred methods, lines of communications, and frequency. The GHD team will work with the City of La Quinta to develop a communication and meeting plan that will support the delivery of the program. As requested, GHD will provide the City with agendas for each engagement at least 24-hours prior to meetings or workshops. Open and regular communication is critical for success. Trainings will consist of both technical and practical knowledge to increase efficiency when leveraging GIS. Areas discovered in Task 1.1 and deemed as a pain point for the City will be developed into improved workflows and web applications. Task2- Evaluate, recommend, and implement GIS hardware and software solutions to allow optimal use of GIS within enterprise software and other City resources. A data -driven extract, transform and load (ETL) process was developed to improve operational efficiency of city staff and remove technical debt of legacy code. The ETL process uses City and County spatial databases to calculate Property/Parcel tax rates assessment products for all parcels in the city limits. The process was taking two City staff a week to process the data using a variety of GIS, database and scripted processes delivered on a monthly basis. PROJECT OUTCOME The process now takes three hours and runs scheduled or as -needed with no staff interaction. The City was under obligation from the California Regional Water Quality Control Board to conduct commercial and industrial facility TELEPHONE inspections for a list of 4,000+ facilities. GHD was able to reduce the 310.952.1754 4,000+ facilities to 1,140 facilities by working with the City to identify, which Standard Industrial Classifications (SIC) codes were required under the MS4 permit. � EMAIL ejwhitman@carsonca.com GHD developed an iPad/WebGIS tracking system to support the facility inspections. The system was designed upfront to inspect all the facilities efficiently and quickly through a standardized inspection iPad form as well PROJECT DATES as to provide real-time tracking and reporting through an/automatically updated WebGIS dashboard including summary statistics. 2021-2022 GHD also prepared and conducted a comprehensive training program for City inspectors. The training was completed through two workshops. The PROJECT TEAM first workshop was conducted to covered inspections, which included illicit -Amber Shows discharges, uncovered trash and roll -off bins, blocked catch -basins, and secondary containment. The second workshop went over the inspection form, the iPad system and the WebGIS portal. Due to the limited time to complete the inspections, GHD mobilized a team of two full-time equivalent inspectors to help the City meet the MS4 permit compliance timeline. DWR is the State agency responsible for overseeing SGMA compliance as well as providing grant funding for implementation projects. DWR wanted to ensure that the projects funded provided the best outcomes possible to maximize the benefits from state funding. GHD collected and analyzed data to identify planned and funded implementation projects, developed a database and interactive mapping tool to interface with the database, and developed standardized monitoring methods to determine the effectiveness of different types of SGM Projects. The project uses a Technical Advisory Team (TAC) composed of representative from across DWR and the State Water Resource Control Board. Data was produced from a combination of high accuracy GPS field data collection, digitizing, and referencing as -built drawings into GIS platforms. Geolocated linework did not exist for this area; the only spatial information existed within legal descriptions and parcel maps provided to GHD. From the legal descriptions, GHD land surveyors digitized linework in AutoCAD that could be uploaded to ArcGIS Online. GHD developed a web -based map viewer through ESRI's ArcGIS Online (AGOL) that positions NCPA for further GIS development in the future by building upon ESRI's industry standard file types and GIS platforms. Humboldt Bay Natural Shoreline Infrastructure Project GHD field staff utilized high accuracy GPS (EOS Arrow 100 GNSS and an EOS Arrow Gold RTK GNSS) to inventory plant communities and land cover types, and analyze historical shoreline morphology. A digital terrain model derived from LiDAR and data collected with a high accuracy GPS were used to inventory plant communities and illustrate shoreline morphology that defined mudflats, salt marsh, and other landforms across the project area. Sebastopol Wastewater and Water Mapping The Public Works Department at the City of Sebastopol was reliant on paper maps for their daily wastewater and water operations. They saw the value of having accurate, timely location data accessible via mobile to support their daily operations. To this end they chose to adopt the Cartegraph asset management software, which integrates a work order system with GIS data. However, they had no GIS information to integrate with; GHD was engaged to digitize AutoCAD drawings and perform field data capture to maximize the efficacy of the new work order management system. GHD canvassed the entire city with a high accuracy GNSS receiver, capable of capturing locations within 2-3 centimetres of their real -world position. Disclosures GHD trusts the City of La Quinta will appreciate that due to the commercial sensitivity and confidentiality of any litigation in which GHD may have been involved, GHD is not at liberty to disclose the information sought. We are able to inform you that there have been claims notified in the normal course of business, none of which we believe are material to the services that which are the subject of your RFP. Claim remains pending. 4 Claim from Annapolis Citizens Class Overcharged for Water -Sewer related to claims that GHD's client overcharged citizens for utilities. Claim was dismissed. ► 8. Explanation of Methodology During Task 1.1 GHD will gather information about the City's current needs as they relate to GIS through a series of virtual meetings and web -based forms. Topics in the data gathering step will include existing GIS web applications, GIS data update workflows, standards and metadata production, and many others. GHD will review how the employees at the City interact with the GIS and determine what workflow modifications could be introduced to maximize efficiencies and therefore which services to apply. Using insight from this communication and previous experience from managing other local governments GIS systems GHD will assemble a GIS roadmap for the City which will include a list of services that are immediately applicable, and a list of services that could be applied to future endeavors. The GIS Roadmap will provide acomprehensive overview of the City's GIS aspirations and goals, while paving the way for those goals to be achieved with targeted action. The role of people is at the heart of the roadmap, ensuring that its purpose and measures are people centric to the data and technology implemented. The Roadmap: 4 Provides an assessment of current spatial data maturity and a baseline for measuring process improvement. 4 Explores future needs and emerging trends in spatial data and spatial technology. 4 Provides a set of recommendations to help address maturity gaps and ensure the City of La Quinta is in a position to succeed in the spatial data future. Our Approach 1.12roject Inception - Project kickoff meeting with City of La Quinta. 2.Vision Development - Workshop to allow the City to outline and distill the elements of their current pain points and to understand what is desired in the future. 3.Consultation and Workflow Mapping - To understand and document existing business workflows, their strengths and weaknesses, and opportunities for improving or transforming these workflows 4.Strategy Development - To develop a GIS Strategy to communicate and achieve the location intelligence vision developed earlier. 5.Implementation Roadmap - To develop an actionable plan with clear and achievable steps to implement the strategy. 6.12resentation & Close-out - To clearly present all outcomes of the project to the City of La Quinta, hand over all deliverables, documentation, guidance and streamline the transition to implementation.
