at Boulder, Colorado. Later It was established in India in the year 2005 and currently operating

7.1 User Requirement Study
SpatialXY would perform thorough existing system study for understanding the already
implemented modules, business process and would prepare an AS -IS document. SpatialXY
shall have series of workshops/meeting with city of La Quinta Stakeholders to understand the
City's current GIS capabilities and also the future development of GIS within the contract
period. SpatialXY will architect the solutions based on the workshop outcomes. The process

Database Server- SpatialXY proposes Enterprise level database server that shall access the
data in two ways like spatial layer and MIS data. ESRI ArcGIS Enterprise supports various
database like Microsoft SQL Server, Oracle, PostgreSQL. The database need to be provided by
the city of La Quinta.
External System- SpatialXY shall collect the data for the various systems like Taylor Energov
system and Riverside County GIS Application and store the collected data in exclusive
database server.

• ArcGIS Pro is a powerful desktop GIS application for creating beautiful maps in 2D and 3D,

• ArcGIS Server is a back -end server software component of ArcGIS Enterprise that

o Host the Layers into the web Application
o Share the layer as the web services
• ArcGIS Online is a cloud -based mapping and analysis solution. Use it to make maps,
analyze data, and to share and collaborate. Get access to workflow -specific apps,

interact with Application through one of the user interface.

The data modelling discussion session would include experts from SpatialXY and City of La
Quinta. The new modified version of the Data Model (Layer) contains the following in detail,

The process describes the migration of existing data in Riverside County GIS System

SpatialXY shall understand the datasets available in Riverside County GIS Hub which will be
used for data migration into ArcGIS Enterprise Geodatabase. The list of layer and data model
need to be finalised during URS Session. SpatialXY shall develop the high priority layer such as
basic layers like parcel data, speciality layer like specific plan, special zoning overlay, Economic
development & planning related layer based on our understanding from the scope document
& Prebid responses. The data from various system will be migrated into the centralised
database which makes the access easier to the end users.

ESRI ArcGIS Enterprise shall have the various data sharing and communication with external
vendors and partner to consume the GIS datasets. Services standards are used to transfer
data via the web or provide remote access to data stored on a web server. They allow users
to interact with data, usually through simple web clients, on a live and real-time basis. This
includes viewing maps, accessing and querying data, running analyses, and downloading data.
City of La Quinta Platform WMS, WFS, WMTS, WPS, WCS, CSW etc. for seamless access and
sharing of information.
Portal for ArcGIS is a map centric content management system that an organization can host
within its own infrastructure. Portal can be deployed on Windows or Linux operating systems
and installed on an organization's physical machines or in the cloud. It is enables an

In Tyler's EnerGov (EPL) system is used planning, permitting, and licensing to asset
management and citizen requests, the industry -leading Enterprise Permitting, Licensing, and
Asset Management platform uses GIS to:

Payment Milestone:
"Payment for time and materials (preferably monthly) based upon Contracting Party's rate
