This includes the Cities of Desert Hot Springs, Wildomar, and Eastvale. We currently use an automated routine to extract and geo-process the Riverside County parcel information into a compete GIS dataset for each agency, including condo -related parcels and detailed parcel characteristics. Over the last several years, Infinity Technologies GIS staff have been working with several clients to integrate their GIS data/platform with EnerGov (EPL). Through this experience, we intend to apply best practices to both GIS data and ArcGIS Enterprise design. Additionally, Infinity Technologies GIS staff currently provides similar GIS services to the municipal clients as summarized below. City of La Quinta RFP Geographic Information System Technical Support Page 3 of 35 INFINITY TECHNOLOGIES 00 (h) PROJECT UNDERSTANDING AND APPROACH ■ PROJECT UNDERSTANDING Infinity Technologies understands that the City of La Quinta would like to prepare and ultimately migrate their current GIS setup to an ArcGIS Enterprise platform. Listed below are the general project tasks that are expected: TASK 1. DEVELOP GIS PROGRAM FOUNDATION Estimated Timeline: November 2022 - February 2023 [3 to 4 months] This initial phase will focus on preparing, documenting, and improving the existing GIS data/content. Key steps will include the following: 1.1 Centralizing and documenting existing and future GIS data layers Infinity Technologies GIS staff has been developing data layer inventories for most of our clients. Information tracked in the inventory will include General layer name, specific layer name, status, source, quality, maintenance responsibility, published WN), etc., Information gathered during this phase will also be stored as metadata directly associated with the GIS data layer. 1.2 Reviewing, recommending, and implementing better GIS solutions/tools for the current GIS platform. This includes additional improvements to the ArcGIS Online deployment Infinity Technologies GIS staff have been hard at work over the last several years learning the latest technology releases from Esri. This has translated client work focused on migrating workflows to improved data maintenance solutions, reworking WebGIS applications to utilize new widgets or development tools. As part of this project task, Infinity Technologies GIS staff will review the quality of existing GIS layers and recommend and implement improvements. Some improvements will be related to the future EnerGov GIS integration. 1.3 Creating documentation of current standard operating procedures or knowledge bank. Infinity Technologies GIS staff have developed a variety of documents that help to describe various components of our client's GIS platform. These include GIS data inventories, WebGIS application inventories, and system architecture documents detailing workflows and solutions. 1.4 Prepare agenda and facilitate quarterly GIS stakeholder meetings with City staff. Infinity Technologies GIS staff have the hands-on experience to facilitate productive meetings with City stakeholders. The meeting will focus on project updates, City departmental GIS needs, and knowledge sharing. City of La Quinta RFP Geographic Information System Technical Support Page 4 of 35 INFINITY TECHNOLOGIES 1.5 Work with regional partners on data and application coordination. Infinity Technologies GIS staff have worked closely with Riverside County GIS staff to ensure the delivery and update of key GIS datasets occur as seamlessly as possible. We have also worked with many other COG organizations and other city/county relationships to facilitate coordination of data (parcels, addresses, street centerlines, aerial imagery), including shared WebGIS applications. We also stay current on any major county GIS initiatives that may impact a local city GIS platform. For example, Riverside County appears to be making a move to the Parcel Fabric data model. Additionally, Riverside County Sheriff is spearheading an effort to migrate to regional addressing standards to NG911 compliance. TASK 2. GIS HARDWARE AND SOFTWARE SOLUTIONS Estimated Timeline: January 2023 - February 2023 [2 months] Infinity Technologies understands and is prepared to research and recommend hardware/software solutions in preparation for an implementation of the ArcGIS Enterprise platform. On -premise or cloud -hosted architecture will be reviewed for costs and the unique technical requirements for the City of La Quinta. This phase of work will also review the data integration and logical placement of content between the ArcGIS Enterprise (Portal) and ArcGIS Online system components. The final step in this phase will be the actual installation and configuration of ArcGIS Enterprise, including applying appropriate Esri licensing. Infinity Technologies GIS staff have worked with many clients over the last several years to prepare IT hardware/server plans to support implementation and migrations to ArcGIS Enterprise. We will leverage this experience and the unique requirements of the City to prepare recommendations to support your future GIS platform needs. Analysis of requirements will include current or future integrations between City systems and GIS. City Esri licensing needs will be reviewed and presented as part of the recommendations. Infinity Technologies GIS staff are hard at work with multiple clients with similar scope of work tasks related to the setup and configuration of the hardware/server platform that will host the ArcGIS Enterprise platform. This includes both on -premise and cloud designs. Through this recent and continuing experience, we will be able to apply best practices that will provide a pathway to successful implementation of the ArcGIS Enterprise platform. TASK 3. ENTERPRISE GIS Estimated Timeline: March 2023 — June 2023 [3 to 4 months] This project phase will focus on migration of GIS data and WebGIS applications to the ArcGIS Enterprise platform. Work will also be focused on current or future integration needs with other City business systems. Using experience from GIS integration work with multiple 3rd party systems, including EnerGov, Infinity Technologies GIS staff will develop datasets, workflows, and published services focused on these integration requirements. At the completion of this phase, Infinity Technologies GIS staff will provide onsite workshops to City staff to ensure a mutual and proficient understanding on how to effectively use the City's GIS platform. ■ PROJECT APPROACH Infinity Technologies GIS staff have years of collective experience growing local agency GIS platforms into a stable valuable solution that is utilized a variety of agency staff. With the data and tools published through your GIS, this translates to saving time and money through more informed and efficient decision making, including improved communication with City residents. Infinity Technologies is proposing a team of six GIS professionals with extensive experience providing GIS services to local government agencies like the City of La Quinta. Our proposed Project Manager, Mark Dumford, will be the primary point of contact for this project. The project should begin with a kickoff meeting to plan for and identify key points and priorities, including the following: Review the overall project tasks and milestones. Summarize/document general project requirements. Additional detailed requirements will be researched and documented in follow up meetings » Establish a communication plan. » Review project roles and GIS staffing plan. » Review network access details. Discuss next steps. Based on the results of the kickoff meeting, a task -based Implementation Plan will be determined. With many of our clients, we use Basecamp to document, assign, and track project tasks. If the City is agreeable to its use, Basecamp will be used during quarterly check in meetings and shared with key City staff to review project task status real-time outside of the quarterly meetings. Basecamp can also be used by client staff to make new requests for GIS support. A well -run GIS means working efficiently across multiple departments and outside agencies so your staff can maintain a focus on serving your residents. As mentioned previously, Infinity Technologies also proposes the use of Basecamp project tracking tools that, if the City consents with its utilization, will be used to document, assign, and track all tasks throughout the duration of the project. Basecamp can be configured for client access to review real- time project tracking updates. This project management tool can enhance the GIS team's organizational readiness, productivity, communication, and planning — positive steps geared towards moving projects forward effectively and efficiently. ■ QUALITY ASSURANCE The accuracy of data and the stability of your GIS platform are foundational elements of a successful GIS. This helps to build trust in the information and toolsets. With this trust, City staff will come to rely on GIS to solve and improve everyday business functions.
