needs assessment meeting either via phone or in -person with City staff. The meeting will be used to determine

STRATEGIC/DIRECT UNDERGROUNDING PROGRAM
SAN DIEGO COUNTY I SAN DIEGO GAS & ELECTRIC
NV5 has developed and managed an enterprise GIS system
utilizing ArcServer, GIS portal and customized web mapping
applications to support all of the many teams and consultants
working on the Strategic Undergrounding Program. The team
has been responsible for establishing schema, geodatabase
creation and maintenance, designing mapping templates,
creating web applications for field collection, maintaining
current web maps for each phase of each project of the SUG
and DUG projects in support of NV5's Power Delivery and
Environmental teams. NV5 provides technical data conversion
of complex engineering and design information to the GIS
platform, including exploratory and feasibility study activities,
project design submittals, data conversion of Civil3D, PLS
CAD,and Construction Plans to the web GIS. Additionally,
NV5's GIS Team has been able to use this knowledge and
data to support the Environmental team with eTS submittals
for SUG/DUG project approvals, build exhibits for client
meetings, and train non-GIS users to efficiently and effectively
navigate the Web GIS platform.
SDG&E WIRELESS FAULT INDICATOR (WFI) UPGRADE
AND INSTALLATION
SAN DIEGO COUNTY, CA
Lead GIS analyst. NV5 GIS and civil engineering departments
are working to improve SDG&E's ability to locate faults in its
distribution network, replace outdated Wi-Fi equipment and
increase system reliability. Currently NV5's team supports the
upgrade and installation of approximately 350 WFI locations
per year, replacing Generation-1 and -2 WFI equipment
with Generation-3 equipment. Amy proposed using GIS to
improve the efficiency and reliability of the data collection
process. After implementing an enterprise GIS web mapping
application and utilizing the ArcGIS Collector App to improve
field collection, NV5 was able to triple the number of field
inspections in the first year and streamline the deliverable
process, including value added GIS shapefiles and photos of
all equipment and attributes.
SDG&E FIRE RISK MITIGATION PROGRAM
SAN DIEGO COUNTY, CA
The Fire Risk Mitigation (FIRM) program was created to
provide safe and reliable energy throughout fire -threat zones
in San Diego County. SDG&E is proactively addressing fire risk
by hardening critical service areas that are most vulnerable
to wildfires. Amy is the Lead GIS Analyst for NV5, providing
field support by designing, maintaining, and supporting a
standard schema to be used in the geodatabase, and creating
web mapping applications for project data management.
The project schema is used for all segments that fall under
the FiRM project umbrella. ArcGIS Collector has proved
instrumental for field personnel to verify existing conditions
and collect new data, while offering an efficient application to
remotely share real-time data. All data collected in the field is
stored on AWS and administered through NV5's Web Services,
which is accessible to project managers and team.

from existing mapping, new GIPS data, and LiDAR data into a Geographic
Information System (GIS) over an area of approximately 52 square miles
corresponding to aeronautical surfaces. The LiDAR included over 3.5 billion
data points. Utilized GIS software to create a Digital Terrain Model (DTM)
and object height data, derived from the LiDAR, and supervised the process
of digitally overlaying the derived data onto 3D models of the aeronautical
surfaces to identify potential obstructions into the airspace.
Organized field survey crews to perform traditional field surveys to validate
the data derived from LiDAR. Assisted in preparing obstruction report in
compliance with three (3) FAAAdvisory Circulars (AC 150/5300 - 16A, 17B
and 18B) with FAAAdvisory Circulars and submitted to the agency.

Worked on maintenance and expansion of a GIS for a
community college district consisting of 2 campuses and a
learning center, including utilities, boundaries, encumbrances,
structures and topography. The GIS has been successfully
utilized in planning for new construction, creating and
maintaining as -built records, and assisting in maintenance
scheduling.
GROSSMONT & CUYAMACA COMMUNITY COLLEGE

Gathered data from a variety of sources, including boundary,
topographic, utility, and other map layers from the district and
consultants, as well as outside public sources. Supervised the
creation of a database incorporating all the data into a GIS
with links to digital documents, Implemented installation of
the GIS onto campus computers for access by district facilities

ROOSEVELT AND MILO WIND ENERGY SITE
ROOSEVELT COUNTY, NM
Supervised the collection and organization of data from
client and public sources for a 64,000 acre wind farm in New
Mexico. Created composite digital elevation model (DEM) from
varied topographic sources for a hydrographic and hydrologic
study of the site. Supervised the use of GIS for modeling the
hydrological basins and stormwater flows within the project
and for creating the GIS exhibits for a Hydrology/Hydraulics
report.
TETRATECH-PAWNEE PIPELINE GIS BASE MAPPING
WELD COUNTY, CO
Managed a GIS project for base mapping for a 22 mile long
pipeline with four optional routes. Gathered public domain
data from county and federal agencies and compiled them
into a GIS. Supervised and assisted in adding newly flown
ortho-photography and route data provided by the client.
Established database for use as the project progresses

Acting City Surveyor for the City of Beaumont under contract with NV5.
Responsibilities include review of all Tract Maps, Parcel Maps, Lot Line
Adjustments and Certificate of Corrections prepared in the City of Beaumont.
Sign and seal all documents and Maps that are required in the duties of the

NV5 is the prime consultant leading a full -service
environmental team to provide LAWA with air quality,
water quality, hazardous materials, petroleum
storage tanks, site investigations and assessments,
environmental management system, sustainability,
environmental mitigation project and environmental
commitments, wildlife and biological resources
management, noise management, sound insulation
grant program, environmental engineering services.
NV5 functions as an extension of LAWA's staff
providing on -call environmental compliance,
sustainability oversight, and managerial support
services at various LAWA properties. As part of this contract, NV5 is responsible for performing annual
stormwater inspections for industrial permit compliance at over 100 tenant sites annually at both Los
Angeles International Airport (LAX) and Van Nuys Airport (VNY). To facilitate and assist LAWA with the large
data capture and assessment effort, NV5 developed a tablet based inspection and reporting database and
inspection tool using ESRI's Collector and Survey123 tools for use on tablets or phone applications. These
tools allow inspectors to readily conduct inspections, prepare reports, and convey needed corrective actions in

LA MESA, CA
As part of the City of La Mesa Phase 6 Infiltration/Inflow
Mitigation Sewer Improvements, NV5 utilized ArcGIS Server
cloud technology to develop a web application for the collection
of manhole inspections and creation of inspection forms.
The web app was created using Survey123 forms on a tablet
to collect the information in the field directly into an ESRI
compliant geodatabase, incorporating spatial data from the
manhole inspections, photos and videos, and attributes based
on NASSCO manhole inspection codes. This information was
uploaded in real time to a web map for review and project
management.
NV5 utilized our Online GIS Portal to streamline the collection
of the geodatabase information and creation of manhole
inspection forms. At each inspection location, the app was
used to take photographs and videos, collect GPS location
point, and complete the datasheet forms through the
Survey123 interface. After completing all inspections, the data
was reviewed for completeness and accuracy. The deliverables

CLEVELAND NATIONAL FOREST POLE REPLACEMENT PROJECT

NV5 is using innovations in mobile technology to
bridge the gap between field crews and office staff
during its work on SG&E's Cleveland National Forest
Pole Replacement Project. NV5 created a tailored GIS
system that provides efficient data collection, processing
and review of all structure locations, access roads and
work areas throughout the National Forest.
To support the project, NV5's team published web- �--
based maps and applications to the GIS Portal website "
and developed a specific geodatabase schema for use
by the project's wide variety of disciplines and consultants. This allowed for seamless submittals and data transfers
among all stakeholders. In the field, crews used ArcGIS to download these feature services to tablets and smart
phones. Coupled with NV5's online maps, the system enabled crews to efficiently collect data in the field, while its
real -time -syncing capabilities allowed office staff to review data as it was collected and then quickly update the web
maps. This data made available to NV5's GIS analysts, who used ArcMap to perform data processing, create hard -
copy maps and prepare submittal documents for each power line.
By giving biologists and other specialists the ability to collect and log data in the field, NV5 reduced project costs by
eliminating the time surveyors would spend waiting while these experts did their work.

NV5's GIS and civil engineering departments are working
to improve SDG&E's ability to locate faults in its distribution
network, replace outdated Wi-Fi equipment and increase
system reliability. Currently NV5's team supports the
upgrade and installation of approximately 350 WFI locations
per year, replacing Generation-1 and -2 WFI equipment
with Generation-3 equipment. To do this efficiently, NV5's
team has constructed an SQL geodatabase and schema
unique to this project's needs. They developed project-
specific web services to enable remote viewing on smart-
phones and tablets, and provided online services for -
managers - enabling them to track progress, view collected data and address any unique site challenges.
In addition, NV5 simplified the compilation and review of project data with automated spreadsheets that feed
directly into designated tracking logs.
Utilizing GIS mobile technology, specifically ArcGIS Collector, NV5 has simplified compilation and review of
data - and improved the efficiency and accuracy of data collection in the field, enabling field personnel to view
project maps, update features, capture photos and videos on location, and create new features and share
data in real time. Initially the field collection phase was expected to span one year, but with use of its GIS web
services and mobile technology, NV5 has been able to reduce the process to just three months.

IDLEWILD TREE SURVEY AND ANALYSIS
PORT AUTHORITY OF NEW YORK AND NEW JERSEY I JFKIA, QUEENS, NY
The Central Survey Group of the Port Authority of
New York and New Jersey (Port) engaged the New
Jersey office of NV5 to conduct a tree survey of the
Idlewild Park. The park has deep succession growth
of mostly invasive trees that are penetrating the final
approach plane of two runways.
The Port required survey -grade location of all trees
along with their height above ground. Additionally, the Port faced strong community involvement that desired to
keep as many trees as possible. Therefore, the Port planned for regular assessment and pruning of the trees.
They required a tree tag for tree to help that process.
Given the excessive overgrowth and foliage of the site, our crews located trees over two winters. Our crews,
along with a certified arborist, surveyed over 3,500 trees. Our office staff processed the data and imported
into Civil3D. In coordination with the Port, we recreated the FAA mandated final approach plane using a DTM.
This allowed NV5 to calculate the threshold elevation for every tree into restricted airspace. NV5 developed a
two -prong approach that would allow the Port to work with community groups on tree removal. An excel table
showed all trees and their information. Included was the threshold elevation and other values to help determine
whether to prune or remove the tree.
Additionally, NV5 created an interactive GIS that showed the same tree information. It was available through a
web portal so that the community could visually see the tree affected and the approach plane.

FIRE RISK MITIGATION PROGRAM (FIRM)

Through the Fire Risk Mitigation (FIRM) program,
NV5 is helping SDG&E harden critical service areas
that are most vulnerable to wildfires. Since 2014, NV5
has helped replace older 4kV and 12kV overhead
distribution line elements, using new technology and
stricter design standards. Roughly 3,600 distribution
structures have been replaced — with another 6,400
slated for replacement by the end of 2018.
NV5's GIS department provides field support by
designing, maintaining, and supporting a standard
schema used in the geodatabase. This project schema
is used for all FiRM projects. NV5 GIS analysts
configured the ArcGIS
Server software that is used in conjunction with Amazon y,
Web Services (AWS) to host project data. Hosting the
project data via AWS gives the analyst more control and streamlines the QA/QC processes.

ArcGIS Collector has proved instrumental for field personnel verifying existing conditions and collecting new
data, while offering an efficient application to remotely share real-time data. All field data is stored on AWS and
administered through NV5's Web Services, which is accessible to project managers and team members alike.
In addition, NV5 survey crews support initial PLS-CADD design data acquisition through traditional ground
survey, High Definition Scanning (HDS) and aerial LiDAR via UAV or Helicopter. NV5 distribution designers
and engineers utilize PLS-CADD 3D line design software to model existing and new overhead facilities to
confirm structural integrity, conductor sagging, and appropriate phase and ground clearances. NV5 then
utilizes existing circuit information —job -walk feedback, PLS-CADD model analysis, SDG&E Standards
and various SDG&E department responses (Fusing, SCADA, Land, etc.) —to create an overhead design,
underground design, SCADA plan, and Work Management Software labor and material entries to produce a
construction -ready job package.

The Strategic Underground Program was developed by SDG&E in an effort to reduce wildfire risk and the
impact of Public Safety Power Shutoffs (PSPS) during seasonally extreme weather conditions. There are three
types of projects within this program: 1) PSPS, 2) Direct Underground (DUG), and 3) Quick Wins.
NV5 began working on this program in 2019. To date, we have studied over 105 miles on three PSPS circuits

Meet Client Expectations - It is important that the kick-off meeting discuss what the City expects, the primary
objectives of the project, the steps to meet those objectives, and the key decision points in the process. The
project team will work with the City staff at the kick-off meeting to finalize all applicable tasks and completion
dates for the project schedule. The roles and areas of responsibility for other participants and stakeholders
may need to be identified at this time.
Communicate - The City Project Manager must be kept in touch with the project through consistent team
meetings, phone calls, and meeting minutes. All projects are unique and fluid, and any possible adjustments to
the approach need to be discussed as early as possible. The Project PM will prepare meeting minutes from all
team meetings and submit them to the City within five (5) business days for review and concurrence.
Meet the Schedule and Budget - "Time is money" may be an overused expression, but we think there is good
reason - failure to closely follow the schedule and budget has too often been the reason a project is unsuccessful.
Detailed project tracking must therefore be implemented and closely monitored throughout the duration of each
task. The Project PM will provide monthly progress memorandums, schedule updates, and invoicing.
Allocate Resources - Having the right staff available at the right time is necessary to meet the schedule and
project expectations. Our team will have weekly in-house meetings to discuss upcoming needs, making sure
staff is available.
Produce a Quality Produc - QA/QC is not something that only happens at the end of a project, rather, it is
conducted throughout the project - both internally and through regular client review. A quality control plan will be
developed at the beginning of each project with review dates tied to milestones.
I. SCOPE OF WORK
TASK 1 - PROJECT MEETING AND GIS SYSTEM ASSESSMENT
Data Research and Review: Upon receiving access to the City's existing GIS system, we will review all layers
and applications to research its applicability and status (whether it is current).
Kick-off Meetina: After our initial research and review of the existing City GIS, we will have a kick-off meeting
to clarify specific project goals and criteria. We will discuss the scope of services, the schedule, and the budget
for identified needs. We will further discuss the data from the existing on- line GIS and the goals for updating
and maintaining it (i.e., which data can be updated, what new layers are needed, what sources are available for
data maintenance, where the data will reside, and data sharing protocols), along with the goals and options for
the web -based GIS. This meeting will also provide a face-to-face opportunity for key City and consultant staff to
meet each other and to establish lines of contact for the project.
Needs Assessment Report: After the kick-off meeting, NV5 will commence with developing a comprehensive
Needs Assessment report outlining the specific tasks and schedules required to develop the centralized GIS

and to identify the layers, tools, protocols, and services that will need to be implemented. NV5 will provide the
Needs Assessment Report to City staff for review, and upon finalization, the accumulated information along with
conclusions and recommendations will be included in a report. One electronic copy (PDF format) of the final
report will be issued.
TASK 2 — GIS SYSTEM ADMINISTRATION MAINTENANCE / UPDATEF
NV5 will meet with City staff to determine the best workflows for managing GIS requests and identifying
staffing, licensing, and other software support needs. ArcGIS enterprise implementation, City staff training
needs, and software integration processes will be identified at this time. This meeting may be held in
conjunction with the kick-off meeting or separately depending on the City's needs.
We will initially prepare an evaluation of all of the City's software applications relating to GIS, then develop best
practices for maintenance and updates of the data across all platforms. This may involve meetings with outside
software vendors consuming GIS services. NV5 will provide quality assurance and quarterly reporting on all
maintenance and update tasks.
TASK::' PUBLIC / INTERNAL PORTAL DEVELOPMEN
NV5 will work closely with City staff to develop and maintain internal applications that allow the City staff to
access and consume GIS data to streamline their workflows. Internal portal development may include ArcGIS
Online Web Maps, Project and Department specific Groups and Maps in the portal, Dashboards to view and
analyze data, Collector for ArcGIS maps for offline consumption of GIS, Survey123 forms for field collection
and inspections, or other Custom Applications as requested by City Staff or as identified in the Needs
Assessment Report.
Specific application scope and schedules will be determined in the Needs Assessment Report or through
additional Requests by the City. NV5 knows that every project requires oversight and management to stay on
task and on schedule, and we will work closely with City staff in the most complete, cost-effective, and efficient
manner to keep each Task Order focused and provide value added recommendations for robust applications
both Internally and Public facing. Each application will develop a specific scope of work, but all projects will
include all of the Project Management tasks below:
Communication with City Staff to determine the needs of the application, who the end user will be, and
what the maintenance/update requirements will be.
Creation of draft application for review and QA/QC
Complete NV5 Quality Assurance / Quality Control review
Incorporation of City comments and input.
City Staff Application roll -out and training.
Application Maintenance and updates.
- Project status reports during development and maintenance.
TASK 4 - CREATION, MAINTENANCE, AND UPDATE OF FEATURE CLASSES
NV5 will coordinate with City staff to determine the needs for any New Feature Classes the City wants to add
to their online GIS. NV5 has extensive geodatabase creation and management experience and will utilize
ESRI standards along with City protocols and standards to create comprehensive schema for any new layers.
We will keep in consideration the City applications and users who will access the layer and other software
applications that will consume the GIS layer when designing the schema. Upon City approval the layer will be
published to the ArcGIS Online portal and added to any mapping applications that require it.

All GIS layers added or updated throughout the project will be reviewed for completeness, topology and
accuracy and will be projected to NAD 1983 StatePlane California VI FIPS O406 (US Feet) coordinate system
unless otherwise directed by the City.
TASK 5 NEB/MOBILE APPLICATION DEVELOPMEN'
NV5 will develop and implement custom web and mobile applications as needed for the City. These tasks will
need to be defined in coordination with the City staff. A detailed scope per request and based on the complexity
of the application will be developed. NV5 has been a leader in developing large-scale web and mobile apps for
Municipalities and other Agencies throughout the Region. Applications can range in size and complexity, from
simple tree survey collector maps, to City wide Sewer Inspection Program, to CIP dashboards for managing
Projects or Story Maps that can manage and share assets or projects. NV5 will collaborate with the City staff
to determine what Web and mobile applications may be customized to meet the needs the City may have for
collecting, analyzing and serving out data.
TASK 6 - (RAINING
NV5 will provide monthly (or as needed) GIS training sessions for City staff. We recommend offering
department specific training to introduce and work with each department that utilizes the GIS to gain insight
and coordination within each department to focus on specific needs. NV5 will also use the monthly training
sessions to provide training to City staff as needed for new application launches and roll -outs.
Due to current COVID-19 conditions, trainings will be conducted via Zoom, Teams, or other digital medium.
