I’ll have the outline for you tomorrow. I will incorporate a statement regarding the process, including GPAs
and ZCs as you describe below. I have also just go[en John Gamlin’s outline - a[ached. I think that their
focusing on the EIR is a mistake, but I don’t know that it’s my place to tell them that. Should we discuss

Hi Nicole,
Did you have an outline for your presentation prepared yet? If not, that’s fine. We
can talk about it Monday or Tuesday. One of the points we want to make sure to
explain is that the land owner/developer can ask for a zone change/general plan
amendment based on state laws and our own code. And that we have to at least
consider it. I feel like that is something people may be not understanding.
