In order to calculate it, fiscal impact analyses develop per capita or per household costs for City services. I would suggest that you look at the cost-revenue analysis prepared for this project, which included those costs. It was provided to Garre= and other members of your team on mul;ple occasions. Danny, where in the City’s budget can I find informa;on that helps me understand what the City’s service costs are for the por;ons of Coral Mountain that are in the former Thermal Airport RDA, but for which the city receives no property tax revenue. In other words, the total deficit per single family home? Many years ago, I was VP of Development for the original Coral Mountain partners (1995-2002) before moving on to develop Hideaway and Madison Clubs with Discovery Land. At the original CM, we sold our land to Shea to build Trilogy and to the Drummond Co to build Andalusia. I assisted TD Desert Development (Drummond) with pre-development, including annexa;on of their acquisi;on lands to the City. This was followed later by Shea as the City’s boundary was extended. Around the ;me I departed and Shea was working on annexa;on, I recall the City performed at least one, if not more, studies that analyzed the economic impact of bringing the projects in, given that the property taxes would con;nue to be collected by the County due to being inside the (now former) Thermal Airport Redevelopment Area boundary. This is the current situa;on, and I understand for the foreseeable future, at least for the next 13 or so years, as bonds are paid off. I would like to request copies of any studies in the City’s files that were prepared and made publicly available at the ;me. Can your department assist me with this?
