APPROVAL
The Design and Development Department has reviewed your request for Special Event
Permit 2022-0009. Pursuant to LQMC Section 9.100.130 (Special Events -
Nonresidential), your permit is approved based on the following Findings:
A. The event will not be detrimental to the health, safety and general welfare of the
community in the area of the proposed event.
B. There is adequate area to conduct the event and to accommodate the anticipated
attendance.
C. Sufficient parking will be provided for the anticipated attendance.
D. Food service operations, medical facilities, solid waste facilities, sewage disposal
methods and potable water service have been provided.
E. Fire protection plans and facilities have been provided to the satisfaction of the
fire marshal.
F. Security plans, including security staffing levels, and facilities have been provided
to the satisfaction of the La Quinta Police Department.
G. Public roadways providing access to the event are capable of accommodating the
anticipated traffic volumes in a reasonable and safe manner with minimal
disruption to local traffic circulation.

This approval authorizes you to conduct the event pursuant to compliance with all
conditions of approval of this permit. The applicant must also comply with the provisions
and conditions of any other permits, as may be required/referenced herein, in order to
physically set up and conduct the event.
CONDITIONS OF APPROVAL
Completion/confirmation prior to start of event:
1. All vendors shall obtain a City Business License. A listing of all vendors, with contact
information, shall be submitted to the Design and Development Department. The
serving of food and alcoholic beverages during the event shall be subject to the
rules and requirements of the Riverside County Health Department and State of
California Alcoholic Beverage Control, respectively.
2. Portable generators shall be shielded to prevent accidental contact with guests.
Generators and internal combustion sources shall be separated from
tents/canopies by a minimum of 20 feet and shall be isolated from the public.
Extension cords shall be ground -secured to prevent tripping. Any lighting shall be
directed away from surrounding roadways and surrounding residential properties.
No spot or searchlights are permitted.
3. If ground excavations are required, please contact Underground Service Alert
(USA) at 1-800-227-2600 or 1-800-422-4133. This service is free of charge
provided USA is given a two-day notice prior to commencement of work.
4. The applicant shall obtain an encroachment permit for the traffic control
plan off -site signs and traffic controls placed within the City's right-of-way.
Encroachment permit will include requirements for insurance that shall be
provided by the applicant. Please contact Amy Yu at (760)777-7047 for
assistance on obtaining an encroachment permit.
5. All temporary electrical wiring to any concession/vendor spaces shall be secured to
prevent physical hazards to the public and participants. Wiring/cords shall not be
subjected to environmental or physical damage.
6. Applicant shall adhere to attached Riverside County Fire Marshall conditions of
approval and event plan.
7. An adequate number of portable restroom facilities shall be provided, to
accommodate participants and guests. ADA-compliant portable restrooms shall be
provided as required by the Building Division.

8. Obtain any building permit(s) as may be required for temporary electric service
and any other required items (e.g. bleacher, portable generators, etc.). Contact
the Building Division at (760) 777-7012 for permit requirements.
9. Applicant shall post all affected gated communities, particularly along the north
side of Avenue 58 and along Madison Street, with a flyer or similar format that
provides event dates and times, indicates that security personnel will be present
to ensure traffic safety, and lists the applicant's contact information. Information
shall be posted at or near callboxes and/or gate control actuators.
Completion/confirmation during event:
10. The event is permitted for October 22, 2021. Set up and operation of the event
shall be consistent with the attached exhibits and event information on file. At the
conclusion of the event, the event site and all roadways shall be returned to pre -
event conditions.
11. Applicant shall comply with all terms and conditions set forth in the Parade and
Special Event Permit issued by Riverside County TLMA for the duration of event
set-up, operation and take -down activities.
12. Applicant shall comply with Riverside County Fire Department La Quinta Office of
the Fire Marshal conditions of approval and special event application approval. Both
are attached to this letter as reference.
13. The applicant shall coordinate third party independent inspections to maintain the
traffic control plan (TCP) measures as approved under the traffic control plans. Any
takedown and/or relocation and re -installation of any traffic control devices as
approved in the TCP shall be inspected by said third party for conformance with
the intent and provisions of the approved TCP. In the absence of a third party
contract inspector, services may be provided by RCSD and/or Tops and Barricades.
14. Certain areas providing access to the event area are public and, as such, general
public access may not be denied or restricted in any manner that extends beyond
the limits of this event as approved.
15. Roadways/traffic aisles to structures and activities in and around the event will be
maintained accessible to emergency vehicles at all times. Any/all parking monitors
shall wear light-colored clothing and reflective vests as needed.
16. No on -street parking outside the approved event area may be utilized for event

parking. All on -street parking areas not otherwise restricted under the traffic
control plan as approved shall remain available for public use.
17. Security personnel shall be easily identifiable to the public by the provision of
uniformed personnel. All designated private security personnel must be licensed
by the State of California and possess a valid Private Security license.
18. Applicant shall be responsible for paramedic/medical service during the event.
19. All motor vehicles shall be parked in designated parking areas. Designated Fire
Lanes are to be kept open with minimum of 20 feet unobstructed access at all
times. Fire lanes shall be clearly outlined in an approved manner throughout the
event grounds by posting "NO PARKING FIRE LANE".
20. The use of amplified equipment for announcements and award presentations is
permitted, provided that all provisions of the City of La Quinta's Noise Ordinance
(LQMC 9.100.210) are complied with.
Completion/confirmation after conclusion of event (if necessary):
21. The event route and any sites used shall be left clean and in its original manner
after the event. Temporary trash receptacles shall be provided in and around the
event areas. All event areas shall be left free of debris at the end of each day's
activities, and after the event concludes.
22. All traffic control provisions (CMS, cones, barricades, etc.) for the course shall be
removed immediately after the final participant(s) as they complete the course.
23. All signing must be removed at the conclusion of the event, or each sign is subject
to a $50.00 fine. Please contact the Code Compliance Division at (760) 777-7050
regarding removal of signage.
24. Any damage to public hardscape caused by this event shall be repaired as directed
by the City Engineer. This includes but is not limited to sidewalks, curb and gutter,
landscaping, pavement and street lights especially within the surrounding public
streets.
FINAL ACKNOWLEDGEMENT/CONTACT INFORMATION
By holding this outdoor event, the applicant agrees to indemnify, defend and hold
harmless the City of La Quinta ("the City"), its agents, officers and employees from any
claim, action or proceeding to attack, set aside, void, or annul the approval of this

temporary use permit. The City of La Quinta shall have sole discretion in selecting its
defense counsel. The City shall promptly notify the applicant of any claim, action or
preceding and shall cooperate fully in the defense.
The City may elect to add Conditions to this application request to mitigate any problems
that arise not previously addressed herein. It is acknowledged that modifications to
traffic control and other approved measures may be necessary during the event to
address unanticipated problems that may arise.

The plans you submitted for the above referenced project have been reviewed by Riverside County Fire
Department - Office of the Fire Marshal personnel and are approved with the following conditions.
FIRE LANES/ACCESS [CFC 503]
No designated fire lanes, fire hydrants or any other Fire Department appliances shall be blocked or
obstructed. Fire lanes shall be clearly identified in an approved manner throughout the event grounds by
posting "NO PARKING FIRE LANE" or other approved means. All motor vehicles shall be parked in
designated parking areas.
TRAFFIC CONTROL PLAN COMPLIANCE
Approved traffic control plans shall be complied with. In the instance of an emergency vehicle operating
lights and sirens, approaches a traffic controlled intersection — the emergency vehicle shall be provided
passage through the control point in a reasonable timeframe.
GENERATORS AND INTERNAL COMBUSTION POWER SOURCES
Generators (and/or internal combustion power sources) shall be separated from temporary membrane
structures, tents, canopies by a minimum of 20 feet and be isolated from contact with the public [CFC
3107.16]. Additional fuel containers will not be allowed to be stored with the generator. Each generator will
need to have a IOBC fire extinguisher, with a current service tag (within one year). Combustible material
(including trash) shall be kept clear of the generators.
EXTENSION CORDS
Extension cords shall be over -current protected and/or ground -fault interrupter protected. No additional taps
are to be in any device. All extension cords shall be of 12/3 gauge wire or greater with approved connectors.
COMBUSTIBLE MATERIAL [CFC 3107.19]
Accumulation of combustible material (including trash) will be prohibited near any ignition sources within
30-feet of the perimeter of tents and membrane structures. Such waste shall be stored in approved containers
and removed from the premises not less than once a day.
TENTS AND CANOPY(S) [CFC Chapter 31 ]
Tents over 400 square feet and canopies over 700 square feet shall comply with the following conditions:
[1] Extinguishers- At least one 2AIOBC fire extinguisher, with a current service tag (within one year),
shall be provided within every 75 feet of travel distance. [CFC 3107.9]
[2] Exit Signs and Egress _ghting- Tents with side walls shall have illuminated exit signs and means of
egress lighting pursuant to CFC Chapter 31 when the tent has an occupant load of 50 or more. [CFC
3103.12.6 & .7]
[3] SeatinConfiguration-_ Seating configuration needs to comply with CFC Chapter 10 and California
Code of Regulations (CCR) Title 19.
[4] No Smoking- Smoking shall not be permitted in any tent or canopy or in any adjacent area where
hay, sawdust or any other combustible materials are stored. NO SMOKING signs shall be
conspicuously posted in all tents and canopies open to the public. [CFC 3107.3]
[5] Alternative Anchorage — The alternative concrete weight ballasting is approved with the conditional
requirement that each of the tent or canopy legs to be affixed or secured to the weight ballast. The
leg shall be secured within 12-inches of the ground.
[6] Obstructing exits- Furnishings, decorations or other objects shall not be placed so as to obstruct
exits, access thereto, egress therefrom, or visibility thereof. Hangings and draperies shall not be
placed over exit doors or otherwise be located to conceal or obstruct an exit. [CFC 3107.20]
[7] Decorative Materials- Curtains, draperies, hangings and other decorative materials suspended from
walls or ceilings shall meet the flame propagation performance criteria of CCR Title 19 in
accordance with section 807.2 or be non-combustible, when the tent has an occupant load of 50 or
more. [Ref CFC 807.1]
[8] High -Wind Evacuation Plan — The tent supplier and event coordinator shall understand that the use
of the tent or canopy in winds at 40 mph or greater is not permitted. Event coordinator is responsible
to take necessary actions to stop occupancy and use of the tent or canopy when winds of 40 mph or
greater are observed or expected.
FOOD TRUCKS
All food truck apparatus shall be of the motorized type to provide easy relocating and evacuation in the
event of an emergency or where otherwise required. All food trucks shall have their own compliment of a
minimum 2AlOBC (51b) fire extinguisher under current service tag. All food trucks that have fuel -fire
equipment shall be provided with adequate ventilation and a commercial kitchen hood extinguishing system.
The hood, plenum and duct shall be maintained in a clean and safe operation. The hood suppression system
shall be operational and provided with current service tag
DESIGNATED SMOKING AREAS [CFC 3106.4.5]
Smoking shall be permitted only in designated areas. Other areas shall have approved "No Smoking" signs
conspicuously posted and maintained.
FIREWORKS/PYRO/FIRE PERFORMERS
Fireworks, pyrotechnics or fire performers shall require an additional permit and approval.
FIRE INSPECTION
Prior to this Special Event, you must be cleared by the Fire Department by way of a Pre -Event Fire Safety
Inspection.
Applicant/installer shall be responsible to contact the Fire Department to schedule inspections. Requests for
inspections are to be made at least 48 hours in advance and may be arranged by calling (760)777-7131.
All questions regarding the meaning of these conditions should be referred to the Office of the Fire Marshal

INSPECTION NOTES
1. Sway bracing and hangers will be inspected at the time of rough piping inspection.
2. All required hydrostatic pressure tests shall maintain 200 psi for a 2-hour duration. (EX: Residential Fire Sprinkler
Systems)
3. Fire sprinkler system remodels: if indicated on plans or this card, a hydrostatic pressure test shall be required.
4. All underground joints and thrusts blocks shall be exposed and readily visible during the hydrostatic test.
5. Contractor shall supply all testing equipment, access and operating instructions at time of test.
6. All systems shall be inspected, tested, and approved by a Fire Inspector before any work is started that may cause the
affected system to be covered or hidden.
POLICIES ON FIELD INSPECTIONS
A. INSPECTION REQUESTS: Inspections are made subject to availability. Please have the permit number available when
scheduling inspections. For City of La Quinta inspections call: (760) 777-7131.
B. APPROVED PLANS: Shall be kept on the job site at all times that work is in progress. Work shall NOT commence
without approved plans.
C. INSPECTION REQUESTS: As required by the California Fire Code, the appropriate installing contractor shall be required
to schedule the necessary inspections and be present on site for inspections.
D. RE -INSPECTIONS: Will be charged against a permit when an inspection has failed, is not ready, the responsible party not
on site or where previously noted corrections have not been completed.
E. COMMODITIES: Unless otherwise noted on approved plans or letter of conditions, no commodities shall be entered into
the structure until clearance has been granted by the Fire Dept and Building Official.
F. OCCUPANCY: Buildings shall NOT be occupied by persons other than construction workers until a Final Fire Clearance
has been granted by the Fire Dept and a Certificate for Occupancy has been issued by the Building Official.

CONTROL DEVICES USED DURING HOURS OF DARKNESS SHALL
BE RETRQ-REFLECTIVE. ALL RUNNER SHALL WEAR RETRO-
REFLECTIVE GARMENTS DURING HOURS OF DARKNESS.
7. A POLICE OFFICER OR VOLUNTEER SHALL BE POSTED
AT EACH INTERSECTEON ALONG THE ROUTE WHILE THE RACE
IS IN PROGRESS EACH DAY. AFTER THE LAST PARTICIPANT
PASSES THE OFFICERS LOCATION, HE/SHE CAN BE DISMISSED..
THE OFFICER IS REQUESTED TO STOP TRAFFIC FOR THE
RUNNERS TO CONTINUE THE RACE
S. NOTICE SIGNS SHALL BE POSTED 72
HOURS IN ADVANCE STATING "TRIATHLON OCT 22.
EXPECT DELAYS'. SIGNS SHALL MINIMUM OF 48" X 48" WITH
BLACK LETTERS ON AN ORANGE REFLECTIVE BACKGROUND.
9. THE TRAFFIC SIGNALAT MADISON & AIRPORT BLVD. SHALL BE
PLACED ON RED FLASH BY THE POLICE OFFICERS.
10. A POLICE OFFICER SHALL BE POSTED HERE TO CROSS RUNNERS
FROM 10 AM TO 5:30 PM.
11. THIS TRAFFIC CONTROL MAYBE COMBINED WITH THE BIKE
COURSE TRAFFIC CONTROL

DIRECT VEHICLE TRAFFIC, ONE DIRECTION
AT A TIME ON THE SIDE OPPOSITE OF THE
LAKE. BIKES & CARS WILL BE SEPARATED BY
DELINEATORS WITH TAPE STRUNG BETWEEN
