A regular meeting of the Community Services Commission was called to order
by Chair Biondi at 4:02 p.m.
This meeting provided teleconferencing accessibility pursuant to Executive
Orders N-60-20 and N-08-21 executed by the Governor of California, and
subsequently Assembly Bill 361 (AB 361, 2021), enacted in response to the
state of emergency relating to novel coronavirus disease 2019 (COVID-19)
and enabling teleconferencing accommodations by suspending or waiving
specified provisions in the Ralph M. Brown Act (Government Code § 54950 et
seq.).

Greca to recommend Karen Devine and Victory Grund as Pillars of the
Community Award recipients. Motion passed unanimously.
MOTION - A motion was made and seconded by Commissioners
Blakeley/Biondi to recommend Brandun Lee and Emmi Von Scherr as
Distinguished Athletes Award recipients, and Jason and Nicole McQuaid as
Distinguished Artists Award recipients. Motion passed unanimously.
2. RECOMMEND REVISIONS TO PILLARS OF THE COMMUNITY AND

PROCESS
Community Services Analyst Calderon presented the staff report which is on
file in the Community Resources Department.
MOTION - A motion was made and seconded by Commissioners
Biondi/Blakeley to create a subcommittee consisting of Commissioners Biondi
and Gordon to further discuss and revise the nomination process/criteria for
distinguished community member award programs. Motion passed
unanimously.

1. COMMUNITY SERVICES COMMISSION ROAD MAP
The Commission was reminded of the CSC Road Map which provides guidance
on key focus areas that fall under the Commission's purview. The Commission
will continue to focus on art, events, and recreation initiatives within the City.
2. ART IN PUBLIC PLACES
The City continues to focus on enhancing the Art in Public Places (APP)
program by bringing new art installations and projects to the community. A
design for a Gold Star Family Monument has been approved, a Call to Artists
has been issued for the City's 40t" Anniversary Commemorative Art Piece, the
APP pocket map is being updated, and the Art@Fifth website has been
improved.
3. LA QUINTA ART CELEBRATION
The La Quinta Art Celebration (LQAC) was held March 3-6 and experienced
record attendance. The Art Selection Committee purchased one art piece at
LQAC that is now part of the APP collection. The art piece is currently installed
at Fritz Burns Park.
4. LA QUINTA X PARK
The X Park is operated by contractor Action Park Alliance (APA) who oversees
day-to-day operations, programming, lessons, and events. APA plans to host
the El Gato Classic and Hot Wheels Superchargers Fueld By Nitro Circus in the
Fall.
S. SUMMER PROGRAMMING
Information regarding X Park, Wellnes Center, and Fritz Burns Pool summer
programming is being shared with residents. A postcard featuring QR codes
was recently mailed to residents to further promote summer programs.
6. CULTURAL CAMPUS
Staff is working with a vendor to continue masterplanning the Cultural
Campus.

7. FRITZ BURNS MASTER PLANNING
Staff is working with a vendor to continue masterplanning the Frtiz Burns Park
enhancements which include amenities such as shade, additional parking, and
a splash pad.
8. BOARDS AND COMMISSIONS PROTOCOLS
The Commission was reminded of protocols and procedures and how to
contact staff to discuss questions or concerns.
9. JOINT BOARDS AND COMMISSIONS WORKSHOP
The Commission was provided a recap of the presentation that was delivered
during the Joint Boards & Commissions Workshop on March 28, 2022.
10. COMMUNITY WORKSHOP PRIORITIES
During the Community Workshop, residents identified focus areas they would
like City staff to prioritize. Staff will work with the Commission to address the
focus areas that fall under the Commission's purview including park
enhancements, additional Concerts in the Park, and more shade shelters at
City parks.
11. COMMISSION TOURS
In the Fall, staff will coordinate park and facility tours with the Commission to
further identify focus areas specific to each park and/or facility. Commissioner
La Greca expressed interest in participating in the September 28 (Parks) and
September 29 (Recreation) tour, Commissioner Gordon is available for all tour
dates but September 27 is her preferred tour, Commissioner Shelton is
interested in September 27 and September 28, Commissioner Blakeley is
interested in the September 27 and September 29 tour, Chair Biondi is
interested in participating in the September 29 tour.
COMMISSIONER'S ITEMS
The Commissioners recapped the events they attended since the last meeting
including the City Picnic, Community Workshop, Joint Boards and Commission
Meeting, and Concerts in the Park.

The Commission discussed the bike rack locations throughout the the City.
Commissioner Gordon commented that it may be beneficial to install more
bike racks in public places such as Civic Center Park and the La Quinta
Museum. Evaluation of the City's bike racks will be included during the
Commission tour to determine opportunities to for enhanced bike rack
locations.

Commissioners LaGreca/Shelton to adjourn the meeting at 5:12 p.m. Motion

RECOMMENDATION
Appoint members of the Community Services Commission to serve as
Chairperson and Vice -Chairperson for fiscal year 2022/23.
EXECUTIVE SUMMARI
• The September 12, 2022 meeting is the first scheduled meeting of the
Community Services Commission (Commission) for fiscal year 2022/23.
• Pursuant to La Quinta Code section 2.06.050, the Commission, at its
first meeting held after June 30, shall vote to elect one of its members
as Chairperson and elect another as Vice -Chairperson.
FISCAL IMPACT - None.
BACKGROUND/ANALYSIS
In accordance with La Quinta Code section 2.06.050, "unless otherwise
provided by law, ordinance or resolution of City Council, each Board,
Commission, and Committee shall choose one of its members as Chairperson
and one as Vice -Chairperson at its first meeting held after June 30t" of each
year."

AGENDA TITLE: RECOMMEND ACCEPTANCE OF ART DONATION
RECOMMENDATION
Recommend to City Council the acceptance of an art donation, consisting of a
bronze sculpture by Jack Zajac to be included in the City's Art in Public Places
collection.
EXECUTIVE SUMMARY
• Dick Roberts is a local art collector who has offered to donate an art piece
to the City.
• The art piece is a bronze sculpture by Jack Zajac valued at $32,000.
• Jack Zajac's work has been displayed in galleries all over the world
including the Getty Musuem in Los Angeles, Museum of Modern Art in
New York, and Schneider Gallery in Rome, Italy.
FISCAL IMPACT
Site preparation costs will be $1,000-$1,500 paid from the Art in Public Places
budget (270-0000-74800).
BACKGROUND/ANALYSIS
Dick Roberts is a local art collector who has offered to donate a bronze ram
skull sculpture by artist Jack Zajac to the City's Art in Public Places collection.
The sculpture is valued at $32,000, is 30" high, and weighs approximately 500
pounds. Jack Zajac is most associated with the Romantic Surrealist tradition
and his collection of bronze sculptures resembling animal skulls. His work has
been featured in museums all over the world including the the J Paul Getty
Museum in Los Angeles, the Museum of Modern Art in New York, the Honolulu
Museum of Art in Hawaii, and the Schneider Gallery in Rome, Italy. The
donated sculpture will be a unique addition to the City's diverse public art
collection. Potential locations for the art piece include SilverRock Park, the
Culutral Campus, or in a roundabout.

EXECUTIVE SUMMARY
• On May 16, 2022 a Call to Artists requesting proposals for a 40th
Anniversary Art Piece was distributed to artists participating in the La
Quinta Art Celebration (LQAC).
• The submissions were vetted by City staff and LQAC organizers.
• The Community Services Commission (Commission) will select their top
three choices and their recommendations will be presented to City
Council for consideration in October.
FISCAL IMPA..
$15,000.00 has been budgeted for this project. Funds are available in the Art
in Public Places budget (270-0000-74800).
BACKGROUND/ANALYSIS
During the March 2022 LQAC, the Civic Center Art Purchase Committee
(Committee) expressed interest in commissioning an LQAC artist to create a
unique art piece to commemorate the City's 40th anniversary. Staff complied
input from the Committee in a Call to Artists that was distributed to over two
hundred LQAC artists. The Call to Artists enourages participants to consider
La Quinta's history, culture, environment, architecture, points of interest, and
notable community members in their proposals. The art piece will be featured
in La Quinta City Hall as a component to the City's incorporation exhibit. Nine
proposals were received and vetted by City staff and LQAC organizers. The
top five proposals are being presented to the Commission for discussion. The
Commission will recommend their top three choices which will be presented
to the City Council for consideration in October.

Dear Mr. Calderon:
I'm writing to you regarding the City of La Quinta request for design concepts for the City's 40th anniversary
commemorative art piece to be displayed in La Quinta City Hall as an addition to the City Incorporation Exhibit.
We are residents of the La Quinta Cove. My husband, Tom Boatright, is an artist in the La Quinta Art Celebration.
He paints large scale abstract impressionistic oils. (www.tomboatright.com). We also have an art gallery in La
Quinta, Essence Arts (www.essencearts.org). We are relocating from Main Street to 51370 Avenida Bermudas.
I manage Tom's commissions and we have created a proposal for the City based on the energy of the Santa Rosa
Mountains and the history of La Quinta. The majority of the paintings that we sell are commissions. They are
collaborations with our clients to create art that is both powerful and personal. We have proposed our vision for
a triptych, incorporating historical elements of La Quinta. We invite the City of La Quinta to work with us on the
project to create the perfect piece. If the City prefers we could do a diptych or singular painting too.

All information and pricing provided in the proposal is valid for at least ninety (90) days. The price point is
$15,000. Typically it is $22,000 but we realize that the city has a fixed price and would be honored to have a
piece displayed. We are free from conflict of interest to perform work for the City. We have a well rehearsed and
unique commission process. Tom paints three paintings (three triptychs for example) which gives him freedom to
experiment and explore the organic nature of the paints. Clients then select the piece that they resonate with.
The City would be able to see each of the triptychs in the space and decide which they prefer.
The commission process is typically three months. We require 50% initially to cover the cost of the canvases,
the paint supplies and metallics. Tom paints in his studio in Olympia, Washington. The paintings are then delivered
to La Quinta. City stakeholders could determine which piece they prefer. In this case, they could also mix
the paintings to incorporate diverse pieces. Please refer to the proposal for visuals. It is simply a mock up. Tom
would like to explore a mountain backdrop. We are using existing paintings; so the proposal is not the vision but
a conceptual reference. Pleased don't hesitate to contact us for further clarification.

Tom envisions the composition for each painting from messages
received from the Universe. He creates paints for each series with vivid
colors and luminous metals to hold the energy. He uses a palette knife,
trowel or traditional brush to pull thick paint and a cloth or sponge to
apply fluid paint. His technique is very innovative and emergent.
The intention of the painting is written beneath the base colors. The
composition is sketched and painted into the existing layers. As Tom
paints, he embraces the energy that moves in him, a raw and refined
collaboration. The paintings are aesthetically beautiful, but the power is
in the energetic resonance and the meaning imbued.

Dear Michael,
I am pleased to be submitting this proposal for creating a special commissioned art piece for the City's 401h
anniversary of incorporation. I am a La Quinta Art Celebration artist that has been exhibiting at the festival
for the past several years and believe that my mixed media collage painting can not only create a visually
stunning piece, but also bring together an engaging 'story' of the City of La Quinta within the pieces of
collage.
This proposal assumes that the overall image to be painted will be provided by the City. If the City is unable
to furnish a photo, I am happy to come out to La Quinta and photograph an agreed upon place of
significance. The finished mixed media collage piece will be made from pieces of magazines as well as
collage pieces recommended by the city (5-10 pieces). Based off the Call to Artists, some ideas for the
collage pieces might be:
• Images of iconic landmarks such as the La Quinta Resort
• Photo/Wards/Imagery that represent the Desert Cahuilla Indians
• Photo from the La Quinta Arts Celebration
• Incorporation date May 1,1982
All work will be completed by me out of my residence/studio in Phoenix, Arizona.

1. Cover letter (and the source of our inspiration for the proposal):
Veteran La Quinta Show artists Liz Cummings and Myra Burg propose a collaboration, a mixed
media installation in iridescent paint on canvas combined with "Quiet Oboes", fiber wrapped
cylindrical tapestries. The Quiet Oboes augment the canvas surfaces creating a three dimensional art
piece that to immerse the viewer in a modern representation of all that is La Quinta. Inspired by the
combination of the Living Desert and designed to bring the ever changing colors of the flora, the
fauna and artistic roots of La Quinta to life, we present this fresh, new, modern art form. Color leaps
into the third dimension in a graphic version of desert blooms, sunsets, along with the human
innovation of architecture by including the structural elements of the project and the hues of rich warm
Spanish Architecture, and the desert at dawn and dusk.

The photographs attached represent a concept rendering of the proposed installation, along with
similar projects that were designed for the Midwest and Great Plains states for Gary Indiana. For La
Quinta, we propose the rich desert colors of sunrise, sunsets, cactus flowers and the warm ochres,
umbers and spiced colors offset by the crystalline skies, all wrapped up in modern form.
Validity Statement:
Both Myra Burg and Liz Cummings, individually and collectively are completely free of any conflict of
interest for performing work for the City of La Quinta. The below pricing is valid for 120 days from the
date of this proposal deadline, 6/20/22. Either Liz or Myra can bind for this proposal, either of us are
capable and available to install the project on time and within budget identified in this proposal.
Additionally, along with our private residential and corporate projects, we have experience with
installing public and municipal project that we have designed and built, some dating all the way back
to 1982. We're qualified.

3. The Proposal:
We suggest three iridescent and mixed media paintings, 7" x 48" each, installed in concert with seven
Quiet Oboes of 2.5", 5" and 60", most at 60" (maximum length) for a total field area of approximately
6'6" wide x 6'0" in height. Should the City prefer the entire project to expand to a greater width, this
can be done by adding a canvas or two, and/or some Quiet Oboes and still stay within the suggested
$15,000 frame. This is a rough sketch, and we hope you accept us for this project and we'll be
delighted to complete the design and send photos to you for approval before we ship. (Actual
elements will vary, as this is a concept of the design. Translation to full scale and actual installation

• In 2001 City Council approved the criteria for the Pillars of the
Community, Distinguished Artists & Athletes Awards, and Veterans
Recognition Program.
• During the June 13, 2022 Community Services Commission
(Commission) meeting, a subcommittee was created to review and
revise the process for nominiating individuals for the awards.
• The subcommittee's recommended revisions are being presented to the
Commission for discussion.
FISCAL IMPACT - None.
BACKGROUND/ANALYSIS
The Pillars of the Community and Distinguished Artists & Athletes Awards
(Awards) were created to honor individuals who have made positive impacts
in La Quinta. In 2001, City Council approved the nomination criteria for the
Awards, and in 2004 City Council revised the criteria, stipulating that Senior
Inspiration Award (SIA) recipients would also be recognized as Pillars of the
Community. The City asks residents to nominate individuals deserving of
these honors and has increased efforts to promote the Awards, however for
the past few years, there has been a decline in nominations submitted by
community members. Due to the lack of interest in the Awards, the
Commission created a subcommittee during the June 13, 2022 Commission
meeting which was tasked with assessing the current nomination criteria and
proposing revisions to the process that would help generate a larger pool of
candidates and restore the significance to the Awards. The subcommittee
proposes the following changes to the Awards program:
• Separate the Pillars Award from the Senior Inspiration Award (SIA
recipients will not automatically become Pillars)
• Create Junior Inspiration Award
• Create Community Service Award
• Discontinue the Distinguished Artist/Athletes Awards
• Simplify application criteria (eliminate signature requirement, revise
questions to highlight well -roundedness, include service throughout
Coachella Valley not just La Quinta)
• Enlist volunteer group to compile and review applications
• Refine the timeline so that Pillars (new and former) are honored at the
City Birthday Party in April with a special ceremony in front of a larger
public.

Framework for building Pillars of the Community
Executive Summary
Publicly recognizing members of the community who go above and beyond to exemplify La Quinta's
core values makes the entire community stronger. As a city that embraces health and wellness, art and
cultural diversity, and vibrant, inclusive neighborhoods, La Quinta benefits from supporting it's most
engaged residents.
Since 1992, the Pillar of the Community award has been bestowed on residents who made significant
contributions that have had lasting positive impacts on the city. However, the program has not sustained
the level of interest and importance it (and those who receive the award) are due.
The Pillar award is not intended to single out just good deed doers or high profile activists, but those
people who have made contributions in more than one way through their professional and personal
lives. As the name implies, pillars provide reliable support and a solid foundation that ensures stability
over a period of time. The award honors those who embody the spirit of community by being active,
involved, interested and enthusiastic about making La Quinta a great place to live.
Recommendation:
The CRC recommends the process be evaluated to become more inclusive and dynamic so
residents feel a greater sense of pride and ownership in the "Gem of the Desert."
The Nature of the Effort (Intent)
This is a treasure hunt for "every day heroes" in our midst. A robust year-round program encourages
more participation, and brings more opportunities for the City's efforts to shine. Widening the nominee
pool brings in more stakeholder groups. However, not all nominees are destined to become Pillars.
Recognition happens at a variety of levels — each of which is meaningful. Once a person is in the
nominee pool, there are several ways for them to be honored throughout the year:
--A letter of commendation from City Council
--An event in their peer group
--A feature story in The Gem
Those nominees who become Pillars also become ambassadors with their own network to recruit others
and contribute regularly to the City's ongoing success. As such, it makes sense to fete them at a public
event where their recognition is widely shared. Keeping Pillars "in the loop" gives worthy exposure to
them and the City's commitment to community involvement.
Recommendation:
Celebrate past and present Pillars with a ceremony at the City's Birthday Party.
Until the program is more highly valued, the honor won't be as highly sought after.
The Methodology (Execution)
If these awards are to reflect the community, the nominations must germinate from the community.
The process has to start with a Call to Action through peer -to -peer contacts. Letters to community
organizations and ads in The Gem are groundwork, but people must drive the process. As evidenced by
the recent turnout (or lack thereof) it's not sustainable to leave the effort to chance. Instead, create a
tighter internal framework with specific guidelines and time lines. Manage the process so both
nominators and nominees understand the criteria and the obligations. As important, nominators should
understand that finding successful Pillar candidates reflects success on their own interests.
--Simplify the nomination criteria, questionnaire and process
--Refine/target the outreach effort to community and peer groups
--Establish an active follow up protocol
--Employ a simple vetting process to direct nominees to the appropriate part of the nomination pool
--Tighten the loop from nomination to approval to maintain public engagement
--Thank community contacts and refresh those contacts regularly
Recommendation:
Strengthen the program by creating an Action format with more emphasis on call and response
techniques.
