DISCUSS AND RECOMMEND APPROVAL OF THE FISCAL YEAR 2022/23 PROPOSED HOUSING AUTHORITY BUDGET Finance Director Martinez presented the staff report which is on file in the City Manager's Office. Finance Director Martinez provided a brief overview of the 3 Housing Authority funds, Housing Authority Fund 241 (Fund 241), RDA Low -Mod Housing Fund 243 (Fund 243), and SA 2011 Low/Mod Bond Fund 249 (Fund 249). Staff discussed the 13 percent decrease in fund 241; the RDA loan repayment balance for Fund 243, the 88 percent decrease in Fund 249 and the expense projections for the overall 3 funds. Staff reported that the Housing Authority budget was presented to City Council on June 6, 2022, and will be brought back for Final budget adoption on June 21, 2022. MOTION - A motion was made and seconded by Commissioners Casto/Davidson to recommend City Council approve the fiscal year 2022-23 proposed Housing Authority Budget. EXECUTIVE SUMMARY • The November 9, 2022 meeting is the first meeting of the Housing Commission (HC) for fiscal year 2022/23 to have a quorum. • Pursuant to La Quinta Code 2.06.050, the HC shall choose a member to serve as Chairperson and a member to serve as Vice Chairperson for the fiscal year. FISCAL IMPACT - None BACKGROUND/ANALYSIS In accordance with La Quinta Code 2.06.050, "unless otherwise provided by law, ordinance or resolution of the city council, each board, commission and committee shall choose one of its members as Chairperson and one as Vice Chairperson at its first meeting held after June 30t" of each fiscal year." Pursuant to this section, staff has placed this item on the agenda for appointment of a Chairperson and a Vice Chairperson. The regularly scheduled meeting of September 14, 2022 did not have a quorum, and therefore this meeting will be the first to be held with the ability for the Commission to take action. RECOMMENDATION Recommend the Housing Authority approve purchase and sale agreement with BP Dune Palms, LP, by General Partner Blackpoint Properties, LLC, to acquire a portion of certain property comprising approximately 5.2 acres located on the Northeast corner of Highway 111 and Dune Palms Road (APN 600-030-018). EXECUTIVE SUMMARY • The Housing Authority desires to purchase approximately 5.2 acres of property located west of the Home Depot Center on Highway 111, on the northeast corner of Highway 111, for affordable housing development. • The property would be acquired using a mix of housing authority funds and grant funding from the American Rescue Plan Act (ARPA). • The purchase of this property would further the City's goals of fostering mixed use development, affordable housing, multi -modal transportation, and development of the Highway 111 Corridor as outlined in the General Plan 2035. FISCAL IMPACT Total Property acquisition cost is $3,624,192 ($16 per square foot for 5.2 acres). An appropriation of funds from Fund 249 - Successor Agency (SA) 2011 Low/Mod Bond Fund is requested in the amount of $2,237,183 and Fund 105 Disaster Recovery Fund is requested in the amount of $1,387,009 to be transferred to the Land Acquisition Fund (Account No. 249-0000-74010), which will be used for the property acquisition and all associated closing costs. BACKGROUND/ANALYSIS The property to be purchased by the Housing Authority is proposed to be developed as an affordable housing development with a connecting thoroughfare linking to the CV Link project. The property would be acquired using a mix of housing authority funds and grant funding from the American Rescue Plan Act. The development of the property would support affordable housing development as part of the Regional Housing Needs Assessment (RHNA) requirement for the City, provide commercial opportunities for businesses, and would further the development of the Highway 111 Corridor Plan, which has an emphasis on mixed use development.
