VERBAL PUBLIC COMMENTS can be provided in -person during the meeting by
completing a "Request to Speak" form and submitting it to the Commission
Secretary; it is requested that this takes place prior to the beginning of the
meeting. Please limit your comments to three (3) minutes (or approximately
350 words). Members of the public shall be called upon to speak by the Chair.
In accordance with City Council Resolution No. 2022-028, a one-time
additional speaker time donation of three (3) minutes per individual is
permitted; please note that the member of the public donating time must: 1)
submit this in writing to the Commission Secretary by completing a "Request
to Speak" form noting the name of the person to whom time is being donated
to, and 2) be present at the time the speaker provides verbal comments.
Verbal public comments are defined as comments provided in the speakers'
own voice and may not include video or sound recordings of the speaker or of
other individuals or entities, unless permitted by the Chair.
Public speakers may elect to use printed presentation materials to aid their
comments; 15 copies of such printed materials shall be provided to the
Commission Secretary to be disseminated to the Commission, made public,
and incorporated into the public record of the meeting; it is requested that the
printed materials are provided prior to the beginning of the meeting. There
shall be no use of Chamber resources and technology to display visual or

Commissioner Shelton asked staff to revise the June 13, 2022, minutes, to
reflect that she abstained from the first vote only on Business Session Item
No. 1 regarding the Commission's recommendations to Council on the Pillars
of the Community recipients; the submitted minutes state that the motion
passed unanimously, which is incorrect.
MOTION - A motion was made and seconded by Commissioners La
Greca/Blakeley to approve the June 13, 2022 minutes, as amended, as noted
above. Motion passed unanimously.

BUSINESS SESSION
1. APPOINT MEMBERS OF THE COMMUNITY SERVICES
COMMISSION TO SERVE AS CHAIRPERSON AND VICE -
CHAIRPERSON FOR FISCAL YEAR 2022/23
The Commission waived presentation of the staff report, which is on file in the
Community Resources Department.
Staff noted that there is no limit to the number of times members of the
Commission may serve as Chair or Vice -Chair.
MOTION - A motion was made and seconded by Commissioners
Blakeley/Gordon to have Chair Biondi continue her appointment and serve as
Chair for fiscal year 2022/23. Motion passed unanimously.
MOTION - A motion was made by Commissioners Biondi/Gordon to have Vice -
Chair Blakeley continue her appointment and serve as Vice -Chair for fiscal
year 2022/23. Motion passed unanimously.
2. RECOMMEND ACCEPTANCE OF ART DONATION
Community Resources Secretary Calderon presented the staff report, which
is on file in the Community Resources Department.
The Commission discussed incentives for art donations; the artist Jack Zejac's
desire to have his art piece featured in a public place within the community;
possible locations in La Quinta to display the art piece, the need to put a
platform in place before the piece can be displayed, and associated costs with
building the platform and available funding sources.
MOTION - A motion was made and seconded by Commissioners Blakeley/La
Greca to recommend Council acceptance of an art donation consisting of a
bronze sculpture by Jack Zajac to be included in the City's Art in Public Places
collection. Motion passed unanimously.
3. RECOMMEND ART PIECE CONCEPTS TO COMMEMORATE THE
CITY'S 40TH ANNIVERSARY
Community Services Secretary Calderon presented the staff report, which is
on file in the Community Resources Department.
The Commission discussed the high -quality of all proposals received and their
individual preferences of the proposals in ranking order; expressed general

consensus that the proposal by Artists Jason and Nicole McQuaid featuring 40
cactus spikes, in honor of the City's 40t" anniversary, stood out amongst the
rest of the proposals; and noted that if McQuaids' piece is selected, the plaque
should include language that explains the significance of the 40 spikes.
MOTION - A motion was made and seconded by Commissioners
Blakeley/Gordon to recommend to the City Council consideration of art pieces
to commemorate the City's 40t" anniversary in the following order:
1) First choice - proposal submitted by Artists Jason and Nicole McQuaid,
2) Second choice - proposal submitted by Artist Aileen Frick, and
3) Third choice - proposal submitted by Artist Erin Hanson.
Motion passed unanimously.
STUDY SESSION
1. COMMISSION ATTENDANCE AT CITY EVENTS AND PROGRAMS,
AND EVENT LINEUP FOR FISCAL YEAR 2022/23
Community Services Manager Calderon presented the staff report, which is on
file in the Community Resources Department.
The Commission discussed their availability to attend the events presented by
staff, which included the Civic Center Art Purchase Committees during the
March and November La Quinta Art Celebrations, Tree Lighting Ceremony,
Easter Egg Hunt, and City Picnic.
The Commission reached a consensus for the Commissioners listed below to
represent the Commission as follows:
• Civic Center Art Purchase Committee - La Quinta Art Celebration
(November 2022) - Commissioners Gordon and Shelton
• Civic Center Art Purchase Committee - La Quinta Art Celebration (March
2023) - Commissioners La Greca and Chair Biondi
• City Picnic - All Commissioners
• Tree Lighting Ceremony - All Commissioners
• Easter Egg Hunt - Pending Commissioner Availability
2. DISCUSS PILLARS OF THE COMMUNITY AND DISTINGUISHED
ARTISTS AND ATHLETES PROGRAMS' REVISIONS
Community Services Secretary Calderon presented the staff report, which is
on file in the Community Resources Department; the Subcommittee,
comprised of Chair Biondi and Commissioner Gordon, as consented by the
Commission at the June 13, 2022, quarterly meeting, provided an overview

of the subcommittee's findings and recommendations, which were included in
the staff report.
The Commission discussed the Subcommittee's recommendations, in
particular to discontinue the existing Distinguished Artists/Athletes awards,
however, artists and athletes can be nominated as recipients for the new
award categories being recommended; separate the Pillars of the Community
Award, which is administered by the City, from the Senior Inspiration Award
(SIA), which is administered by Riverside County, and no longer have the SIA
recipient automatically become a Pillars of the Community recipient; create a
new Junior Inspiration Award, as suggested by Council at their June 1, 2022,
regular meeting, and create a new Community Services Award; possible
confusion between the Senior and Junior Inspiration Awards, the motivation
is to provide an opportunity and create a pipeline for younger people to be
recognized for their contributions to the community; the proposed revisions
to the award programs are intended to broaden the pool of eligible recipients,
and in particular the Community Services Award gives the City the ability to
recognize a diverse group of individuals for their community contributions
without being subjected to age -restrictive accomplishments; creating a pool
of people in the community - teachers, local business owners, etc. who can
be the Commission's partners in executing and delivering on these awards;
consider revising the qualification criteria to not require that a nominated
recipient is a La Quinta resident if he/she/they have contributed to the La
Quinta community, their efforts should be recognized, regardless of residence;
evolution of qualifying criteria for the SIA over the years in order to allow a
larger pool of people to be eligible for nominations; requesting that a member
of the City Council be appointed to join the Commission's Subcommittee to
help provide guidance and direction; and consider renaming the "Junior"
Inspiration Award to "Youth" Inspiration Award.
The Commission reached a consensus and directed staff to take the
Subcommittee's recommendation for Council consideration and request that a
member of the Council be appointed to join the Commission's Subcommittee.
DEPARTMENTAL REPORTS
Staff provided verbal updates on the following items:
I. COMMISSIONER TOURS UPDATE
The Commissioners' tours scheduled for September 2022, have been
postponed until December 2022. The tours will be led by City staff and
showcase City facilities, parks, and amenities.

2. EVENTS UPDATES
Staff reviewed the following upcoming City events:
• October 15, 2022 at 5:30 p.m. - Concerts in the Park featuring The
Beatunes, a Beatles tribute band
• October 22, 2022 at 11 a.m. - X-Park Grand Opening
• November 11, 2022 at 9 a.m. - Veterans Recognition Ceremony
• November 12, 2022 at 9 a.m. - El Gato Classic at the X-Park
• November 19, 2022 at 5:30 p.m. - Concerts in the Park featuring Fake
Matthews Band
• December 2, 2022 at 6 p.m. - Tree Lighting Ceremony
3. RENOVATION OF LA QUINTA PARK SPLASH PAD
Public Works recently published a Request for Proposals for renovating the
splash pad at La Quinta Park. The proposals will be reviewed by staff and the
best contenders will be brought to the Commission for consideration during a
special meeting, expected to be held in September 2022.
COMMISSIONER'S ITEMS
Chair Biondi inquired about the updated Art in Public Places, Bike Trails, and
Hiking Trails pocket maps. The maps were distributed to the Commission and
are also available on the City website.
Vice -Chair Blakeley inquired about staffing levels within the Community
Resources Department. Staff explained that while the Community Resources
Director position is currently vacant, all other positions are filled and staff
continue to move forward with projects as planned.
Chair Biondi reminded the Commissioners about the Fritz Burns Park
enhancements survey that is currently available on the City website. The
survey seeks to gather input regarding amenities and enhancements the
community would like to see at Fritz Burns Park.
Commissioner Shelton commented on the changes that have been made to
the City website. Staff explained that the website was updated to make it
easier to navigate, however staff is open to feedback from the Commission on
ways to make the website more user friendly.
Commissioners La Greca and Gordon commented on the lack of bike racks at
City parks and facilities. A consensus was made to discuss expanding the bike
rack locations during a future Commission meeting. Staff will connect with the

Economic Development Department to discuss incentives for local businesses
and property owners to install bike racks.
Commissioner La Greca inquired about a possible art donation from artist
Janice Osborne. Staff will reach out to the artist to get more information and
may bring the art donation to the Commission for consideration during a future
Commission meeting.

A special meeting of the Community Services Commission was called to order by
Chairperson Biondi at 3:00 p.m.
This meeting provided teleconferencing accessibility pursuant to Executive
Orders N-60-20 and N-08-21 executed by the Governor of California, and
subsequently Assembly Bill 361 (AB 361, 2021), enacted in response to the state
of emergency relating to novel coronavirus disease 2019 (COVID-19) and
enabling teleconferencing accommodations by suspending or waiving specified
provisions in the Ralph M. Brown Act (Government Code § 54950 et seq.).

The Commission waived presentation of the staff report, which is on file in the

The Commission expressed a general consensus and desire to start the
Commission meetinas earlier than 5 D.M.
MOTION - A motion was made and seconded by Commissioners La
Greca/Blakeley to change the start time for regular Community Services
Commission meetings, held quarterly in the months of March, June, September,
and December, from 5 p.m. to 4 p.m. Motion passed unanimously.
COMMISSIONER'S ITEMS
Chair Biondi reminded the Commission to attend the La Quinta Art Celebration,
and the Veterans Day Memorial at City Hall either in -person or via live -stream on
Facebook; and also noted that the "Brew in LQ" was scheduled for November 5tn
- 7t"1 2021, and nominations had started for the Senior Inspiration Awards.

Community Resources Analyst Calderon presented the staff report, which is
on file in the Community Resources Department.
The Commission discussed the existing prequalified artists list; the additional
artist proposals received in response to the Request for Proposals published
by staff; and adding these additional artists to the prequalified artists list to
be considered for upcoming art projects.
MOTION - A motion was made and seconded by Commissioners La
Greca/Blakeley to approve additions to the prequalified artists list as
recommended. Motion passed unanimously.
STUDY SESSION - None
DEPARTMENTAL REPORTS
Staff provided verbal updates on the following items:
1. ART MURAL UPDATE
The Cultural Campus Mural 'Bird Song" by artist Nate Frizzell is scheduled for
completion by December 31, 2021.
2. CIVIC CENTER ART PURCHASE UPDATE
Two art pieces were commissioned for Art in Public Places during the
November La Quinta Art Celebration, and both art pieces will be featured at
the X Park.
3. X-PARK UPDATE
The X-park is scheduled for completion early 2022. Staff answered
Commission's questions regarding injury prevention by noting that
appropriate safety protocols will be in place and enforced by the X-Park
operator, and all participants will complete waivers prior to participation.
4. COMMUNITY WORKSHOP INVITATION

City's annual Community Workshop scheduled to be held on January 29, 2022,
at the La Quinta Wellness Center.
5. COMMISSION FACILITY TOURS
Staff will coordinate with the Commission to schedule facility tours based on
areas of interest.
6. PARK PLAYGROUND — NEW EQUIPMENT
Staff said that new playground equipment will be installed at Seasons Park to
replace the previous equipment that was damaged by a fire.
COMMISSIONER'S ITEMS
Chair Biondi inquired about the status of the SilverRock Event Site restroom
mural project. Community Resources Director Escobedo informed the
Commission that staff will revisit this project in the near future.
Chair Biondi briefly discussed the Commission Roadmap and encouraged
Commissioners to use the roadmap as a resource for prioritizing upcoming
initiatives.
Commissioners La Greca/Blakely and Chair Biondi commented on their
attendance at the La Quinta Arts Celebration event.

A regular meeting of the Community Services Commission (Commission) was
called to order by Chairperson Biondi at 4:02 p.m.
This meeting provided teleconferencing accessibility pursuant to Executive
Orders N-60-20 and N-08-21 executed by the Governor of California, and
subsequently Assembly Bill 361 (AB 361, 2021), enacted in response to the
state of emergency relating to novel coronavirus disease 2019 (COVID-19)

BUSINESS SESSION
1. RECOMMEND DESIGN FOR THE GOLD STAR FAMILY MONUMENTS
Commission Secretary Calderon presented the staff report, which is on file in
the Community Resources Office.
The Commission reached a consensus and directed staff to bring forward three
design options for Council consideration and noted its preference by ranking
them as follows:
1) First Choice - Concept No. 2 by Artist Cassandra Burgess; pending
modifications to incorporate inclusive family figures such as mother,
father, and children;
2) Second Choice - Concept No. 3 by Artist CJ Rench as presented; and
3) Third Choice -only one concept by Artist Aragorn, as presented.
STUDY SESSION - None
DEPARTMENTAL REPORTS
Staff provided verbal updates on the following items:
1. FRITZ BURNS PARK ENHANCEMENTS RFP UPDATE
An RFP for the redesign of Fritz Burns Park was published on the City website.
Two firms submitted proposals and will be evaluated by the Selection
Committee. The project is expected to begin by April 2022.
2. CULTURAL CAMPUS UPDATE
A firm was selected by the Council to provide preliminary concepts for the
development of the La Quinta Cultural Campus. Council will review and assess
the preliminary designs before executing an agreement for master planning.
3. X-PARK SOFT AND GRAND OPENING UPDATE
The soft opening of the X-Park is scheduled for March 23. The grand opening
is tentatively scheduled for late April.

4. NOVEMBER LQAC ART PURCHASE UPDATE
The two commissioned art pieces that were purchased during the November
La Quinta Art Celebration were displayed for the Commission; both art pieces
will be featured at the X-Park.
COMMISSIONER'S ITEMS
Commissioner Gordon commented on the Community Workshop held on
March 12, 2022. Community members who attended the workshop identified
focus areas they would like the City to prioritize including the expansion of
shade structures and water features at La Quinta parks.
Commissioner La Greca requested adding the acquisition of two additional wire
sculptures by artist Michael Gard to the priorities list to compliment the wire
sculptures that are currently displayed in the Wellness Center.
There was a consensus from the Commission to obtain the list of priorities
collected during the workshop to further discuss the areas that fall under the
Commission's purview.
Chair Biondi discussed the structure of the Pillars of the Community Awards
and suggested modifications to the nomination process including the affiliation
with the Senior Inspiration Award. Chair Biondi commented that the City has
not received a nomination for the Distinguished Artists and Athletes Award for
several years suggesting that the lack of interest in the award is an indication
that it has lost its significance to the community. Chair Biondi recommended
revisions to the process to restore the award's significance.
Commissioner Blakely expressed her concerns about the Commissioners being
tasked with nominating a Pillars of the Community recipient to City Council,
as she views this process as a conflict of interest. Chair Biondi clarified that
she has been searching for candidates for the Pillars of the Community and
Distinguished Artists & Athletes Awards and encouraging others to nominate
these individuals, but she herself is not nominating candidates. Staff will
provide the Commissioners with the information on how to nominate
candidates for the awards so they can distribute the information amongst their
friends, social groups, and the organizations to which they belong.
Staff will coordinate a special Commission meeting in April to discuss specific
revisions to the Pillars of the Community and Distinguished Artists and
Athletes nomination processes for recommendation to the City Council.

provided a detailed presentation on the development progress and anticipated
construction schedule of the CV Link regional project, spearheaded by CVAG,
a planned 40-mile, multi -modal pathway that can accommodate pedestrian,

bicyclists and low -speed electric vehicles, that will run continuously

Community Services Analyst Calderon presented the staff report which is on

The Commission discussed the novelty of adding distinguished artists and
athletes categories alongside the established pillars of the community award
recognition program; considering a discussion on a "distinguished community"
award category when deliberating on Business Session Item No. 2 of the
agenda, which could incorporate artists, athletes, dancers, etc., to create two
separate and distinct categories to recognize both seniors and distinguished
community members, as well as evaluating the nomination process for these
award recognition programs; and prior Commission discussion about providing
broader opportunities for the citizens.
MOTION - A motion was made and seconded by Commissioners Gordon/La
Greca to recommend Council approval of Karen Devine and Victory Grund as
Pillars of the Community Award recipients for 2022. Motion passed: ayes - 4
(La Greca, Gordon, Biondi, and Blakeley), noes - 0; absent - 0; abstain - 1
(Shelton).
General discussion followed regarding the lack of nominations for the
distinguished artists and athletes categories in the past.
MOTION - A motion was made and seconded by Commissioner Blakeley/Chair
Biondi to recommend Brandun Lee and Emmi Von Scherr as Distinguished
Athletes Award recipients for 2022, and Jason and Nicole McQuaid as
Distinguished Artists Award recipients for 2022. Motion passed unanimously.

2. RECOMMEND REVISIONS TO PILLARS OF THE COMMUNITY AND
DISTINGUISHED ARTISTS AND ATHLETES NOMINATION
PROCESS
The Commission waived presentation of the staff report which is on file in the
Community Resources Department.
The Commission discussed Council's deliberations at the June 1, 2022, regular
meeting regarding the nomination process for this award recognition program;
the connection between distinguished artists and athletes categories which
recognize younger community members, who could be recognized as pillars
of the community in the future; the Senior Inspiration Award is administered
by Riverside County; the City could consider implementing a Junior Inspiration
Award program; the Distinguished Artists and Athletes Award programs were
introduced in 2002; 2013 was the last time the Distinguished Artist Award was
awarded to Andy Williams, and 2012 was the last time the Distinguished
Athletes Award was awarded to Tyler Brown, and the City has not received
any nominations for these categories since that time; and the need to promote
these award categories and to communicate their importance to the
community.
The Commission expressed unanimous support to create a subcommittee,
comprised of Chair Biondi and Commissioner Gordon, to come up with
recommendations to build-up, strengthen, and convey to the community the
importance of the Distinguished Artists and Athletes award programs.
Commission discussion followed regarding considering a Distinguished
Community award that would encompass categories such as dance, athletics,
culinary, philanthropy, leadership, innovation, etc., with a focus on diversity,
health, and wellness; because the Senior Inspiration Award is a separate
program administered by Riverside County, the city may consider introducing
a Junior Inspiration Award; additional opportunities to recognize and celebrate
the recipients via a coffee with the Commission where the recipient can be
accompanied by their families; the importance of making this a "big deal" and
have it advertised as amply as possible in The Gem, newspaper, other media,
TV, etc.; consider introducing a Junior Pillar of Community award category as
well; and the Commission should submit their recommendations to staff to be
compiled and included in the subcommittees review.

Staff provided verbal updates on the following items:
1. COMMUNITY SERVICES COMMISSION ROAD MAP
The Commission was reminded of the Commission's Road Map which provides
guidance on key focus areas that fall under the Commission's purview. The
Commission will continue to focus on art, events, and recreation initiatives
within the City.
2. ART IN PUBLIC PLACES
The City continues to focus on enhancing the Art in Public Places (APP)
program by bringing new art installations and projects to the community. A
design for a Gold Star Family Monument has been approved, a Call to Artists
has been issued for the City's 40t" Anniversary Commemorative Art Piece, the
APP pocket map is being updated, and the Art@Fifth website has been
improved.
3. LA QUINTA ART CELEBRATION
The La Quinta Art Celebration (LQAC) was held March 3-6 and experienced
record attendance. The Art Selection Committee purchased one art piece at
LQAC that is now part of the APP collection. The art piece is currently installed
at Fritz Burns Park.
4. LA QUINTA X PARK
The X Park is operated by contractor Action Park Alliance (APA) who oversees
day-to-day operations, programming, lessons, and events. APA plans to host
the El Gato Classic and Hot Wheels Superchargers Fueled By Nitro Circus in
the Fall.
5. SUMMER PROGRAMMING
Information regarding X Park, Wellness Center, and Fritz Burns Pool summer
programming is being shared with residents. A postcard featuring QR codes
was recently mailed to residents to further promote summer programs.
6. CULTURAL CAMPUS
Staff is working with a vendor to continue master planning the Cultural
Campus.

7. FRITZ BURNS MASTER PLANNING
Staff is working with a vendor to continue master planning the Fritz Burns
Park enhancements which include amenities such as shade, additional
parking, and a splash pad.
8. BOARDS AND COMMISSIONS PROTOCOLS
The Commission was reminded of protocols and procedures and how to
contact staff to discuss questions or concerns.
9. JOINT BOARDS AND COMMISSIONS WORKSHOP
The Commission was provided a recap of the presentation that was delivered
during the Joint Boards and Commissions Workshop held on March 28, 2022.
10. COMMUNITY WORKSHOP PRIORITIES
During the Community Workshop, residents identified focus areas they would
like City staff to prioritize. Staff will work with the Commission to address the
focus areas that fall under the Commission's purview including park
enhancements, additional Concerts in the Park, and more shade shelters at
City parks.
11. COMMISSION TOURS
In the Fall, staff will coordinate park and facility tours with the Commission to
further identify focus areas specific to each park and/or facility. Staff will
announce the tour dates once the Commissioners' availabilities have been
confirmed.
COMMISSIONER'S ITEMS
The Commissioners reported on the events they attended since the last
Commission meeting including the City Picnic, Community Workshop, Joint
Boards and Commission Meeting, and Concerts in the Park.
The Commission discussed the bike rack locations throughout the City.
Commissioner Gordon commented that it may be beneficial to install more
bike racks in public places such as Civic Center Park and the La Quinta
Museum. Evaluation of the City's bike racks will be included during the
Commission tour to determine opportunities for enhanced bike rack locations.

RECOMMENDATION
Recommend a recipient of the 2023 Senior Inspiration Award to City Council.
EXECUTIVE SUMMARY
• Riverside County's Senior Inspiration Award (SIA) Program recognizes
and honors outstanding senior citizens for volunteer service.
• Each Coachella Valley city nominates a resident and/or volunteer for this
program.
• City staff requested nominations and received 5 nominees.
BACKGROUND/ANALYSIS
Each year, the County of Riverside and Coachella Valley cities select a senior
citizen, 65 or older, to be recognized for their volunteerism and active
engagement in their community. Staff solicited nominations (Attachment 1)
from Greater Coachella Valley Chamber of Commerce, La Quinta Historical
Society, La Quinta Rotary Club, Friends of the La Quinta Library, La Quinta
Cove Neighborhood Association, Friends of the Desert Mountains, Coachella
Valley Rescue Mission, FIND Food Bank, Desert Classic Charities, Riverside
County Sheriff (La Quinta Police), Riverside County Fire, La Quinta Library and
La Quinta Museum. A call out for nominees was also done through social
media. The following nominations were received:

This memorandum is written in nomination of Ernest "Ernie" Cisneros for a Senior Inspiration Award.
On April 131h, 2020, and amid a worldwide pandemic forcing citizens into isolation, social distancing and
evolving precautions, Ernest "Ernie" Cisneros became a member of the La Quinta Citizen's On Patrol
(COP) program to take an active role in his community. But, due to imposed restrictions and in
abundance of caution, Ernie's efforts and service to his community began in October of 2020.
To date, Ernie has volunteered 600.50 hours of his own time to patrolling the city of La Quinta, engaging
with community members, assisting La Quinta deputies with DUI Checkpoints, road closures, traffic
collisions and supporting city events such as Iron Man, Toy Drives and Shop with a Cop. Ernie can be
relied on in short notice and is always eager to help.
Ernie embodies the Sheriff's motto, "Service Above Self'. Through his commitment to his community
and the COP program, Ernie undoubtedly enhances the effectiveness of La Quinta deputies, creates
positive community engagement experiences, and serves as an inspiration for all to follow.

Reason for Nomination Ada has amassed over 10,000 volunteer hours with Friends of the Desert Mountains.
Many of those hours involve the removal of invasive plant species, trail clean up/restoration, and leading
interpretative hikes in the city of La Quinta. Ada has also recruited countless new volunteers, who continually
enrich the community of La Quinta through their tremendous volunteer efforts. Ada embodies the true
definition of a volunteer: driven, passionate, and always ready to help no matter the circumstance.

Leads and Coordinates Interpretative hikes:
Moon light hikes -family hike to enjoy the outdoors and share knowledge
that people are stewards of the environment to enjoy for many years. Moon
light hikes are offered to families throughout the valley.
Guided hikes - i.e., partnered with Housing Coalition to bring in children
from East valley to experience nature. Included during the hikes is sharing
information on the importance of honoring the environment by staying on the
trails, importance of habitat for endangered animals (big horned sheep,
fringe toed lizards,
Organizes groups such as:
Weed Warriors. Control and remove invasive weed species that threaten
sand dune habitats, including Saharan Mustard, and Fountain Grass and
Saharan Mustard (invasive weeds consume scarce water and overrun native
plants that desert animals feed on.
Trails Preservation - complaints are called in to Ms. Nuckels will forwards
to the appropriate department at Friends of the Desert Mountains. Volunteers
are organized to clean up graffiti and maintain and rebuild trails damaged by
storms to maintain safety for trail users.
Ada Nuckels began hiking at age 66. By the age of 67, she was leading people of all
ages into the many and varied trails in the Santa Rosa and San Jacinto Mountains
National Monument. One of her favorite adventures is taking groups on Moonlight
Hikes in the La Quinta Cove. In addition to planning, scheduling, coordinating and
essentially masterminding the whole program, Ada takes the love she has for our
local mountains and trails and pours it into the people who are fortunate enough to
follow her into the wild. For the past decade, Ada has studied the plants, the
animals, the geology, the history, and the trails, and she readily shares her
knowledge with anyone willing to learn. Ada makes the desert come alive, and
allows people to see what she sees and love what she loves. Many people return
again and again to experience the connection to the land that Ada makes possible.
Ada's dedication does not end there, however. She has spent countless hours --day
and night --educating children and adults, removing invasive weeds, cleaning up
trash, assisting with wildlife surveys, scouting and maintaining trails, and creating
new ways for more people to connect to the land. Most importantly, Ada also
dedicates a great deal of time while off the trail to recruiting, encouraging, supporting
and inspiring other people to volunteer their time to do all of these things and
more. Friends Volunteer programs thrive because Ada has been there, behind the
scenes, making sure that things happen.
When you encounter the beauty of our local mountains, you recognize why people
choose to spend time here. And whether you know it or not, all of our continued
enjoyment of these mountains, whether it is for an evening, a weekend, or a lifetime,
is in no small part due to Ada's work.

o Choosing, training volunteers to work at the entry points
o Consistently knowledgeable on how many guests, vendors, artist,
volunteers, and workers are at the event at a given time (anyone can
audit event and Marge can give an accurate account of all participants.
o Handles ticket processing with Art Celebration finance- volunteers and
staff
o Volunteered her home for the Artist Home Hosting Program: artist stay
at Marge's home without cost during their participation in the Art
Event. Note: last two years the Artist Home Hosting did not take place.
Ms. Marge Dodge is a volunteer with a myriad of organizations included on the
nomination form.

AGENDA TITLE: DISCUSS ADDING BIKE RACKS AT CITY PARKS AND
FACILITIES
RECOMMENDATION
Discuss adding bike racks at City parks and facilities.
EXECUTIVE SUMMARY
• Bike racks are installed at several City facilities and parks including City
Hall, La Quinta Park, and Fritz Burns Park.
• The Commission is interested in adding more bike racks at City facilities
and incentivizing businesses to install bike racks at their storefronts.
FISCAL IMPACT - Cost of bike racks range from $230-$815 per rack.
BACKGROUND/ANALYSIS
As a bike friendly city with plenty of public amenities for the community to
enjoy, it is beneficial for City facilities and parks to provide adequate bike
racks to accommodate cyclists. The Commission will work with City staff to
assess the City's current inventory of bike racks and identify opportunities to
add more bike racks at select City owned facilities and parks. In addition to
bike racks at City facilities, the Commission would like to discuss offering
incentives for business owners to install bike racks at their store fronts.
