MINUTES
MONDAY, DECEMBER 13, 2021
CALL TO ORDER
A regular meeting of the Community Services Commission (Commission) was
called to order by Chairperson Biondi at 4:14 p.m.
This meeting provided teleconferencing accessibility pursuant to Executive
Orders N-60-20, N-08-21 executed by the Governor of California, and
subsequently Assembly Bill 361 (AB 361, 2021), enacted in response to the
state of emergency relating to novel coronavirus disease 2019 (COVID-19)
and enabling teleconferencing accommodations by suspending or waiving
specified provisions in the Ralph M. Brown Act (Government Code § 54950 et
seq.) .
PRESENT: Commissioners, Blakeley, Gordon, La Greca, Shelton, and Chair
Biondi
ABSENT: None
STAFF PRESENT: Community Resources Director Escobedo, City Clerk
Monika Radeva, Community Resources Manager Calderon, Community
Resources Analyst Calderon, and Community Services Commission Secretary
Chaudhry.
PLEDGE OF ALLEGIANCE
Commissioner Blakeley led the audience in the Pledge of Allegiance.
PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA
PUBLIC SPEAKER: Melissa Lundell, Branch Manager of the La Quinta Library
provided an update on the library's upcoming programs and events.
PUBLIC SPEAKER: Michelle McNeilly, Supervisor of the Creation Station
provided an update on the upcoming programs and events taking place at
Makerspace.
PUBLIC SPEAKER: Sharla Fox, Director of the La Quinta Museum provided an
update on the museum's latest exhibits and upcoming events.

1. APPROVE SEPTEMBER 13, 2021, QUARTERLY MEETING
MINUTES
2. APPROVE NOVEMBER 1, 2021, SPECIAL MEETING MINUTES
MOTION - A motion was made and seconded by Commissioners Blakeley/La
Greca to approve the Consent Calendar as recommended. Motion passed
unanimously.
BUSINESS SESSION
1. APPROVE CIVIC CENTER ART PURCHASE COMMITTEE
ASSIGNMENTS
The Commission waived presentation of the staff report, which is on file in the
Community Resources Department.
The Commission discussed volunteering to serve on the Civic Center Art
Purchase Committee; and Commissioners La Greca and Chair Biondi
expressed their interest in serving on this Committee.
MOTION - A motion was made and seconded by Commissioners
Blakeley/Shelton to appoint Chair Biondi and Commissioner La Greca to serve
on the Civic Center Art Purchase Committee for the March 2022 La Quinta Arts
Celebration. Motion passed unanimously.
2. RECOMMEND A RECIPIENT FOR THE 2022 SENIOR
INSPIRATION AWARD
COMMISSIONER LA GRECA SAID HE WILL RECUSE HIMSELF FROM
DISCUSSION AND VOTE BECAUSE HE WAS NOMINATED TO BE
CONSIDERED AS A RECIPIENT OF THE 2022 SENIOR INSPIRATION
AWARD, AND LEFT THE DIAS AT 4:43 P.M.
The Commission waived presentation of the staff report, which is on file in the
Community Resources Department.
The Commission discussed that active commissioners are eligible to be
nominated and become the recipient of an award if selected; and the
nominees history and qualifications.

MOTION - A motion was made and seconded by Chair Biondi/Commissioner
Shelton to recommend to Council to nominate Victory Grund as the 2022
Senior Inspiration Award recipient.
Motion Passed: ayes - 4, noes - 0, abstain - 0, absent - 1 (La Greca).
COMMISSIONER LA GRECA RETURNED TO THE DIAS AT 4: 53 P.M.
3. APPROVE ADDITIONS TO THE PREQUALIFIED ARTISTS LIST
Community Resources Analyst Calderon presented the staff report, which is
on file in the Community Resources Department.
The Commission discussed the existing prequalified artists list; the additional
artist proposals received in response to the Request for Proposals published
by staff; and adding these additional artists to the prequalified artists list to
be considered for upcoming art projects.
MOTION - A motion was made and seconded by Commissioners La
Greca/Blakeley to approve additions to the prequalified artists list as
recommended. Motion passed unanimously.
STUDY SESSION - None
DEPARTMENTAL REPORTS
Staff provided verbal updates on the following items:
1. ART MURAL UPDATE
The Cultural Campus Mural 'Bird Song" by artist Nate Frizzell is scheduled for
completion by December 31, 2021.
2. CIVIC CENTER ART PURCHASE UPDATE
Two art pieces were commissioned for Art in Public Places during the
November La Quinta Art Celebration, and both art pieces will be featured at
the X Park.
3. X-PARK UPDATE
The X-park is scheduled for completion early 2022. Staff answered
Commission's questions regarding injury prevention by noting that
appropriate safety protocols will be in place and enforced by the X-Park
operator, and all participants will complete waivers prior to participation.
4. COMMUNITY WORKSHOP INVITATION

Community Resources Director Escobedo invited Commissioners to attend the
City's annual Community Workshop scheduled to be held on January 29, 2022,
at the La Quinta Wellness Center.
5. COMMISSION FACILITY TOURS
Staff will coordinate with the Commission to schedule facility tours based on
areas of interest.
6. PARK PLAYGROUND — NEW EQUIPMENT
Staff said that new playground equipment will be installed at Seasons Park to
replace the previous equipment that was damaged by a fire.
COMMISSIONER'S ITEMS
Chair Biondi inquired about the status of the SilverRock Event Site restroom
mural project. Community Resources Director Escobedo informed the
Commission that staff will revisit this project in the near future.
Chair Biondi briefly discussed the Commission Roadmap and encouraged
Commissioners to use the roadmap as a resource for prioritizing upcoming
initiatives.
Commissioners La Greca/Blakely and Chair Biondi commented on their
attendance at the La Quinta Arts Celebration event.
ADJOURNMENT
There being no further business, a motion was made and seconded by
Commissioners La Greca/Blakeley to adjourn the meeting at 5:17 p.m. Motion
passed unanimously.
