Dear Ms. Mignogna,
NV5, Inc. is excited to have the opportunity to provide a Comprehensive Feasibility
Study for the Village Undergrounding Project (project) for the City of La Quinta (City).
Our team has the technical knowledge and experience to deliver your project in the
most cost-efficient and cost-effective manner. NV5's strengths include the following:
Project Familiarity: We operate with a working knowledge of your staff, processes and
environment, enabling us to provide outstanding cost- and time -efficient services. Our
team (formerly known as Butsko Utility Design) previously prepared the 2010 Feasibility
Study for this project —meaning we are already completely familiarized with the project
area and have already established relationships with your stakeholders, including the
Imperial Irrigation District (IID).
Proposed Team: NV5 offers the City a team of dedicated professionals with proven
capability and expertise. We are proposing Jeffrey M. Cooper, PE, as the Project
Director/Project Manager for this project. Mr. Cooper brings more than 40 years of
professional consulting experience, including over 30 years of experience with utility
undergrounding projects —from master planning to assessment district formation to
construction. Mr. Cooper will be joined by QA/QC Manager Gregg Butsko, who brings
over 35 years of experience in utility planning and design, including for utility projects
within the City.
Local Presence: We have been serving both public and private clients in the Coachella
Valley since 1976, and NV5 provides a suite of services from its Palm Desert office. We
are thoroughly familiar with all federal, state, and local requirements and the potential
challenges of completing infrastructure and utility projects throughout the Coachella
Valley.
Subconsultants: NV5 has a strong and successful working relationship with our
subconsultant HR Green, whom we have worked with on numerous projects for various agencies throughout Southern
California. HR Green's Tim Jonasson, PE brings expertise in processing, reviewing, and coordinating the approval and
construction of some of the area's highest -profile development projects, in addition to established working relationships
with the region's leading developers, and proficiency with prioritized regulations/standards unique to the City and
Coachella Valley.
Proposal Authorization and Validity: This proposal has been signed by Jeffrey M. Cooper, PE, a company officer
authorized to bind the firm. This proposal will remain valid for a period of at least 90 days from the date of this submittal.

Mr. Cooper has more than 40 years of professional consulting engineering experience,
primarily based in Southern California, as well as project experience throughout the
western United States. He brings extensive experience with utility undergrounding
and assessment/special districts and has worked extensively with Public Works and
Finance departments. He has been District Assessment Engineer for the formation
and administration of districts under the authority of the Municipal Improvement Acts
of 1913 and 1931 Debt Limit Reports, and the Improvement Act of 1911. This work
includes numerous successful formed Utility Undergrounding Districts. Through this
work, he has extensive community outreach experience.
Project Experience
Utility Undergrounding Master Plan Update
CITY OF PALM DESERT I PALM DESERT, CA
Project Manager/Assessment Engineer. Mr. Cooper is preparing an Utility
Undergrounding Master Plan Update for the City of Palm Desert. Scope of
services includes: updating the undergrounding cost estimates in the City's Utility
Undergrounding Master Plan; updating Section 6, Rule 20A Credits, Funding
Approaches for Rule 20B projects in the Report; discussing streamlined assessment
district processes in further detail with recent successful district formations; updating
the utility surcharge approach; preparing a Technical Memorandum of our findings;
and attending City and City Council/Committee meetings.
Utility Undergrounding Master Plan
CITY OF PALM DESERT I PALM DESERT, CA
Project Director/Assessment Engineer. Mr. Cooper was responsible for preparing
a Utility Undergrounding Master Plan for the City, including a facility plan and cost
estimates for the utility undergrounding and mainline construction (as well as
construction from mainline to the panel); recommendations for ways to simplify
and streamline the City's existing assessment district formation process; and the
identification of a metric for measuring the City's annual investment in and progress
toward to the goal of community -wide undergrounding.
Tamarisk Utility Undergrounding Support
CITY OF PALM DESERT I PALM DESERT, CA
Principal -in -Charge. NV5 is assisting with obtaining easements in support of the
Tamarisk Utility Undergrounding Project. NV5's services include identifying and
contacting the owners of different parcels where the need for additional public right-of-
way has been identified as necessary for project completion; communicating directly
with those individuals to discuss the project and the City's intent to obtain additional
easements; answering questions based on the City's protocol and the project itself;
arranging a mobile notary and establishing a date and time to meet with the property
owners; obtaining notarized signatures on the required forms; and securing the hard
copy documents and delivering them to City Hall.

Citywide Utility Undergrounding Report
CITY OF DANA POINT I DANA POINT, CA
Project Manager/Assessment Engineer. Mr. Cooper is preparing an Engineer's Report, including maps and a cost
estimate, for the undergrounding of all overhead utility poles and lines within the City of Dana Point. Tasks include:
preparing maps showing the existing overhead utilities; preparing a cost estimate to underground the existing overhead
utilities, which will be separated into Rule 20A and 20B projects and/or Districts or areas of the City; financial options
for undergrounding overhead utilities will be suggested for both Rule 20A and 20B type projects; attending City, property
owner, and City Council meetings as needed; and providing a summary report, which will include the deliverables from the
previous tasks and updating of the City's Undergrounding guideline, which will include a post -election option for design
work after a successful election.
Utility Undergrounding Support Services
CITY OF HIDDEN HILLS I HIDDEN HILLS, CA
Project Manager/Assessment Engineer. Mr. Cooper is providing support services for the undergrounding of overhead
utilities in the City of Hidden Hills. The scope of work includes developing the framework for the Assessment District Program,
including a Step -by -Step Guide, FAQ Guide, and boilerplate petition package and guidelines; preparing a cost estimate;
presenting financial options; and assisting the public and property owners by answering questions and attending meetings.
On -Call Assessment Engineering Services
CITY OF NEWPORT BEACH I NEWPORT BEACH, CA
Project Director. NV5 assists the City on an as -needed basis with various services in relation to the formation and
construction of utility undergrounding districts within the City of Newport Beach. Services include: Assessment
Engineering Services during the petition phase, formation phase, and cash collection phase, and project management,
inspection, construction administration, and material testing services during the construction phase. Recent projects
include: UUAD No. 120 (currently in the design phase, will go into construction soon), UUAD No. 124 (currently in design),
UUD Nos. 116, 116b, 22, and 111 (major construction completed; currently in the private connection phase), and UUADs
No. 117 (project successfully completed) and No. 113 (currently in construction).
Assessment District No. 124 — Undergrounding District
CITY OF NEWPORT BEACH I NEWPORT BEACH, CA
Project Manager/Assessment Engineer. Mr. Cooper is providing complete assessment engineering services for the
formation of Underground Utility Assessment District No. 124 (Big Balboa Island). Services being provided include
preparing a preliminary and final Engineer's Report, including method of assessment spread, assessment roll, owner
database, boundary map and diagram; preparing a Petition Package, Certificate of Sufficiency of Petition and Certificate of
Completion; attending City Council meetings, staff meetings and utility coordination meetings; recording documents and
maps; preparing, mailing and counting ballots; conducting cash collection period and answering questions from property
owners; and filing Notice of Assessment and other necessary documents with the County of Orange. The district was
successfully formed in July 2021 with 965 parcels and is currently in the cash collection period.
Utility Undergrounding Assessment District (Greenwich Village North)
CITY OF HERMOSA BEACH I HERMOSA BEACH, CA
Project Manager/Assessment Engineer. NV5 provided complete assessment engineering services to the City of Hermosa
Beach for the formation of an undergrounding assessment district within the bounds of Hermosa Avenue from 27th Street
to north of 34th Street (Greenwich Village North). Services provided included preparing a preliminary and final Engineer's
Report, including method of assessment spread, assessment roll, owner database, boundary map and diagram and
recording; preparing a Certificate of Sufficiency of Petition and a Certificate of Completion; attending City Council meetings,
staff meetings and utility coordination meetings; preparing, mailing and counting ballots; conducting cash collection period
and answering questions from property owners; and filing Notice of Assessment and other necessary documents with the
County of Los Angeles. With the District successfully formed, NV5 is now providing design oversight and management of
the project during the design phase. Our duties include coordinating with stakeholder utilities (SCE, Frontier and Crown
Castle) to facilitate timely completion of the design and construction documents; preparing and maintaining project
schedule and budget, and monitoring status of design; conducting regular progress meetings with City and stakeholder
utilities; providing regular status updates to City Staff; and representing the City in all design phases.

GREGG BUTSKO
QA/QC Manager + Phasing Plan + IID Coordination
Mr. Butsko oversees the electric overhead and underground distribution groups at NV5
and is involved with project work across several regions, including California, Oregon
and Washington. He was President of Butsko Utility Design, Inc. from 1994 to 2018
until the company was acquired by NV5. Mr. Butsko has more than 34 years of utility
planning and design experience. He currently serves as a technical representative for
the Building Industry Association of California in Public Utilities Commission and Energy
Committee tariff matters and has been directly involved in several rate -making cases.

City of La Quinta - Underground Feasibility Study
LA QUINTA, CA
Principal -in -Charge. Butsko Utility Design, a legacy NV5 Company, assisted the City
with an Underground Feasibility Study in 2010. Services included researching the
utilities involved and offering planning recommendations, opinions of costs, and
solutions aimed at eliminating overhead facilities to enhance the visual impact of
essential facilities within the area.
City of La Quinta - SilverRock
LA QUINTA, CA
Principal -in -Charge. NV5 provided planning, design, and engineering services for this
underground electric distribution system. Coordination and management services
provided for the project included the overhead to underground conversion of existing
Imperial Irrigation District facilities, new Verizon facilities to replace the existing private
telecommunication system, and the abandonment of the natural gas main that was
in conflict with the proposed improvement. NV5 designed the new Imperial Irrigation
District electrical system Verizon substructure exhibits.
Birmingham Drive Improvements & Poleline Conversion
CITY OF ENCINITAS I ENCINITAS, CA
Principal -in -Charge. This project included dry utility planning and coordination for
the Birmingham Drive Widening project. NV5 provided forward planning, preliminary
design, cost estimating, and final design project management for this re -development
project. Extensive coordination and management of the numerous utilities
involved with the project's 3 phases included SDG&E electric and gas systems and
telecommunications. The project was completed according to contract and on -time.
Downtown Indio Infrastructure Project
INDIO, CA
Principal -in -Charge. NV5 provided planning, design and engineering services for a new
underground electric distribution system and Verizon and Time Warner substructure
exhibits. Services included coordination and management of the conversion of electric,
telephone and cable television from overhead to underground. This work also included
the removal of the facilities from alley ways to the street frontage.
Discovery Street Improvements & Poleline Conversion

South Santa Fe Road Improvements & Poleline Conversion
CITY OF VISTA I VISTA, CA
Principal -in -Charge. NV5 provided dry utility planning and coordination services for the South Santa Fe Road Widening
project. Forward planning, creating a preliminary design for the poleline conversion and new system, cost estimating, and
final design project management was provided for the re -development project. Extensive coordination and management
of the numerous utilities involved with the project included SDG&E electric and gas systems and telecommunications. The
project was completed according to contract and on -time.

Principal -in -Charge. Services included planning, design and engineering for major overhead and underground electric
projects. Projects range from Rule 20, underground conversion work; cable replacements; circuit extensions and cut -over;

Mr. Beeman has over 25 years of utility distribution design and engineering
experience. He is currently the Group Manager of Dry Utility Design Team at NV5.

an undergrounding assessment district within the bounds of Hermosa Avenue from 27th Street to north of 34th Street
(Greenwich Village North). Services provided included preparing a preliminary and final Engineer's Report, including
method of assessment spread, assessment roll, owner database, boundary map and diagram and recording; preparing a
Certificate of Sufficiency of Petition and a Certificate of Completion; attending City Council meetings, staff meetings and
utility coordination meetings; preparing, mailing and counting ballots; conducting cash collection period and answering
questions from property owners; and filing Notice of Assessment and other necessary documents with the County of Los
Angeles. With the District successfully formed, NV5 is now providing design oversight and management of the project
during the design phase. Our duties include coordinating with stakeholder utilities (SCE, Frontier and Crown Castle)
to facilitate timely completion of the design and construction documents; preparing and maintaining project schedule

H. PROJECT UNDERSTANDING & APPROACH
NV5 understands that the City desires to hire an
engineering consultant to update cost estimates for the
undergrounding of overhead power, telephone and cable
television utility lines within six areas last studied by
Butsko Utility Design (a legacy NV5 company) in 2010. The
NV5 team will be responsible for updating the previous
cost estimate report done in 2010, and reaching out to
businesses and stakeholders in The Village commercial
zone and preparing an undergrounding phasing plan for
this area (i.e., Zone 2). The undergrounding report will
be reviewed by the City's Public Works staff before being
presented to the City Council at a future study session.
The NV5 team will coordinate meetings with the City and
Imperial Irrigation District (IID) staff to verify the City's
goals of the study and review any changes in IID's design
standards, policies and/or procedures that might impact a
future undergrounding project. NV5 will be responsible for
preparing the updated study, including assumptions, cost
estimates and potential funding alternatives that the City
may wish to pursue.
I. SCOPE OF WORK
NV5 agrees to the scope of work as included in the RFP,
including the following:
1. Current Planning Level Dry Utility Cost Estimate
Update
NV5 will provide a comprehensive review, analysis and
update to the previous undergrounding feasibility study
to include planning level cost estimates to underground
the existing overhead distribution system in the six (6)
locations identified.
NV5's cost estimate will include the average cost per
property for reconnection, plus cost components or factors
that cause individual property costs to fluctuate from the
average cost, in addition to the cost for improvements in
the public right-of-way.
Cost estimates will include all costs associated with
converting all overhead utility lines (i.e. electric, telephone,
and cable television) to underground systems.
2. Phasing Plan — Area 2
NV5 will prepare a recommended phasing plan for Area
No. 2 for the proposed conversion of overhead utility lines
to underground facilities. This will be based upon the
existing field conditions and the utility company system's
direction of feed in their mainline systems and building/
home services.
3. Identify Special Construction Practices
NV5 will identify any special construction standards
or practices that would be required, in addition to
any additional right-of-way/easements that might be
necessary.
4. City Council Sessions / Findings
NV5 will prepare and present our findings and the
proposed conversion phasing plan at one (1) City Council
Study Session.
5. Stakeholder Meetings
NV5 will conduct stakeholder meetings with Imperial
Irrigation District (IID) and any other necessary utility
companies and/or business stakeholders.
6. Project Development Team Meetings
NV5 will participate in monthly Project Development Team
(PDT) Meetings with all stakeholders.

Utility Undergrounding Master Plan Update (2021-Current): Our team
is preparing an Utility Undergrounding Master Plan Update for the City of
Palm Desert. Scope of services includes: updating the undergrounding cost
estimates in the City's Utility Undergrounding Master Plan; updating Section
6, Rule 20A Credits, Funding Approaches for Rule 20B projects in the Report;
discussing streamlined assessment district processes in further detail with
recent successful district formations; updating the utility surcharge approach;
preparing a Technical Memorandum of our findings; and attending City and
City Council/Committee meetings.
Tamarisk Utility Undergrounding Support (2022-Current): NV5 is assisting
the City with obtaining easements in support of the Tamarisk Utility
Undergrounding Project. NV5's services include identifying and contacting
the owners of different parcels where the need for additional public right-of-
way has been identified as necessary for project completion; communicating
directly with those individuals to discuss the project and the City's intent
to obtain additional easements; answering questions based on the City's
protocol and the project itself; arranging a mobile notary and establishing
a date and time to meet with the property owners; obtaining notarized
signatures on the required forms; and securing the hard copy documents
and delivering them to City Hall.

Birmingham Drive Improvements & Poleline Conversion (2017-2020): This
project included dry utility planning and coordination for the Birmingham
Drive Widening project. NV5 provided forward planning, preliminary
design, cost estimating, and final design project management for this
re -development project. Extensive coordination and management of the
numerous utilities involved with the project's 3 phases included SDG&E
electric and gas systems and telecommunications. The project was
completed according to contract and on -time.

Citywide Utility Undergrounding Report (2021-Current): Our team is
preparing an Engineer's report, including maps and a cost estimate, for
the undergrounding of all overhead utility poles and lines within the City of
Dana Point. Tasks include: preparing maps showing the existing overhead
utilities; preparing a cost estimate to underground the existing overhead
utilities, which will be separated into Rule 20A and 20B projects and/or
Districts or areas of the City; financial options for undergrounding overhead
utilities will be suggested for both Rule 20A and 20B type projects; attending
City, property owner, and City Council meetings as needed; and providing
a summary report, which will include the deliverables from tasks 1-4 and
updating of the City's Undergrounding guideline, which will include a post-
election option for design work after a successful election.

0n-Call Assessment Engineering Services (2018-Current): NV5 assists the
City on an as -needed basis with various services in relation to the formation
and construction of utility undergrounding districts within the City of Newport
Beach. Services include: Assessment Engineering Services during the
petition phase, formation phase, and cash collection phase, and project
management, inspection, construction administration, and material testing
services during the construction phase. Recent projects include: UUAD No.
120 (currently in the design phase, will go into construction soon), UUAD
No. 124 (currently in design), UUD Nos. 116, 116b, 22, and 111 (major
construction completed; currently in the private connection phase), and
UUADs No. 117 (project successfully completed) and No. 113 (currently in
construction).

Greenwich Village North UUAD (2018-Current): NV5 provided complete
assessment engineering services to the City of Hermosa Beach for the
successful formation of an undergrounding assessment district within
the bounds of Hermosa Avenue from 27th Street to north of 34th Street
(Greenwich Village North). With the District successfully formed, NV5 is
now providing design oversight and management of the project during the
design phase. Our duties include coordinating with stakeholder utilities
(SCE, Frontier and Crown Castle) to facilitate timely completion of the design
and construction documents; preparing and maintaining project schedule
and budget, and monitoring status of design; conducting regular progress
meetings with City and stakeholder utilities; providing regular status updates
to City Staff; and representing the City in all design phases.

NV5 will be the prime consultant and main point -of -contact for this contract.
NV5 will utilize the subconsultant services of HR Green, Inc. (HR Green), who
will help support the phasing plan and IID coordination tasks of this project.

Top 100 Construction Management Firms in the United States. The firm is an
employee -owned corporation with 600+ employees and 18 offices throughout
the United States. Exclusively serving public agencies, HR Green's California

your RFP.
