She and her staff have requested that we do a zoom meeXng first, so that we all can collecXvely review leder and concerns and then decide what needs further clarificaXon needs to be addressed in the field. Heather indicated they will move quickly to set up the meeXng aeer the zoom call. I was not able to convince her we could accomplish all this quicker with a single field visit. I told her the City and Coral Mountain folks were pushing hard to get to the finish but wanted to make sure we address their concern but we need the meeXng to make that happen. Otherwise, we go into tradiXion iteraXve process with them where they ask for a lidle data, get the data, and then either let you know it either isn't the data they wanted or they just need addiXonal data - (I call it "bring me rock process"). I stalled out at that point with Heather, with her insisXng the zoom meeXng, followed by a quick/focused field meeXng would be the most efficient process to get resoluXon so that the process could go forward. Page 2 of 6 Bodom line, we need to either accomodate the two step process she is recommending or go around Heather. Based on my experience with current management structure at USFWS, it would be quicker to set up a zoom meeXng, followed immediately by a field meeXng.
