That is not called out in the budget. In order to calculate it, fiscal impact analyses develop per capita or per
household costs for City services. I would suggest that you look at the cost-revenue analysis prepared for this
project, which included those costs. It was provided to GarreX and other members of your team on mulGple
occasions.

Danny, where in the City’s budget can I find informaGon that helps me understand what the City’s service
costs are for the porGons of Coral Mountain that are in the former Thermal Airport RDA, but for which the
city receives no property tax revenue.
In other words, the total deficit per single family home?

fiscal impact analysis report prepared for the annexation of the Coral Mountain Specific
Plan (2002-2004).
This e-mail serves as written notice that the 10-day time limit to satisfy the request is
being extended by an additional 14 days in accordance with the California Public
Records Act [Government Code Section 6253(c)], due to the need to search for, collect,
and appropriately examine a voluminous amount of records, or to consult with another
agency having substantial interest in the determination of the request or among two or
more components of the agency having substantial subject matter interest therein. The

Hello Ms. MarGnez,
I am the President of the Coral Mountain Wave Development project currently working with the City on
enGtlement approvals.
Many years ago, I was VP of Development for the original Coral Mountain partners (1995-2002) before
moving on to develop Hideaway and Madison Clubs with Discovery Land. At the original CM, we sold our
land to Shea to build Trilogy and to the Drummond Co to build Andalusia. I assisted TD Desert Development
(Drummond) with pre-development, including annexaGon of their acquisiGon lands to the City. This was
followed later by Shea as the City’s boundary was extended.
Around the Gme I departed and Shea was working on annexaGon, I recall the City performed at least one, if
not more, studies that analyzed the economic impact of bringing the projects in, given that the property taxes
would conGnue to be collected by the County due to being inside the (now former) Thermal Airport
Redevelopment Area boundary. This is the current situaGon, and I understand for the foreseeable future, at
least for the next 13 or so years, as bonds are paid off.
I would like to request copies of any studies in the City’s files that were prepared and made publicly available
at the Gme.
