It says the message originated outside of La Quinta. False! I live in La Quinta. Please remove that statement.

Subject: Coral Mountain Wave Park
** EXTERNAL: This message originated outside of the City of La Quinta. Please use proper judgement and caution
when opening attachments, clicking links or responding to requests for information. **
There are any number of reasons why a permit to build the subject wave park should be denied, I will
address five of them:
(1) The entire wave park project flies directly in the face of the 2035 La Quinta General Plan, circa 2013,
especially when it comes to land use and zoning. The parcel of land proposed for the project must be
totally rezoned from Low Density Residential and Golf Course to Tourist Commercial. This would be a
180 degree move in zoning. To approve such a rezoning would simply say that those who devised the
2035 General Plan had no idea what they were doing a short nine years ago. Any number of residents
of The Quarry, Andalucia, Santana, and Trilogy at La Quinta, to name but a few, purchased their homes
based on the 2035 General Plan, believing that the tranquil nature of the neighborhood would continue.
(2) As many as 600 Short Term Rentals and a 150 room hotel? This at a time when just about every city
in the Coachella Valley is fighting to keep residential neighborhoods residential, not tourist meccas. If the
project comes to fruition, you can bet that the likes of VRBO and AirBnB will be enlisted to keep the STR's
occupied. Do you want STR's prevalent where you live? Neither do we who live in close proximity to the
proposed wave park.
(3) Residential neighborhoods are just that....RESIDENTIAL!! I repeat myself but those of us who chose
to make our homes in South La Quinta did so in large part because of the peaceful and tranquil nature of
the area.
(4) Water. If there was ever a time to NOT approve a water dependent project, it is now. I would urge all
members of the Planning Commission as well as all members of City Council to read the article entitled "
'Critical time" to conserve". It appears in the Los Angeles Times California Section dated Friday, March
3
11, 2022, page B1. Among other things, it points out that we are now in the driest 22 year period in at
least 1200 years. The drought alone is reason enough to not allow this project move forward.
(5) In conclusion, this is the WRONG PROJECT in the WRONG PLACE at the WRONG TIME. Allowing
this development to be built is analogous to approving a 110 story office tower to be built adjacent to La
Quinta City Hall. How out of place would it be? VERY is the answer! Just as the wave park is.
With every fiber of my being I urge you to deny approval of this project.
Respectfully,
Bruce J. Francis
