Nothing has changed on this study, except that the VMT analysis was submitted. As expected - the
project says it will mitigate its VMT as follows:
• the required reduction is 15%, the project reduces just 10.3%
• the project wants to claim several TDM measures to make up the difference:
O 3% for use of non autos for nearby commercial trips from residential homes
O 2% for pedestrian sidewalks to interconnect residential and commercial
O 1% for TMD strategies like publications, event promotions and residential benefits to use
the resort amenities
• Therefore 10.3 + 6.0 is greater than 15%
• and the employment side of VMT is 21.56 for entire Coachella Valley and this is 21.53 for this
project - so they have no mitigation for this aspect
As for the TIA - no changes were made. The project doesn't impact much in 1st phase and doesn't
propose to install major improvements adjacent to the site until 6 years from now with 3rd phase
buildout ). The contributions are small fair share to be added to the funds city is collecting, and city
can build anything they like when the ever have enough in the pot.
I think staff should propose something together that we can live with for this development and future
developments like the one below this one further south. Assuming they can't mitigate the VMT, they
will just ask for statement of overriding conditions and we get nothing. Suppose we had some VMT
items they could contribute to in our area to lower overall VMT - maybe a bike trail, a transit
stop/facility, or even just the design plans to some items that lower VMT or the cost of the study to
develop this mitigation bank?
Other than that, possibly we require Madison and 58 signal to be built by the developer, and he wait
for reimbursement from others in future, not us?
These are just thoughts on how you want to go forward on this, since it's the 1st VMT analysis we've
seen and not the last, thought we should discuss our approach before responding to developer. We
have no way currently to verify the math and all the iterations of the model, the assumptions, etc. and
essentially are accepting their word for that portion of the analysis.
Amy, I do get the Trakit reminders and I didn't respond because I felt this needs to be vetted by staff as
a group so we're all on the same page going forward. If it turns out we are accepting the TIA and the
VMT analysis as is, then I can fill in Trakit that it is acceptable. If we come up with revisions or
questions, then I can fill those in.
