Edits made to the staff report to include specific links. It's still in track changes so
it's a little messy but you can see which links I provided. There is a little
redundancy in listing the Draft Reso so many times but at least all the info is
there. I provided page numbers to reference to help too. May need to accept
changes to get a better idea of what it will look like and just don't save if you don't
like them or save as a new file.
