It is likely to be one public hearing for all the project applications and the EIR. I'm checking on the status of the DA, but a draft will be available prior to the hearing. Interim information should be available before that, but that's what I'm waiting to hear about. If by scoping agreement you mean the NOP scoping meeting that was held, then no, there will not be another for the DA. The scoping meeting was for the entire project, and is a function of CEQA. The public hearings for the project will be first at the Planning Commission, and then at the City Council.
