To answer your questions: 1. CEQA does not prescribe how EIRs are prepared. In La Quinta, developers can select from a pre - qualified list of environmental consultants. They are hired by the developer and paid by them, and the City reviews all of their work (in the case of this project, that has been me). 2. The City's costs for staff review of any project is paid by application fees. The fee schedule for complex applications is a deposit based system, where the time spent be staff is applied to the base fee, and additional fees collected from the applicant when/if the base fee is depleted. Does the developer choose the consultants? Or does each involved agency have their preferred consultant? Please outline how the process works. Also, regarding the EIR, who pays for the consulting work and final report? Is the city reimbursed for its staff time?
