The applicant has not proposed a change. The visibility of the top of the lights is demonstrated in the visual simulations in your last packet. Depending on the location, their visibility varies. Currently from some locations they are visible 11-20 feet above the wall? The proposed mitigation is the ultimate build out of homes and perimeter trees.
