Teleconferencing and Telephonic Accessibility in Effect
Pursuant to Executive Orders N-60-20 and N-08-21 executed by the Governor
of California, and subsequently Assembly Bill 361 (AB 361, 2021), enacted in
response to the state of emergency relating to novel coronavirus disease 2019
(COVID-19) and enabling teleconferencing accommodations by suspending or
waiving specified provisions in the Ralph M. Brown Act (Government Code
§ 54950 et seq.), and City Council Resolution No. 2021-035, adopted by the
City Council on September 28, 2021, and reaffirmed on January 17, 2023,
members of the public, the Community Services Commission (Commission),
the City Manager, City Attorney, City Staff, and City Consultants shall

Chair; the City will facilitate the ability for a member of the public to be audible
to the Commission and general public and allow him/her/them to speak on the
item(s) requested. Please note - members of the public must unmute

In accordance with City Council Resolution No. 2022-028, a one-time
additional speaker time donation of three (3) minutes per individual is
permitted; please note that the member of the public donating time must: 1)
submit this in writing to the Commission Secretary, via email at the email

donated to, and 2) be present at the time the speaker provides verbal
comments.
Verbal public comments are defined as comments provided in the speakers'

AGENDA TITLE: RECOMMEND DESIGN FOR THE LA QUINTA PARK SPLASH
PAD RENOVATION PROJECT NO. 2022-19 TO CITY COUNCIL
RECOMMENDATION
Recommend design for the La Quinta Park Splash Pad Renovation Project No.
2022-19 to City Council.
EXECUTIVE SUMMARY
• The Splash Pad at La Quinta park is aged beyond its useful life, was
damaged in a windstorm, and is in need of renovation.
• On December 7, 2022, the City advertised a Request for Proposals (RFP)
for Project No. 2022-19 LQ Park Splash Pad Renovation.
• The Commission will select their top choice to be presented to City
Council for consideration in February.
FISCAL IMPACT
Funds in the amount of $850,000 are allocated in the Park Equipment
replacement fund 501-0000-71060 to replace the splash pad.
BACKGROUND/ANALYSIS
The Splash Pad at La Quinta park is aged beyond it's useful life, the pumps,
filters and underground surge tank are in need of replacement. In October
2022, the main water feature rusted out and blew over in a windstorm.
On December 7, 2022, the City advertised a RFP for design -build options for
Project No. 2022-19 LQ Park Splash Pad Renovation. Three (3) proposals were
received from California Waters, Desert Concepts Construction, and California
Pools. The selection committee reviewed the proposals and based on
qualifications, design, and cost, recommends options "A" and "B" proposed by
California Pools for the Commission's review and recommendation to City
Council.
Funding in the amount of $850,000 is available in the Park Equipment
Replacement Fund 501-0000-71060, which includes a project budget of
$750,000 and a contingency of $100,000.
The design selection recommended by the Commission will be presented to
the City Council for consideration in February.
