STAFF REPORT
AGENDA TIT' : APPROVE NATE FRIZZELL TO DEVELOP A MURAL CONCEPT
FOR THE SILVERROCK EVENT SITE
RECOMMENDATION
Approve artist Nate Frizzell to develop a mural concept for the SilverRock
Event Site.
EXECUTIVE SUMMARY
• Nate Frizzell is a prequalified artist for the City that has demonstrated
the capability to paint high quality murals and would be select sourced if
approved.
• The SilverRock Event Site (Event Site) was identified as a part of the
Community Services Commission art opportunities initiative.
• There is a mural opportunity on the SilverRock Event Site (Event Site).
• The addition of a mural will serve as an asset that chronicles the City's
culture and will be available for the public to enjoy.

The total cost for the mural is will not exceed $15,000 and is available in the
Art in Public Places Art Purchase budget (Account No. 270-0000-74800).
BACKGROUND/ANALYSIS
In 2019, the Community Services Commission (Commission) initiated a
refresh of the Art in Public Places program which included identifying spaces
for art opportunities, approval of policies and establishing a list of prequalified
artists. Both efforts are intended to secure a diverse and robust art program.
The Event Site is a 14-acre park adjacent to the SilverRock Golf Course and
will include water features, walking paths, and opportunities for various genres
of artwork. Staff identified a restroom facility located in the center of the Event
Site that is primed for a mural.
Nate Frizzell painted the mural Bloom on Fred Waring Dr. and Adams St. in
January and it generated positive buzz and community feedback. Nate Frizzell
inquired about other art opportunities in the City and mentioned he would
provide another high -quality mural at a generous price.
There was strong public engagement after the completion of Bloom and as a
result, Staff published a survey to capture resident feedback (feedback)
regarding concepts and ideas for the mural at the Event Site. If Nate Frizzell,
is selected to produce the mural he will use the feedback to develop the mural
concept. Staff will present his proposal developed by feedback, to the
Commission for review.
