I want to take this opportunity to thank you and your staff for your time and consideration in
reviewing our RFP submittal for janitorial services.
In reading through the proposal you will notice that Nelsen's Janitorial Service, according to your
Scope of Services and Specifications, which with this revised RFP, customizes each facility to
meet individual client needs. From the proposal stage through implementation, we tailor our
services to complement your business. We assess and through creative planning ensure that we
develop a'Total' package of management and janitorial services which target 'you' our client. Itis
our intent to provide you within this revised RFP a brief explanation of performance and the
information of experience for qualification in the execution of this RFP. Diane Nelsen as an owner
and executive officer has the qualifications to act in behalf of NJS in the selection and signature
execution of the RFP.
Individual attention does not mean narrow focus. There are no cookie cutter solutions. We see
'total' janitorial management service as a process. We begin with the goal picture and draw from
a wide range of internal and external resources to designate program of services that'work' for
you. However if we were awarded the contract, we would enter under the revised terms,
conditions and agreed contract price as prescribed in accordance with the City of La Quinta.

NELSEN`S JANITORIAL SERVICE
QUALIFICATIONS/EXPERIENCE
Nelsen's Janitorial Service began in September 1971 as a Sole Proprietorship and has been
operating as such for 47 years. In 1983 we were certified by the Public Utilities Commission,
State of California and Federal Government as a Women Owned Business(WBE).
This certification has enabled us to grow and expand in the janitorial industry as well as other
areas within the scope of building maintenance management. Our growth as created an
environment to strengthen our buying power of janitorial supplies, equipment and paper products.
We are able to purchase large quantities of products at a substantial savings which enables us to
pass the savings to our clients. If awarded this contract we will maintain a 10 day supply of the
required products/supplies for all buildings under this RFP.
[QUALITY CONTROL
QUALITY CONTROL is not in the hands of managers or supervisors, but rather in the hands of
the individual(s) actually performing the job. On the other hand, the responsibility for making sur
that the jobs done correctly is that of the supervisor. This does not minimize the role and
responsibility of the supervisor. He/she must insure that the expectations are clearly
communicated and the employee has the tools, supplies and equipment necessary to perform the
work. NJS supervisors will insure for this RFP that the methods and techniques send are safe,
productive, Green and cost effective. The role of the supervisor into critique performance. So
when a skilled, high trained employee successfully administers a job assignment, this is the true
meaning of Quality.
In the execution of services for City of La Quinta buildings, NJS will review the floor plan of
each building and the areas requiring service. NJS recognizes that each building as a 'lifecycle' if
it is not properly maintained, the useful life is reduced and more frequent replacement of carpet
and hard surface floors will be required for premature replacement at great. We will monitor the
cleanliness of each building and the performance of our janitors in execution of Daily, weekly,
monthly, quarterly and annual work. We have provided an example (see attachment) of
scheduled work that is performed for one of our clients at the beginning of each month.
We have schedules for Quarterly and Annual work as well. Upon award we will coordinate
schedules for services according to specifications under this RFP. To do this a cleaning plan must
be created, communicated, put into the workload format and then initiated.
We also provide NJS notebooks at each building which contains Forms. These forms are Check
Lists for various duty and equipment checks to insure quality service at each building. (See
attracted cover sheet for notebooks)
Service is the philosophy we use to solve a problem, reports are the tools we use to do it. For
this RFP we will arrange a scheduled discussion at the NJS monthly meeting for you sites to
examine our quality of service. At this time we will look at the various check list forms to
determine if the workload and performance needs to be refined.

QUALITY CONTROL
GREEN CLEANING AND PRODUCTS
Nelsen's Janitorial Service uses micro -fiber cloths for dusting and environmentally treated floor
sweeping mops allowing us to help control dust issues for a cleaner, safer environment. We are
currently involved in providing green clean janitorial services, with an in place structured written
green cleaning plan. The green standard, Leed (Leadership in Energy and Environmental
Design) establishes egirements for building owners, facilities management and cleaning service
providers to create a green leaning program that protects human health and the environment.
We have accessed the U.S. Environmental Protection Agency as they promote the use of
environmentally preferable cleaning products through its Environmentally Preferable Purchasing
'Green Cleaning' Web www.el2a.govlpeplpubs/products/cleaner.html. which provides information
for purchasers and links to green cleaning resources.
For the City of La Quinta RFP, NJS is committed to using Green Products in accordance with the
specifications.
MANAGEMENT AND EMPLOYEES
We currently have 3 Project Managers and 4 Area Supervisors for the Coachella Valley.
We know a very important link for a satisfied customer is a 'happy employee'. Part of achieving
this is to assure and insure the employees that NJS adhere's to the State's required minimum
wage law. We strictly adhere to the law. We also have a Accounting firm that cares for this and
our payroll.
Each employee has a file on a software program. It allows for tracking work performance. This
will be implemented in managing this RFP to insure optimum service for each building.
When an email or phone generated complaint is received, office personnel will notify the site
supervisor of the complaint and the required priority time frame to resolve and complete the
problem.
The site supervisor will inspect the problem and according to the severity and time frame will be
cared for during the nightly scope of work or immediately. There maybe complaints that will
require a scheduled date to be cared for appropriately. NJS supervisor will contact La Quinta's
Facilities superintendent to coordinate a date. However, when each complaint is cared for NJS
will immediately contact either by email or phone the superintendent that it has been completed.
Complaints that have been logged are reviewed and discussed at the end of each month by the
Project and Site Supervisors. We track 'performance level's, learn from them and eventually,
eliminate them.

QUALITY CONTROL
REPORTING BUILDING DEFICIENCIES
This is a important link for quality control and safety. NJS employees are responsible for reporting
to the site supervisor any areas needing repair to the building to include, furnishings, hard and soft
floor surfaces, fixtures, mechanical equipment such as door locks and alarms, and plumbing
issues to name a few. Hazards, which may pose a threat to client personnel safety, shall be
immediately reported to the site supervisor. Written records of such hazards shall be forwarded to
the Facilities within one working day.
AVAILABILITY OF BACK-UP FOR EMERGENCY SERVICES
In the event of an emergency the Cities Facilities superintendent would be notified as to the
location and the type of problem. Based on the information the superintendent and NJSwould
determine what and who would've needed at the emergency site. If NJS is assigned to care for
the emergency, we draw from our current employees As well as from a retained labor pool. Then
the said personnel and equipment would be immediately appropriated into the response vehicle to
aggressively care for the emergency.
TRANSITION PROCESS
Many start up issues occur due to the lack of communication. Communication involves the City
of La Quinta, Nelsen's Janitorial Service and their employees. The designated employees, all
parties involved in the execution with be in the loop of communication.
To prepare for our service at each building, we will address serveral questions from each building
manager to include, City Hall, Wellness Center, Library, Museum, Mechanics and Parks,
along with the superintendent. Next we meet with our employees insure they have a clear
understanding of what's going to happen along with a review and retraining of janitorial duties.
During the first few days/weeks of the execution, the site and working supervisor will upon
completion of work at night in each respective building, do a check walk before exiting the
building. Our objective is to received compliments, not complaints.
SUMMARY OF QUALITY
The master plan of quality control means being Proactive. Proactive is as Proactive does.
Translated means aggressively seeking excellence. Nelsen's Janitorial Service has the years of
experience, management, work force and business structure to provide La Quinta's multiple
facilities with optimum service and are firmly structured to provide and support the janitorial
services as required in the City of La Quinta's RFP.
