RFP On-Call Landscape Architectural Design Services Addendum 1[; E M n} rbe DES ER"[' DATE: May 17, 2023 TO: All Prospective On -Call Landscape Architect Consultants RE: RFP On -Call Landscape Architect ADDENDUM NUMBER 1 The following shall be considered as incorporated into the Request for Proposal (RFP) for the above referenced services. Portions of RFP not specifically mentioned in this Addendum remain in force. ■ REQUEST FOR PROPOSAL Question: Under "Firms Background, Qualifications, and Experience, including the following," we would like some clarification. As this is an on -call contract, a specific scope of work cannot be determined at this time. We assume the City is looking for a typical work plan to be presented. Response: The scope of services should, at minimum, meet the requested scope of services outlined in the request for proposals. Question: Paragraph Q) states: Project Schedule — A comprehensive Gantt Chart schedule is to be submitted describing the nature and scheduling of proposed tasks and reflecting July 1, 2023 as the start date. Again, as this is an on -call contract, a specific schedule cannot be provided at this time. Are you looking for a sample of our project schedule based on previous job knowledge? Response: Yes, a sample project schedule based on previous job knowledge is acceptable. Question: Item 3. Complete Pricing List (or Fee Schedule) states: Proposal shall include a detailed fee schedule for the services requested by this RFP. Man-hours and extended billing rates per classification of personnel will be indicated for each task and/or sub -task defined. As this is an on -call contract with no specific scope at this time, all we would be able to provide is our normal hourly rate schedule for your consideration. Response: An hourly rate schedule is sufficient to meet this requirement. Question: If we would like to request modification(s) to the PSA, can that be provided in the attachments section? Response: Yes. Question: The RFP mentions the filing of Form 700. Do you want our current Form 700 to be part of the proposal or is that just a notification that it will be required? Response: It is just a notification that a form 700 will be required. Addendum No. 1 Page 1 Question: On page 8, item 16) Project Schedule, it asks for a comprehensive Gantt Chart Schedule. Since this RFP is for on -call, and not a specific project, we would not have a schedule to provide. Can this be excluded? Response: Yes. If desired, a sample schedule for a typical landscape design project can be provided. Question: On page 9, item 3, it asks for manhours. Since this RFP is for on -call, and not a specific project, we would not be able to provide a quantitative breakdown of manhours to match any proposed fee. Should this also be excluded? We would be providing our billing rates for each classification of personnel, but without a specific project to propose on there is no quantity of manhours to provide. Response: An hourly rate schedule (billing rates) is sufficient to meet this requirement. Manhours are not needed. Question: Please confirm the City going to award only one On Call Landscape Architectural Design contract? We typically see City's award multiple contracts through the RFP process, so they can receive competitive bids when project arise. Response: The City may award one or more On Call Landscape Architectural Design contracts. The City previously entered into agreements with three consultants for these services. Question: Did the City previously have an On Call Landscape Architectural Design Consultant on contract performing these services? If so, can you provide who that firm was? (Or the firms if there were multiple contracts awarded?) Response: The City previously had three On -Call Landscape Architectural Design Consultants under contract during the last term: Hermann Design Group, Davil Volz Design, David Evans and Associates. Question: Will you accept an emailed submittal, or do you also require a printed version to be shipped? Could you clarify if a hard copy is required or if sending a pdf via email would suffice? Response: An emailed pdf submittal is sufficient. No hard copy is required. Question: In the proposal format, starting on page 8 of the RFQ, the numbering order appears to be off. Did you intend for number " 1 " to start at the "Cover Letter" or the "Firms Background, Qualifications, and Experience"? Response: The Cover letter is not section 1. Please start numbering with section 1 as the "Firms Background, Qualifications, and Experience". Question: In the section "Firms Background, Qualifications, and Experience" (presumably section 1), sections h, 1, and j refer to project specific questions. As this RFQ is for an on -call and not a specific project, how would you like these sections to be answered? For example, you've provided a sample scope, would you like us to provide our own? Response: The scope of services should, at minimum, meet the requested scope of services outlined in the request for proposals. Addendum No. 1 Page 2 Question: For section 6 "Subcontracting Services" would you like us to add subs that are anticipated for your upcoming projects such as geotechnical or electrical services? Response: The City has On -Call contracts for Geotechnical Services and Survey Services. Please include any additional anticipated sub consultants' hourly rates in your cost proposal. The Contractor is hereby notified; Addendum No. 1 must be acknowledged as stipulated under the instructions to Bidders and submitted as part of the Bid. Failure to do so shall result in the City designating said bid as "Non -Responsive."
