Land Surveying and Mapping. We provide conventional land survey, aerial and photogrammetry, high definition laser
scanning, and UAV/drone services from our four (4) CA offices (Corona, San Diego, Los Angeles, and the SF Bay Area)
Calvada has the depth of resources consisting of highly qualified individuals with extensive experience to
effectively handle all of the City of La Quinta's On Call Surveying needs in a timely manner and at a reasonable
cost whenever our services are requested.
Armando DuPont, PLS will be the primary contact and account manager for this contract. He brings over 40 years of
experience in office mapping and field surveying in addition to our office and field staff of approximately fifty (50)
employees.
We have reviewed the RFQ and the Professional Services Agreement and are confident that Calvada can comply with

Armando DuPont, California Professional Land Surveyor No. 7780 - President and
Director of Survey
Mr. DuPont started his career in the surveying industry in 1977. He has an AA in Civil
Engineering from La Quinta College and completed Land Surveying courses at California State
Polytechnic University, Pomona. As President and founding member of Calvada, he is
responsible for all business activities of the company including executive management of
technical, field, engineering, design and land survey personnel. His project experience includes
topographic mapping, boundary surveying and analysis, ALTA/ACSM Land Title Surveys,
construction and control surveying, preparation of tract and parcel maps, earth work calculations
and quantities, and targeting and control for photogrammetry observations.
Mr. DuPont is fluent in managing commercial, industrial and governmental as well as private
sector projects. He leads a team of professionals at Calvada providing insight and leadership
based on his years of experience as a Party Chief, Project Surveyor and Project Manager on a
wide array of projects. He has provided work for a number of industries, including providing
services to the engineering, telecommunications, transportation, environmental and real estate
industries.
Matt Bartz, California Professional Land Surveyor No. 8626 - Field and Project Manager /
QA/QC Manager
Mr. Bartz is a Project Manager overseeing projects in several areas including Topographic
Surveys, ALTA/NSPS Land Title Surveys, Construction Staking, Boundary Surveys,
Subdivisions, Lot Line Adjustments, Legal Descriptions, and Settlement Monitoring.
Mr. Bartz began his career in 2002 and spent his first seven years working for a civil engineering
firm. He has a BS in Civil Engineering, Geospatial Emphasis from California State Polytechnic
University, Pomona. His experience in engineering gives him comprehensive knowledge of
various project requirements and helps him provide better service for his clients.
Mr. Bartz's daily responsibilities include client communication, preparing proposals, scheduling
and providing support for field crews, as well as assigning and supervising the drafting team.
Ramon Gonzalez, California Land Surveyor in Training No. 7230 - Drafting and Senior
Project Manager / Senior Mapping Technician
Mr. Gonzalez began his career with Calvada in 1997 as a surveying apprentice and
rod/instrument technician. In 2000 he moved into the office as a Survey and Research
Technician where he was responsible for assisting the preparation of Legal Descriptions,
Boundary Analysis and ALTA/ACSM Land Title Surveys. He provided the necessary
calculations for Construction Staking and Boundary surveys using Auto CAD and TDS data
collection software. Then in 2004 he was named Chief of Parties and Mapping Project manager,
in this position he was primarily responsible for scheduling, coordination, supervision and
management of field personnel.
Now a 26 -year veteran, Mr. Gonzalez is the Senior Project Manager overseeing field and office
operations which consists of scheduling the project work flow, assignment and supervision of
projects from start to finish, heavy communications with clients to coordinate the efforts of our
field staff for efficient and on-time performance. He also manages profitability, project
deadlines, customer and employee satisfaction and project quality control.
Saul Melgarejo Jr., Professional Land Surveyor —Project Manager, Data Processing
Manager and Drafting
Mr. Melgarej o has worked in the field of land surveying since June of 2006, in the capacity of
Project Manager. He has managed projects for some of the industry's largest clients such as
CH2MHi11, TRC and Arcadis. He is experienced in topographic mapping, boundary survey,
environmental compliance and analysis as well as High Definition Laser Scanning.
Mr. Melgarejo's educational background is well rounded to include photogrammetry, highway
engineering, public land surveys, vector dynamics, fluid mechanics, hydraulic engineering, water
supply engineering, structure analysis and geotechnical engineering. He has a BS in Civil
Engineering, Geospatial Emphasis from California State Polytechnic University, Pomona.
In Mr. Melgarejo's present capacity as Environmental, Topographic/Aerial Survey Project
Manager he is responsible for CAD team oversight, QA/QC, Management and Technology
development, project coordination, supervision and delivery. He is also responsible for finalizing
all project control including aerial targets.
German Hostios - Senior Photogrammetrist
Mr. Hostios has worked in the field of photogrammetry since 2004, in the capacity of
Photogrammetrist with Olympic Mapping and has managed projects for some of the industry's
largest clients such as Caltrans, City of Los Angeles, City of La Quinta and City of Upland, to
name a few.
Mr. Hostios educational background is well rounded to include photogrammetry, public land
surveys and Land Development. He has a BS in Civil Engineering, Geospatial Emphasis from
California State Polytechnic University, Pomona.
Mr. Hostios joined the Calvada team in 2017 and his present role as Senior Photogrammetrist
include daily tasks of Flight Planning, Target Layout, DTM/XML/LiDAR processing,
Orthophoto processing and creating 3D Topographic Mapping. As the team's Senior
Photogrammetrist, he is also responsible for CAD team oversight, QA/QC, Management and
Technology development, project coordination, supervision and delivery.
Michael Anderson, Professional Land Surveyor No. 8901—Head Party Chief
Mr. Anderson has worked in the field of land surveying since 1983. Soon after, Mr. Anderson
was promoted to Party Chief/Construction Manager/Project Surveyor and has managed field
projects in several areas including Topographic Surveys, ALTA/NSPS Land Title Surveys,
Construction Staking, Boundary Surveys, Subdivisions, Lot Line Adjustments, Legal
Descriptions, and Settlement Monitoring.
Mr. Anderson's daily responsibilities include client communication, field crew support as the
Company's head Party Chief. Mr. Anderson is also involved in the daily QA/QC process and
mapping deliverables along with the responsibility for collecting field data points.
Terry Yarborough, Professional Land Surveyor No. 8181—Data Processing/Field Surveyor
Mr. Yarborough has over thirty-six years of experience in land surveying around the world
including Alaska, Greenland, Saudi Arabia, Romania, Egypt and Pakistan and started his career
at CAL VADA in 2003. Since then, he has gained expertise as a Party Chief and Project
Surveyor utilizing 3D scanning equipment, as well as conventional and GPS instruments.
Mr. Yarborough's expertise lies within RTK, 3D scanning, survey software, CAD, and GIS
computer mapping and data management. He is highly proficient with the Leica HDS 3D
Scanner as well as a number of TDS and Geodimeter total stations.
Mr. Yarborough is responsible for collecting field data points along with setting primary control
to densify the project survey control network, recovering existing control monuments within the
project limits, establishing aerial targets, and establish project -wide secondary control network
for the project using a combination of GPS, conventional surveying and digital leveling methods.
Miguel Torres — Drafter/Research
Mr. Torres has over 3 years of experience in land surveying and has a BS in Civil Engineering
from California State Polytechnic University, Pomona. His daily responsibilities encompass the
following: Field collection and drafting for Topographic Surveys for Design Purposes, Aerial
Mapping, ALTA Surveys, Drone Survey and Mapping, Record of Survey Preparation, 3D Laser
Scanning Surveys, Utility (Water, Sewer, Storm Drain, etc.) Alignments, Boundary Surveys,
Right -of -Way Surveys. Along with those responsibilities, he is also involved in training all
new personnel in Calvada's Drafting Standards (United States National CAD Standards).
Mr. Torres also heads the Calvada research department (research of utility maps, deeds, recorded
documents/instruments, Recorded Survey Maps, Engineering Plans, etc.) and has comprehensive
knowledge with the various California Counties' research procedures.

Land Surveying and Mappng, Calvada Surveying, Inc is a full services land survey company, and has worked on all
aspects of the scope of work listed in the RFQ. Below is more detail of what land survey services Calvada Surveying,
Inc. can provide.

Calvada Surveying, Inc. can offer a complete all -in -one solution, understanding that this is a As Needed RFQ,
Calvada's general approach to completing any project(s) under the Request for Proposal introduction and our proposed
work plan for any proposed scope of work could be detailed in the following steps or items and will be accomplished as
follows:
Evaluation, Planning and Preparation for Surveying: Once Calvada receives a P0, our first step is to analyze the
project needs.
Survey Services: Calvada will request the primary survey control to be used for this project from the County based on
the project limits and purpose. If there is no pre -established primary control, then Calvada will use GPS and conventional
methods to set the primary control along with any secondary control. The materials and data provided from the
County if any, will become the basis for project control planning to create a survey control network for the project.
Upon receipt of Notice to Proceed (NTP), Calvada will request that the County submit all permit applications to perform
survey work within the project limits, if necessary. The survey procedures will meet Third Order Accuracy Standards,
as specified by "Caltrans Orders of Survey Accuracy Standards for Supplemental Project Control", in accordance
with the Caltrans Survey Manual or will use any other standards as directed by the County. Horizontal datum for the
control will be the North American Datum of 1983 (NAD83) (California Coordinate System of 1983, Zone V 2010.00
epoch or as appropriate). Vertical datum will be the North American Vertical Datum of 1988 (NAVD88) County
Survey Benchmarks. All for this project will be completed in the US Survey Foot unit of measurement.
Performing Field Surveys Boundary Lines, Topography and Existing Facilities and/or Structures: Calvada will
perform the necessary research and surveying to establish the existing street alignments, centerline control, benchmark
elevations, existing right-of-way limits & property lines and identification of existing planimetric features. Calvada
Surveying will complete this task after all due diligence has been completed. This includes research of all APN maps,
recorded survey maps/plats and city/county/Caltrans monumentation records within the limits of the project. We
understand that this task includes surveys and mapping work for Project Report. It also includes necessary control
surveys, preliminary design data surveys and photogrammetric GCPs to be set as well as preliminary property
boundary assessments, determination of status of existing ROW and its grid positioning, and associated land net
mapping.
Conventional surveying is assumed to be required for these projects. Our crews will mobilize and using the pre-
established networks or by establishing new survey networks and will establish supplemental control along the project
limits. The supplemental control will then be used to survey at 50' intervals to create 1 -foot contour intervals and at all
break line locations. The crew will survey the Curb, Gutter, Lip, the crown and the slopes along the shoulder up to the
existing ROW or back of walk or end of project limits. This will give the design team accurate survey measurements.
Conventional foot surveys will also be performed at overcrossing bridges. The survey information will be collected at
10' intervals along the bridges and will include items such as the bridge joints, structural columns and all features along
any bridge underpass to create complete Topographical surveys, where needed. Minimal traffic control will be provided
by Calvada Surveying. All surface utilities will also be surveyed.. Other survey features may include spot elevations at
the back of walk/sidewalks, top of curbs, flow lines, gutter edges, street crowns, high/low points, grade breaks,
driveway aprons and handicap ramps, buildings, fences, all developed features, locations of signing and striping within
the site, location of trees over 6 feet in height, regardless of caliper, dipping of all sewer & storm drain inverts and catch
basin inverts within the site and various features as needed by the design team.
The Surveys performed by Calvada will conform to the requirements of the Land Surveyors Act. We will have this work
under the direction of Armando DuPont, a Licensed Land Surveyor, in the State of California. Calvada designates
Ramon Gonzalez as the Senior Project Manager who will coordinate the consultant's field surveying operations and
Saul Melgarejo Jr. as the Project Manager who will be responsible for all matters related to the Calvada's office
operations and will coordinate with all City officials as needed. The field survey crews shall be mobilized to recon
City/County Monuments along with any City/County benchmarks.
Preparation of Right -of -Way Maps: For Right -of -Way mapping, Calvada will review assessor map(s) of the project
area and subsequently attend coordination meetings with City staff and right-of-way acquisition agents, as needed. The
final survey for design will show the record Right of Ways and property lines. This map will be prepared with the use of
recovered centerline/property monumentation along with the record maps showing the boundaries of the right of
ways/property lines within the project limits. Right of way maps may also show the parcels, areas, type of estates and
adjoining streets with ties to centerlines. All mapping is prepared in AutoCAD .dwg format (Civil3D 2018).
Preparation of and setting -up photogrammetric Surveys: Our first step is to analyze the project needs. At this
time, we have not determined the locations of the GCPs/aerial targets, if any. Calvada will mobilize to the field and will
use the pre -established primary control to set the aerial targets. Once the targets have been placed, we will use our
survey equipment to collect the position data of each target. The data will be analyzed in the office and the correct
adjustments will be made. The final data will then be delivered as a text file & CAD file. A target layout plan will be a
part of the final deliverable.
Performing Quality Assurance Work Associated with Various Types of Land Surveying Work: Calvada provides
quality assurance/quality control for all aspects of the project, including detailed checking of work by in-house staff. At
Calvada, the leadership of our quality management practice falls to our Project Managers. We are careful to say
leadership and not ownership because every team member owns the responsibility for quality.
We are focused on development of a quality work product, with an emphasis on safety in all respects, from project
inception through closeout. This focus is ensured by the continuous improvements to the Calvada Safety and Quality
Plans, with regular employee training. The purpose of our program is to improve the efficiency and accuracy of our
production process, prevent errors, and establish consistency and quality. It is also intended to assist new staff in the
area of professional development.
As a result, our program is continually being reviewed and refined to ensure we deliver the best results for our clients.
Our QA/QC program details the requirements, organizational structure, roles and responsibilities, quality control (QC)
and quality assurance (QA) activities and is regularly modified to include specific requirements of specialized programs.
Most importantly, we ensure that our QA/QC program meets or exceeds the standards of our clients. Calvada requires
that each employee complete QA/QC specific training as part of their 90 -day training process. One of the most
essential components of our QA/QC training is familiarization training pertaining to established client specifications and
needs. Through this training, employees learn the processes required to deliver quality products to specific clients and
associated partners. This familiarization ensures our team understands all required Client processes to assure continued
high performance of the final deliverables.
During the course of a project, our PM is responsible to ensure that each deliverable undergoes a series of QC reviews
before it is delivered to the Client in order to ensure the original scope has been captured, a cohesive package has
been created, and errors and inconsistencies are eliminated.
DTM surface quality control: Once a DTM file has been created, then we submit the surface file to one of our staff
members for a quality control review to assure that contours generated match surface features in the entire project
accurately. The final files from Calvada will then be delivered to Zephyr so they can update the "master file" and update
the aerial survey.
CAD editing: In this process our drafters combine the DTM contours file with the planimetric features file and edit it as
needed to create the finished product which will be submitted to the client.
Project completion and submittal: After files are completely edited, we will review them one more time before packaging
in client's requested format.

Overall Scope of Work/Brief Description of the services provided:
Mr. Melgarejo was the Project Manager for the aerial and topographic survey of
9 mi of recycled water pipeline. The survey was used as the base map for the
future design of a regional brine line. The scope of work was performed using a
combination of aerial photogrammetry and conventional surveying methods.
The topo provided 1- foot contours and spot elevations at 50 -foot intervals. All
above -ground utilities were located by means of a ground survey. The existing
right-of-ways and adjacent lot lines were plotted from available public record
information. The final deliverable was a PDF file and a CAD Civil 3D drawing
file which included a 3D surface that was used by the engineering team to
assist in their design.

Overall Scope of Work/Brief Description of the services provided:
Mr. Melgarejo served as the project manager for the detailed topographic survey
of the City Creek and Alabama Street. (15,800 linear feet) for design and final
PS&E purposes. This included detailed cross sections of the creek and major
streets surrounding the project. It also included topographic information of all the
curbs, gutters, flow lines, sidewalks and all visible utilities. The topographic
survey also included contours that were utilized by the design group to aid in the
design. Project also included boundary analysis based on the provided title
report, plotting existing easements and creating street dedication legal
descriptions and exhibits. The topographic surveys included contours in Civil3D
that were utilized by the design group to aid in the design.

Overall Scope of Work/Brief Description of the services provided:
Mr. Bartz was the Project Manager for the topographic survey of 33,000 linear
feet at various locations throughout the Cities of Fremont, Newark, and Union
City. The survey was used as the base map for future water line improvements
and was performed using conventional surveying methods. The topo included
street cross sections every 25 feet extending to back of walk including data for
the curbs, gutters, flow lines, crown lines, and above ground visible utilities. The
inverts of all storm drain and sewer manholes were dipped. The existing rights-
of-way and lot lines were plotted on the survey from available public record
information. The final deliverable included a Civil 3D drawing including surface
files that was used by the engineering team to assist in their design.

Proposed Method to Accomplish Work
The CalvadaTeam has extensive experience performing as needed contracts and our staff has a track record of
successful performance. We understand the critical need for a complete and accurate scope, budget and schedule
at the start to prevent cost overruns and delays and our internal control systems are organized to address those
factors continuously and proactively identify and respond to any variances. For larger, more complicated tasks these
factors will be further divided using a Work Breakdown Structure with each activity having its own scope, budget and
schedule. When assigned to an individual, that person becomes responsible for successful completion under the
supervision of the project manager who will use the approach developed at Calvada to closely monitor progress of all
aspects of the task. Calvada uses a 3 -prong approach to management— scope, budget and schedule. We recognize
that the three factors interact constantly and must all be addressed simultaneously and continuously for success. Also
that communications are critical to effective coordination of all aspects of a project into a seamless design and maintain
client confidence.
Scope
Every Calvada project starts with a project management plan that includes the contract scope of work, overall budget
and project schedule. When applicable, the project management plan divides the overall project into smaller parts
using a Work Breakdown Structure. Each task then has a scope, budget and schedule assigned and the linkages
between tasks clearly identified. When an individual is assigned a task, the person receives the scope, budget and
schedule for that work and is expected to meet those criteria. The project manager oversees everyone on the project
and does informal daily reviews of each task to confirm the scope is being performed with nothing more or less than
the agreed upon.
Budget
The project manager receives a weekly report of all costs incurred on the project including Calvada labor, expenses
and invoices received. These are checked against the planned costs to identify any variances. All variances (both
negative and positive) are then investigated to determine the cause and effect of each one. If a problem or bad trend is
determined to be present, a work around strategy is developed. Possible actions include overtime, added staff, change
in staff, use of senior staff for improved efficiency and other methods. The weekly reports on cost will then show the
impact of the work around strategy and identify if additional actions are needed.
Schedule
As with the budget, when applicable the overall schedule will be divided per the Work Breakdown Structure. The budget
status typically links to the schedule status so those reports often trigger schedule related actions. However, the
informal visits by the project manager to each teammate has proven the most effective method for schedule tracking.
For schedule variances, the same approach described above under Budget is used to keep the project on track.
Communications
From the president down to the most junior project manager, each leader is outside of their office frequently overseeing
their assigned staff, reviewing progress, answering questions and providing direction. Depending on the size and
complexity of the project, this approach may be augmented by formal team meetings that typically include active
subconsultants.
Client communications are typically directed to/from the project manager as the primary point of contact. Examples include
monthly progress reports with schedule updates and invoices, progress meetings with client staff and more informal phone
calls and emails as appropriate. After discussion between Calvada and the client, it may be decided that some senior
technical staff from each party can communicate directly with these contacts documented by follow-up emails copied to
the Calvada project manager.
The progress reporting protocol for each assignment is established at the start based on discussions between client and
Calvada staff. Intent is to make sure the client is confident that Calvada is satisfying their needs. The reporting is often
a combination of methods and very dependent on the schedule and critical milestones. These range from twice per
day informal phone calls for expedited assignments to monthly formal reporting in conjunction with invoicing.
Calvada will adjust to fit your needs.
Calvada has worked with many different funding sources during the history of our firm and have been successful in
dealing with the various requirements. We have experienced staff who are familiar with many of the funding
mechanisms that are available to the City.
Calvada has a detailed Safety Plan that complies with Federal and State OSHA requirements and is reviewed with field
staff periodically to refresh their memories on critical items. Depending on the particular situation, our field crews
often hold daily tailgate briefings at the site to familiarize everyone with the location, constraints and hazards. Office
staff is also provided a copy of the Safety Plan so they can reference it when applicable. Calvada is proud of our safety
record.

Question: On Page 7, the RFP has the "Firms Background, Qualifications, and Experience" under 1.
Cover Letter. Should this be "2. Firms Background, Qualifications, and Experience"?
Answer. The Cover Letter is not section 1. Section 1 should begin with "Firms Background,
Qualifications, and Experience".
Question: RFP requests (d) Resumes of the Project Manager and key personnel who will be
responsible for performance if any agreement results from this RFP and then the RFP requests that (g)
Statement of Qualifications — A listing of proposed personnel, including personal experiences and
individual resumes for prime and sub -consultants. Can we refer back to the previous pages that we
provided this information?
