Casc Engineering and Consulting, Inc. (Cast) is pleased to submit our proposal for On -Call Survey Services
to the City of La Quinta.
Our team is highly experienced in the various services outlined in the scope in Section I of Requested
Services listed within the RFP. Casc understands that work will be assigned as needed for a 3 -year period.
Casc brings to the City a team with excellent long-term relationships, and the focused knowledge and
experience throughout Southern California and beyond to deliver high quality survey services that will
exceed the City's expectations. Casc's Vice President and Director of Survey/Mapping, Rick Furlong, P.L.S.,
has 40 years of experience in surveying, and he is supported by talented office staff and field crews who
bring ample experience working with public works clients, and their teams of surveyors, engineers,
architects, and contractors. Our experience with scheduling and budget tracking ensures that jobs are
finished on time and within budget. Casc's project tracking methods allow managers and analysts to
monitor progress. This, coupled with ongoing communication with our City contacts will ensure that there
are no surprises to the City at various milestones and completion dates.
Casc has 5 offices across Southern California, including our main office in Colton, and an office in Palm
Desert, where the proposed services will be performed. Our commitment to clients allows Casc to be
especially responsive in providing survey services, from attending meetings, to arrival on site for field
investigations, to picking up and dropping off plan submittal, no matter our client's location. Casc's
responsiveness will help the City continue to fulfill its core value of exceptional customer service.
Casc is able to provide 5 survey field crews from our Southern California offices. This number of crews
and their responsiveness are what continues to drive survey on-call contracts to the firm, including multi-
year contracts with cities across Southern California, including but not limited to Redlands, Yucaipa,
Moreno Valley, and Palmdale; Inland Empire Utility Agency; Esri; Eastern Municipal Water District; Los
Angeles County Department of Public Works; South Orange County Community College District; and the
San Bernardino County Community College District.

• Casc, and any individual who will perform work for the City, is free of any conflict of interest.

Casc Engineering and Consulting (Casc), a local/regional

chief for this modernization survey project for 4 high schools and 3 elementary schools within the
SBCUSD. San Bernardino HS (topographic and utility survey), Pacific HS (topographic survey),
Arroyo Valley HS (topographic survey), Cajon HS (topographic survey) and Barton ES, Hunt ES, and
Rio Vista ES (utility and irrigation survey).
• Street Improvement Program (SIP) for Private Streets, City of Moreno Valley, CA (2014): Mr.
Reineman was the chainman for a topographic survey for this street improvement project on
Kimberly Avenue to Carrillo Court to Partida Drive.

Chief on an 8 -mile -long Route Survey which implemented Aerial Topography, GPS

CITY OF REDLANDS, MUNICIPAL UTILITIES + ENGINEERING DEPARTMENT
ON–CALL SURVEY MAPPING/ MAP REVIEW SERVICES— REDLANDS, CA
Casc is currently under contract with the City of Redlands to provide on-
call survey and map check services for the Municipal Utilities and
Engineering Department. Since 2006, Casc has reviewed over 200
improvement plans and technical reports for the City. The firm's services
are flexible, with adjustments made periodically to meet the development
demand in the City. During the peak of development in the mid -2000s, Casc staff worked directly from
City of Redlands offices. As development has slowed, Casc has met review schedules working from our
office in Colton. Our on-going contract with the City of Redlands demonstrates our intimate knowledge

INLAND EMPIRE UTILITY AGENCY (IEUA)
ON-CALL SURVEYING SERVICES—CHINO, CA
IEUA is a regional wastewater facility and wholesale supplemental water
supplier in southwestern San Bernardino County. The utility Agency's service
area covers 242 square miles and over 700,000 people. Casc was awarded a sole
source three-year on-call survey contract for IEUA beginning in 2013, two one-
year extensions, and a new 2 -year contract. Casc has provided survey services
on various water and wastewater projects throughout the Chino, Fontana,
and Ontario areas.
The majority of the on-call surveying requires the use of GPS technology,
filling in with conventional total stations and digital levels, as needed, and
occasionally High Definition Laser Scanning.
All requested design topographic and utility location surveys are performed,
compiled, and delivered to IEUA in AutoCAD Civil 3D format. IEUA has
numerous facilities throughout the Inland Empire and we can be requested
to perform topographic, control and or construction surveying at all of them
to facilitate their on-going improvements. We have provided construction
survey services for a 5 -million -gallon recycled water reservoir as well as
multiple recycled water pipeline segments totaling over 8 miles throughout

Redlands Campus
Since 2008, Casc has been providing planning, engineering and
surveying GIS pioneer, ESRI (Environmental Systems Research Institute),
at their main campus in Redlands. Casc is providing surveying services
for all site improvements as well as for the building construction which
has required stringent horizontal control for each floor of the four story
structure. The project has necessitated extremely tight survey
tolerances for the installation of the unique architectural design.
Our services are provided in support of ESRI's unprecedented
growth of their Redlands Campus which spans 16 buildings.

ON-CALL CONTRACT SURVEY SERVICES—SAN BERNARDINO, CA
Casc is currently in a 3 year contract providing On -Call Contract Survey
Services for SBCUSD schools. Casc surveyors have performed extensive
design surveys for the athletics fields and paths of travel renovation
and upgrades for Arroyo Valley High School, Cajon High School, Pacific
High School and San Bernardino High School. The surveys were
performed using a combination of GPS and conventional total station
survey methods. All of the surveys were performed while school was in
session. The survey data was compiled into a base map and delivered
to the district in AutoCAD format.
LOS ANGELES UNIFIED SCHOOL DISTRICT, LOS ANGELES CA
ON-CALL CONTRACT SURVEY SERVICES
For over 19 years, Casc has been providing a variety of consulting services to California's largest school
district. Services have included surveying services as well as civil and environmental engineering work.
Surveying services were provided by Casc for LAUSD's New School Construction and Modernization
Program, as part of the LAUSD Bond BB Program. The program made funds available for replacing
portions of asphalt playgrounds with trees and lawns, and for reconstructing worn-out pavement in
playgrounds and multi-purpose areas.
Casc surveyors prepared site topographic mapping, engineering and surveying for: Parking lots,
Driveways, Playgrounds, Paved common areas between existing buildings and temporary classrooms,

Our staff worked closely with the district to minimize classroom disruption during construction to three
Elementary Schools, one Children's Center, one Middle School, and one High School. Casc was part of a
group of consultants working with LAUSD on the unprecedented $19 billion capital improvement
program.
CITY OF RIALTO
PEPPER AVENUE ROADWAY AND SEWER LINE EXTENSION—RIALTO, CA
Prior to the construction of the 1-210 Freeway through Rialto, the north -south arterial of Pepper
Avenue fell short of reaching Highland Avenue by approximately 4,000 LF. The 1-210 Freeway,
constructed along the south side of Highland Avenue will include a full diamond interchange to serve
Pepper Avenue. The extension of Pepper Avenue, south of the freeway bisected environmentally
sensitive habitat. Casc provided design survey and construction staking for the Casc-designed Plans,
Specifications, and Cost Estimate for the construction of Pepper Avenue from its currently northerly
terminus, north of Winchester Street to the 1-210 Freeway interchange. Improvements included the
design of a new arterial street with parkway landscaping, signing and striping, and storm drain and
culvert design, and crib wall to reduce the impact to the environment. To accommodate the future
development in the area, the plans also Included the design of a back -bone Sewer system for the City.
WILSON AVENUE EXTENSION DESIGN ENGINEERING AND SURVEYING SERVICES
RANCHO CUCAMONGA, CA
Casc provided design survey and prepared plans, specifications and construction cost estimates for
approximately 4,100 LF of street and storm drain improvements for the City. The project provided
additional roadway for emergency services along with providing a safer route for pedestrian traffic.
The project included coordination with city staff, resource agencies, MWD, and the County of San
Bernardino Flood Control District.
CITY OF PALMDALE, CA
PALMDALE EXTENSION PROJECT
Casc is currently contracted by Transportation & Energy Solutions, Inc. to provide engineering and
surveying services as a subconsultant for two (2) of the City of Palmdale's Extension Projects, including:
North County Traffic Forum Phase V of ITS Expansion Project (no. 753 and no. 722). Casc has provided
surveying and civil roadway services. Including, traffic signal PS&E, PS&E for roadway improvements,
topographic surveying, and base mapping.
A full aerial topographic survey and a ground survey was obtained for the entire R/W for the project
limits with a one -foot contour interval along Tierra Subida Ave from Rayburn Road to West Avenue S;
West Avenue S from Tierra Subida Ave to Westland Drive; Westland Drive from Avenue S to Rancho
Center Drive; Rancho Center Drive from Westland Drive to Elizabeth Lake Road; and Elizabeth Road
from Westland Drive to 25th Street W. The survey also included Avenue N from 60th Street W to 55th
Street. The survey obtained all visible surface culture, including curb, gutter, sidewalk, trees, driveways,
existing striping, and above ground utilities. A ground survey was obtained at the new traffic signal
intersection with 50' intervals taken for at least 500' on the south and east approaches, 425' on the
north approach, and 800' on the west approach.
Roadway improvement plans included, new curb, gutter, ramps, concrete out to the BCR and ECR, and
new pavement. AC dike will extend out from the curb returns along the widened sections and
approximately 100 ft. transitions back to join existing edge of pavement. The following plans was
prepared for the new traffic signal location at the intersection of Avenue N and 60th Street West. The
Street Improvement Plans including plan and profile for ultimate curb return locations on the

northwest and southwest corners. ADA ramps was shown with elevations and slopes. Drainage Study
and reports was prepared to identify the existing drainage areas and calculate the flows through the
intersection. The report identified and included improvements required to improve the ponding that
currently exists. Plans were prepared using AutoCAD.
ARROWHEAD WATER BOTTLING
CABAZON, CA
The project site is located in the northwest quarter of Section 14, T.3S, R.2E, San Bernardino Map. It is
located adjacent to Elm Street and south of the 1-10 in Cabazon, Riverside County, California. The
proposed development expansion project is an add-on to the existing Arrowhead water bottling plant
and office building. This expansion project consists of two buildings (warehouse and packaging
expansion buildings totaling approximately 125,000 square feet), parking area, and driveway. Casc
performed Aerial Topographic and Construction Surveying and Base Mapping in support of the above
improvements.
BRASADA ESTATES PROJECT—AERIAL DRONE SERVICES
SAN DIMAS, CA
Casc performed aerial survey services over an high-end
residential project located in the foothills of the San Gabriel
Mountains in San Dimas. The rapidly changing landform during
construction necessitated frequent changes in temporary erosion
and sediment control BMPs. The Project Team decided to
incorporate small Unmanned Aerial System (sUAS) technology,
also known as drones, to monitor inaccessible areas and
proactively eliminate potential sediment runoff before a problem
developed. On a monthly basis, qualitative data was collected
utilizing sUAS to gain a new perspective on the site. A fly over
video and static aerial imagery maps were delivered to the
Project Team, who would then review the footage and annotate
areas of concern for construction crews. From this aerial vantage
point, visual observations of the entire site's condition were
more accurately monitored, allowing for early identification of potential sources of pollutants.
The outstanding elements of this project are not limited to the significant challenges the Project Team
was able to overcome, but also includes the process by which the challenges were addressed. The
Project Team's high level of communication and use of drone technology led to a successful process of
BMP implementation to design, install, evaluate, and redesign the temporary BMPs. As a result of
these efforts, the Project Team was successful in managing sources of erosion and sediment as the
landform quickly evolved. The proactive, extraordinary level of commitment and team work of the key
Project Team members (owner, construction manager, engineer, etc.) is rarely seen. In the industry.

1 H. PROJECT APPROACH
FIELD SURVEY

APPROACH: The approach to any specific Scope of Work depends on the details of the services to be
provided. Casc's experience has shown that working with the client early on to develop a work flow
process results in the most efficient delivery of the project. The firm is skilled at implementing client
specific project approaches, experience gained by working for a wide array of public agency and
business clients. The major milestones that are critical to any project consist of Project Planning, Notice
to Proceed, and Project Initiation. A brief description of these milestones are outlined below:
PROJECT PLANNING: Casc understands that the City of La Quinta is looking to enter a 3 -year contract
for on-call services. Specific project requests will be discussed on an on-call, as -needed basis. Upon
receiving a specific project request from the City, our VP and Director of Survey and Mapping, Rick
Furlong will provide project planning, which will include preliminary research and work scoping based
upon the City's project request. If the City's project request includes a detailed scope of work and
specific project limits, we will prepare a fee estimate and project schedule for submittal to the City. If
the scope of work (or project limit) is vague and undefined, our project team will prepare the scope of
work and fee schedule as needed for submittal to the City.
NOTICE TO PROCEED: Once the contract agreement is approved, Mr. Furlong will develop a (1) Survey
Management Plan, and (2) Surveying Procedures Plan. The Survey Management Plan will dictate how
the project will be managed while the Surveying Procedures Plan will describe how the work will be
performed. The project kick-off meeting will be arranged with appropriate City staff to discuss data
exchange, project work plan and schedule, project issues and opportunities, project communication,

PROJECT INITIATION: Our Project Team will research City and public survey records for survey
information such as record maps, record utilities for the areas to be surveyed or as designated by the
City. At this stage, the exact limits of the project will be verified with the City. If needed, our Project
Team will prepare a preliminary base map based upon the results of our research of available record
data.
COST CONTROL: Mr. Furlong will be in close contact with the team throughout the entirety of each
project. Casc uses Deltek to track projects and generate invoices. Deltek allows us to monitor staff
hours for projects. This helps us track the hours allocated and hours utilized in order to keep the
project within budget. By having close contact with the team, items that are outside the scope of the
project that may be necessary can be discussed. Mr. Furlong can coordinate with the City prior to
proceeding with the work to eliminate cost overruns.
ADAPTING TO YOUR NEEDS: The Casc team provides clients with ready access to experts in the field of
surveying and mapping on an as -needed basis. We provide scalable services that can grow and
contract to match the rate at which work is needed. Our survey services team members recognize the
importance of maintaining schedules and developing sound and cost-effective solutions for our clients.
The firm integrates this knowledge into our consulting processes and procedures.
CASC WILL PROVIDE THE FOLLOWING SERVICES ON AN ON-CALL, AS -NEEDED BASIS (as outlined in the
RFP, Requested Services, Section 1. Scope):
• Survey Control—sufficiently marked and preserved and protected, monuments protected and/or

• Right of Way and Monuments— right of way survey, prepare legals and plats, record of survey,
prepare and provide corner records.
• Topographic Survey and Base Mapping—design topographic survey and base mapping research,
assemble survey records to establish locations, perform aerial topographic and/or field survey of
the project area, locate center monuments. Note: Aerial Surveys can be performed by Casc staff
with a Drone. Depending on the magnitude of the survey, Casc has the ability to subcontract the
work to be completed by traditional photogrammetric methods.
• Clearing/Removals—one set of reference stakes/marks at 200 -ft intervals on tangent lines, 100 -ft
on curves.
• Rough Grade—one set grid stakes at 50 -ft intervals (stakes indicate cut or fill to finish grade); one
set of stakes at 25 -ft intervals (all angle points with appropriate cut or fill); one set of offset stakes
for sidewalks, 25 -ft intervals (grade breaks and angle points with cut or fill to finish surface).
• Finish Grade—one set of stakes to delineate at 25 -ft intervals (all angle points with appropriate cut
or fill); one set of offset stakes for sidewalk at 25 -ft intervals (grade breaks and angle points with
grades to finish surfaces); one Blue Top for building pad (stake set at pad grade); Pad certifications
prior to construction of improvements, provide inspection services necessary to provide
certification of pad grade.
• Retaining/Garden Wall—one set of offset, line and grade stakes for wall construction set at 50 -ft
intervals with appropriate cut or fill to the top of footing.
• Bridge Structures—one set of stakes for foundation layout and deck grades.
• Entrance Structures—one set of stakes with appropriate cut or fill for the construction of entrance
structures.
• Building Foundations—one set of stakes at an offset of 10'x10" to building corners, one stale per
corner with grades to the finish pad.
• Water, Sewer, Storm Drain, or Irrigation Lines—one set of offset stakes at 50 -ft intervals with
grades to finish surface.
• Drainage Boxes — one set of stakes at 5 -ft to offset centerline of box with grades to top of grate.
• Tree Locations—one stake at centerline of each tree location.
• Project Administration—as outlined in our approach, our Licensed Surveyor and Project Manager,
Rick Furlong, will be available throughout the project to address questions and concerns.
• Office Calculations—office staff will be available to provide support, calculations, and data to field
survey crews.
DOCUMENT REVIEW AND PREPARATION
METHODOLOGY AND OVERVIEW: Casc's experience with Map Checking has provided us with
fundamental principles that guide our work in providing Map Checking services successfully for the
City.
APPROACH AND METHODOLOGY:
• Arrival: Map checks and documents are brought to the Office by the CASC staff. Upon arrival,
packages for Map checking are reviewed to make sure all of the necessary documents are
provided, logged in, and the necessary resources are available to return the plan check at the
required date.

• Departure: Upon the completion of the review, comments and back up information is copied for
internal files if needed in the future. A formal transmittal is prepared to the City stating that review
has been conducted and states that either there are comments to be addressed, including a
summary of the comments, or states that the maps as submitted meet their intended purpose and
no further reviews are requested. Upon final mylars, they will stamped and signed technically
correct by our Licensed Land Surveyor, Rick Furlong.
MAPPING APPROACH: Tract maps, parcel maps, record of surveys, lot line adjustments, lot mergers,
legal descriptions, etc. are reviewed by our California Licensed Land Surveyor, Rick Furlong. Items
reviewed include the procedure of survey, mathematical closure, compliance with the Subdivision Map
Act, the Land Surveyor's Act, local ordinance, the approved tentative map, approved conditions of
approval, the current title report, and Imperial City preferences.
EFFICIENCY: Casc follows these five basic steps for successful and efficient Map and improvement plan
checking:
• Be Direct: Comments are clear and concise.
• Be Objective: Plan checks are reviews, not critiques.
• Be Thorough: Review everything and cross check drawings.
• Be Consistent: Use the same staff throughout the project life when feasible.
• Be Neat: Handwrite or type comments legibly.
DETAILED PROPOSED SERVICES:
PRIOR TO REVIEW
• City receives plan review packages from the developer/applicant and fees are paid.
• Plan review packages are date stamped and logged into the City maintained database.
• City notifies Casc that a submittal is ready for pick up.
• Casc arranges for a pickup from City Staff.
• All packages are date stamped and logged into a database maintained by Casc.
PROJECT REVIEW STATUS SPREADSHEET
• A Project Review status spreadsheet is delivered via email to designated City staff on a weekly
basis. These weekly updates provide an overview of all projects currently under review or awaiting
review, and their associated turn -around dates.
• The commitments needed to meet turn -around timelines are reassessed weekly to ensure that
necessary resources are available.
MAP CHECKING:
• Casc reviews submittals for completeness utilizing the City checklist and an internal Casc checklist
which verifies that all necessary documents have been provided. (Title report, grant deed, closures,
record maps, easement deeds, conditions of approval, tentative maps, etc.).
• If a submittal is determined to be incomplete, Casc will notify City staff via email or telephone, and
will provide a list of documents to be submitted. If directed by City staff, Casc will notify the
Engineer or Surveyor of all missing documents. Upon receipt of all required documentation by the

Engineer and/or Surveyor, the submittal package is determined to be complete and re -stamped to
indicate the new submittal date.
MAP REVIEW PROCEDURES:
• As stated previously, all map checks (tract maps, parcel maps, lot line adjustments, lot mergers,
right of way dedications and easements) are reviewed for the following: compliance with the
subdivision Map Act, the Land Surveyor's Act, the approved Tentative Map, approved Conditions
of Approval, mathematical accuracy, City map check standards and preferences. Map reviews
typically include: all survey documentation, lot and boundary closure calculations, lot line
adjustments, dedications and easement provisions, legal descriptions and completeness and
accuracy of data notation.
• All corrections and comments are noted on the actual documents being reviewed. A copy of all
corrections and comments are maintained with Casc for record keeping. All comments are notated
in a transmittal and returned with the submittal package to the City for further processing.
MAP REVIEW RECHECK PROCEDURES:
• City notifies Casc that a submittal is ready for pick up.
• Casc arranges for a pickup from City staff.
• All packages are date stamped and logged into a database maintained by Casc.
• An efficient plan check requires that the engineer or surveyor reply to all comments from previous
review submittals. Resubmitted plans are reviewed by confirming the compliance of comments
from the previous plan check and noting any changes to the design. Comments are redlined on the
plans.
• Comments counter -reviewed on the previous plan package are marked with a highlighter pen.
• All comments are notated in a transmittal and returned with the submittal package to the City for
further processing.
• If there are no further comments, the City is notified and the applicant/owner's engineer is
informed to submit signed and stamped mylars for further processing. Casc's Licensed Surveyor
will provide stamp and signature stating the map is technically correct on final approved map
projects. For interim improvement plans, Casc's Professional Engineer will provide a stamped and
signed letter stating the plan is suitable for acceptance by the City.

11. SCOPE OF WORK

WORK PLAN
As mentioned previously, the nature and scope of the project varies based on the specific service that is
needed. In order to demonstrate our approach to the potential work that may be required, the
following flowcharts represent typical workflows for requested survey projects. Upon the request of
the City, detailed and sequential scope of services with its necessary milestones and tasks is developed
addressing the scope of the specific project.
All requested survey field work shall be requested by the City of La Quinta with 48 -hours notice (2
working days).
In lieu of a Gantt Chart, due to the unpredictable nature of an on-call scope of work, Casc has provided
a standard project flow chart. Typical return of work are as follows*:
• Topographic Surveys (field to finish) — no more than 15 working days
• Construction Staking (onsite) — within 2 working days of the request and the ability to stake
approximately 4,000 ft of typical linear infrastructure per working day.
• Per the RFP, Grade Sheets, also known as Cut Sheets, shall be submitted to the City of La Quinta
daily after completion of construction staking activities.
*Please note that the above timelines are an estimate for typical projects. Specific timelines will be

PROJECT SUMMARY AND OUTCOME: IEUA is a regional wastewater facility and wholesale
supplemental water supplier in southwestern San Bernardino County. The utility Agency's service area
covers 242 square miles and over 700,000 people. Casc was awarded a sole source three-year on-call
survey contract for IEUA beginning in 2013, two one-year extensions, and a new 2 -year contract. Casc
has provided survey services on various water and wastewater projects throughout the Chino,
Fontana, and Ontario areas.
The majority of the on-call surveying requires the use of GPS technology, filling in with conventional
total stations and digital levels, as needed, and occasionally High Definition Laser Scanning.
All requested design topographic and utility location surveys are performed, compiled, and delivered
to IEUA in AutoCAD Civil 3D format. IEUA has numerous facilities throughout the Inland Empire and we
can be requested to perform topographic, control and or construction surveying at all of them to
facilitate their on-going improvements. We have provided construction survey services for a 5 -million -
gallon recycled water reservoir as well as multiple recycled water pipeline segments totaling over 8
miles throughout Chino, Ontario and Fontana CA.

PROJECT SUMMARY AND OUTCOME: For over 20 years, Casc has been providing a variety of
consulting services to California's largest school district. Services have included surveying services as
well as civil and environmental engineering work. Surveying services were provided by Casc for
LAUSD's New School Construction and Modernization Program, as part of the LAUSD Bond BB Program.
The program made funds available for replacing portions of asphalt playgrounds with trees and lawns,
and for reconstructing worn-out pavement in playgrounds and multi-purpose areas. Casc surveyors
prepared site topographic mapping, engineering and surveying for: Parking lots, Driveways,
Playgrounds, Paved common areas between existing buildings and temporary classrooms, Landscape
and irrigation improvements, Drainage facilities. Our staff worked closely with the district to minimize
classroom disruption during construction to three Elementary Schools, one Children's Center, one

3. FEES

I. On the following page, Casc has provided a Standard Rates sheet, including staff hourly rates and
other expenses.
II. Typical work per the Scope outlined in the RFP will require a 2 -person survey crew. In the event
job safety becomes a factor (due to, for example, working in traffic), it may become necessary to
implement a 3 -person survey crew.
III. Most mapping -related office work will be charged at Senior Survey Analyst rate.
IV. Office Work in prep of staking, boundary, topographic survey will be performed by Casc's VP/
Director of Surveying at the Licensed Surveyor/Director rate. Additional work completed by our
VP/Director including meetings, reviews, etc, will also be billed at the Licensed Surveyor/Director
Rate.
V. Other work and/or reimbursables may be necessary and will be billed at the rates outlined on the
following rate sheet (provided by Casc).
Casc will provide project -specific fee calculations when tasks are requested or assigned.

REIMBURSABLE EXPENSES:
The following expenses will be billed at cost plus 15% unless otherwise noted:
Outside Services: Includes fees paid to sub -consultants, consultants, analytical laboratories, and other providers of services required for execution of the project.
Permits, Applications, and Fees: Includes fees for Notices of Intent (NOI), Notices of Termination (NOT), application fees, submittal fees, permit fees, and other fees required as part of the
project and not paid directly by Client.
Reproduction Services: Includes blueprinting, copying, printing, and plotting. In-house plots will be billed at $6.00 per sheet for each client set and for a final in-house review set. B&W / Color
copies: $0.08 / $0.90 for 8.5 X 11 and $0.20 / $1.20 for 11 X 17.
Rental Fees: Includes rental fees paid by the firm, including required vehicles, equipment, and tools required to complete the work.
Commercial Delivery Services: Including Express Mail, Federal Express, UPS and independent courier services.
In -House Pick -Up and Delivery Services: When provided by the firm, these services will be billed at $50.00 per hour plus current IRS mileage reimbursement rates per mile round trip, with no
additional markup.
Travel Expenses: Includes travel expenses incidental to performance of the work, including airfare, parking, tolls, taxi, lodging, etc. Vehicle mileage will be billed at a rate of current IRS mileage
reimbursement rate per mile with no additional markup. Travel time for professional and administrative staff will be billed per the hourly fee rate schedule with no additional markup and
survey crews will be billed at $60 perhour, pert -man crew.
Per Diem: Per diem for meals for overnight stays will be billed at Caltrans current state rates.
NOTES:
Prevailing Wage: Projects and/or portions thereof designated by Client to be subject to Prevailing Wage shall be billed at the Prevailing Wage rate, plus a multiplier of approximately 3.4 for
overhead and profit. The Prevailing Wage rate shall be based upon the Wage Rate Determination issued by California's Director of Industrial Relations for the locality and employee classification
at the time the work is performed. Please contact CASC for specific project prevailing wage rates.
Waiver of Subrogation: When a Waiver of Subrogation for Workman's Compensation Insurance is required by the Client, the Client will be required to pay the additional insurance premium.
The approximate amount for the waiver is $250 per year.
Litigation Support and Expert Witness shall beat 2.0 times the above noted hourly rates.
Annual Increase in rate: CASC will increase their rates annually, usually at the beginning of a calendar year. A new fee rate schedule will be provided.

REIMBURSABLE EXPENSES:
The following expenses will be billed at cost plus 15% unless otherwise noted:
Outside Services: Includes fees paid to sub -consultants, consultants, analytical laboratories, and other providers of services required for execution of the project.
Permits, Applications, and Fees: Includes fees for Notices of Intent (NOI), Notices of Termination (NOT), application fees, submittal fees, permit fees, and other fees required as part of the
project and not paid directly by Client.
Reproduction Services: Includes blueprinting, copying, printing, and plotting. In-house plots will be billed at $6.00 per sheet for each client set and for a final in-house review set. B&W / Color
copies: $0.08 / $0.90 for 8.5 X 11 and $0.20 / $1.20 for 11 X 17.
Rental Fees: Includes rental fees paid by the firm, including required vehicles, equipment, and tools required to complete the work.
Commercial Delivery Services: Including Express Mail, Federal Express, UPS and independent courier services.
In -House Pick -Up and Delivery Services: When provided by the firm, these services will be billed at $50.00 per hour plus current IRS mileage reimbursement rates per mile round trip, with no
additional markup.
Travel Expenses: Includes travel expenses incidental to performance of the work, including airfare, parking, tolls, taxi, lodging, etc. Vehicle mileage will be billed at a rate of current IRS mileage
reimbursement rate per mile with no additional markup. Travel time for professional and administrative staff will be billed per the hourly fee rate schedule with no additional markup and
survey crews will be billed at $60 perhour, pert -man crew.
Per Diem: Per diem for meals for overnight stays will be billed at Caltrans current state rates.
NOTES:
Prevailing Wage: Projects and/or portions thereof designated by Client to be subject to Prevailing Wage shall be billed at the Prevailing Wage rate, plus a multiplier of approximately 3.4 for
overhead and profit. The Prevailing Wage rate shall be based upon the Wage Rate Determination issued by California's Director of Industrial Relations for the locality and employee classification
at the time the work is performed. Please contact CASC for specific project prevailing wage rates.
Waiver of Subrogation: When a Waiver of Subrogation for Workman's Compensation Insurance is required by the Client, the Client will be required to pay the additional insurance premium.
The approximate amount for the waiver is $250 per year.
Litigation Support and Expert Witness shall beat 2.0 times the above noted hourly rates.
Annual Increase in rate: CASC will increase their rates annually, usually at the beginning of a calendar year. A new fee rate schedule will be provided.

Casc is known for our top-notch services that will exceed the City of La Quinta's expectations. Casc
provides multiple points of contact to allow for near 24-hour, 7 -days per week contact. This level of
services is the reason our clients give us outstanding reviews and multi-year renewed and extended
contracts.
Additionally, upon award of an on-call contract, Casc provides complimentary proposals for each
project -specific task order and/or issued RFP. We provide cost estimates, schedules, timelines, and
detailed scopes per project.
