MSA Consulting, Inc. (MSA) is pleased to submit our proposal to provide On -Call
Surveying Services required to support various City projects as requested per the City of
La Quinta City Request for Proposals. MSA understands that the various design and
construction projects may include bridges, street improvements, alley improvements,
retaining walls, sidewalks, ADA ramps, and other projects that require topographic and/or
construction surveying on an as -needed basis. Applicable project administration, office
calculations and supervision would be included in the requested services.
MSA's submittal has been carefully prepared to be responsive to your request. Our firm
offers the City of La Quinta a unique opportunity to continue to engage an established
local company with the staff size, technical resources and experience required to meet
the demands of the project(s).
MSA Consulting, Inc., is now in our 47th year in the Coachella Valley. Our staff of 70
includes 12 state -registered engineers and land surveyors. As the largest locally owned
civil engineering, surveying, and land planning firm, our work on your projects would
ensure the City that any assignments would be handled promptly and professionally. We
have the local in-house personnel and equipment to meet the demands of compressed
time schedules, if required. The MSA Team will be further strengthened with the aerial
photogrammetry services of our partner team member, Inland Aerial Surveys Inc.

This proposal has been prepared in compliance with the Request for Proposals (RFP)
released April 25, 2023 and shall be valid for a period of 90 calendar days from the date
of May 23, 2023. We acknowledge that one Addendum has been released. After review
of the City's draft Agreement for Contract Services provided in the Request for Proposals,
MSA finds the provisions of the Agreement acceptable and offer this
proposal/qualification package to the City on behalf of MSA.

Mr. Beverly, joining MSA in 2014, has been a practicing
surveyor for over 25 years. With primary emphasis on
problem solving and customer satisfaction, he has a proven
performance within the construction and design fields with
contributions in Land/Field Surveying including Boundary
Surveys, Topographic Surveys and Construction Staking.
Varied project involvement includes the development of a

As Survey Manager for MSA Consulting, Inc., Mr. Redlin has
a total of over 30 years of surveying and mapping
experience, performing everything from the preparation of
Final Maps, A.L.T.A. surveys and Records of Survey to field
surveying and construction staking. Mr. Redlin is extremely
proficient with Leica GNSS and Robotic Total Stations, as
well as with AutoCAD/Land Desktop, Eagle Point, Civil 3D

Mr. Kime joined MSA in 2004 in the role of field EDUCATION
technician, quickly moving into his position as Party . Multiple Land Surveying Courses
Chief. He is responsible for performing skilled technical
survey work including the supervision of a survey crew. REGISTRATIONS
His knowledge and use of the most sophisticated Certified Survey Technician (CST)
equipment currently available, including the latest in
Global Positioning Systems (GPS) and robotic total

Survey Technician. Some of his responsibilities include

and compiling information needed to carry out new surveys and staking projects;
maintaining equipment and vehicles used in the course of work; performing
calculations; aiding in the development of methods and procedures for conducting
field surveys; and recording survey measurements and descriptive data. His reliability

Mr. Hood began his Land Surveying career in 1979. Past duties have included, but not limited to,
managing the surveying and mapping departments for large Civil Engineering firms in the Inland

networks — established from conventional and GPS surveying techniques, Construction,
Topographic mapping prepared from Aerial Photogrammetry, LIDAR and conventional Land
Surveying techniques. He has worked on projects for both the public and private sectors.
In 2000, Mr. Hood became Principal and President of Inland Aerial Surveys, Inc. and during this
time has been specializing in photogrammetry.
Mr. Hood holds a Community College Teaching Credential for the subjects of Architectural,
Engineering and Related Technologies. He has also served as an instructor for the Southern
California Surveyors Apprenticeship Committee. Classes instructed were on the Party Chief level
ranging from coordinate geometry, land surveying practices, Aerial Photogrammetry and
conventional topography, boundary establishment and public lands.
Mr. Hood also has experience as a Survey Party Chief, Mapping compiler (utilizing Analog,
Analytical and Soft -Copy photogrammetric mapping equipment), as well as several hundred hours
as an Aerial Camera Operator.
Mr. Hood with his diverse background in Land Surveying as well in Photogrammetry gives him a

Work Plan / Methodology:
Civil Engineering was the core service of MSA Consulting in its inception in 1976. The
Planning Department was formed in 1992, Environmental Services in 2001, GIS Services
in 2005 and Landscape Architecture in 2017. The firm has a solid reputation for
excellence, honesty and quality that is reflected in a 95% rate of repeat Client and referral
business. The tightknit team of Engineers, Surveyors, Land Planners, Environmental
Planners, and Landscape Architects collaborate and work directly with public agencies,
tribes, non-profit organizations and private landowners. Over the last 40+ years MSA has
transformed these stake holders' visions into reality that positively impacts the
surrounding neighborhood, municipalities and enhance their surrounding environment.
MSA's skilled technical team is responsible for calculations, creative problem solving,
conceptual and final design, project management services, subconsultant coordination,
agency collaboration and plan processing; many projects are overseen from due diligence
and environmental analysis through agency approval and finally construction. This
breadth of services ensures that any analysis incorporates the perspective of several
areas of expertise resulting in a solid set of construction documents.
MSA is positioned so that its teams can immediately start any project in the Coachella
Valley with a strong understanding of the staff within the local County and Cities. The

Each proposal will be examined and MSA will prepare a clearly defined scope of work

the factors involved and perform a preliminary review of the information provided by the
District along with supporting data, providing any applicable recommendations to the
District. MSA will then develop a realistic pricing estimate to include the labor and other
direct costs associated with the individual project, always taking into consideration any
applicable cost saving measures.

Integrated Collaboration:
MSA is experienced at identifying potential impacts at the beginning of the project
analysis and providing quality advice to address impacts up front and minimize problems
later in the process. The company's strengths lie in the diverse company -wide expertise
and collective understanding of planning from both policy and physical standpoints. The
project description can mitigate a majority of potential impacts when addressed early in
the process.
Meetings and Hearings:
MSA, and its subconsultants as needed, will attend MSWD project team meetings, Public
agency meetings, Utility and private boards (HOA) or group discussions in the document
preparation as well as scoping and pre bid consultation during the public bidding process.
Reimbursable Expenses:
Reimbursable expenses include all print reproduction requests as well as postage,
certified mail and delivery charges for document distribution. These will be invoiced at
cost.
Project Management Tools
The set of techniques and methodologies used by MSA to manage projects are governed
by the high level of complexity and low error tolerance on representative projects. To
make sure that scopes for every project are completed in a timely and professional
manner, MSA's project management will include the following processes.
Contract Administration
Each individual agreement is managed separately to ensure compliance with its specific
requirements. Special attention is given to project milestones, confidentiality clauses,
financial reporting, insurance, and other requirements unique to each entity.
Project Initiation
Project Manager heads a project team kick-off meeting at MSWD to include, at a
minimum, communication protocol including frequency and location of project progress
meetings; chain of command within both the agency and design teams; Preliminary

Project Timeline
A timeline is prepared to identify project milestones and setting a date for each package.
Microsoft Project software is used at project initiation and is updated as needed
throughout the project. Tasks, resources, project interdependencies of events and tasks,
and constraints are identified and updated as the project progresses. The resulting Gantt
chart easily displays the critical path, project schedule and project status.

All resources are made available to get each job done, on time, and on budget. All
necessary support needed to complete each task will be provided in-house or through
sub consultants under MSA direction.
Coordination
Coordination with agencies and subconsultants necessary to properly design the project
elements and create successful projects.
Public Notification and Involvement
When appropriate, notify and engage the public of the project, and continue
communication throughout the project.
Quality Assurance/Quality Control
MSA has an established QA/QC program to ensure deliverables are complete, accurate
and withstand internal peer review. This Program provides a strategy and framework for
continuously improving performance across the full spectrum of services. MSA personnel
consider it his/her responsibility to follow the procedures set forth in MSA's Program, as
well as using common sense and good judgment during all facets of work.
Documentation
MSA understands the ethical responsibility to approach any design or analyses with
integrity and knowledge while striving to protect the public or private parties' relevant
interests. A pragmatic approach with reliance on technical studies and information is
required to obtain complete and accurate project details. Attention to detail of every
aspect of the project will be given to schedules, budgets, contract documents, permit
requirements, project inspections, reports, journals, photo documentation, payroll
verification, change orders, and every other aspect provided within the scopes of work.
Financial
Effectively works with project support staff to monitor and control managed projects to
achieve financial targets. Team members will have the ability to effectively monitor the
budget of each project using accounting software that will track the budget at a detailed
task level. Project reports can be generated at any time to measure project performance
against each individual project budget.
Mentoring
Mentors and coaches project team members and provides constructive feedback on team
member performance.
Relationships
Maintains good relationships with MSWD personnel, agency contacts, consultants,

SCOPE OF WORK
1.1. Survey Control
Sufficiently mark, preserve, and protect, monuments protected or replaced as needed.
1.2. Right of Way and Monuments
Right of way survey, prepare legals and plats, record of survey, prepare and provide
corner records.
1.3. Topographic Survey and Base Mapping
Design Topographic Survey and Base Mapping research and assemble survey
records to establish locations of street centerlines, street rights-of-way, and
easements. Perform either an aerial topographic and/or field survey of the project area
to provide sufficient level of detail required for precise design, develop cross sections,
and provide accurate quantities. All centerline monuments shall be located, and
survey information shall extend a minimum of 10 -feet beyond the street right-of-way.
Survey data will include, but not be limited to, trees over 2 -inches in diameter,
buildings, walkways, sidewalks, access ramps, driveways, curbs, gutters, cross
gutters, edge of pavement, asphalt berms, fire hydrants, water valves, manholes,
water meters, signs, streetlights, power poles, mailboxes, walls, fences, structures,
traffic signal poles, and all other visible features.
1.4. Clearing / Removals
One set of reference stakes or marks at 200 -foot intervals on tangent line and 100
feet on curves will be set along the limits of the construction area or Right -of -Way for
clearing purposes.
1.5. Rough Grade
One set of grid stakes at 50 -foot intervals. Stakes will indicate cut or fill to finish grade
as shown on approved mass grading plan. One set of stakes at 25 -foot intervals and
all angle points with appropriate cut or fill. Provide one set of offset stakes for
sidewalks at 25 -foot intervals, grade breaks and angle points with cut or fill to finish
surface.
1.6. Finish Grade
Provide one set of stakes to delineate at 25 -foot intervals and all angle points with
appropriate cut or fill. Provide one set of offset stakes for sidewalk at 25 -foot intervals,
grade breaks and angle points with grades to finish surface. Provide one Blue Top for
building pad. Stake to be set at pad grade.
1.7. Pad Certifications
Prior to construction of improvements, provide inspection services necessary to
provide certification of pad grade as shown on the approved grading plan.

1.8. Retaining / Garden Wall
Provide one set of offset, line and grade stakes for wall construction set at 50 -foot
intervals with appropriate cut or fill to top of footing.
1.9. Bridge Structures
Provide one set of stakes for foundation layout and deck grades.
1.10. Entrance Structures
Provide one set of stakes with appropriate cut or fill for the construction of entrance
structures.
1.11. Building Foundations
Provide one set of stakes at an offset of 10' x 10' to the building corners, one stale per
corner with grades to the finish pad.
1.12. Water, Sewer, Storm Drain, or Irrigation Lines
Provide one set of offset stakes at 50 -foot intervals with grades to finish surface.
1.13. Drainage Boxes
Provide one set of stakes at a 5 -foot offset to centerline of box with grades to top of
grate.
1.14. Tree Locations
Provide one stake at centerline of each tree location.
1.15. Project Administration
The Surveyor of Work shall be available during the length of the project to address
any questions or concerns which may arise. Three sets of Grade Sheets shall be
prepared and submitted to the City of La Quinta within 48 hours of receipt of the
"Staking Request" for the said work.
1.16. Office Calculations
Calculations as necessary to provide the field survey crews with data as needed for
staking and supervision as required.

Ramon Road Widening I Palm Springs, California
MSA Consulting, Inc. provided the
engineering design services for the
Ramon Road Bridge Widening Project
Study Report (PSR). The project..
entailed the widening from 4 lanes to 6
lanes of 2,600 LF of existing street and
2100 LF of the existing Ramon Bridge
over the Whitewater River Storm Channel. MSA responsibilities included the field
survey/topographic mapping, existing utility research/coordination, right-of-way research/
plotting, preliminary roadway drainage/hydrology calculations, preparation of the
Geometric Approval Drawings (GAD), and preliminary costs estimates of the project site.
Three separate GAD were provided including preliminary cost estimates for each. The
project application for funding was successful and is currently in the Project Approval and
Environmental Document (PA&ED) phase. A local roadway improvement project
widening Ramon Road from San Luis Rey Drive to Landau Boulevard, including widening
of the Ramon Road Bridge at the Whitewater River in the City of Palm Springs and City
of Cathedral City entails a 6 -lane divided Major Thoroughfare and a 6 -lane divided Arterial
Highway in accordance with Palm Springs and Cathedral City's General Plans.

In 2017, the City of Cathedral City entered into an agreement with MSA Consulting, Inc.
to provide "As -Needed", "On -Call" Survey and Construction Staking services for a variety
of public works projects in the City. To date services have included field survey,
monumentation, and filing of a County of Riverside corner record for the East Palm
Canyon Drive and Canyon Plaza Drive intersection and survey of Ortega Road and Via

On -Call Construction Survey Service I La Quinta, California
In 2016, the City of La Quinta entered into an
agreement with MSA Consulting, Inc. to provide
"On -Call" Construction Staking services for a
variety of public works projects in the city. These
services included survey control, staking rough

bridge structures, building foundations, water,

Consumer Price Index (CPI) for the LA/Riverside/Anaheim region for the prior 12 -month
