For over 68 years Rick Engineering Company has been providing professional surveying and mapping services to clients
throughout the Southwest and from our many years of on-call/as-needed consult experience, we have streamlined
our approach to successfully completing contract task orders. The keys to this success have been our close project
management and communication methods with our clients. We meet early with our clients to understand the goals and
objectives to properly develop a scope of work for each task order, while paying special attention to critical details, such as
budget, schedule, and survey requirements. Our careful focus on our client's satisfaction has led to our firm being awarded
dozens of on-call/as-needed contact over the years.
For this contract, Bill Rohal, PLS, will be RICK's Project Manager, and Matthew Reiner will be the Field Supervisor as well
as the main Project Point -of -Contact for the City. Bill has over 30 years of experience in Southern California and oversees
the coordination of all Riverside based -based field surveys, office geometric calculations, record map preparation,
and aerial mapping services, as well as directs respective personnel and budgets. Bill will be responsible for contract
management, personnel resourcing, and quality assurance. He has the authority to draw upon the firm's internal resources
and is authorized to sign. Matthew Reiner is the Field Supervisor and Party Chief at the Riverside office of RICK. Matthew
coordinates and schedules survey crews to jobsites daily, submits proposals for construction staking and meets with job
site superintendents. Throughout the length of a project, he oversees and assures that proper techniques and procedures
are maintained both in the field and office. He is also responsible for overseeing the administration of the contract and
submitting final task order reports.
The task orders for this contract will be handled by our Riverside office, located at 1770 Iowa Avenue, Suite 100. All
information and pricing included in this proposal is valid for ninety (90) days. All personnel listed in this proposal are free of
any conflict of interest with the City of La Quinta.

01 FIRM BACKGROUND, QUALIFICATIONS, AND EXPERIENCE
Rick Engineering Company (RICK) is a full-service
engineering, planning, survey, and design firm that has
served thousands of public and private sector clients
across the West since our founding in 1955. Since
the company's founding, Glenn A. Rick and his sons believed in personal and
professional accountability to each client, colleague, and community. We uphold
these standards as evidenced in enduring client relationships, our record of
strong employee retention, and our record of community outreach. The RICK
Team upholds these standards and will pursue this assignment for the City of La
Quinta with the same commitment.
With over 400 employees, we offer a full range of services, from initial planning
and visioning through concept development, final designs and comprehensive
plans, and implementation. Although we offer comprehensive services, we
operate like a smaller firm, and as a result we are able to respond rapidly, and
with more creative solutions for clients and more personalized service.
RICK's licensed land surveyors, scanners, and professional photogrammetrists
work seamlessly leading engineering teams with site research boundary and
topographic survey base mapping. Our field crews are led by experienced
party chiefs who are trained to perform a multitude of tasks, including initial
boundary location, aerial control, accuracy assessment surveys, topographic
surveys, site construction staking, and 3D laser scans. Roughly two professional
land surveyors, additional office staff of three (3) survey analysts, a field
supervisor, five (5) survey crews, and a full-time admin in our Riverside office. In
the San Diego office, we have additional professional land surveyors, staff and
crew. RICK has the resources necessary and adequately staff projects and the
ability to respond to short -notice deadlines.

CONSULTING SUPPORT SERVICES EXPERIENCE
This section will provide more information about our team's firm experience on similar projects. Our public agency
experience is extensive and includes, but is not limited to, work directly for local municipalities.
Our team has amassed a wealth of public agency knowledge and is extremely sensitive to the concern agencies have
regarding funding, critical project deadlines, and community response. In our work as consulting engineers for public
agencies, we view ourselves as an extension of the municipality's staff. We have gained the knowledge to successfully act
on a moment's notice to address citizen concerns, provide guidance and expertise, and facilitate design services to meet
critical funding allocation deadlines. We are experienced in and understand the process of preparing staff reports required
for city council reviews and approval processing.
While providing as -needed services, we focus on three critical goals, which are quick responses to developer project
needs and citizens needs, quick turn -around to plan check comments so that projects can stay on schedule, and close

Richard O'Neill is responsible for the management of the Riverside office, plan
preparation, quality control, coordination of projects with clients, as well as
supervision of all work performed by his team consisting of project engineers,
designers, landscape architects, mapping analysts, and surveyors. Richard is highly
experienced in all aspects of civil engineering related to land and site development. His
24 years of experience include the design of roads, drainage systems, sewer systems,
water systems, rough and precise grading, and site improvements.
REPRESENTATIVE PROJECTS INCLUDE:
Roripaugh Ranch, Temecula, CA: Richard is currently serving as Responsible Charge
for a master planned community consisting of single family and multi -family residential
components, a sports park, 2 recreation centers, an equestrian park and ride, 2
school sites, and two drainage channels. RICK was responsible for the specific plan
amendment, financial tentative map, tentative map, and final engineering phases
of the project. Preliminary and final hydrologic/hydraulic studies and water quality
management plans were needed for the project. Final engineering included rough
grading, precise grading for the park and recreation centers, storm drain plans, and
sewer and water plans. Analyses of the two channels were needed for proper velocity
control and side slope protection.
Northside Specific Plan, City of Riverside, CA: Responsible charge and quality review
for the engineering tasks associated with the preparation of the Northside Specific
Plan. RICK prepared the baseline report on the infrastructure which included the
sewer, water, storm drain, and dry utilities. Access was also studied. Tasks included
attending the community meetings and coordinating their comments to the plan.
Harvest Landing Specific Plan and Tract 35103, City of Perris, CA: Project Manager/
Responsible Charge for the preliminary engineering of the Master Tentative Map and
engineering portion of the projects Specific Plan for the 336.5- acre project. RICK
was responsible for examining of the vast infrastructure improvements needed for
the project and provide preliminary opinions of probable costs and phasing of the
improvements. The infrastructure improvements consisted of street improvements,
storm drain improvements, and sewer/water improvements.
Lewis -Upland Due Diligence, City of Upland, CA: Principal -in -Charge for a due
diligence study for 3 sites in Upland. The northern site is approximately 42 -acres and
proposes a sports complex for the City. The middle site proposes a 30 -acre residential
development, and the southern site proposes a 15 -acre residential development and
a 4 -acre park. RICK reviewed the site conditions of the site and prepared preliminary
grading studies of the sites and reviewed the proposed preliminary site layouts. The
existing drainage for the northern 2 sites was a concern and reviews of studies were
done to determine detention requirements. The sports complex required access
studies as only one access point will be available.

Bill Rohal is an Associate at the Riverside office at RICK. He directs staff in reduction
of field data, boundary surveys and right of way analysis for a variety of mapping
projects. Other office duties include layout and direction of staff in preparation of
legal descriptions, plats, tract maps, parcel maps, records of survey, and ALTA surveys.
Bill has extensive experience in performing and directing staff in research and the
processing of all of RICK's Inland Empire projects.

Scott Boydston is a Principal Survey Analyst based in RICK's Riverside office. Scott

individual properties, this was used to create plats and legal descriptions for additional
right of way easement acquisition, a number of these properties also included
Temporary Construction Easements along with all the associated Deeds. This project
was a widening of the public right of way on Sierra Avenue from Foothill Avenue North
to Baseline Street.
Canyon Springs Parcel Map 37841, Canyon Springs Marketplace Corp., City of
Riverside, CA: As Principle Survey Analyst, Scott's responsibilities included research
of Preliminary Title reports, easements and record mapping, along with field data
to establish existing boundary. This data was used to create limits for the said eight
parcels along with their easements. Liaison with the client, the City of Riverside and
Public utilities for the drafting and recording of Parcel Map. This Project was a five
page eight parcel commercial Parcel Map.

Matthew Reiner is the Survey Supervisor and Party Chief at the Riverside office of
RICK. Matthew coordinates and schedules survey crews to job sites daily, submits
proposals for construction staking and meets with job site superintendents. He
has extensive knowledge and experience with many phases of survey construction
including residential and non-residential, multi -family, commercial and industrial
projects as well as boundary and topographic surveys. Throughout the length
of a project, he oversees and assures that proper techniques and procedures
are maintained both in the field and office. He is also responsible for overseeing
the administration of the contract and submitting final task order reports. Other
duties include project management, preparing data for engineering and mapping
departments, researching legal descriptions, tract maps and records of survey, GPS
reduction and all boundary work.
During the course of his work, Matthew employs many different software packages
including but not limited to MicroStation, InRoads Trimble Geomatics Office, Trimble

and 632 space parking structure, 95,000 s.f. University Center, 48,000 s.f. Music
Building, Baseball and Softball Athletics complex modernization, various student
housing upgrades, a 700+ parking space parking lot, infrastructure improvements for
the entire property and an 8.4 -acre ft. detention basin.

for various right of way and office survey projects for the West and East Campuses,
construction review and due diligence for faculty housing acquisitions.
Kentland Lane Street Improvements, Moreno Valley, CA: Matthew served as Project
Manager & Field Supervisor for the facilitation of a 24 -foot -wide asphalt concrete
road from Kentland Lane to Eucalyptus Avenue. Construction tasks included boundary

Darla Clauson is an Associate Survey Analyst at the Riverside Office of RICK. She
works primarily with the Mapping and Computing Division in preparing tract maps,

Legal Descriptions and Plat for Easements, Rights of Ways, Parcel Exchanges, Parcel

Rancho Bella Vista, Riverside County, CA: CADD Supervisor for an 800 -acre
boundary survey with aerial mapping located within unincorporated territory of
Riverside County. Project tasks involved numerous legal descriptions, environmental
acquisitions, street vacations, realignment dedications, and 5000' of off-site
acquisitions mapping and construction.
Norco Network, Norco, CA: CADD Operator for the development of a commercial
site, in the City of Norco, CA. Tasks included Phases I and 2, which are now complete,
offsite street dedication, and construction of Horseless Carriage Road.

ADMINISTRATIVE MANAGER - SURVEY & MAPPING DEPARTMENT
Kathy Barosko is an Administrative Manager at the Riverside Office of Rick Engineering
Company (RICK). Throughout her 24 years at RICK she has been responsible for
a multitude of administrative duties supporting the Riverside office staff. She is
responsible for contracts management, billing, establishing, and setting up new
project requirements, as well as numerous other administrative tasks.

H. PROJECT UNDERSTANDING AND APPROACH
RICK is confident that we have both the capability and expertise to provide construction surveying services that will
exceed the City of La Quinta's expectations. Our Surveying, Mapping and Photogrammetric Divisions are able to provide
all field surveying and survey analysis services, with the added ability to provide any additional photogrammetry services,
if needed. RICK is well aware of the unpredictability and rigors of providing on- call services; projects may very in size
and complexity, while also having multiple agency stockholders. Our depth of staff and experience allow RICK's Surveying
Division to mobilize effectively and efficiently on projects of any nature.
Upon initial receipt of a task order from the City of La Quinta, RICK will review the scope of work and will submit any
questions or clarification prior to development of the response. A detailed estimate of time, schedule, and costs will
be developed and submitted to the City for review and comment. Once authorized to proceed, the appropriate team
members and procedures will be used to accomplish the task order in an efficient and timely manner.
APPROACH/ SCOPE TO SURVEYING
For this on call contract, the RICK Team will become a
seamless extension of the La Quinta's survey department.
We have adapted our workflows to match the La Quinta's
processes in order to eliminate extraneous and unnecessary
review time by La Quinta staff.
Preliminary Surveying Tasks
Upon task order assignment, the RICK Team will hold a
kickoff meeting in order to obtain deadlines and other
critical factors for the task order. Our Team will then
prepare a project schedule in order to meet La Quinta
needs, then assign staff accordingly to ensure the timely
completion of all tasks.
Research/ Land Analysis Research
The first operation of any task order is to determine existing
project information. The research of property data and
geodetic control, both horizontal and vertical, provide the
foundation to assure project accuracy. RICK utilizes many
resources to perform project research, including Internet
access to City and County records, as well as other services
such as RealQuest, and DocEdge, to provide real time
access to the necessary public records.
Monument Perpetuation/Preservation
First, our team will communicate with the La Quinta's
Project Manager to confirm the limits of survey, then we
will conduct research of available public records in order
to obtain documents showing all monuments of record
within the limits of survey. Next, our field survey team will
search for and collect all existing survey monuments, not
only within the limits of survey required, but also outside
the limits to ensure that nothing is missed. Field Data
will be collected using La Quinta's field codes and written
field notes will be prepared describing the character and
stamping of each found monument.
Collected field data is then processed through MicroStation
InRoads using the La Quinta's current XM seed file. From
there, a FWD, ALG, and clean TXT file is generated for the
Task Order, and the applicable models of the MicroStation
DGN file are populated. RICK will then perform thorough
QA/QC of files prior to delivery to the City.

Right of Way (ROW)
The RICK Team will exhaustively research the project site,
research sources include La Quinta SRS, City field books,
and tie points. If survey monuments within the limits of
survey are not located, the survey limits will be expanded
as necessary in order to properly establish centerlines,
rights of way, and lot lines with strong survey procedural
methods.
Collected field data will be processed and the proper
MicroStation models populated per La Quinta standards
and workflows. A FWD, ALG, clean TXT file, Calibration
Report and MicroStation DGN file will be created per the La
Quinta's XM seed file and a final QA/QC of all files will be
performed prior to delivery to La Quinta.
Topographic Mapping/As-Built Surveys
The RICK Team has many tools to accomplish topographic
surveys. These include in-house photogrammetric services,
conventional methods using Trimble GPS RTK, Trimble
robotic total stations and Leica terrestrial laser scanning
systems.
Our in-house photogrammetric mapping services are
performed utilizing soft copy stereo workstations with KLT
Atlas software or Summit Professional version 7.4 DATEM
Systems International. These systems collect major terrain
breaklines, buildings, trees, roads, utility structures, and any
other visible improvements within any project limit. The
data once collected and field verified it is directly imported
into MicroStation V-8 per the City's CADD & Drafting
Standards.

For conventional topographic surveys, the main process of
data collection is to use a field -to -finish method that allows
the field crew to create the main portion of the CADD line
work file by using the City's unique descriptor codes. The
descriptor code list is provided by the City with the task
order request. The data is then directly imported into a
MicroStation V-8 Agn file per the City's CADD & Drafting
Standards.
For both photogrammetric and conventional topographical
design surveys, field review plots are generated and field
walked to verify completeness and accuracy by a licensed
land surveyor as part of the project quality assurance.
The reviewed plot changes are corrected in the file and a
pre -submittal meeting with La Quinta is arranged to ensure
codes and levels are correct. Any corrections are made and
the final map submitted.
RICK also provides terrestrial 3-D laser scanning to perform
topographic surveys. This tool produces a very high-density
point cloud of precise measurements used to accurately
prepare topographic maps of roads, as- built a project
site, model interior or exterior of buildings, pipe networks,
bridges and more. Laser scanning captures maximum
field information enabling multiple design disciplines to
utilize data from a single survey mission while insuring the
utmost in work place safety as this reflector -less technology
allows the survey team to stay out of traffic or other unsafe
conditions.
Construction Surveys
RICK has been providing construction surveying for
decades. Our experience includes staking for all aspects of
public works projects, as well as the tasks involved in land
development for both residential and commercial projects.
Additionally, we have extensive experience staking facilities
for long distance utility improvements, as well as for
managing stormwater facilities.
Our survey crews are highly trained in well-established
procedures that ensure accurate and efficient staking
including the ability to field audit plans for errors. Our crews
are able to function independently in the field to adapt to
changing priorities and have the capabilities to perform
calculations to modify stake location as the needs of the
project require. Cut -sheets are printed out electronically
on a daily basis and are either provided the next day or
emailed to the appropriate person that afternoon.
Survey Analysis
RICK Survey Analysts are trained and have access to both
Microstation and AutoCad software, as well as Word, Excel,
and other Microsoft Office tools. Each analyst has access
to RealQuest Property information, DocEdge online map/
deed information, City and County records. Our Computing
and Mapping Division's personnel are very familiar with
analyzing field data in order to prepare and process maps
and other documents for our local agencies and have
the experience and versatility to adapt to any agency's
standards.
During the course of a work order, there will be open
communication with the City of La Quinta in order to
report the status as work progresses. The final deliverable
from RICK will consist of an organized report, containing a
project summary report, all research records, field notes,
site digital pictures, hardcopies of electronic data, and
electronic files in the necessary format. In addition, RICK
has the resources of technical software to provide or
archive the reports required.
Deliverables
During the course of a task order, there will be open
communication with La Quinta in order to report the status
as work progresses. This communication will govern the
contents of the final deliverable that typically consists of a
project summary report, all research records, field notes,
hard copies of electronic data, and the electronic files in the
required format.

In March of 2012 Rick Engineering Company was awarded the construction staking for the Cactus Avenue / Nason
Street Improvements project. The project consisted of widening Cactus Avenue to four lanes from Lasselle Street to
Nason Street, widening Nason Street to four lanes from Cactus Avenue to Delphinium Avenue, extending Nason Street
south from Delphinium Avenue to Iris Avenue as a new four- lane arterial road, installing a new traffic signal at the
Nason Street and Iris Avenue intersection, constructing two miles of storm drain with the help of Riverside County
Flood Control & Water Conservation District, as well as installing 1.3 miles of domestic waterlines, two miles of recycled
waterlines, and one-half mile of sanitary sewer with the help of Eastern Municipal Water District and undergrounding
one mile of overhead Southern California Edison power -lines along Cactus Avenue.
Rick Engineering Company was responsible for the survey layout of the Nason Street Bridge which spanned 130' over
the local channel "F". Items included in layout were over 130 caisson piles for 2 -abutment foundations, wing wall layout
and bridge camber finish surface locations.

In June of 2010 Rick Engineering Company provided surveying services to preserve monumentation on Sanborn Avenue
from Virginia Avenue to Louise Avenue in the City of Lynwood.
Record mapping research was performed and based on those findings, a field investigation to recover existing survey
monumentation within the proposed construction limits was conducted. Recovered monuments were tied out to

Rick Engineering Company (RICK) provided Civil Engineering and Surveying and Mapping services for the City of
Riverside's Fire Station No. 1 Development in downtown Riverside. Fire Station No. 1 was a redevelopment project,
designed to be a 14,000 SF facility on an existing .62 acre city parking lot on one of the main streets in downtown
Riverside. RICK efficiently coordinated with the architect, general contractor, and the City of Riverside's historical
resource personnel for the successful completion and establishment of this urban -infill downtown landmark civic
service facility.
The fire station was designed within a small confined site adjacent to existing downtown buildings, and came with
a zero setback project requirement. A key area of focus for RICK was designing a slope between the site's driveways
and the adjacent street at such a grade that the fire trucks entering and exiting the site could do so efficiently without
bottoming out. RICK examined the specs of the firetrucks'evaluated the cross slopes of the adjacent University Avenue
and the fire station's driveways, and designed for exact dimensions and placements of onsite utilities. Additionally,
RICK successfully preserved the city's recognized historical resources of granite curbs and cobblestone gutters while
redesigning the base of the site.
