WEBB's Land Surveying Expertise
WEBB is a leader in developing survey techniques. With the large scale network established by State Plane Coordinates,
the RTK capabilities of our multiple receiver systems are used to complete the ground survey control network of targets
for aerial mapping in one-tenth the time of conventional survey methods. By using up to four receivers simultaneously,
data can be collected in one-fourth the time of even Rapid Static GPS technology. This combined technology method
maintains extreme accuracy over broadcast Real Time RTK methods while greatly reducing cost and time.
GIS data pre -purchased from commercial vendors for up-to-date parcel data throughout the region is combined with our
state plan coordinated survey network of mapping to quickly produce base maps that provide extensive data beyond the
typical alignment and right-of-way base map, without adding cost or time to the project.
WEBB regularly provides all services required by the City. Our in-house staff is capable of performing the vast majority
of the tasks. We work closely with an outside technical resource subconsultant for aerial mapping services. WEBB has
partnered with Inland Aerial Survey Services, Inc. on numerous projects and has developed a strong working relationship.

The Construction Survey, Land Survey, and Mapping Department has experience in all aspects of land survey related
services. Our services include various types and sizes of projects including horizontal and vertical control surveys,
and facility and infrastructure construction surveys including monitoring surveys. Control data sheets are formatted in

Reed Chilton, PE, QSD, will serve as Principal -in -Charge. A conscious decision was made to put a senior leader in
this role to ensure the City has a team leader with extensive experience enabling him to help clients with a wide range
of project goals and comply with varied requirements. He balances the needs of the community with the needs of local
jurisdictions to bring positive solutions to difficult situations and projects.
WEBB's Project Manager, Michael Johnson, LLS, regularly works on multiple projects simultaneously and understands
the different aspects of what it takes to deliver a project from estimating the time it takes to complete each task and
managing schedules, to meeting client expectations and possessing a solid technical knowledge. As project manager,
he will prepare and maintain a detailed schedule and identify the resources needed for the project. This will enable him to
assess the need for additional staff resources early on and assign additional qualified surveyors when needed. Michael
will be supported by highly qualified licensed land surveyors who are also experienced in managing multiple project
deadlines
Michael will act as an extension of City Staff to ensure a successful outcome of this project from beginning to end. This
will include a strict adherence to the project schedule and QA/QC standards that will be developed and maintained at the
project's onset. The experience of this team will improve overall project management, reduce the opportunity for costly
mistakes and delays, and provide very effective and efficient services.
Michael will be supported by Jon Ros, LLS. Jon is a project surveyor with over 16 years of land surveying experience. His
responsibilities include field to finish data management utilizing various cad platforms, analysis of survey data, preparation
of land title descriptions and exhibits, right-of-way engineering for Cal Trans, the preparation of maps (subdivision), title
documents, reports, earthwork calculation, project exhibits, and survey crew preparation and scheduling. In addition,
WEBB has survey crews with capacity to assist the City with all needs.

Project Understanding and Approach
All our services will be performed under the direction of or by a licensed land surveyor in compliance with applicable
laws, rules, regulations, and standards in effect on the date of our agreement. During the entire effort, we will maintain our
QA/QC Program to ensure delivery of a reliable product. WEBB's QA/QC Program is constantly evolving and being
updated to address and minimize challenges that arise through the course of similar projects and to address specific
agency requirements. To demonstrate WEBB's expertise and knowledge about what is required in order to meet the City's
needs efficiently and effectively. WEBB has the experience and resources necessary to complete the City's projects.
Summary of the WEBB's Proposed Services
The surveyors and survey crew will perform the following services to the City's standards and requirements.
• Development plan review and determination of easement requirements
• Prior rights review and analysis/utility conflicts
• Preparation of legal descriptions, plats and maps required to annex, appraise, acquire, or dispose of property rights
• Preparation of conveyance documents on approved City templates and secure property owners signature

Right -of -Way Research
The research involved in obtaining right-of-way documents is crucial for determining the horizontal constraints of the
project within the public right-of-way. In addition, the information gathered will be utilized by the project's licensed land
surveyor in determining the basis for the project's survey control.
We will collect and review data from the following sources:
• County Assessor's Map Books
• Record Maps (Tract Maps, Parcel Maps, Record of Surveys)
• Other Counties Applicable
• Caltrans
Horizontal and Vertical Control Survey
WEBB will research record maps and perform the calculations necessary to locate survey monuments within the
area of the alignment. The alignment survey will be based upon California State Plane NAD 83 Horizontal Control and
NAVD 88 Vertical Control unless instructed otherwise by City Staff. Once this has been completed, WEBB's Land Survey
Crews will perform a conventional field survey to recover and establish ground control for the alignment, as well as
conduct a topographic survey to "tie-in" all centerline intersections. Permanent horizontal and vertical control will be
established along the route for future construction. When all data has been collected, processed, analyzed, and adjusted,
the centerline alignment and route right-of-ways will be established based upon the found monumentation. Horizontal and
vertical coordinate values will be shown on the alignment survey map. The survey will be prepared under the direction of
a state of California licensed land surveyor.

Topographic Survey
WEBB's typical scope or work will include:
• Identification of existing observable surface utilities
• Locate paint marks delineating sub -surface utilities, if available. Manhole depths will be measured and photographed
• Street sections will be compiled at 50 -FT intervals
• Horizontal and vertical coordinate values of the compiled field data will be delivered in a digital text format
Land Survey Drawings
The final design survey drawing is required to provide accurate survey data necessary for the design and preparation of
the final engineering drawings.
WEBB will prepare the final right-of-way and topographical drawings at 1 "=40' horizontal scale showing all appropriate
horizontal and vertical control monuments, centerline and right-of-ways, existing utilities, and collected roadway
topographic points per the City's requirements. Drawing layers will be developed based upon City standard layers,
(layer standards to be provided to WEBB by the City prior to compilation). Submittals to the City will consist of three
hardcopies of the signed drawings with an AutoCAD 3-D digital drawing file.
Equipment and Software
Our survey teams use the latest in survey technology including Trimble S6 Robotic Total Stations and R10 GNSS GPS
receivers. We also utilize scanning, optical imaging, and digital leveling capabilities. Our systems are integrated with TSC3
control units running Trimble Access and Trimble Business Center software for all data collection and post processing
capabilities. Seamless systems integration and advanced robotic systems allow for efficient and cost effective one man
crew operations. Time from field to finish is greatly reduced to accommodate the most demanding schedules.
Project Management
WEBB understands the importance of delivering a quality project on time. Our success with projects is often measured by
project responsiveness, coordination with client, and minimal change orders. We take every effort to ensure these goals
are met. Our project management approach requires each project manager develop a proactive approach to serving the
needs of our client and their schedule to complete the project, whether complex or routine. This requires the coordination
of a crew or crews to meet the client's schedule. Our project managers constantly review the project schedule with the
project team to ensure the availability of survey crews so the project stays on schedule and within budget.
To guarantee continuous and effective communication, a project manager will be assigned to each project to serve as
the primary point -of -contact to the City and a principal -in -charge will be monitoring the process as a whole. Our project
manager makes it a priority to attend all meetings between the District and the project proponents during the project.
This will ensure a constant and effective way of communication resulting in strong budget and schedule control.

Scope of Work
Management Responsibilities and Procedures
Reed Chilton, PE, QSD, will be the direct point -of -contact with the City as Principal -in -Charge for all contractual
matters, focusing on resolving any critical contract issues as soon as they are identified. Reed will have the authority
to commit firm resources and will support the project manager in managing the overall scope, schedule, and budget.
Reed's experience on large multi -disciplinary projects has trained him to look forward to identify and prevent potential
delay -causing issues.
Michael Johnson, LLS, will serve as Project Manager and will be responsible for facilitating final decisions by the City,
coordination, management, communicating to the project team and the City project manager, preparing and reviewing
deliverables, and directing support service disciplines and specialty subcontractors. Michael will assist in presenting the
technical work at meetings and documenting action items and decisions.
Michael will be responsible for the day-to-day project and technical management which includes:
• Facilitating frequent and consistent communications with the City
• Implementing the overall delivery plan
• Managing the overall scope, schedule, and budget
• Implementing the QA/QC Program
• Overseeing the project controls staff for timely project management reports
The QA/QCTeam and Project Management Plan will facilitate successful project execution. Management tools, procedures,
and a delivery plan are all contained in a comprehensive Project Methodology Plan that is prepared at the beginning
of the project and is updated throughout the project. Having a comprehensive and detailed Project Management Plan
is essential for delivering a major design project with an integrated team consisting of the City, multiple stakeholders,
multiple disciplines, and many deliverables. The City's input into the plan will be essential to make certain it is an effective
tool, adequately used, and meets your needs. An outline of the Project Management Plan and some initial comments and
items to be included, in addition to our detailed Communication Plan, are as follows:
Kick-off Meeting - Initial Design Workshop
After project award and notice -to -proceed, our project team will conduct a Kick-off Meeting with all members of the
project team and key City Staff. The workshop is structured to establish communication protocols for the project, as
well as to identify critical success factors and processes, activities, and tasks that must be carried out to achieve project
goals. The workshop is an important step to ensure all parties are focused on the same project goals and help clarify the
critical path issues, key outside stakeholders, milestones, and third party approvals.
Schedule Maintenance
WEBB understands the importance of meeting scheduled delivery dates. But we also understand situations may arise
within the life of a project that will affect the schedule. Therefore, it is vital to proactively identify these situations and
mitigate them before they have a significant impact.
We believe the best way to monitor and control any items that may impact a schedule is through hands on project
management. WEBB developed a detailed Project Management Program that allows our project manager to utilize a
variety of project management tools to identify critical success factors for the client, key dates and milestones, key
deliverable projects, and a detailed project schedule that can be used to monitor the progress of the project.
WEBB also utilizes its senior staff members as project managers and project engineers. The advantage of having senior
level individuals in these key roles is their vast knowledge and their ability to identify potential obstacles that can be
avoided or worked around to minimize impacts to the schedule. Furthermore, the senior level staff is able to provide
specific direction to engineers and designers that can help the project stay on schedule. We use "Red Team Reviews"
to resolve issues with a collaborative, highly skilled team. While project scheduling is important, delivering a service that
is free of errors is equally critical. For this reason, WEBB takes great care in providing the highest level of accuracy from
the office to the field by going through an extensive QA/QC process.
Quality Assurance/Quality Control
WEBB's detailed approach to quality assurance and quality control demands its leading experts to rigorously scrutinize
every critical aspect of the project. We conduct periodic reviews with the client to ensure goals are being met. Our quality
assurance methods are structured to guarantee review of all documents for completeness and "constructability" before
they go out the door. This improves overall project management, reduces the opportunity for costly mistakes and delays,
and allows our staff to provide effective and efficient service.
Cost/Budget Management Plan
The proposed project budget will be prepared based on tasks required to successfully complete the project. Our project
manager will track the final budget compared to the actual earned value, task completion, and cost -to -date and will
identify any project cost variance monthly. Corrective actions will be taken to maintain the project budget. If changes to
the scope and budget are deemed necessary, our project manager will work with the City to justify the need and clearly
define the impacts.
Communication Plan and Management
Communication between all team members and the City is critical to its success. A key differentiator between our project
team and our competitors is our physical location and our ability to meet with clients and stakeholders quickly. We are
committed to providing consistent communication by having required members of the project team available for all City
meetings.
Issue Management/Risk Management
The tracking of project issues and management of risks is facilitated through a tracking log and available to the City
and the project team. With issues being raised through email, phone calls, and meetings throughout the duration of the
project, having a centralized document ensures project impacts are identified, logged, assigned, analyzed, acted upon,
and addressed as part of the design process.
Project Schedule
Schedule/ Committed Hours
WEBB currently has four licensed surveyors, four survey technicians, and four field crews. All requests will be responded
to within two working days to discuss project scope and schedule. All projects are different so they will all need to be
discussed individually. Small projects typically have a turnaround time of two to four weeks, but will vary based on
availability of information and project constraints.

WEBB is currently the City of Indio on-call for land surveying, mapping, and drafting consultant for capital improvement
projects. WEBB's duties include the surveying of capital improvement projects from preliminary design through construction
and performing mapping services including developing and maintaining GIS data. WEBB serves as a reference and resource
pertaining to questions regarding land surveying principles, polices, and practices and provides land surveying, mapping,
and drafting support for City projects.

The City of Rancho Mirage is a resort community and tourists are often stuck waiting at congested traffic signals for more
than one cycle. The City adopted the policy to design and construct the City's street system to maximize mobility, minimize
congestion, and assure all intersections and street segments shall operate at LOS "D" or better during the peak hours
of traffic, as generated by the build -out of the Land Use Plan. The City identified 18 intersections, including three study
intersections, as critical intersections in its 2005 General Plan.
WEBB studied these intersections to identify improvements, utility relocations, additional right-of-way, cost, and possible
state or federal funding for this project. WEBB's survey team performed a field inventory of all intersections, existing lane
geometrics, and defacto turn lanes of the project site for preparation of a base map. Additionally WEBB's survey team
performed the following services for the projects below:

WEBB provided land survey and mapping, design, utility coordination, right-of-way engineering, coordination with
homeowners, property owners, and business owners, construction surveying, construction management, and
construction inspection services for street improvements of Varner Road and Monterey Avenue in the City of Thousand
Palms. The project required coordination with Caltrans, Coachella Valley Water District, and the Imperial Irrigation District.
This project included the construction survey for the roadway widening, grind and overlay, sidewalk, driveway, storm
drain, raised median, and crosswalk installation, together with the widening of the roadway from two lanes to four
lanes, 6 -acre retention (percolation) basin, storm drain improvements on Varner Road and Monterey Avenue, 2,400'
long block wall along Monterey Avenue and 2,000 concrete barrier wall along Interstate 10 and Varner Road, relocation
of transmission lines and undergrounding of distribution lines, bus turnout, and the relocation of gas and water meters.

WEBB has provided land survey and district engineering services to Jurupa Community Services District (JCSD)
for over 45 years. Since 1986, JCSD has pursued an aggressive waterline replacement program to upgrade
existing service by replacing approximately 10,000 LF of 8 -inch to 12 -inch diameter water distribution mains
annually.
WEBB is responsible for the preparation of plans and specifications, utility research, coordination with local fire
and transportation departments for approval, surveying and construction management, and inspection services.
The projects maintain the existing water system in operation until the new pipeline is in operation and the new
water service laterals may be connected to the existing meter at minimal disruption to the customer. Due to
the nature of the project, the waterline placement is critical. The waterlines are installed in minimal right-of-way
streets that are congested with existing facilities.

South Archibald Plume Pipe Align Study

WEBB provided land survey and engineering services to prepare an alignment study for a new raw water
pipeline for the Chino Basin Desalter Authority. The pipeline connects the Chino Desalter II site with a
24 -inch diameter Raw Water Intertie Pipeline at the intersection of Bellegrave Avenue and Hamner
Avenue. Challenges identified included crossing the 1-15 freeway at either Cantu-Galleano Ranch Road or
Bellegrave Avenue, availability and approval to use the Day Creek Channel access road as one alternative,
current traffic volumes and traffic control during construction, future utilities where frontages are not fully
developed, and space available within existing paved right-of-way.
WEBB assembled available plans and aerial topography and mapping along the alignment segments identified.
WEBB combined the data into one base map and performed focused utility research where warranted along
the alignments to confirm utility locations, provided right-of-way limits and centerline data based on record
data, plotted existing utility locations where applicable, conducted a detailed field visit along the alignments
listed, plotted updated information on available mapping, coordinated with Caltrans and RCFC&WCD
regarding encroachments, proposed an alignment for regulatory compliance and constructability, determined
where jack and bore construction methods might be required, prepared cost estimates for each alignment,
and summarized our findings and recommendations in a technical memorandum. This work was used as the
preliminary design basis for a future final pipeline design project.

Michael Johnson, LLS, is the Practice Area Leader of WEBB's Land Survey &
Mapping Department. Michael has years of experience in all aspects of surveying
from initial project coordination and research, performing survey data adjustments
and analysis, to overseeing and providing construction staking through final as -built
and ALTA surveys.
Michael trained and supervised several field crews including technical office and
support staff. From entitlement to field survey and construction to delivery of a
completed product, Michael has the knowledge and experience to provide the entire
range of services any municipal, private development, or construction company has
come to expect. As part of the private and public sector of development, Michael
gained experience with subdivisions, retail centers, commercial distribution centers,
pipelines, tank site & reservoir projects, mass grading and hillside slope projects,
hospitals, schools, training facilities for fire & police, highways, channels, parking
structures, and many others.
Michael is responsible for providing technical support, survey analysis, overseeing
field work and management for specific projects, and field data processing and
adjustments, among many other duties. He provides his expertise and broad range
of skills for solutions to complex and large scale projects.
SCE TRTP Segment 8, Chino Hills - Michael served as the Land Survey Lead of the
TRTP SEG 8 Chino Hills Project. WEBB's scope of work for this project was to provide
the civil engineering work associated with undergrounding of the TRTP segment 8
transmission lines. The project was very complex and involved grading in hilly terrain,
between houses, through parks, golf course and across many public roads. The
project included many environmental constraints which WEBB incorporated into
project plans and specifications by working closely with SCE environmental team
and consultant.
The work included designing construction access roads along the
3.5 mile duct banks between two proposed transition stations generally located
from just east of Pipeline Avenue to just west of Canon Lane in the City of Chino
Hills. The purpose of the construction access road (width varied between 11.5
to 33.5 feet) was to facilitate excavation of duct banks trenches and installation
of conduits. WEBB designed erosion control plans and measures associated
with construction access roads to ensure no erosion or sediment flow into the
natural drainages and streams. WEBB also designed the restoration and the
permanent access road plans to be implemented right after the completion
of duct banks construction to restore the ground surface as close to the
pre -construction condition as possible.

Archibald Avenue and Schleisman Road Ultimate Intersection Improvements, Eastvale — Michael served as the land
survey lead for the Archibald Avenue and Schleisman Road Intersection Improvements to the ultimate design configuration
per the General Plan. Archibald Avenue and Schleisman Road are both Urban Arterial roads with 152 FT ultimate right-of-
way width typical sections. The design included expanded intersection widths to allow for right -turn pockets, dual left turn
lanes in all directions, and raised medians. A new traffic signal and signing and striping was also designed and installed
per Riverside County Standards. Existing SCE Poles along the west side of Archibald Avenue also had to be relocated
to allow for the widening of Archibald Avenue. This was done through a Joint Use Agreement (JUA) between the County
of Riverside and SCE since SCE had prior rights along this section of Archibald Avenue. Jason was responsible for the
coordination of plans between three developers (Lewis, Richland, & Capital Pacific Homes), processing of Plans through
the County of Riverside, and obtaining approvals for construction.
Case Road Sewer, Eastern Municipal Water District - Michael served as Land Surveyor on the WEBB Team that
prepared the project feasibility study, which analyzed two different options. The first was the Beaumont option which
expands and upgrades treatment at the City's WWTP. For this option three different WWTP configurations were evaluated.
In addition, options were explored to dispose of waste brine from the advanced treatment system. The second option was
to consolidate treatment with YVWD and deliver all wastewater flow there. For each option detailed cost estimates were
developed taking into account capital cost and O&M costs. In the end the City Council selected the Beaumont option. The
preliminary design includes the preparation of 20%-30% plans for both the WWTP expansion as well as a 23 -mile brine
disposal pipeline connecting to the IEBL in San Bernardino.
Dillon Road Water Main Replacement, Coachella Valley Water District - Michael provided Land Survey and Mapping
Services for the WEBB Team responsible for designing a domestic water transmission main system providing a reliable
water supply to District's service area located northeast of Sun City Palm Desert in Riverside County near the community
of Indio Hills. Currently, this County service area, Improvement District 18, is an isolated pressure zone located near the
end of the Sky Valley Domestic Water System, which has limited supply capacity between BS 04701 and R 4711. The
approximately 4.2 mile alignment travels from BS 04701 located near the intersection of Dillon Road and Western Avenue
to R 4711 which is 800 feet north of the intersection of 30th Avenue and Sunny Rock Road. Construction of the pipeline
occurred on the north shoulder of Dillon Road to match the Phase 1 project.

Reed Chilton, PE, QSD, is Director of WEBB's Construction Management
and Inspection Department. Reed has worked on a variety of private and
public projects and has established a strong foundation in the engineering
and construction management profession. His project experience includes
sewer lines, drainage facilities, water lines, recycled water lines, wastewater
treatment facilities, dry utilities, street improvements, street lighting, traffic
signals, and landscaping. Specifically, his involvement with these projects
includes preparation of specifications and bid documents, contract
management and administration, permitting, submittal and RFI review and
coordination, leading meetings, field investigations, project documentation,
review and approval of change orders and pay estimates, project close-
out, and managing day-to-day needs for owners and contractors. Reed
manages and schedules WEBB's Inspection Team.
Construction Manager for the $25M Wastewater Treatment Plant,
City of Imperial (City) - WEBB performed Construction Management,
Inspection, and Engineering Support Services for the City's $25M WWTP
Upgrade project. This project includes construction of a new MBR treatment
system including MBR Basins, waste -activated sludge pumps, blowers, air
compressors, permeate storage tank, and non -potable water pumps. A
pre-engineered metal building was installed for the MBRS system which
included a monorail bridge crane, office spaces, and lab room. A dewatering
system with screw conveyors was also installed inside a pre-engineered
metal building. Electrical improvements include a new transformer, main
breaker, automatic transfer switch, and Emergency Power Generator.
Site improvements include yard piping, paving, and rock installation. The
project also includes modifications to existing facilities, shut -downs, and
tie-ins to the active wastewater treatment plan. Reed has been managing
field questions, startup, and commissioning.
Construction Manager for the Sludge Storage Water Reclamation
Facility #1, City of Corona (City) - WEBB provided construction
management, inspection services, and engineering support for the
Benedict Reservoir B project for the District. The existing project site
includes two tanks. This project includes demolishing one existing tank
and installing a new 1.1 MG welded steel reservoir (Benedict B) adjacent to
the existing 1.0 MG reservoir (Benedict A). Exterior coating of both tanks
will be performed. Benedict Reservoir B will have a nominal diameter of
91 -FT and shell height of 26 -FT, including a reinforced concrete ring -wall
foundation. This project includes a temporary by-pass to provide service to
the 1200 pressure zone during construction, grading on the hillside in rock,
site improvements, and re -vegetation.

Project Manager for the $3M College Tank Replacement, Golden State Water Company (GSWC) For the College
Site in Placentia, an existing concrete tank was demolished and replaced with two 0.5 MG welded steel tanks along
with a new site storm drain and site improvements. The existing concrete tank remained in service during construction
of the new steel tanks and was then removed. A 1,000-1-17, 12 -inch diameter PVC overflow drain line was constructed in
the College Plant access road from the new reservoir to an existing storm drain catch basin. This project also included
landscaping to screen the tanks from nearby residents. This project included coordination with MWD for improvements
near their existing facilities, CEQA compliance with environmental mitigation measures, asbestos survey of existing
facilities, coordination with nearby residents, and working with GSWC Operations Staff. Critical issues included:
• Meeting an aggressive completion schedule
• Coordination with operations to ensure continuity of water service during tank construction
• Project phasing such that critical operations were maintained during demolition and tank construction
• CEQA compliance based on mitigation measure developed by GSWC
• Compatibility with the surrounding development and sensitivity to neighbors
Project Manager for the $3.6M Golden Tank Replacement, Golden State Water Company (GSWC)
The Golden Tank Project in Yorba Linda included demolition of the existing tank, installation of a new 1.5 MG welded
steel tank, and installation of a new pump station. The existing concrete tank was removed prior to construction of the
new steel tank. The booster station includes two 30 Hp vertical turbine pumps designed to pump 500 gpm, and one 60
Hp vertical turbine pump designed to pump 1,000 gpm with associated piping, valves, and appurtenances. The project
also includes revisions to the on-site storm drain system, tie-ins to the existing water system, coordination with GSWC
operations, removal of existing asbestos pipe, and coordination with the nearby park facilities. Critical issues included:
• Meeting an aggressive completion schedule
• Coordination with operations to ensure continuity of water service during tank construction
• Project phasing such that critical operations were maintained during demolition and tank construction
• CEQA compliance based on mitigation measure developed by GSWC
• Compatibility with the surrounding development and sensitivity to neighbors
Construction Manager for the $5.7M Rider Distribution Center 3 - This project consisted of offsite Improvements for
IDI Logistics in the City of Perris. The project was led by the developer of multiple nearby distribution warehouses. The
improvements included in the contract were reimbursable by RBBD funds through the City of Perris. The purpose of the
project was to widen Rider Street to ultimate width, construct Redlands Avenue including storm drain improvements,
and curb and gutter, sidewalk, including storm drain improvements, and curb and gutter, sidewalk, parkway landscaping,
medians, median landscaping, street lighting, and traffic signals. Construction coordination included the on-site builder,
off-site underground utilities including EMWD recycled and domestic water, dry utility installation, and SCE transmission
pole relocation. Scheduling work between all trades and contractors was critical to meeting aggressive deadlines.
Construction Manager for the $8.5M Madison Street Improvement Project, City of Indio. This project consisted
of widening Madison Street from Avenue 50 to Avenue 52 from a two-lane road to a four -lane road. This project
included grading, over -excavation, asphalt paving, concrete construction, drainage installations, drywells, traffic signal
installations, landscaping and irrigation, water relocations and upgrades, traffic control, surveying, conduit installation,
pot -holing, and related work to widen to a four -lane road. Transmission power poles were required to be relocated during
the project along with underground improvements for fiberoptic facilities. This project was located along the frontage
of the Coachella Festival and Stagecoach concerts. WEBB coordinated with property owners, City of Indio, City of
La Quinta, and concert schedules to provide safe access throughout the project.

As a Vice President and having served as the Director of Land Development at
WEBB for more than 10 years, Jason led a team of well experienced and diversified
Project Managers, Engineers, Designers, Planners, Landscape Architects, and
administrative staff in residential, commercial, and industrial development projects.
Jason is very familiar with the entitlement process having been involved with and
overseen the approval of many entitlement applications, including Change of Zones,
General Plan Amendments, Specific Plans, Specific Plan Amendments, Tentative
Maps, Site Plans, Air Port Land Use compliance, Williamson Act & Agricultural
Preserve cancellations. Jason also served on the City of Eastvale General Plan
Advisory Committee for the development of the first General Plan for the City of

Jason is a licensed civil engineer, traffic engineer, land surveyor, Certified
Professional in Erosion and Sediment Control (CPESC), a Qualified SWPPP
Developer (QSD) and Qualified SWPPP Practitioner (QSP), a small Unmanned
Aircraft System (sUAS) Remote Pilot, and holds a Bachelor of Science degree in
Civil Engineering from California State Polytechnic University, Pomona. Jason is
also a member of professional organizations such as the American Society of Civil
Engineers and serves as the President of his current HOA.
With Jason's extensive knowledge and experience in civil engineering and land
surveying, Jason is well-equipped to provide clients with the highest level of service

Jon Ros is a Professional Land Surveyor working in our Land Surveying
Department at WEBB. He is a project surveyor with over 16 years of
land surveying experience. His responsibilities include field to finish
data management utilizing various cad platforms, analysis of survey
data, preparation of land title descriptions and exhibits, right-of-way
engineering for Caltrans, the preparation of maps (subdivision), title
documents, reports, earthwork calculation, project exhibits, and survey
crew preparation and scheduling.
Jon worked on a variety of projects including altas, the subdivision of
land, property acquisition, and the preparation of records of survey. He is
proficient in the use of several CAD platforms such Terramodel, AutoCAD
Civil 3D, and MicroStation & InRoads.
Washington Street Turn Lanes, City of La Quinta - WEBB prepared
Plans, Specifications, and Cost Estimates (PS&E), and contract bid
documents for the Washington Street Dual Left Turn at Avenue 48
and Washington Street Dedicated Right Turn at Eisenhower Drive
to increase traffic capacity in this area of La Quinta. These projects
required preparation of street improvement, traffic signal modification,
and signing & striping plans. In addition, the project also required utility
coordination and relocation, removal and replacement of landscaping,
and preparation of legals and plats for additional right-of-way.
Palm Canyon Crosswalk, City of Palm Springs - As the Community Engineer for this 3,600 -acre private community
that serves a population of approximately 14,000 residents, WEBB is responsible for planning, design, construction
management, and development of the traffic management program for all associated roadways and trails. This
community has over 50 miles of roadways and trails. The trail system is a combination of Class I and Class II trails that
wind throughout the community similarly to the Whitewater Channel Bike Trail. This system is used by the residents of
Canyon Lake to access the amenities throughout the community including over ten parks, 18 -hole golf course, equestrian
center, community lodge, beaches, and backbone roads. WEBB provides construction management, inspection, civil
engineering, design, and environmental permitting services for all facilities including the Association's 15 parks and
recreation facilities.
Madison Street Improvement Project, City of Indio - WEBB provided the alignment study, Project Design Report,
environmental, utility relocation, right-of-way acquisition, roundabout feasibility, preparation Plans, Specifications, and Cost
Estimates (PS&E), and multi -agency coordination effort. Madison Street from Avenue 50 to Avenue 52 is an approximately
one mile long arterial roadway located within the City of Indio and the City of La Quinta. The typical street section of
Madison Street does not currently conform to both cities' General Plan Circulation Elements. Jon helped both cities reach
an agreement on a modified typical street section. The project will be constructed in two phases. Phase I will install three
lanes and Phase II will install an additional two lanes. Phase I of the project has a very aggressive schedule because of
the pavement condition and music festival schedule on the polo grounds, which are located at the east boundary. Jon is
managing both cities and other agencies involved to move the project forward aggressively and meet the schedule.

Surveying and Mapping Department. Andres coordinates and schedules
in-house survey requests from engineering and general contractors.
He prepares and reviews construction calculations and cut sheets,

on large and small construction projects throughout Inland Southern
California.
