Dear Ms. Mignogna,
IDS Group, Inc. (IDS) understands that the City of La Quinta (City) is in the process of pre -qualifying
firms for various capital improvement projects within the City. IDS appreciates the opportunity to submit
its qualifications for the City's capital improvement program for parks and facilities within the next three
years.
IDS stands for Integrated Design Services and the strengths that the team brings to the City are
as follows:
Proactive Engagement with Diverse Communities: The IDS project team brings an accomplished
project portfolio. IDS' goal is to help support Southern California public agencies and stakeholders in
the development of solutions that are practical while successfully meeting the vision set forth on each
project undertaken.
Local, Single Source Architecture -Engineering Team to Meet the City's Needs: IDS' Project
Manager, will be Joy Lyndes, PLA, FASLA. Ms. Lyndes will bring her creativity, insight, and innovation
in planning and design for multi -generational inclusive urban parks, passive recreational amenities,
community centers, nature centers, trails, and organized recreational fields. She will coordinate the
design effort with IDS' in-house team of architects, engineers, cost estimator, and subconsultant
partners. Joy will also serve as an extension of your staff to manage the scope and project schedule to
meet your needs and expectations.
Positive Client Track Record: A testament to the quality of our customer service is represented by the
fact that approximately 80% of our clientele is repeat business.

Civil Engineering
The Civil Engineering division of IDS was
established in 1961 in Irvine, California. Through
a series of acquisitions and mergers, the
company expanded to include all of the disciplines
needed for engineering design services. IDS
Group supports the landscape architecture
team and provides specialized civil engineering
design, planning and entitlement, construction
survey, LEED, sustainable design, construction
administration, and traffic engineering services to
public agencies, owners, and developers of retail,
commercial, office, industrial, institutional, and
residential projects throughout the United States.
Structural Engineering
Our structural engineering division is a recognized
leader in the design, assessment, review, and
seismic retrofit of buildings and site improvements.
The depth of our work includes the design of new
buildings utilizing steel, concrete, and masonry,
the assessment and retrofit of numerous buildings
of all sizes, the evaluation, and repair of distressed
structures, peer and plan review, constructability
review, and forensic engineering. Our team has
been honored by numerous local and national
awards for innovative and outstanding design,
including the Project of the Year Awards by ASCE.
Before the closure of the EI Toro Marine Base, IDS
conducted Structural Engineering assessment of
all existing buildings.
Mechanical and Plumbing Engineering
Our award-winning mechanical engineering
division is comprised of professional engineers and
designers who are experts in the fields of heating,
ventilating, air conditioning, plumbing, piping, and
fire protection. We have provided design services
for HVAC, plumbing, and fire protection systems
for countless public projects and facilities. These

IDS' electrical engineering division brings extensive

support for electrical engineering projects.

Our in-house cost estimator is experienced in

Sustainable Engineering
The firm's project approach begins with a
complete assessment of project requirements
to achieve a LEED certification or provide a
sustainable design without certification. To meet
the project requirements our team will investigate
all sustainability options including photovoltaic
solar system, commercial and residential fuel
cell systems, geothermal ground source heat
pump systems, low energy LED lighting products,
water conservation design solutions, day lighting

Zero Net Energy (ZNE)

THE P ROME HALE
The IDS architectural and engineering team is working with the City of Lancaster on a phased planning, design, and reconstruction of EI Dorado Park. EI Dorado Park is a vital
community resource to the city. Improvements are being done to enhance the environment which is in a densely populated area surrounded by residential neighborhoods, an
elementary school, and commercial businesses. Phase One of the project will feature a new community building, wellness stations, accessible walkways, skatepark, plaza seating
with overhead shade structure, and splash pad. Phase Two will involve expanding the park and replacement of existing playground equipment that are inclusive for people
of all ages and abilities.
The EI Dorado Park project is funded through a community revitalization grant with the State of California Office of Grants and Local Services (OGALS).

As part of a parks and recreation and public works improvement project, the City of Murrieta (City) retained IDS for architectural and engineering services to design three (3)
prefabricated buildings (storage, performers changing rooms, and restrooms) along with utility service connections. Scope of work included an amphitheater structure over
the existing performance stage and installation of a light and sound system. IDS outlined a technology plan that implemented Wi-Fi access throughout the park. Replacement
and upgrades to the existing light fixtures around the park, rehabilitation of an existing well, installation of a pump, and a distributed irrigation system for the park were also
completed for this project.
The City of Murrieta desired to implement a comprehensive set of plans and specifications to build the new amphitheater structure. Town Square Park amenities featured
lighting, sound systems, security systems, wireless communication systems, foundations for the prefabricated buildings, lighting along the walkways of the park, the renovation
of the existing well, and landscape improvements. This project was a well -coordinated effort among IDS' in-house A/E design team (architecture, structural, electrical,
mechanical, and civil engineering).

Colonel Bill Barber Marine Corps Memorial Community Park (Bill Barber Community Park) is a 39 -acre park located at 4 Civic Center Plaza and offers an array of programs and events for the
Irvine community. The city envisioned a shade structure for patrons while attending baseball and softball games at the park's Dianna Manning Stadium and three (3) lighted softball fields. IDS
prepared a shade study analysis for the city to ensure that a structure provided comfort to residents without obstructing lines of sight or cast shadows on the infield. Conceptual design, final
design, bidding, and construction support were also completed by IDS for the project.

The City of Rialto administers year-round recreational programs for a variety of age and
interest groups including adult and youth athletic programs, senior programs, fitness and
athletic instruction, social events, youth camps, after-school programs, tours and holiday
events.
The City of Rialto Community Center required design services for tenant improvements
for rehabilitating the existing Community Center, which included four separate buildings
(Buildings 200, 300, 400, and 500).
Having been converted from a former educational facility, the existing structure had on-site
deficiencies that were not suitable for its current purpose. IDS was tasked with providing
the design concept that would revitalize the community center while maintaining the costs
of the project within the allocated budget.

In 2014, the City of Encinitas purchased the Pacific View
Elementary School from the Encinitas Union School District
for $10 million. The multi-million dollar renovation project
will be refreshed as a cultural arts center. IDS Landscape
Architect, Joy Lyndes, collaborated with the Encinitas Arts,
Culture & Ecology Alliance (EACEA) to transform the campus
into an educational campus highlighting the history of the City
of Encinitas.
The ambitious adaptive reuse plan was to create an arts, culture
and ecology destination representing the unique attributes
of the Encinitas community and history, and an inspirational
venue for imagination and education. An emphasis on multi-
generational activities and inclusivity of diverse communities
was also implemented into the campus programming.
The site and landscape design evolved through stakeholder
engagement, community input, and collaboration with the
Encinitas Historical Society which was located on the site. The
project included outdoor gathering and performance areas,
outdoor classroom, floriculture heritage gardens, Japanese
vegetable truck gardens, native plant interpretive garden,
permaculture garden, natural history interpretive garden, and
permeable parking. Environmental resilience throughout the
site utilized passive and active rainwater harvesting.

Leo Carrillo Historic Ranch Park Carlsbad, CA
IDS' Joy Lyndes, served as Principal Landscape
Architect and worked with the City of Carlsbad and
the project design team on a historic restoration
at the Leo Carrillo Historic Ranch Park. Ms. Lyndes
handled the historic landscape component of the
Stable Restoration and the Chicken Coop/Restroom
reconstruction.
A landscape conceptual plan was developed and
presented to the city that identied the location of
benches, the amphitheater, accessible routes, and
the reconstructed hitching post. Cultural landscape
components included the reconstruction of the
corral and segments of the arena fencing, pathways
and steps, site lighting, and boulders.

Management Plan: IDS will work within the City standards and guidelines to ensure project success
from design through completion. Our Management Plan is based upon a hierarchical team approach
and is led by the corresponding Project Manager. In this management plan, the Project Manager will
assemble a project team for each project assignment, matching the special capabilities of our staff and
/ or consultants with the requirements of the project. The Project Manager is committed to meeting
staffing and schedule requirements necessary for successful project completion.
Project communication begins with establishing project responsibilities, organizational structure, and
clear lines of reporting within the consulting team. Based on our experience in similar projects, we have
developed a clear and efficient management procedure for our services.
The Project Manager will:
• Provide a licensed Landscape Architect with extensive related work experience and training to
meet the project needs.
• Ensure that the team is supported with the commitment of necessary resources of the firm(s) to
respond to the project needs for a successful project completion, ensure that qualified professionals

Scope of Services
I DS' approach to all task order assignments will be to act as an extension
to the City's Engineering Design team for all design and approval -
related activities. The discussion of scope of work and services below
is general and will be modified to suit each specific project assignment.
The following paragraphs contain the basic steps to take a project
from conception to bidding. Note that not all projects will involve all
steps, projects that consist only of studies or due diligence report will
of course have different deliverables as outlined in the City Guidelines
of projects delivery.
Schematic Design
• Field Review/Code Compliance: Research project scope thorough field review and interviews with
key stakeholders. The findings of the field review and interviews will be compared to the relevant
materials furnished by the city and to applicable codes including current ADA codes.
• Schematic Design: Develop schematic designs and associated cost estimates for the project.
The schematic designs will form the basis of initial presentation and review. The schematic
designs will also be utilized to develop environmental technical studies and subsequent
environmental documents.
• Incorporate Plans with City's Standards: The finished plans will be prepared consistent with the
City's business standards.
Design Development
• Experienced Team: Mobilize a team of experts suited to the project scope, immediately following
the approval of the conceptual design and authorization of a design contract. The team will be led
by the project manager with oversight from the supervising principal.
• Kick-off Meeting: Assemble the project team with the City's representatives for a project kick-
off meeting during which the conceptual design will be reviewed, and a timeline for the design
development phase and construction document phase will be established.
• Meeting with Stakeholders: Meet with all project stakeholders and review agencies to update all
project scope aspects and to establish a sequence for the project review and approval, such that
all reviews proceed in a logical fashion to minimize conflicting review comments and schedule
impacts.
• Progress Meetings: Maintain a regular schedule of progress meetings throughout the design
progress. A schedule of milestone progress submittals will also be established based upon the
scope and the most logical sequence to fast-track the design process.
• Milestone Review: Hold milestone reviews. All milestones will conform to the approved schedule
and will conclude with a team meeting to solidify the direction of the design.

• Coordination: Coordinate with all internal review staff and document and track comments for
incorporation into the final design. Any deviations from the original scope documents or deviations
from design standards will be immediately reported and confirmed with the design team.
Throughout the design development phase, we will aggressively coordinate with all agencies
having jurisdiction.
• Documents delivered at 80% Progress Set: At the 80% of Design Development progress, we
meet with the City to review the 80% progress set of design development documents. We will
implement any changes required.
• Critical Path Schedule: We will assist in the coordination of a Critical Path Schedule for construction.
• Completion of Design Development: At 100% of Design Development, we will deliver the Design
Development progress set as hard copies, AutoCAD, and PDF file format.
Construction Documents
• CD Development: Proceed with preparation of construction documents upon authorization from
the City after completion of design development.
• Construction Documents: Delivered documents will be as set forth in the scope of work and will
include required building permit review/responses and permit ready documents.
• Permits: Assist the City in obtaining approvals and permits from applicable agencies.
• Preconstruction Review: Execute a comprehensive pre -construction review of the project to
avoid any conflicting design issues, or specification misinterpretations or plan ambiguities. The
extensive construction experience of the IDS staff will be particularly beneficial in this respect.
• Cost Estimate: Issue a final construction cost estimate and schedule along with the completed
construction documents including specifications.
• As -Built Plans: Upon completion of project, as -built plans may be submitted as requested.
Bidding Assistance
• Bid Advertisement Support and Bid Review: Assist in bid advertisement, review and award,
following bid advertisement and acceptance.
• Pre -Bid Meeting: We will attend the pre-bid meeting.
• RFI Response: Promptly respond to all Requests for Information during the bidding process and
assist in Issuing Amendments if needed.
• Construction Observation I Administration
• Submittals: Diligently document all responses and record observations from all field visits.
• Contractor's Pay Request: Assist in the evaluation of contractor pay requests and extra work
authorizations if required.
• Inspection: Complete timely site inspections and attend site meetings.
• Close-out: Assist with project punch lists and project close-out.

VALUE ENGINEERING, LIFE CYCLE COST ANALYSIS, AND BID ALTERNATE DESIGNATION
IDS performs in-house cost estimates to identify
opportunities for alternate bids that will provide
flexibility for our clients as they balance between
the project scope for construction and the cost
of construction.
The first path to value engineering savings is
constructability. Our construction cost estimator
provides an internal constructability review.
which will allow the design team to eliminate
scope that will later prove to be impractical to
build and therefore costly.
The second path to value engineering is the
search for alternates that provide nearly equal
performance at less initial cost. When considering
these initial cost savings, IDS provides a life
cycle cost analysis of the alternatives so that our
clients can make informed choices.

Value Engineering Project Example: The City of Rancho Santa 11
Margarita City Hall and Bell Tower Regional Community Center
required repairs due to water intrusion. IDS was retained as the
architect of record (AOR) for the project. The initial cost estimates
indicated that the project would come in significantly over budget.
IDS value engineered portions of the work with alternative designs
and determined constructability savings for the city. Prior to bidding,
IDS identified add alternates in the bid documents. The project was
on a $1,800k construction cost trajectory, however, due to the IDS
team's value engineering efforts, the City awarded a contractor who
bid of $1,450k.
APPROVALPROCEDURE
Effective construction management requires accurate and thorough communication and documentation
management. IDS will serve as the communications liaison between the City's staff and the project
contractor. We will provide field support to assist in an expedited review of construction -related issues
such as Requests for Information (RFI), Submittals, Quality Control deficiencies and Change Orders.
We will focus on adherence to formal procedures for logging, reviewing, processing, and expediting
approvals.

PROJECT CONTROLS
IDS provides skills and decision-making capabilities honed from many years of experience serving
our clients. The overarching goal will be to ensure that project work is performed in strict accordance
with contract documents, the project's schedule and budget, and governmental requirements. These
services will primarily fall within the following four functional categories:
• Cost Management: Provide accounting guidelines and budgets, establish cost control mechanisms,
provide forecasts, validate project estimates, develop estimates, and negotiate change orders,
analyze cash flow, generate change order contingency reports, and develop estimates for
alternative strategies for cost reduction scenarios.
• Time Management: Ensure timely decision-making and actions regarding RFIs, submittals,
schedule development, schedule review, monitoring of schedule resources and analysis of time
extension requests.
• Quality Management: Provide quality assurance and control functions necessary for constructability
review and inspection. Enforce codes, regulations, design criteria, and safety requirements; and
• Project/ContractAdministration: Ensure that all the administrative tasks that must take place during
project execution are accounted for.
PROJECT BUDGET & COST CONTROL
IDS believes that a comprehensive project budget should addresses all phases of the project and that a
Cost Account Structure will be established so that costs are distinguishable at all levels of management.
This budget will track costs perfomed by the design team through construction and actual costs
invoiced through progress payments. The budget will be further refined as design activities continuous
throughout the project and cost data becomes available. This process provides the City the ability to
verify adherence to the project budget and scope of work.
PROJECT REPORTING PROCEDURES
IDS will provide reports that compare budget to actual costs,
analyze cash flow and identify trends, present budget and schedule
forecasts to the identified milestones. The reporting systems will
include summaries and graphics. Reports will be designed to
provide information at the different levels of detail required by the
City's staff, or other project participants and decision -makers.
Our proficiency with the industry's scheduling tools, such as §
PlanSwift® and Microsoft Project, enable us to control any project's
time functions. Moreover, IDS has successfully used cost control
systems on numerous projects. We have identified, captured,
reported, and controlled costs using PlanSwift® and other client-
required systems. The project controls systems can be set up on
a facility -commodity basis such that roll -up reports can be created
giving visibility to individual facility or individual commodity status.

meeting and monitor the review budget at various stages. Provide progress reports and facilitate
the review of the work.
• Monitor the technical performance of the project team, ensure quality and consistency (QC), and
ensure detection and resolution of project performance issues before they become problems.

Our program requires the review of all architectural/engineering work by a QC Manager, who is qualified
in these types of reviews. The main objective of this program is to satisfy the City's expectations for
quality work from our design team and to limit the exposure of the City to problems that may arise during
construction. The QC Manager and will be in continuous contact with our project manager throughout
the progress of the assessment and design.
Our practice stresses response to project requirements, adherence to applicable codes and regulations,
developing work products consistent with standards prevailing in the profession, and producing reports
conforming to our established in-house standards.
Throughout the course of the project, our Project Manager will be in continuous contact with our team
members to ensure efficient use of the capabilities of the entire team. The QC Manager will interact
frequently with the City's core group to ensure that we understand the requirements and preferences
and to assure adherence to the project schedules and deliverables in a timely manner.

City of Lancaster I EI Dorado Park Revitalization
The IDS engineering team is working with the City of Lancaster on a phased planning and design for
the EI Dorado Park Improvements project. EI Dorado Park is a vital community resource to the city.
Improvements are being done to enhance the environment which is located in a densely populated
area surrounded by residential neighborhoods, an elementary school, and commercial businesses.
The project features a new community building, wellness stations, accessible walkways, skatepark,
plaza seating with overhead shade structure, and splash pad.

County of Orange I Yale Homeless Shelter
Architectural, Engineering, and Cost Estimating services for the adaptive reuse / conversion of an
existing 64,000 square foot two-story commercial office building. The renovation project included
a versatile outdoor community area featuring a shaded canopy sail. IDS created a flexible space
allowing for a variety of uses including dining, event gatherings, and improved mental health and well-

Complementary Services
The IDS service delivery model is Integrated Design Services. What differentiates IDS from other firms
is having a Project Manager who can lead and provide best practices in landscape typology similar
to the City of La Quinta. IDS Project Manager, Joy Lyndes and her in-house design team bring well-
rounded knowledge in planning, design, and construction administration experience similarly described
