In response to the Request for Proposals, MSA Consulting, Inc. (MSA) is pleased to
submit our proposal to deliver professional landscape architecture services on an on-call
or as -needed basis for various development and Capital Improvement projects within the
City of La Quinta boundaries. This proposal has been prepared in compliance with the
Request for Proposals (RFP) released April 25, 2023 and shall remain valid for a period
of 90 calendar days from the date of May 23, 2023.
We have successfully provided a range of professional landscape architecture services
for the City of Palm Springs, City of Indian Wells, Coachella Valley Unified School District
(CVUSD), College of the Desert, Riverside County Parks and many others over the past
45 years, formerly as RGA Landscape Architects. Having served the Coachella Valley
since 1976, MSA has proudly participated in thousands of projects throughout the region,
making us uniquely familiar with the issues particular to our desert climate landscape and
water issues and each of their subsequent design criteria.
Mark Lenning, Director of Landscape Studio at MSA, will use his vast experience and
local expertise to lead our experienced team as the project manager to successfully
complete project tasks as they are assigned. Mark would serve as the City's primary

This neighborhood retail destination lies within a gateway corridor to La Quinta. Building Industry Association
The prominent location of the project led to a design solution as a welcoming
statement for the City and a social gathering area for customers and neighboring residents. Resort -style Date Palms
anchor at the intersection, providing shade for casual seating and fire features. Nearby restaurant seating lines the
contemporary buildings adding to the inviting street scene.
Portola Avenue & Magnesia Falls Median Improvements; Palm Desert, CA — Studio Director
This City corridor beautification project included 2 prominent locations within the City of Palm Desert. The goal was to
respect the designs previously implemented by the city and elevate the quality to a world class resort town. Collections of
random desertscape blended with architectural rhythms of succulents and a signature stone groundplane created a
memorable entry to the City.
Koll Newport: Pedestrian Corridor and Residences; Newport Beach, CA — Principal -in -Charge
Urban pedestrian corridor designed as the interface for a new collection of 13 -story residential towers, an existing
commercial district and a new public park in the heart of the John Wayne Airport Business District. This plan was inspired
by the adjacent coastline and was designed to offer a relaxed collection of gathering areas, water features and wi-fi
connected destinations to this mixed-use environment.
Beacon Park at the Great Park Neighborhoods; Irvine, CA — Principal -in -Charge
This 6 -acre neighborhood park included a community pool, sport courts, play structures and trails connected with a
navigation -inspired design. Memorable features include a treehouse elevated among mature Jacarandas, heroic play
structures and a collection of community buildings that celebrate the indoor -outdoor lifestyle in Southern California.

SENIOR LANDSCAPE ARCHITECT
When Jarvis joined MSA in 2018, he brought with him over 30
years of designing and managing landscape development
projects throughout the West Coast, including bio tech
corporate campuses in metropolitan Portland, Oregon, a new
Oregon State University campus in Bend, Oregon, and a
waterfront park in Sacramento, California. Jarvis excels at
taking complex public development projects from initial design
concepts, then preparing detailed construction documentation,
and finally overseeing the construction of a successful
landscape development project.
Jarvis graduated from the University of Washington with a Bachelor of Landscape
Architecture. After graduation, Jarvis relocated to the Bay Area to work with a San
Francisco based landscape architectural and gained extensive experience working
on Public and Commercial development projects throughout California. In 2019,
Jarvis obtained his Landscape Architecture License in California and currently
subsides in the beautiful Coachella Valley, working with MSA Consulting on all

The Docks Promenade; Sacramento, CA — Project Designer, Project Manager and Construction
Observation
This new three-quarter mile long public park bordering the Sacramento River included realignment and landscape
improvements to a public street including coordination with Caltrans, the Army Corp. of Engineers and The California
Railway Museum. Jarvis managed a team of 5 staff members and a multi -discipline sub -consultant team including
architects, civil engineers and structural engineers.
Cotino; Rancho Mirage, CA — Landscape Project Designer
Cotino is a 360 acre mixed use development in Rancho Mirage, CA. Phase One includes 1900 housing units, 13 public
parks, a Lagoon frontage promenade, and all of the public landscaping street improvements. Responsibility includes
managing a team of 5 staff members, coordination with four architectural teams, and with Civil and Structural Engineers.
Also represented the firm at the City of Rancho Mirage Architectural Review Board and City Council presentations.
DSRT Surf; Palm Desert, CA — Landscape Project Designer
DSRT Surf is a destination surfing resort within the Desert Willow City Golf Course in Palm Desert. Project included a surf
lagoon, a Surf Center, hotel, and freestanding villas. Responsibilities included representing the project at City Council
Presentations and Landscape design for interior roadways, two swimming pools, rooftop terrace, and residential villas.

Tom Miller has been a critical component of the landscape
architects team, previously working at RGA Landscape
Architects for 15 years, he came to MSA when the two firms
merged in 2018 with a passion for success. He is a seasoned
project manager with a consistent track record of success in
the management of a broad range of landscape architectural
projects. He is knowledgeable in project phases and

extremely -low -water -requiring landscape with state-of-the-art irrigation controllers and lighting. Responsibilities included

Work Plan / Methodology:
Civil Engineering was the core service of MSA Consulting in its inception in 1976. The
Planning Department was formed in 1992, Environmental Services in 2001, GIS Services
in 2005 and Landscape Architecture in 2017. The firm has a solid reputation for
excellence, honesty and quality that is reflected in a 95% rate of repeat Client and referral
business. The tightknit team of Engineers, Surveyors, Land Planners, Environmental
Planners, and Landscape Architects collaborate and work directly with public agencies,
tribes, non-profit organizations and private landowners. Over the last 40+ years MSA has
transformed these stake holders' visions into reality that positively impacts the
surrounding neighborhood, municipalities and enhance their surrounding environment.
MSA's skilled technical team is responsible for calculations, creative problem solving,
conceptual and final design, project management services, subconsultant coordination,
agency collaboration and plan processing; many projects are overseen from due diligence
and environmental analysis through agency approval and finally construction. This
breadth of services ensures that any analysis incorporates the perspective of several
areas of expertise resulting in a solid set of construction documents.
MSA is positioned so that its teams can immediately start any project in the Coachella
Valley with a strong understanding of the staff within the local County and Cities. The
team is familiar with the local issues involved and the context under which any alignment
must be undertaken. MSA is also very familiar with the intricacies of private Club's
Management and Operations to help establish solutions that will be acceptable to all
parties involved.
Each proposal will be examined and MSA will prepare a clearly defined scope of work
and ensure a complete understanding of the individual project needs. MSA will determine
the factors involved and perform a preliminary review of the information provided by the
District along with supporting data, providing any applicable recommendations to the
District. MSA will then develop a realistic pricing estimate to include the labor and other
direct costs associated with the individual project, always taking into consideration any
applicable cost saving measures.

Integrated Collaboration:
MSA is experienced at identifying potential impacts at the beginning of the project
analysis and providing quality advice to address impacts up front and minimize problems
later in the process. The company's strengths lie in the diverse company -wide expertise
and collective understanding of planning from both policy and physical standpoints. The
project description can mitigate a majority of potential impacts when addressed early in
the process.
Meetings and Hearings:
MSA, and its subconsultants as needed, will attend MSWD project team meetings, Public
agency meetings, Utility and private boards (HOA) or group discussions in the document
preparation as well as scoping and pre bid consultation during the public bidding process.
Reimbursable Expenses:
Reimbursable expenses include all print reproduction requests as well as postage,
certified mail and delivery charges for document distribution. These will be invoiced at
cost.
Project Management Tools
The set of techniques and methodologies used by MSA to manage projects are governed
by the high level of complexity and low error tolerance on representative projects. To
make sure that scopes for every project are completed in a timely and professional
manner, MSA's project management will include the following processes.
Contract Administration
Each individual agreement is managed separately to ensure compliance with its specific
requirements. Special attention is given to project milestones, confidentiality clauses,
financial reporting, insurance, and other requirements unique to each entity.
Project Initiation
Project Manager heads a project team kick-off meeting at MSWD to include, at a
minimum, communication protocol including frequency and location of project progress
meetings; chain of command within both the agency and design teams; Preliminary
Project schedule; Clarification of scope items and any expectations not expressed in the
RFQ; known public and private concerns to be addressed; data collection from Agencies;
identification of all permits required, and other items as applicable.
Project Timeline
A timeline is prepared to identify project milestones and setting a date for each package.
Microsoft Project software is used at project initiation and is updated as needed
throughout the project. Tasks, resources, project interdependencies of events and tasks,
and constraints are identified and updated as the project progresses. The resulting Gantt
chart easily displays the critical path, project schedule and project status.
Resources
All resources are made available to get each job done, on time, and on budget. All
necessary support needed to complete each task will be provided in-house or through
sub consultants under MSA direction.

Coordination
Coordination with agencies and subconsultants necessary to properly design the project
elements and create successful projects.
Public Notification and Involvement
When appropriate, notify and engage the public of the project, and continue
communication throughout the project.
Quality Assurance/Quality Control
MSA has an established QA/QC program to ensure deliverables are complete, accurate
and withstand internal peer review. This Program provides a strategy and framework for
continuously improving performance across the full spectrum of services. MSA personnel
consider it his/her responsibility to follow the procedures set forth in MSA's Program, as
well as using common sense and good judgment during all facets of work.
Documentation
MSA understands the ethical responsibility to approach any design or analyses with
integrity and knowledge while striving to protect the public or private parties' relevant
interests. A pragmatic approach with reliance on technical studies and information is
required to obtain complete and accurate project details. Attention to detail of every
aspect of the project will be given to schedules, budgets, contract documents, permit
requirements, project inspections, reports, journals, photo documentation, payroll
verification, change orders, and every other aspect provided within the scopes of work.
Financial
Effectively works with project support staff to monitor and control managed projects to
achieve financial targets. Team members will have the ability to effectively monitor the
budget of each project using accounting software that will track the budget at a detailed
task level. Project reports can be generated at any time to measure project performance
against each individual project budget.
Mentoring
Mentors and coaches project team members and provides constructive feedback on team
member performance.
Relationships
Maintains good relationships with MSWD personnel, agency contacts, consultants,
subconsultants, and project team members through continual communication and
coordination.

Preparing feasibility studies for new, renovation, and alteration projects.

Develop landscape themes and concept drawings which are consistent with the City's
water conservation goals and objectives.

In-person review of existing site conditions for grading issues, utilities, and other
existing site improvements.
1.6. Utility Coordination
Utility coordination, identify points of connections and coordinate same through
affected utility providers, and obtain all necessary clearances from affected utility
providers.
1.7. Conceptual Planting Plan
Prepare a conceptual landscape plan, planting plan, and final color rendered
preliminary plan for review by staff and final presentation.

Processing assigned projects for the City entitlement, including but not limited to

2.3. Engineer's Estimates of Probable Costs
Identify appropriate bid items and quantities. Project estimate shall match the project
specification bid schedule.
2.4. Project Specifications and Bid Documents
Detailed project description, preparation of bid schedules, bid item descriptions,
payment methods, special provisions, technical specifications, and any specification
detail sheets or standard plans.
3.1. Responding to Requests for Information (RFI)
Respond to all RFI's and provide clarification on plans as necessary.
3.2. Pre -Bid Meeting Attendance
Attend pre-bid meeting(s).
3.3. Construction Oversight and Inspection
Review of final installation of all plant materials and irrigation coverage.

Tahquitz Medians I Palm Springs, California
A median Island Turf Conversion and Landscape Enhancement project consisting of
removal of all lawn, existing palm trees and associated irrigation system, replacing with
architectural, curved retaining walls with a mixture of both native and lush, colorful, water
friendly landscape emphasizing the importance of the corridor with the introduction of
sculptural and paving elements to highlight the cultural past of the area.
The landscape design was derived from meetings
with the local tribe and City officials to deliver a
water efficient, attractive, and sustainable design
for the City and its residents. Project was

Mayflower Park I Blythe, California
RV campground expansion and revitalization project. Working with the City of Blythe,
County of Riverside, and Campground Operations. Project includes a realigned entry
introducing the local historical culture by replicating the Desert Intaglio design located in
nearby protected native desert areas. New day use picnic and BBQ areas were also
added for amenity for visitors.
Project was constructed over the period of almost one year with success in both meeting
schedule and budgets. The completed project was well received by the City of Blythe,
Riverside County, and the residents of the surrounding community, becoming a must see
for visitors and people passing through.

This retail development is located on the prominent corner of Jefferson Street and Avenue
50th Street. The location is positioned as a welcoming statement for the City and a social
gathering area for customers and neighboring residents. Resort -style Date Palms anchor
the intersection, providing shade for casual seating and fire features. Nearby restaurant
seating lines the contemporary buildings, adding to the inviting street scene.
Project has been approved by the City of La Quinta to move forward with final construction
documents. The owner is currently working with retail partners as the final drawings are
developed.

Portola Avenue & Magnesia Falls Median Improvements I Palm Desert
This City corridor beautification project included two prominent locations within the City
of Palm Desert. The goal was to respect the designs previously implemented by the City
while creating a flagship design, consistent with a world class resort town. Collections of
random desertscape blended with architectural rhythms of succulents and signature
stonework created a memorable entry to the City. The design consisted of low
maintenance, low water use plants mixed with varied crushed stone and flagstone
elements to create a new iconic look.
Design was approved both through CVWD & the City of Palm Desert. Drawings are
currently out to bid.
