Enclosed is Albert A. Webb Associates' (WEBB) proposal to provide On -Call Landscape Architectural Design Services
for the City of La Quinta (City). The City needs a trusted and experienced team to manage and lead any and all of your
landscape architectural design needs.
Our proposal reflects an experienced technical team who is strong in all consulting services required for your various
projects. WEBB's Team of landscape architects and landscape designers are embedded with the engineering services
of our firm which allows us to understand the various technical aspects of what it takes to get projects processed,

Jeff Hutchins has three decades of experience as a landscape architect.
Jeff's aspirations are exemplified in his development of green infrastructure
on every project that comes in the door. By emphasizing "One Water," the
comprehensive approach of managing water in an environmentally, economically
and socially beneficial manner, he strives to create self-sustaining landscapes.
He oversaw the construction of some of the most visible projects, including
SoFi Stadium (Lake Park), Dodger Stadium, Hillcrest Park, Vista Hermosa
Park, Los Angeles River Greenway Trail, Ishihara Park, and several
stormwater projects funded by local ballot measures, including the
LA Zoo parking lot, Westside Rainwater Park, and South LA Wetlands. The City of
Los Angeles Bureau of Sanitation, the AIA -LA, ASLA-SCC, and APACA recognized
Jeff for his leadership in stormwater design at PALAPA, an annual assembly

Brian Knoll, PE - Principal -In -Charge
Chief Operations Officer
Brian Knoll, PE, is WEBB's Chief Operations Officer. Brian has been responsible
for the design and direction of capital improvement projects throughout southern
California. Brian's expertise lies in planning, design, and construction oversight
of water and wastewater facilities. Brian has been involved in numerous large
multi -discipline water and wastewater projects including the City of Riverside's 26
MGD expansion of their water quality control plant, the 14 MGD expansion of the
Western Riverside Wastewater Treatment Plant, and the 6 MGD expansion of the
Cali patria Water Treatment Plant. He has worked extensively with the City of Imperial,
Western Municipal Water District, Golden State Water Company, the City of Corona,
Crestline Lake Arrowhead Water Agency, Eastern Municipal Water District, the City
of Riverside, and WRCRWA. Brian has also worked closely with other engineering
partners such as CDM Smith, Black & Veatch, and CH2M Hill. His macro style in
water resources leadership coupled with a practical approach, enhances Brian's
standing within the firm and the industry.

Project Understanding and Approach
It is understood that project scope and size will vary depending on the City's needs. WEBB will provide the services listed
in the RFP including preparing for and attending meetings, providing studies, preparing inventories of existing landscape
conditions, developing concept drawings, coordinating with user groups, processing projects, providing construction
support, and preparing project renderings. Our longevity of experience with these scope items, including the engineering
needed for the entitlement process, makes our services reliable and trusted. Once a project is assigned, WEBB will
request a team meeting to discuss the goals and expectations of the deliverables. A list of materials needed to do the
work will be compiled and responsibilities as to who gathers those materials will be assigned. An estimated cost to
perform the work will be provided should it be requested. Scheduling is important and will be a discussion item before a
final schedule to complete the work is submitted.
Scope of Services
WEBB can provide the scope of services listed in the RFP. The Landscape Architecture Department can
call on other departments within WEBB to assist with individual specialty assignments as requested. Larger
comprehensive projects such as master plans, park plans, planning studies, etc., would require more detailed
scope items as listed below.
Typical project scope of work items:
Site Information
The Consultant shall utilize the site information provided by the Client to develop the landscape design. Information
shall include topographic surveys, utility information, development conditions, project program, project requirements,
technical and legal information about the site and Client requirements as applicable prior to the start of the work.
The Consultant shall proceed with the work of each phase only upon authorization by the Client. The Consultant's work
will include:
Master Plan
The Consultant shall work with the design team to prepare a master plan concept design for the site showing the overall
design intent, major design features, and preliminary selection of materials as needed for preliminary approvals, pricing
and coordination. Work shall include:
1. Review of site information including previous planning studies, site drawings, specific plans, Environmental
Impact Report documents etc.
2. Conduct a preliminary site visit and prepare site documentation of observations.
3. Attend project kick-off with Owner, Client and other consultants to review project schedule, goals and
expectations.
4. Attendance at bi-weekly meetings/teleconferences with the Client and/or the design team to refine the project
program, technical issues and design direction.
5. Attendance at presentations with the Client to obtain feedback on design direction, review of materials, client
approvals and other project needs.
6. Preparation of site analysis drawings that may include: <circulation, grading/drainage, existing vegetation,view
corridors, cultural elements and other key features.
7. Preparation of master plan design drawings for the project showing the layout of paving, steps, ramps, walls,
fences, gates, planting, site furniture, water features, pool, spa, shade structures and other major site elements.
The drawings will include illustrative plans and sections/elevations to convey the design intent and describe the
proposed materials.
8. Preparation of inspiration images to help convey the intent of the design.

Design Development
Following approval of the schematic design plan by the Client, the Consultant shall proceed to refine the design with
particular attention to the interface between the site work and the buildings. Certain elements of the site design may be
incorporated in other consultant's documents.
The Consultant's work will include:
1. Development of a preliminary materials and layout plan, plan enlargements, preliminary details, and sections and
elevations for site features.
2. Materials presentations for site elements.
3. General layout of planting by plant character, growth characteristics and size and research on the availability of
the proposed plant species and sizes.
4. Preliminary selection of site furniture and planter options.
5. Review and comment on the Civil Engineer's site grading and drainage plan related to aesthetic issues of
grading and drainage.
6. Attendance at meetings with the Client and the consultants to coordinate the design and technical issues related
to the site work.
7. Preparation of outline specifications for landscape sections.
8. Preparation of a preliminary irrigation diagram.

Construction Documents
Following the approval of the design development drawings by the Client, the Consultant shall prepare construction
documents to be used as the basis for soliciting bids from contractors for the actual construction of the project. The
Consultant's work will include:
Preparation of working drawings of the following:
Demolition plan showing the removal of existing items on the site as required for the new development.
Layout plan showing dimensions for landscape elements not included in other consultant's drawings.
Construction plan calling out elements on the plans for the different trades.
Construction details, enlarged plans, sections and elevations for materials and other hardscape
elements.
Irrigation Plan utilizing existing equipment as much as possible, downstream from the point of
connection, including the location of main lines, laterals, heads, valves, and controller. Irrigation
details for the system from the point of connection.
Planting Plan to include the number, location, species and size of all plants. Development of
planting details.
Preparation of landscape specifications for construction drawings described above in 1A -D.
2. Preparation of planting, irrigation plans and water calculations for review by appropriate local agencies for
approval. Revisions to these documents to obtain approvals.
3. Review and comment on the Civil Engineer's fine grading plan for consistency with design intent.
4. Review of the Structural Engineer's documents for consistency with design intent.
5. Review of the Lighting Designer's fixture cuts and details for coordination with landscape improvements.
6. Review of the Mechanical/Electrical/Plumbing Engineer's documents for consistency with design intent.
7. Review of the Site Graphics Consultant plans and details for coordination with landscape improvements.

8. Review and coordination of project Water Feature or Pool Consultant on site water feature concepts. WEBB is
not responsible for any waterproofing design or material.
9. Preparation of materials, planting and irrigation plans for plan check submittal. One revision to the documents
for approvals.
10. Attendance at meetings with the Client and consultants to review the progress of the construction documents
and discuss design, coordination, schedule and cost issues.

Bidding and Negotiations
During bidding the Consultant will assist the Client in attempting to obtain bids and assure compliance with the
Construction Documents. As a part of this work the Consultant may:
1. Review subcontractor's bids for general conformance with the scope of work. It remains the responsibility of the
contractor to prepare a full and complete bid for the work.
2. Respond to Requests for Information (BFI's) during the bidding process.
3. Issue Addenda drawings as required.
4. Attendance at one meeting with proposed bidders.
Construction Administration
During construction the Consultant will assist the Architect in attempting to assure compliance with the construction
documents and address problems that may emerge during construction. As a part of this work the Consultant may:
1. Attend a pre construction meeting with the selected contractor or sub -contractors.
2. Review and respond to product and material submittals and shop drawings.
3. Respond to Requests For Information (BFI's).
4. Issue Bulletin drawings as required.
5. Review applications for change orders and contractor's progress payments.
6. Approve the plant material through photos for conformance to the specifications.
7. Conduct <one> tree nursery visit. Trees selected by Consultant are based on form, size, species and character
and not inspected for overall health.
8. Provide a maximum of <#> site visits during the landscape construction phase to determine whether the
construction of site elements and installation of the planting and irrigation are proceeding in accordance with
the Consultant's design intent and the contract documents.
9. Prepare site visit report of Consultant's observations of the progress of the landscape construction. Based on
observations at the site the Consultant may recommend rejection of work for failure to conform to the contract
documents.
10. Provide project walk through following construction and develop a punch list for project completion.
The Consultant shall try to secure compliance by the contractor to the construction documents. The Consultant shall not
be responsible for construction means, methods, techniques, sequences, or procedures. The Consultant shall not be
responsible for the contractor's errors or omissions or failure to carry out the work in conformance with the construction
documents.

The Western Gage Median Park project consists of transforming a 0.14 -acre median lot into a re -imagined, vibrant
neighborhood park. The median lot is located at the intersection of Western and Gage in the Canterbury Knolls area of
South Los Angeles. The WEBB Team is working with the Los Angeles Neighborhood Initiative (LANI) to bring additional,
accessible green space into a park -poor, densely populated urban community.
Requirements for the project have included:
Developing a working relationship with community stakeholders, specifically the Western Gage Median Park Project
Steering Committee (PSC), a Project Team composed of city department representatives involved in the project, and
LANI staff.
• Leading a Walking Tour of the Project Site with the Western Gage Median Park PSC, Project Team, and LANI Staff.
• Participating in PSC meetings and public community meetings to obtain input on project development.
• Obtaining approval of plan check from the City of Los Angeles' appropriate departments, including Recreation and
Parks, for construction documents.

WEBB is currently working with the Los Angeles Neighborhood Initiative in providing a Green Study which has the
following objectives:
Cleaning/weed abatement/greening of area
Removal of unnecessary items — i.e., weeds, trash
Encourage local homeowner upkeep of their properties. (This may not be included in the street right of way. As such, it
should be defined that it is up to the neighborhoods to adopt the recommendations)
Create a sidewalk, trail, or path on La Cienega Boulevard connecting Obama Boulevard to Kenneth Hahn Park
Greening Plan
The first three objectives will be obtained by evaluating the current conditions and providing a Maintenance Plan and
Guidelines. The fourth and fifth objectives will be achieved by evaluation and planning. Most Greening Plans are prepared
at an urban core scale. The objective of these documents is to establish a plan to open up the existing built environment
with greener alternatives such as parks, trails, greenways, etc.

WEBB provided ATP application preparation services to the Los Angeles Neighborhood Initiative for Boyle Heights and
Fashion District/Pinata District, DTLA project in Los Angeles.
WEBB was tasked with preparing vicinity/location and route maps, as well as disadvantaged community boundary maps.
We determined the project sub -type percentages and provided project details. Additionally, we prepared project layout,
conceptual plans using aerial photos, typical cross-sections with existing and proposed conditions, heat -maps, area
collision map and reports. We collected traffic counts/traffic studies, warrants for new traffic signals, and coordinated
and attended relevant meetings. Finally, we provided design services for flyers and project renderings.

Green Valley Park will be the largest park to date in
the City of Perris. At 30 acres, this park will serve the
southern half of the City. It will be successful by not only
being used efficiently and being a popular destination,
but by being a functioning park that gives back. We are
proposing some green infrastructure that will help with
storm water management. The park's location to the San
Jacinto River lends itself to local flooding during a large
event. While it has been rough graded to maintain a 100 -
year flood event, the challenge was to design without the
park looking like a detention basin.
The perimeter of the field is designed to divert flow away from the play area, reducing the amount of sediment while
increasing percolation. We also want to increase biodiversity to attract uncommon visitors to sports parks such as birds
and bugs, and the people that study them, such as students and nature observers. Park sites with more biodiversity
produce healthier plants requiring less water and maintenance.
Establishing a culture, or a sense of place for the park is important for continued visitation. Drawing from the local airport
and San Jacinto River as inspiration gave way to flowing lines to start detailing the park elements. This inspiration is
realized in the walkway layout, restroom/snack bar, maintenance building, shade structures, discovery playground, skate
park, and ultimately, an overlook observation deck. The deck cantilevers out from the upper level over the playing fields
revealing an optimum location to spectate the games. The deck is also adjacent to an event lawn space for smaller
concerts or large group gatherings. The lower baseball fields were designed with plenty of space between the fields
for teams to gather waiting for their games, or for small events where push carts or booths could set up for festival
events. Lighting throughout the park enables extending festivities into the evening. Trail connections are also provided to
connect the exercise circuit in the park to the regional systems along the drainage channels that eventually lead to the
San Jacinto River.
Currently, the park has an $11 million budget, and we are assisting the City of Perris to acquire another $5 million in grant
funding for new park land.

This WEBB Team prepared Bridging Documents for the Esperanza Cabins Design/build project in Rancho Jurupa
Regional Park. The basis of the Bridging Documents will be the Feasibility Study dated 8/5/2022. The purpose is to
prepare a package complete enough to convey the goals of the County's for the construction of three cabins and
associated site work.
The bridging document package will include the following:
1. County's program for the project.
2. County's design requirements for the project and related documentation.
3. County's sustainable objective for the project.
4. The project's physical characteristics.
5. County's budget for the cost of the work.
6. County's design and construction milestone dates.

WEBB has been successful in planning and executing variety of work samples that range from multi -tract residential
developments such as Green Valley, industrial developments such as Rider Industrial and Perris North/South, and
commercial/residential developments such as Crossroads North. The projects mentioned herein all have started from
Recycled Water Use Plans (RWUP) that have all been prepared by WEBB's Landscape Architecture team in collaboration
with our in-house Water Resources department of civil engineers. All projects mentioned have also branched out to
multiple Recycled Water Use Exhibits (RWUE) that have each presented their own unique challenges dealing with phasing,
the need for temporary inter -ties with future connections, dealing with providing recycled water to individual commercial
pads via a single meter and more! Facilitation of this process has been streamlined by WEBB due to our civil engineering
and landscape architecture services being under one roof.
Following the RWUE, WEBB is typically responsible for the development of the Recycled Water Irrigation Plan and plan
check services. As the final plan prior to construction, this plan is also made relatively simple since we typically know
where our constraints originated. Having been through so many of these RWIPs for a much larger list than the relative
projects provided we have an excellent understanding of all components that need to be included in this plan. We have
worked with basically every agency in the EMWD service area that also reviews the RWIP and are well -aware of the
additional requirements and standards associated with each of the agencies.
