Our track record and proven experience are your assurance that we can address your landscape architecture consultation needs in a timely and accurate fashion. This Statement of Qualifications highlights our experience and methodology and includes the qualifications of our highly professional staff. We also provide on-call landscape architectural services to many additional public agency clients throughout Southern California, referenced in our submittal. We understand that the City is looking for a well-qualified landscape architectural firm that has extensive experience with a wide range of projects and tasks to provide services for a variety of upcoming Capital Improvement projects. With this proposal we will demonstrate that our firm has the skills, experience, and capability in providing the services requested by the City. Our relevant experience highlights the diversity and range of public agency projects Architerra has recently completed. (public buildings, parks, streetscapes, medians, etc.) Included within each project description is the reference and contact information for that project. Our developer housing experience in the area also includes The Premier Collection Tract 24890-2 in La Quinta for Capital Pacific Homes. We also prepared PS&E for the model homes, typical front yards, HOA, open space and median islands for Traci 32398 in La Quinta for Forecast Homes. We are a full-service landscape architectural firm with 31 -years of experience. The company was formed in 1991 and is currently staffed with 16 professionals capable of providing a full range of landscape architectural services in-house. There are six California licensed landscape architects on staff. Our proposed staffing would include Richard Krumwiede, President; Gregg Denson, Director of Design; and Peter Dalman as your project manager and main point of contract for awarded projects. Our staff is free of any conflicts of interest with the City. ADG'S BACKGROUND, QUALIFICATIONS, AND EXPERIENCE Company Overview Architerra Inc. dba Architerra Design Group (ADG) is a design -driven, client service- oriented, fully insured professional landscape architectural and site -planning firm, licensed in California, Arizona, Oregon, New Mexico, and Nevada. Richard Krumwiede, a licensed Landscape Architect, established the firm 31 -years ago and has over 40 -years of personal experience in the landscape design and construction industry. Mr. Krumwiede provides design oversight, and the office operates under the umbrella of his California Landscape Architect License #2834. ADG is a certified Small Business Enterprise (SBE). Tax ID 33-0890993, incorporated in 1991 in the State of California #C2209315. We are not a subsidiary of any other companies. One of our main goals is to service our Clients' needs by producing cost effective, innovative design solutions. By developing strong design concepts, we are able to achieve this goal and successfully guide each project from the initial design phase to final construction. We constantly strive to exceed expectations, as we work closely with all of our Clients to produce sustainable projects of lasting value. We are not new to California's landscape water use realities, and our extensive experience includes being at the forefront of water -wise, drought tolerant and California Friendly landscape architecture planning and design. We also provide low impact drainage solutions to encourage ground water recharge, thereby reducing water consumption. We are experts in AB 1881 requirements and are current with all the updates to the MWELO (Model Water Efficient Landscape Ordinance). We are called upon by networks and conferences to present landscape design topics relevant to the California drought reality. We are highly qualified and recognized by public agencies and private developers for our award-winning expertise. For instance, our recent work in the desert communities includes winning the 2021 American Society of Landscape Architects Merit Award for Desert View Conservation Area in Joshua Tree, in the "Land and Water Reclamation and Conservation" category. Statement of Qualifications We have a highly trained staff of 16 landscape design professionals and adequate resources available to meet and exceed client expectations for project deadlines and deliverables. Our team will consist of Richard Krumwiede, President Principal in charge, and Gregg Denson, Director of Design. We have five project managers available for assignment, all of which have public agency experience. Peter Dalman would be our primary project manager and point of contact. However, with four additional experienced project managers available, we can accommodate any workload depending on the timing needs of the City. Resumes included in Section 5. We do not contract out any of our landscape architectural services. On occasion we may need the assistance of other disciplines, typically on park projects. (i.e., designed restroom (not prefab), picnic pavilion structures/overheads (not prefab), custom monument signage, or if our client lacks a topographic survey for our use in creating base sheets, etc.) We have included the resumes of our Sub Consultant Team: SVA Architects, Inc. PUBLIC BUILDINGS Arrowhead Regional Medical Center, Colton (2021 -current) The County of San Bernardino contracted ADG to design a phased approach conceptual master plan as a part of the redesign and rehabilitation for the Arrowhead Regional Medical Center Campus. The goals were to create a unified campus landscape design which utilized cost effective landscape, hardscape and softscape solutions that are attractive and resilient, utilizing low maintenance and low water use materials, that would enhance the appearance of the overall campus facility. Landscaped areas included street frontages, courtyards, building frontages and parking lot islands and fingers. Our scope included the design for the three main areas slated for renovation. ADG prepared and refined the formal master plan including sections, enlargements, and 3D renderings. Upon design approval from the medical center board, ADG then prepared the construction documents for all three areas in the phased approach. This project is in construction. Email: Monir.Abdo@res.sbcounty.gov Inland Empire Health Plan (IEHP), Rancho Cucamonga Campus (2018-2020) The IEHP (Inland Empire Health Plan) Campus covers approximately 51 -acres in Rancho Cucamonga CA. The site has two large office buildings with landscaped parking areas and a central landscaped core sitting between the buildings. IEHP wanted to create a unified campus that emphasizes the ideas of health, well-being, personal and social communication, and the ability to disconnect from the traditional office environment. ADG was contracted to design the central 5 -acre open space between the buildings to create a dynamic, sinuous landscape. The design focuses on positive health and well-being, productivity of business meetings, enhancement of practical problem -solving team skills, development of personal and social communication, and the ability to disconnect from the traditional office environment. Amenities include sheltered outdoor meeting space, outdoor learning and development areas, open air amphitheater with seating, water feature, garden scenes, shaded walking and talking paths and casual eating areas. City of La Quinta RFP On Call Landscape Architect (CLQ042523) Page 4 of 23 To contribute to their wellness plan vision, plans include two well defined `Wellness Walking' loops, a 1 -mile -long exterior loop around the perimeter of the site, and a 0.8 - mile interior walking loop for employees of all physical abilities. Email: richard.fleig@iehp.org Rancho Cucamonga City Hall (2017-2019) Relative to decreases in available water, and an increasing awareness of water conservation efforts the City wished to re -design the landscape and irrigation treatments at City Hall to incorporate water wise landscaping and water conserving irrigation. The City's goals included: to operate in a more environmentally sustainable manner, to reduce landscaping maintenance needs and costs, to design sustainable outdoor spaces that are functional, maintainable, environmentally sound, cost effective and aesthetically pleasing, and to have a landscape that serves as a positive model for the community, and integrate appropriate educational opportunities into the design. To achieve the City's goal for renovating their Campus, ADG provided an evaluation of the site, a water audit of the existing facilities, and prepared a Conceptual Landscape Master Plan (CLMP) for the renovation of the entire Civic Center. We were then retained to prepare construction documents based on the approved conceptual plans. Email: Steve.relph@cityofrc.us NEW PARK PROJECTS & RECREATIONAL FACILITIES Civic Center Amphitheater and Park, Moreno Valley (2018-2021) ADG was contracted by the City to prepare the conceptual design and construction documents as the prime consultant for the 8 -acre Civic Center Municipal Amphitheater. Conceptual designs for the outdoor amphitheater include a fully operational public performance stage, terraced seating for 500-600 audience, and an informal sloped lawn area for potential overflow seating. Theater design includes ADA vehicular and pedestrian accessibility along with ADA seating within the theater. Other amenities include an informal lawn play area along with a sloped lawn area for the Annual Moreno Valley Snow Day and Holiday Festival. Our design also includes a "front of house" control booth for theatrical stage lighting, audio, and video production. Backstage accessibility includes production and maintenance vehicle access for production load -ins and strikes. A primary paseo provides ample room for City events and vendors, while connecting to existing paseos at the Civic Center complex. ADA accessible restroom facilities are included in the design and are readily accessible from the theater seating area. Planting City of La Quinta RFP On Call Landscape Architect (CLQ042523) Page 5 of 23 will include a plant palate of native and drought tolerant ornamentals and climate appropriate shade trees. This project is complete and used by the community of Moreno Valley. Email: henryn@moval.org The Desi (Arnaz) House Park, Eastvale (2017-2019) ADG provided program development, community outreach and a final master plan for the historic 4,400 s.f. Desi House and surrounding 2.5 -acre proposed park space. Originally designed by Desi Arnaz ("I Love Lucy"), to reflect his childhood home in Santiago, Cuba. JCSD acquired the Desi House and it's 2.5 -acre surrounding site with the intent of further restoring the Spanish Style home and developing the surrounding site for use by the Eastvale community. After research and site analysis, ADG designed and implemented a community charrette process to assist JCSD in gaining consensus for the best "program uses" which would minimize neighborhood conflicts, while providing the highest use opportunities of the site for the Eastvale community. ADG hosted community workshops to create a use matrix for the development of the communities "preferred site use program." ADG then developed site design alternatives for presentation to District and the community, which were then refined into a preferred master plan for the property and its adoption by the community and JCSD. Additionally, ADG prepared the construction and bid documents. This project is complete and used by the community of Eastvale. Email: ccollins@jcsd.us Uptown Park Performing Arts Center, Yucaipa (2017-2019) ADG prepared conceptual design and construction documents for the new 20,000 sgft. urban plaza area at Uptown Park. This new urban plaza area will serve as a venue for the City's various music festivals and special events. The design was to be original, creative, artistic, and cohesive with the established design of the new performing arts building. Amenities include: an open-air stage, monument wall, art plaza, lighting and electrical infrastructure, planting and irrigation, and the future installation of a plaza shade structure. This project is complete and used by the community of Yucaipa. Email: ptoomey@yucaipa.org Phil and Nell Soto "Nature" Park, Pomona (2018-2020 Winner of the American Society of Landscape Award for Park and Recreation design, ADG prepared conceptual design and construction documents for this new 1.76 -acre park site is located in the Wilton Heights Historic District of Pomona. The completed design for this passive nature -oriented park was developed from the approved Rivers and Mountain Conservancy (RMC) "Project Development Plan." ADG provided oversight and multi -agency coordination with the City of Pomona, the RMC, and Southern California Edison, to obtain community decision input. In addition, ADG conducted community outreach meetings with City staff, complete with our in-house Spanish-speaking translator. We prepared the design, construction documents, and construction administration. This park is now frequented and enjoyed by the community. Email: Matt_Pilarz@ci.pomona.ca.us PARK RENOVATION PROJECTS Desert View Conservation Area, Joshua Tree (2015-2020 Winner of the 2021 American Society of Landscape Architects (ASLA) Quality of Life Merit Award in the Land and Water Reclamation and Conservation category. ADG prepared the master plan and construction documents for three parking lot/staging areas, prefabricated restroom, primary trail (2.1 miles) and secondary trail (1.2 miles), three shade buildings with informational/interpretive signage, a rock outcropping view platform, and a number of small trailside kiosks placed throughout the DVCA to highlight various elements observed onsite. Eight small informational kiosks with roofs and benches are stationed along the trail at various points of interest. These kiosks provide information on desert flora and fauna, geology, Native Americans, historic use by early pioneers, and modern methods to conserve water resources in desert environments. Additionally, the schematic plan includes mile markers and way finding markers placed along the trails at appropriate intervals, trash and recycling receptacles, benches, picnic tables, and an entry monument. Email: phil.krause@sdd.sbcounty.gov Hamilton Park Renovation/Redesign, Pomona (2020 -current) ADG prepared a comprehensive plan to renovate the existing Hamilton neighborhood park providing updated and expanded, active and passive recreational, resources to a diverse, underserved community. Proposition 68 Grant funding along with bond money from Measure A and W, provided the funding for this park design. The sustainable design was achieved using drought tolerant, native plants and trees, recycled materials such as decomposed granite, locally mined boulders and aggregate, and LID design strategies. The park design features a bioswale and rain garden planted with California Natives for ground water recharge and permeable concrete pavers are used for hardscape at the new heavy timber shade structure and prefabricated restroom. Carbon sequestration goals were achieved with the retention of the healthy existing trees along with the addition of 51 additional including 36 screen trees, 7 deciduous canopy trees and 8 flowering accent trees. Additional amenities included back-to-back basketball half courts, bench seating, monument signage, two multiple age group play structures, picnic areas and horseshoe pits. Email: rene_guerrero@ci.pomona.ca.us Memorial Park, Upland (2021-2022 Architerra was tasked with creating the conceptual master plan for Memorial Park in Upland California. The goal was to modernize the layout of the 40 -acre park to offer cohesive design and improved contemporary amenities serving to increase the active use of the park, while paying homage and highlighting the tradition and history of this iconic urban park. Additionally, ADG utilized CPTED (Crime Prevention Through Environmental Design) to create a safe and attractive park space, and a decrease in unsanctioned uses of the park. Memorial Park is bordered by Foothill Boulevard on the west, Hospital Parkway on the south, San Bernardino Road on the east, and residential homes on the north. The park is 40 -acres, and current amenities include: two baseball fields, one softball field, basketball court, barbeques, picnic tables, picnic shelter, restrooms, skate park, and a playground. In recent years, the City has experienced numerous problems with transients and the homeless at the park, which interferes with the safety of residents and park goers. The current design of the park lacked cohesiveness regarding its layout and amenities. In addition, the City wanted a design that focused on the active user, to promote exercise City of La Quinta RFP On Call Landscape Architect (CLQ042523) Page 8 of 23 and health benefits for the community. The major streetscapes occurring in phase one included the east side and center median islands of Highland Springs Avenue and Wilson Street. Additionally, the project streetscapes included seven neighborhood entry streets and median islands. ADG provided the design and construction detailing for the primary and secondary community entry monuments, as well as the neighborhood entry monuments. Email: Donato.Ramirez@tripointehomes.com Atwell Phase Two Streetscape and Medians, Banning (2021-2022) In Phase Two of the Atwell development - ADG prepared the design and construction documents for the following new streetscape and monument signage for Tri Pointe Homes in the City of Banning "Highland Home Road" Reverse Frontage Streetscape Areas, including median islands, parkways, and landscape setback areas, extending north from Wilson Street to the southwest corner of Meadowline Way. Design included one community entry monument located at the northwest corner of Highland Home Road and Wilson Street. "Meadowline Way" Reverse Frontage Streetscape Areas, including parkways, landscape setback areas and a water quality basin on both the north and south side of the street One community entry monument located at the northwest corner of Highland Home Road and Meadowline Way was included with the design. "Apex Street" Reverse Frontage Streetscape Areas, including parkways and landscape setback areas on both the east and west sides of the street, plus the reverse frontage parkways and median islands for the neighborhood entries. Email: Donato.Ramirez@tripointehomes.com City of La Quinta RFP On Call Landscape Architect (CLQ042523) Page 9 of 23 Duarte Median Turf Replacement, Duarte (2021-2022) Median Retrofit and Redesign - Huntington Drive: The City required a "typical" planting plan for the retrofit and redesign of the approximately 2.4 miles of Huntington Drive, traversing between Mountain Avenue east to Encanto Parkway. Median Retrofit and Redesign - Duarte Road: The City required a "typical" planting plan for the retrofit and redesign of the approximately 1.13 -miles of Duarte Road, traversing between Mountain Avenue east to Highland Avenue. ADG prepared a "typical" conceptual planting design for the two median islands highlighted below. While each area being addressed was unique, overall, the City desired turf removal within the specified areas, along with the retrofit and redesign of the medians as outlined, to be replaced with attractive water saving landscape designs. The final planting designs reflected a "typical" median island for each street and were used by City staff to implement the design within each median island. Typical design elements for both streetscapes/median islands included: reducing water usage, replacing existing turf by integrating native low water use California and adapted Mediterranean climate plants, the addition of colorful and interesting plants, and producing a design that was economical and that could be installed in phases. Email: chensley@accessduarte.com SDrina Road and ChampionshiD Drive Median Renovation, Moorpark (2016-2017 Project Location: The Spring Road and Championship Drive streetscape landscape renovation projects span a combined 5 -mile area, in the City of Moorpark. Project Description: The redesigned areas were predominately high-water use turf parkways. ADG prepared conceptual landscape plans, construction documents and specifications, assisted with the public bid process and provided construction oversight for the full landscaping along the designated medians and various improvements in the designated streetscape areas. Our services would normally include necessary fieldwork, surveys, plan preparation (conceptual design & construction documents), specifications, technical studies, regulatory agency coordination, and compliance with applicable regulatory codes. Additionally, we understand that services may also include submittal reviews and approvals during construction, performing periodic construction inspections, issuing required certification documentation, and providing detailed construction cost estimates. Prior to the start of the design process, we thoroughly discuss the Client's anticipated improvement cost for each phase of development. Based on this initial feedback, value -engineering studies are conducted to determine the actual improvements possible to maintain the budgetary constraints. ADG then carefully coordinates all phases of design development with the approved construction budget. This creates projects that are consistently constructed at or below the original estimate of projected cost. Cost Estimating Process In support of our Value Engineering process, ADG prepares "Statements of Probable Construction Costs" as required by the project's scope of services. The "Statements of Probable Construction Costs" are prepared using Microsoft Office Excel spreadsheets, which have been developed by our office over the last 31 -years to accurately estimate our project's costs. The office "master" is updated annually using bid data from our clients, contractor surveys, and material cost multipliers. "Statements of Probable Construction Costs" are generally prepared during the Schematic Design, Design Development, and Construction Document Phases for in-house and client review, and input. Quality Assurance Program Unlike larger firms, our modest size gives our Clients the advantage of working with an experienced principal from project start to finish, which increases the level of service and product quality throughout all phases of project development. Our office has developed project design standards, construction document standards, and cost estimating programs, which enable us to provide drawings and projects to our Client's, which are consistently higher than the "professional standard of care". Additionally, all projects are reviewed in-house for errors and corrections prior to Client and/or Agency submittals. Communication with our Clients, regarding their project's progress, is also a part of our quality assurance program. Clients are updated bi-weekly through written "Project Status Reports" prepared by the project manager. 90% of all of our business is either repeat business from established Clients or referrals from our Clients and Public Agencies. Scope of Work - "Sample" ADG generally completes the following Phases and Tasks as required for each project's completion. We may offer suggestions regarding a drought tolerant plant palette, irrigation design strategies, review safety concerns regarding the type of plants and hardscape, and design improvements for the surrounding community. We will also discuss the City's budgetary goals, and potential cost saving features for maintenance. During our site inventory, we would conduct a preliminary evaluation of the existing conditions. Our design would also include a preliminary cost estimate. We may also conduct community outreach meetings, or attend meetings with agency stakeholders (advisory boards, commissions, and City Council) to present our design. During the construction document phase, our project manager would direct staff in preparing a bid ready construction document package that would include: planting, irrigation, construction, demolition, water efficient worksheets (including assistance preparing the Turf Removal Application for CVWD) and a final cost estimate. We can provide agency submittals to the relevant departments, as needed for approvals. Deliverables would be submitted as 60%, 90% and 100% complete submittal plans for irrigation, planting, construction, cost estimates and specifications. Our plans are prepared in AutoCAD. We also use Bluebeam and can utilize the City's software systems as needed. During the construction support phase, we would assist the City with the bidding process, answer contractor requests for information, and prepare addenda as needed. We would include for time for construction observation meetings during the construction phase, provide punch list reports, review contractor progress payments, and provide the final project close-out punch list. The home was modeled after the late Desi Arnaz' boyhood home in Cuba. ADG designed and implemented a community charrette process and hosted community workshops to gather community consensus, prepared a conceptual master plan, construction documents and is assisting the District with the interior architectural renovation designs for the project. The design is cohesive and complimentary to the design of the new performing arts building and includes an open air stage, monument wall, and water feature synchronized to music, art plaza, lighting and electrical infrastructure, planting and irrigation, and a shade structure. Additional phased features may include: sculptures or art pieces for the art plaza and other shade canopy structures.
