Landscape Architecture
Landscape architecture is an integral part of DEA's interdisciplinary approach. Our
experience includes landscape architectural services for park & recreation areas,
outdoor amphitheaters, playgrounds, sports fields, trails, streetscape and

for over 25 years and most recently designed the landscape improvements along

Center Expansion, Cove Oasis/Lake Cahuilla Trail, Jefferson Street Parkway, and numerous median landscape improvements

Kim is a California registered, award-winning landscape architect, and client manager with
DEA. For the past 37 years, she has been responsible for landscape architectural design and
management on numerous projects throughout the Coachella Valley, including turf conversion
for La Quinta's Topax Area 3, design and planning for residential, commercial and industrial developments, parks, trails,
streetscapes/roadways, sports facilities, transportation corridors, structure aesthetics, schools and universities. She manages
large, multi -disciplinary projects including on-call services contracts for Caltrans, Walt Disney Imagineering, and our current
contract with the City of La Quinta.
Todd is a California licensed landscape architect with extensive experience in the public sector
throughout Southern California. For the past 34 years, he has been responsible for the design
and management of a wide variety of projects including neighborhood and community parks,
trails, campgrounds, streetscapes, and recreation centers. Todd has recently completed construction management services
for Cathedral City in addition to design services for the Palm Springs Demonstration Garden.

Heath is an award winning landscape architect with 26 years of experience in the design of
parks, playgrounds, sports facilities, and streetscapes. He has participated as a member of the
landscape architecture team for a number of major hotels in Las Vegas, Nevada. He was lead

landscape architect on large-scale preliminary designs that included schematic design, design development, preparing
construction documents, managing and coordinating design staff for production tasks, and producing conceptual design

Jon is a certified commercial irrigation designer (CID), water auditor, and a partner with the
U.S. Environmental Protection Agency's (EPA's) WaterSense program. For over 25 years, he
has worked on a wide variety of irrigation projects including trails, streetscape, interchanges,
parks, hotels, residential, and commercial developments. He is well versed in the regulatory guidelines associated with
AB1881 (Model Water Efficient Landscape Ordinance). Jon's experience in the Coachella Valley includes his irrigation design
efforts with Topaz Area 3 in the City of La Quinta, Ocotillo Park and the Cathedral City Community Amphitheater in Cathedral
City, Gene Autry Trail Gateway in Palm Springs, and Mission Springs Park in the city of Desert Hot Springs.
Kurtis is a landscape architect with experience in complex design projects for various clients
throughout the west coast. Projects and tasks included trail and transportation design, parks,
mixed-use urban development, wayfinding, 3D modeling, ADA upgrades, as well as his
experience with civil roadway design efforts. His past experience allowed collaboration on a variety of multi -disciplinary
projects.
Chosei Kusano is a California licensed landscape architect with experience throughout
Southern California. For the past 17 years, he has been responsible for the design and
management of a wide variety of projects including private residential, master planned
communities, apartment housing, recreation centers, and park projects. His skill set includes the preparation of construction
documents and detailing, computer/ hand color renderings, planting design and material specifications.
Skyler Flood is a landscape architect with design experience in the Coachella Valley as
well as Las Vegas and the Pacific Northwest. His unique knowledge of planting design
in various environments throughout the west coast allows him to partner on a wide variety
of projects including parks, streetscapes, commercial and residential developments.

Under an on-call contract with the City of La Quinta, r'
DEA landscape architects prepared conceptual and
final plans for parkway renovations along Miles Avenue
and Dune Palms Road. The design included the use of
inert materials including two complimentary colors of
decomposed granite, gravel, rubble, rock blanket and
desert accent plants providing year round color and
interest. Minor grading, wall improvements, irrigation
upgrades (existing main line was protected in place), and lighting improvements were provided. An adjacent retention basin
was also a part of the scope of services and included the removal of existing turf in favor of drought tolerant plant material.
DEA assisted the City in obtaining funding through the water district given the turf removal and irrigation upgrades.

final design for a new outdoor amphitheater and
multipurpose urban space and park for the City of
Cathedral City. Partially funded through a Land and
Water Conservation Fund grant, the $5.2 million dollar
Cathedral City Amphitheater and park provides a
dynamic stage origami music box design structure
with state-of-the-art lighting and sound, interactive playground, turf slopes, entry plaza, walkways, lighting, and restrooms,
The Amphitheater was carefully designed with considerations for use of the needs of a professional stage production. The
Amphitheater is the main venue to host several marquee City Events, such as the world famous Cathedral City Balloon
Festival and the Tex-Mex influenced Tejano Festival. The Amphitheater is also being recognized as a venue to be used in
conjunction with the large music festivals that are held in the Coachella Valley each year. This venue will provide a place for
performances and events within a space that is easily accessible to public transportation, walking and bicycling given its
nearby connection to the Coachella Valley's CV Link Project.

This project included the turf removal and demonstration garden at the Palm Springs International Airport in California's
Coachella Valley. DEA tasks included the design efforts for a 10,000 square foot demonstration garden immediately outside
the main terminal for the airport. This garden will demonstrate water -saving alternatives to the traditional turf lawns for home
and business owners alike. Inert materials of gravel and decomposed granite will delineate pathways for navigation through
the garden.

Club, a private golf course community. DEA's project
manager successfully managed the team in meeting
critical progress and submittal deadlines on this multi-
million -dollar project.

Springs and the Coachella Valley. The revitalization of this once vacant parcel of land into a unique oasis proved successful
in both function and form. It improved drainage, increased property values, and increased safety.

DEA was selected as part of a collaborative team to
prepare conceptual designs to highlight bridge
aesthetics for the Vista Chino Low Water Crossing
Bridge in Palm Springs. The project consists of the
design and construction of a new four -lane bridge
over the Whitewater Channel, approximately 2,300
feet long. The project is federally funded and will
require approval from the City, FHWA, and Caltrans. DEA's team began developing four distinct concepts for the bridge. Each
portrayed a theme that allowed for a unique yet appropriate representation of forms, textures, colors, and materials used
throughout the City. During this time, similar concepts were being developed for the Ramon Road Bridge in Cathedral City.
Because the Vista Chino Bridge is located on the border of Cathedral City, the need and desire for collaboration and input
was key to both agencies to convey a consistent theme. Upon completion of the four concepts, the DEA design team presented
to the Palm Springs and Cathedral City Arts Commission such that each team could consider the design elements, colors,
themes, and materials. Both Arts Commissions respectively provided guidance for our team to prepare a revised concept for
the Vista Chino Bridge that would focus on refining the concept .... a desire to keep the design simple while allowing west
bound vehicular traffic to focus on the mountain vista.

"Gateway" and introduction to the city. At the
preliminary stage, DEA developed 3 potential themes:
'Cathedralesque; to evoke a sense of the shapes and
feelings experienced in a cathedral; "Environmental',' drawing upon the unique plant life in the desert to create iconography
and forms; and "Spirit of the Desert',' using color and a sense of movement to define the esoteric nature of the desert. The
"Cathedralesque" theme was selected, and DEA used form, texture, color and lighting to further develop the concept to
provide a unique experience at the interchange.
DEA landscape architects provided master planning,
Proposition 84 grant coordination, and construction
documents for award-winning Ocotillo Park, a 5 -acre _
park in Cathedral City. Working closely with the city
appointed grant writer, DEA developed a plan for
active recreation facilities while considering the
incorporation of sustainable features such as recycled
materials, the use of decorative rock and decomposed
granite, 'Smart Irrigation' techniques, and drought��.7-

DEA has been working with, or for, the city of La Quinta for many years. We
have built strong relationships with staff and commission members including
local artists, and worked collaboratively with the community on consensus
building for various design tasks. We understand the environmental concerns
throughout the valley and are considerate of those aspects during the design
and construction process. Because of our vast experience throughout the
Coachella Valley, the City can depend on DEA to provide a talented team of
landscape architects that will act as an extension to your staff and thereby
meet your project needs and schedules.
Licensed landscape architect and project manager Kim S. Rhodes will lead the
design efforts and consistently communicate with the entire design team. The
project scope will be discussed and distributed to all team members, and will
include a project directory, communication plan, directives to staff, schedules,
CADD standards, design criteria, deliverables, an ftp address for project
documents, filing instructions for electronic and hard copies, and a QC plan.
The work plans for the task(s) will be executed from both the management and
technical aspects. If the city, the project team, or other third parties initiate a
change to the project requirements during the execution process, Ms. Rhodes will work directly with city staff to identify and
address potential impacts in a timely manner. The impacts to the project's level of effort, design schedule, construction cost,
and construction schedule will be documented and work efforts modified as appropriate.
Technology
We utilize numerous software programs to assist in managing the work. Some of these include AutoCAD, Civil 3D, InDesign,
Lumion, PhotoShop, Illustrator, Word, Excel, and Microsoft Project. Internal mechanisms for generating financial reports and
system checks and balances include our accounting software, Solomon, which is capable of generating all types of reports
for monitoring project performance.

Task 3 1 Site Analysis / Preliminary
Engineering Report
The DEA project team will complete a field assessment
utilizing available mapping to verify existing site conditions
and generally familiarize ourselves with the site. Opportunities
such as view corridors, view impacts, areas of sensitivity, and
areas most suitable for park amenities or design elements will
be considered during our site analysis. This task will also
include obtaining soils data for use in the preparation of
information to conform with AB1881 (for irrigation purposes).
Task 4 1 Project Team Meetings
The DEA team will meet with the City at least one (1) time per
review period (at each submittal).
Phase II - Construction Documents
The following tasks include each anticipated plan to be
provided at the conclusion of the construction document
phase. We are showing these herewith to provide a description
of each plan; however, only the appropriate percentage of
work will be performed during each phase as outlined by the
City (30%,60%,90%,95%, and 100%).
Site Civil Plans
DEA will prepare a civil site plan set to include the plans listed
below. The civil site plans will include a cover sheet with sheet
index, vicinity map, general notes, construction notes and
quantities, project contacts and notes to contractor. DEA will
submit the plans to the City for review and approval.
Task 5 1 Precise Grading, Paving and
Drainage Plan
DEA will prepare a 1"=20' scale precise grading, paving and
drainage plan for the project area depicting existing and
proposed contours, angled parking areas, slopes, top of curb
elevations, drainage patterns, typical cross sections, existing
and proposed utilities and proposed civil related improvements
including pavement, curb and gutter, valley gutters, hardscape,
flatwork and handicap ramps for the project site. The plan will
consider ADA requirements for accessibility both onto and
throughout the project site.
This plan will also specify any necessary drainage
improvements on-site such as storm drain, inlet / outlet design
and post construction Best Management Practices such as
bioretention basins and infiltration swales / trenches in order
to minimally impacttheexisting conditions while accomplishing
proper water conveyance and water quality. Also identified
within this plan will be any objects or encumbrances that shall
be removed or relocated within the project area.
Task 6 1 Utility Coordination/Research
DEA will coordinate the design effort with the utility purveyors
within the project limits. DEA will provide hard copies and
electronic copies of each submittal of the on-site improvement
plans for purposes of analyzing the relocation (if required) of
utilities. Utility letters will be sent to each purveyor requesting
maps and plans as part of our research task.
Task 7 1 Utility Improvement Plan
DEA will prepare a 1"=20' scale utility improvement plan
(1 -sheet) for approximately 100 -linear feet of domestic water
and sewer line. This plan will depict proposed pipe size, service
lateral / meter, trench details and existing water and sewer
connection points. The improvement plan is intended to
provide wet utility service connections to the proposed
restroom building and community garden shed if necessary.
The utility improvement plan will be prepared in plan view
only.
Task 8 1 Erosion Control Plan
DEA will prepare a 1"=20' scale Erosion Control Plan for the
project area depicting temporary Best Management Practices
(BMPs) and other measures needed to prevent erosion of
graded slopes, swales and pads.
Task 9 1 Horizontal Control and Signing and
Striping Plan
DEA will prepare a horizontal control and signing and striping
plan for the park area depicting a basis of bearing, dimensions
and control for proposed pertinent site features, parking and
access circulation, striping layout, ADA access path to
adjacent public right-of-way or street, and parking and ADA
signing details.
Task 10 1 Off -Site Street Improvement Plans
DEA will prepare an off-site street improvement plan and
profile improvement drawing. The plan will depict proposed
curb and gutter, pavement improvements, cross / longitudinal
gutter, handicap ramps using the Standard Plans for Public
Works Construction (SPPWC).

Task 111 Hydrology and Hydraulic
Calculations/Report
DEA will prepare hydrologic and hydraulic calculations for
the project area of watershed based on available standards
and specifications. A Rational Method analysis of the site will
be performed utilizing the Small Developed Area Method
(less than 10 acres).
This analysis will serve as the basis to size any necessary on-
site drainage pipe or inlet catch basins. This analysis will also
demonstrate if any additional off-site mitigation will be
necessary to the improved project area. Additional hydraulic
calculations will be accomplished using WSPG and
Flowmaster software. DEA will submit the study to the City
for review and approval at 60%, 90% and 100% completion.
Task 12 1 Water Quality Management
Program (WQMP)
DEA will prepare a Water Quality Management Program
report and plan for the project to comply with the standards
set forth by the City and the Regional Water Quality Control
Board. The Water Quality Management Program plan will
outline structural features and maintenance practices that
will prevent pollutants from entering the adjacent system
and impacting downstream water quality. The plan will be
presented in text and graphic format for approval by the City.
Task 13 1 Notice of Intent (NOI) and Storm
Water Pollution Prevention Plan (SWPPP)
Prior to construction, DEA will complete the Notice of Intent
application to be filed with the Regional Water Quality Control
Board. Fees will be paid for by the City. As part of this
application, DEA will prepare the Storm Water Pollution
Prevention Plan (SWPPP) for the proposed site. This plan will
outline Best Management Practices (BMPs) and other
measures needed to reduce the potential for storm water
pollution during construction activities. DEA planners and
engineers will review the grading plan and identify potential
sources of storm water pollutants. Based on this analysis,
various BMPs will be called out for implementation during
the construction period. The SWPPP will be prepared in
accordance with the California Storm Water Quality
Association guidelines for construction. Mitigation or
monitoring of any source pollutants from the project area is
not considered a part of this task. The SWPPP will be
submitted for review and approval at 90% and 100%
completion.
Task 14 1 Site Plan
DEA landscape architects will provide a site plan for the
proposed items of construction. This plan will designate
features of the proposed project including placement, detail
references, material and manufacturer callouts, general
construction notes, and specific elements of the overall
design which are necessary for the proper construction of
proposed items.
Task 15 1 Construction Details
DEA will prepare construction details for the proposed park
elements such as concrete paving / finish, asphalt paving,
decomposed granite paving, play surfacing, trash enclosure,
shade shelter (structural calcs by manufacturer), fencing,
concrete curbs, garden appurtenances, playground
equipment layout, historical kiosks, and signage.
Task 16 1 Irrigation Plans
The irrigation plans will provide the necessary information for
a complete and fully automatic irrigation system for the
proposed park site. The plans will indicate the point of
connection(s) based upon agency requirements, backflow
prevention and pressure regulation (as necessary), and
equipment size and type in the irrigation legend.
DEA will coordinate with the local Water Department for
review and approval. Effective January 2010, the State of
California implemented a new water ordinance (Assembly
Bill 1881) and therefore many new requirements are being
requested from both the State and local agencies. We
anticipate providing the following information:
• Prepare water usage calculations (MAWA and ETWU)
based on the new water ordinance.
• Provide water efficient landscape worksheet and
hydrozone table for each remote -control valve per new
ordinance.
• Obtain horticultural soils report (Agronomic data) based
on soil samples obtained from site by DEA. Report to be
provided by Soil and Plant Laboratory in Orange, CA. or
equal.

• Provide irrigation run time schedule per ordinance based
on soil type.
• Rain and wind sensors will be added per ordinance.

Task 17 1 Planting Plans
The planting plan will indicate location of proposed trees,
shrubs, ground cover, turf and bioswale materials. A planting
legend will denote symbols, botanical and common names,
size, quantities, and remarks. Planting notes and details will
also be included.
DEA understands the concern for water conservation and
sustainability throughout the region and therefore will select
materials appropriate for the project. The plant palette
established will be of drought tolerant species with a focus
on materials proven successful within surrounding areas.
Task 18 1 Plan Submittals / Revisions
DEA will submit construction plans for review by the City and
will make one "round" of corrections following each review.
Task 19 1 Project Specifications and Bid
Schedule
Technical specifications will be prepared in the desired
format for the proposed park development. These technical
specifications will be provided in a "boiler plate" format and
DEA will modify the document accordingly. DEA requests
that the City provide the boiler plate information for general
conditions, instructions to bidders, and special provisions
which DEA will use to provide projects specific sections. A
complete bid list of quantities will be provided indicating item
descriptions and unit quantities.
Task 20 1 Construction Cost Estimate
The DEA team will provide an estimate of probable
construction costs for the proposed park elements for each
stage of preparation of the construction drawings (30%, 60%,
and 90%). Changes will be made at each new phase of
development. A detailed, line item estimate will be prepared
for use as a guide in the final determination of items to be
constructed under the allowed budget.
Phase III Bidding
Task 211 Bid Assistance
The DEA team will attend the pre-bid meeting and assist the
City in responding to bidder's inquiries and request
clarifications when needed.
Phase IV - Construction
Task 22 1 RFI, Submittal, and Change Order
Review
The DEA team will review and respond to RFI's and
clarifications during construction within five calendar days of
receipt. DEA will also review contractor change order
requests, answer questions, review submittals (including the
evaluation of product substitutions), shop drawings and
schedules required 'to be submitted by the contractor for
conformance with the design plans and specifications.
Task 23 1 Site Visits
DEA's construction management team will attend a pre -
construction meeting in addition to field meetings during
construction to discuss construction progress, visit the site
as deemed appropriate to review the progress and quality of
the work and ensure its compliance with the overall design
intent, and review project issues and general construction
matters.
The team will assist the City in preparing punch lists for the
contractor, in addition to conducting preliminary and final
inspections to determine the dates of substantial completion
and final completion of construction.
Task 24 1 As -Built Plans
The DEA team will also prepare As -Built plans in electronic
format from information provided by the contractor red lines,
The City will coordinate with the contractor to provide DEA
the information regarding changes made to the project
during construction which are to be shown on the As -Built
plans. DEA will utilize the electronic plans to prepare said
modifications; and provide colored bond prints which readily
highlight said modifications,

Streetscape Design
Scenic Corridors and Landscape Beautification Projects
The DEA team has been involved in numerous streetscape enhancement projects, downtown
revitalization efforts, transportation corridor master plans, scenic bikeways, visual impact
assessments, median and parkway improvements, traffic calming and roundabout projects.
Our highway interchange experience primarily encompasses renovation of landscaped areas in
addition to providing bridge aesthetics, and preparing corridor master plans. Having worked in
an On -Call capacity with Caltrans District 8 for the past 20 years, DEA is ideally suited to assist
on interchange and roadway enhancement projects.
DEA landscape architects have been involved in several streetscape and corridor
improvement projects throughout Southern California. These projects involve
careful collaboration with the Community in enhancing the design theme and
creating gateways, landscape and hardscape improvements, and selecting site
furnishings that will provide identity and style to an otherwise 'ordinary' roadway.
We understand the planning and transportation engineering aspects of any given
project are equally important and we will therefore work closely with team members
such that the blending of 'form and function' is seamless.

Surveying
DEA is a leader in terrestrial, GPS, and hydrographic surveying. Our mobile scanning
capacity reduces impacts to busy and secured sites. DEA's surveyors use Trimble
GPS receivers, which produce the highest possible accuracy, and we recently
implemented Cyrax laser scanner survey technology for accurate 3-D imaging of
challenging sites where operational requirements limit the time available for
surveying. Using a fully automated field -to -finish process, DEA provides boundary

Electrical Consultant
Since their beginning in January of 2000, Design West Engineering (DWE) has been a team
that partners with you to provide the highest quality of engineering and customer service on
DESIGN WEST mechanical, electrical, plumbing, fire protection, and technology systems. Within any facility,
ENGINEERING these systems are the details that you expect to work, not to notice. Their work is an integral
part of your project functioning as it should. Design West's team brings expertise in parks and community buildings, having
a long history of experience with countless city and county clients as well as various state and federal agencies. Beyond just
designing to the project type, this experience includes successful support of public works bidding and construction
administration services. It includes effective communication and collaboration with various regulatory agencies, utility
companies, governmental departments, and multiple stakeholders. On top of this foundation of experience and expertise,
they have built a system of efficiency. It is through this efficiency that their services remain highly responsive, schedule driven,
and cost effective without ever compromising quality of engineering and customer service. Rates can be found on page 22.
Roy has relationships with many of the local agencies after providing years of reliable design
and service to this clientele. Roy is a Senior Project Manager as well as the Electrical Department
Head for the San Bernardino office. Roy joined the Design West in 2009. His greatest sector of
work is with municipal clients. Beyond exterior lighting projects, he also has great experience with essential service facilities,
community buildings, government operations facilities, aviation buildings, and Federal government projects. His experience
includes design for communication towers, generator systems, utility coordination, electrical distribution, communications
distribution, commercial buildings, and industrial buildings.
Steven Johnson joined Design West Engineering in 2002 and now directs the Mechanical and
Plumbing Department. He ensures that each project manager is maintaining the quality of
design and level of service that Design West is known for. He manages and oversees mechanical
and plumbing design teams of virtually every type and for every sector of the industry. Steven quickly proved himself a
competent and successful Project Manager and in 2007 took over the responsibility of managing the day-to-day production
for his department from the founding Principals. Mr. Johnson also oversees the fire sprinkler design team, the commissioning
and LEED consulting division, the BIM team with the BIM Manager reporting directly to him, and applications of our Energy
Division.

Kim served as project manager for the conceptual and final design of new streetscape
enhancements along Miles Ave. and Dune Palms Rd. in the City of La Quinta. The project
also included turf removal and planting renovation for a small retention basin.
Vista Chino Low Water Crossing Bridge I City of Palm Springs,CA
DEA was selected as part of a collaborative team to prepare conceptual designs to
highlight bridge aesthetics forthe Vista Chino Low Water Crossing Bridge in Palm Springs.
The project consists of the design and construction of a new four -lane bridge over the
Whitewater Channel, approximately 2,300 feet long. The project is federally funded and
will require approval from the City, FHWA, and Caltrans. DEA's team began developing
four distinct concepts for the bridge. Each portrayed a theme that allowed for a unique yet
appropriate representation of forms, textures, colors, and materials used throughout the
city. During this time, similar concepts were being developed for the Ramon Road Bridge
in Cathedral City. Because the Vista Chino Bridge is located on the border of Cathedral
City, the need and desire for collaboration and input was key to both agencies to convey a
consistent theme. Upon completion of the four concepts, the DEA design team presented
Association (APWA) - Coachella to the Palm Springs and Cathedral City Arts Commission such that each team could

consider the design elements, colors, themes, and materials. Both Arts Commissions

Date Palm 1-10 IC Aesthetic Designs I City of Cathedral City, CA
DEA provided landscape architecture and master planning services to Cathedral City to
develop aesthetic designs for bridge enhancements and interchange improvements at
the intersection of 1-10 and Date Palm Drive. Working closely with the city's staff and arts
commission, DEA developed a design that creates a readily identifiable "gateway" into the
city. At the preliminary stage, DEA developed three potential themes; "cathedralesque;'
to evoke a sense of the shapes and feelings experienced in a cathedral; "environmental;'
drawing upon the unique plant life in the desert to create iconography and forms; and
"spirit of the desert;" using color and a sense of movement to define the esoteric nature
of the desert. The "cathedralesque" theme was selected, and DEA used form, texture,
color and lighting to further develop the concept to provide a unique experience at the
interchange. DEA's landscape architects also prepared final construction plans for the
bridge fencing, bridge barrier recess, column treatment, abutment walls, median design,
slope treatment, and spire monuments. Each of the proposed elements met or exceeded

Todd is a California licensed landscape architect with extensive experience in the public
sector throughout Southern California. For the past 34 years, he has been responsible for

Todd served as project manager for the turf removal and demonstration garden at

outside the main terminal for the airport. This garden will demonstrate water -saving
alternatives to the traditional turf lawns for home and business owners alike. Inert
materials of gravel and decomposed granite will delineate pathways for navigation
through the garden.

Todd served as project manager for the construction phase of the Cathedral City
Community Amphitheater. The project includes a new outdoor amphitheater, and a
multipurpose urban space and park that provides a venue for concerts, productions,
cultural and community events for the residents of the City.
On -Call Landscape Architectural Services I City of Pasadena, CA
DEA currently provides as -needed landscape architectural services to the City of
Pasadena under a 5 -year contract. DEA has worked in this capacity for the City of
Pasadena for over ten years under prior agreements. In the first year of this contract
the city has awarded two projects to DEA and a third project is pending. The first
project was an inventory and database of all the city's park facilities that will be
used to develop and implement an asset management program. DENS landscape
architects assessed the existing condition of all the features of all city parks. DEA
developed replacement cost estimates for the assets and determined the remaining

areas for passive recreation. Another open space park area with a walking trail and
a detention basin was also part of the project. Separate streetscape plans, fence and
wall plans, front yard typical landscape plans and final construction administration
was also provided.
Bicycle & Pedestrian Trail Landscape & Irrigation Project I City of Garden
Grove, CA
Heath served asthe Senior Landscape Architect/ Project Managerforthis project. DEA
landscape architects provided plans, specifications and construction administration
for the installation of new trees along an existing one mile stretch of city bike trail
which was previously designed by DEA civil engineers. Full irrigation design plans
were also provided by DEA irrigation specialists.
Boulder Creek Single -Family Community I Beazer Homes I Wildomar, CA
Heath served as the Senior Landscape Architect/ Project Manager for this project.
DEA landscape architects provided plans, specifications, cost estimates and
construction administration services for a new single-family home development

Jon is a certified commercial irrigation designer (CID) and a partner with the U.S.
Environmental Protection Agency's (EPA's) WaterSense program. For over 25 years, he has
worked on a wide variety of irrigation projects including trails, streetscape, interchanges,
parks, hotels, residential, and commercial developments. He is well versed in the regulatory
guidelines associated with AB1881 (Model Water Efficient Landscape Ordinance). Jon's
experience in the Coachella Valley includes his irrigation design efforts with Topaz Area
3 in the City of La Quinta, Ocotillo Park and Cathedral City Community Amphitheater in
Cathedral City, Gene Autry Trail Gateway in Palm Springs, and Mission Springs Park in the
city of Desert Hot Springs.
RELEVANT PROJECT EXPERIENCE
Topaz Area 3 Streetscape Renovations I City of La Quinta, CA
Jon provided irrigation design services for the conceptual and final plans for parkway
renovations along Miles Avenue and Dune Palms Road, The design included the
use of inert materials including two complimentary colors of decomposed granite,
gravel, rubble, rock blanket and desert accent plants providing year-round color
and interest. Minor grading, wall improvements, irrigation upgrades (existing main
line was protected in place), and lighting improvements were provided. An adjacent
retention basin was also a part of the scope of services and included the removal of
existing turf in favor of drought tolerant plant material. Jon worked with the City and
assisted in obtaining funding through the water district given the turf removal and
irrigation upgrades.

WaterSense program (Partner) Cathedral City Community Amphitheater I City of Cathedral City, CA
Years of Experience Jon provided irrigation design for a new outdoor amphitheater and multi-purpose
24 urban space and park that will provide a venue for concerts, productions, cultural and
community events for the residents of the City of Cathedral City.
1-10 / Portola Avenue Interchange I Riverside County, CA
Jon prepared the landscape irrigation plans for a major interchange replacement
project in the Coachella Valley. In developing the design, it was necessary for the DEA
team to understand the City of Palm Desert's and the County of Riverside's interest
in expressing community identity. DEA staff worked in tandem with civil, bridge and
structural engineers to ensure that the construction and long-term maintenance
aspects of the design elements were feasible.
Ocotillo Park I City of Cathedral City, CA
Jon prepared the irrigation design for the multiple award-winning Ocotillo Park in
Cathedral City. Working closely with the city appointed grant writer, DEA developed a
plan for active recreation facilities while considering the incorporation of sustainable
features such as recycled materials, the use of decorative rock and decomposed
granite, 'Smart Irrigation' techniques, and drought tolerant plant material. The park
featured playground and picnic areas, walking paths, a ball field with soccer field
overlay, parking, plaza space and picnic shelters, in addition to fitness stations, a
restroom, lighting and signage.

Roy has relationships with many of the local agencies after providing years of reliable
design and service to this clientele. Roy is a Senior Project Manager as well as the
Electrical Department Head for the San Bernardino office. Royjoined the Design West
in 2009. His greatest sector of work is with municipal clients. Beyond exterior lighting
projects, he also has great experience with essential service facilities, community
buildings, government operations facilities, aviation buildings, and Federal government
projects. His experience includes design for communication towers, generator systems,
utility coordination, electrical distribution, communications distribution, commercial
buildings, and industrial buildings.

Sports lighting design for two baseball fields, two soccer fields, tennis courts, and a
skate park. Power and lighting design was completed for a splash pad, an
amphitheater, a com-munity building, restroom buildings, and a concession building.
Exterior lighting systems were designed for the parking lot, pedestrian walkways, and
shelters.

System upgrades provided across the park which included sports lighting design (LED
throughout) for two baseball fields, two soccer fields, tennis courts, and a skate park.

Vista Hermosa Park, San Clemente, CA
Complete Electrical design for a new aquatic center and sports lighting design for 3
baseball fields, 6 soccer field, and 1 football field. Additionally, design included a
147kW solar photovoltaic system.
Bagdouma Park, Coachella, CA
Sports lighting design for 4 baseball fields, 4 soccer fields, and 4 tennis courts, with 1
football field. Scope also included 2,800 SF of pathway lighting.
Dotson Park, Stanton, CA
Electrical design for security lighting along all walkways and restroom building.
Mile Square Park, Fountain Valley, CA
Electrical design for 12 baseball fields, 4,000 linear feet of pathway lighting, a 9,000 SF
