Landmark Consultants, Inc. is pleased to present our proposal for the proposed for the
on-call materials testing services for the City of La Quinta. We have reviewed the request
for proposal dated April 25, 2023, and have prepared our proposal accordingly.
The following information is present in the format requested by the City of La Quinta.

Statement of Qualifications
Landmark Consultants, Inc. is a small engineering firm in the geosciences. We have
established offices/laboratories in Palm Desert and El Centro, CA. Landmark
ConsultaHts, Inc. is 100% MBE owned (American Indian Cherokee Nation) firm as
certified by State of California, Department of Transportation (CALTRANS). Our
facilities are certified by State of California DSA and CALTRAN and accredited by
American Association of State Highway and Transportation Officials (AASHTO).

The professional and technical staff of Landmark Consultants, Inc. is qualified to
provide geotechnical and construction materials testing services with continuous
experience in the Coachella Valley since 1987. We have developed a good working
relationship with the current and past city officials/inspectors on previous construction
projects in the City of La Quinta. We have also provided construction testing services on
similar capital improvement projects throughout the Coachella Valley, including the
Cities of Cathedral City, Palm Desert, Rancho Mirage, Indio, Indian Wells and Desert
Hot Springs.
We proposed to perforin the Following scope of work:
• Consultant shall provide equipment, services and products to be rendered
in performing all designated work associated which may include, but is
not limited to, performing the following intermittent observation and
testing services.
• Provide a qualified technician as necessary to conduct density tests on
roadway sub -grade, aggregate base, asphaltic concrete, slope fill and
trench backfill placement as required. The tests will be performed with a
nuclear densometer in accordance with ASTM D2922 or sand cone in
accordance with ASTM D1556. Maximum density curves (ASTM
D1557) wilt be performed on various material types as they are
encountered, including Marshall density tests in accordance with ASTM
D6926 for the asphaltic concrete.
• Provide an ACI -certified technician as necessary to make sets of concrete
cylinders as needed and perform slump tests in accordance with ASTM
C31 for the curb, gutter, concrete dip section, and other minor concrete.
• Provide a Caltrans certified technician and Iaboratory to perform tests on
federally funded projects.
• Perform compression strength test on concrete cylinders in accordance
with ASTM C39
• Perform extraction/gradation tests in accordance with ASTM ID21721C136
on the asphaltic concrete.

• Perform R Value testing in accordance with ASTM D2844 of street
subgrade and recommend a pavement section based on the result of the
test.
■ Reporting of any Non -Compliance results of materials to the City within
twenty-four (24) hours from the time of sampling
• Provide geotechnical reports and recommendations. Work may include
soil samples, pavement cores, percolation tests, pavement
recommendations, etc.
These projects will be managed by and with our staff from Palm Desert office, except for
federally funded projects, which will be managed by and from our El Centro office. No
sub -consultants will be used for this contract.
The personnel which will be assigned to this project are listed below:
Greg M. Chandra, PE - Principal Engineer. Mr. Chandra has over thirty years of
experience in civil engineering design, geotechnical engineering and construction
materials testing in the Riverside, San Bernardino & Los Angeles Counties of the
Southern California. He has served as project manager on numerous projects including
buildings, subdivisions, bridges, roadways and highways. Mr. Chandra is familiar with
local soils conditions and construction practices in the Coachella Valley.
Joe Lorenxana, Soil/ACI Technician. Mr. Loren zana has worked on various projects,
including military facilities, various county and roadway improvements, and school
projects throughout southern California. Mr. Lorenzana's responsibilities included field
grading observation and testing (Sand Cone & Nuclear Methods) and field sampling and
observation of asphalt concrete and concrete placement.
Lee Jackson, Soil Technician. Mr. Jackson has worked on a multitude of municipal
facilities, and public work projects. Mr. Jackson responsibilities include field compaction
and testing (Sand Cone and Nuclear Methods), field sampling and observation of asphalt
concrete sampling and laboratory testing.
Alex Arthen, Soil Technician/ICC Concrete. Mr. Arthen has worked on a multitude of
municipal facilities, and public work projects. Mr. Arthen responsibilities include field

sampling/inspection and laboratory testing.
Richard Jaime, Soil Technician. Mr. Jaime is CALTRAN Certified technician and has
worked on a multitude of municipal facilities, and public work projects. Mr. Jaime
responsibilities include field compaction and testing (Nuclear Methods), field sampling
and observation and testing of asphalt concrete and concrete placement.
It is our understanding that our services will be on-call basis, to meet the contractor
schedule. We should be able to provide our technician within the 2 -hour window, but we
would like to have 24-hour notice if possible. No travel time will be charged for this
project. All daily field schedules will be organized by Mr. Joe Lorenzana and myself as a
backup.

significant prior or ongoing agreement failure, any civil or criminal litigation or
investigation pending, which involved the proposer or in which the proposer has been
