RMA Group is pleased to submit our proposal to perform On -Call Materials Testing Services for the City of La Quinta.
We understand the City of La Quinta is requesting qualified firms to provide on-call materials testing services for
various capital improvement projects. We have prepared this proposal to illustrate our team's experience supporting
similar projects and to show our extensive geotechnical, materials testing, and inspection capabilities from a team of
of engineers, geologist, technicians, and special inspectors who have an average of 21 years of experience working on
projects for municipal facilities projects requiring testing of soils, concrete, steel, rebar, and masonry.

milestones are met. I have decades of experience working on municipal projects and
have gained expansive knowledge of soils, pavement, and construction inspection and
testing services that abide by both Greenbook and Caltrans standards as well as quality
matters to RMA Group for nearly 30 years in my various management roles within the
firm.
Mr. Raymond Roblero, our Project Manager, has more than 15 years of experience with
immense management and supervisory experience for municipal projects. He serves as
Project Manager for numerous municipal projects. Raymond's experience spansthe entire
construction cycle, from initial project review to preparation of final reports as well as in-depth
field experience with multiple ICC and Caltrans certifications. He has a working knowledge and
experience with the use of procedures with strict adherence to specifications for various

MATERIALS TESTING AND INSPECTION SERVICES APPROACH
he Materials testing and inspection is processed through groundwork that is laid out before the City of La Quinta
projects ever begin. When RMA Group receives a task order request from the City to provide materials testing
and inspection services for a specific project, we begin
strategizing and laying out an approach that will fit
that particular project. Our team will review project
plans, specifications, estimates, and relevant codes
and standards to familiarize ourselves with the project
demands.
ESTABLISHING WORK SCOPES & COST ESTIMATES
Each project will require an individual task order proposal
for testing and inspection services to be created by the
project manager. This proposal will consist of a scope
of work, summary of deliverables, and a cost estimate
or not -to -exceed amount. Our scope of work may vary
widely from project to project. Some jobs may only consist
of field testing of soils with some supporting laboratory
testing for a few weeks, while others may consist of
inspection, field, and laboratory testing of a wide variety
of materials over the course of months or years. Our scope
of work will include summaries for all types of work we
expect to encounter on the project and what frequencies
we anticipate to conduct our services.
We will use our extensive experience to produce a
cost estimate that accurately reflects the needs of the
project. Our team thoroughly reviews project plans and
specifications to identify everything that we will need to
inspect or test. A more thorough review will allow for a cost
proposal that is more accurate and is not missing inspection
and test requirements, meaning there will be less likelihood
of having change orders that could cause delays in the
work. Our cost estimate will specify prices for each scope
of work and all of the rates used in preparation of the
estimate will be taken directly from the master agreement
contract between RMA Group and the City of La Quinta.
The cost estimate breakdown will include a price for each item of work that will be directly entered into our project
management software so we can track each line item as the project progresses. This allows us to proactively address
potential budget overruns before they actually happen.

IMPLEMENTING STAFF
After City of La Quinta has reviewed and approved the task order proposal, we will set the contract up in our project
management software as a new project and key team members will be notified. The next step is to wait until inspection
and testing requests are received from the City. City of La Quinta will communicate inspection and testing requests
directly to our project manager and field supervisor. The RMA Group team will review the request and decide which City -
approved inspector or technician is best suited for the work and for the project, and whose personality will be most likely
to fit in with other project team members.
The individual, or multiple individuals if necessary, assigned to the projects will be entered by our dispatching team into
the field schedule of our Laboratory Information Management System (LIMS) software. The software will automatically
send a pre -formatted daily inspection report to the email address of the scheduled personnel, who are also notified by
phone call of their reporting instructions. Typically, the personnel will also communicate with the project manager to
review project -specific requirements and expectations.
SCOPE OF WORK
COMPACTION TESTING FOR ASPHALT CONCRETE PAVEMENTS
This scope of service will consist of materials testing of asphaltic concrete used in the construction of roadways and
parking area improvements. These services will include monitoring the temperature and rolling procedure and the
determination of the in-place density testing of asphalt concrete using the nuclear gauge (ASTM D2950) and extraction/
gradation tests in accordance with ASTM D2172/C136 on the asphaltic concrete. Laboratory testing will be performed
to determine the laboratory test maximum density of the asphaltic concrete in accordance with ASTM D2041. A written
report summarizing the results of all tests performed will be prepared upon completion of the work.
SPECIAL INSPECTION AND TESTING OF REINFORCED CONCRETE CONSTRUCTION
Our materials engineer would review mix designs submitted by the contractor and the results of tests performed on the
aggregates. A written report of our review of the concrete mix design submittal will be prepared upon the completion of
the work.
We will provide an ACI -certified technician to perform continuous observation and sampling during the placement of
concrete to verify proper application techniques. Our technician will sample fresh concrete and obtain samples for
strength testing, perform slump tests and monitor the temperature of the concrete. A set of test cylinders will be made
from each 100 cubic yards of concrete or fraction thereof for each class of concrete placed each day. Four test cylinders
will be cast for each set.
Strength test cylinders will be cured in our laboratory until they are tested in accordance to ASTM C192. Compression
tests would be performed in accordance to ASTM C39 at 7 and 28 days, respectively. Copies of the results of all
compression tests will be provided upon completion of the test.
GEOTECHNICAL ENGINEERING ANALYSIS AND REPORT PREPARATION
A written report will prepared presenting the results of the office research, field exploration, laboratory testing and
engineering analysis. It will include information on the nature, distribution and strength of the existing soils, and
recommendations for grading procedures and design criteria for corrective measures, when necessary. The report
will also include a description of the geology of the site and conclusions and recommendations regarding the effect of
geologic conditions on the proposed development.
Specific items that will be addressed in our report will include:
• Regional geology and seismicity, groundwater, site soil and geologic conditions, and flooding potential.
• Recommendations regarding earthwork, grading and fill placement.
• Earthwork shrinkage and subsidence.
• Recommendations for removals and over -excavation.
• Anticipated excavation characteristics of earth units.
• Subdrain, drainage and moisture proofing recommendations.

A soil infiltration rate for storm water runoff.
Stability of cut, fill and temporary slopes.
Seismic design parameters and evaluation of secondary seismic hazards including the potential for soil
liquefaction.
• Recommendations for design of foundations, slabs on grade, and concrete flatwork.
• Preliminary corrosion evaluation.
• Utility trench backfill recommendations.
• Preliminary structural pavement sections.
• Recommendations for grading and post grading geotechnical observation and testing.
The report will also include logs of all trenches and or borings, a geologic map showing the locations of points of
subsurface exploration, and other attachments.
Our recommendations will be consistent with sound engineering and geologic practices and shall incorporate federal,
state and local laws, codes, ordinances and regulations which, in our professional opinion, are applicable at the time that
our professional services are rendered.
DOCUMENT CONTROL
In the event that personnel are scheduled for work that was not included in the original task order proposal, our
proprietary software will send an automatic email notice to the project manager and key team members. This instant
notification allows for rapid communication between RMA Group and City of La Quinta to guarantee that any work
outside the original scope will be agreed upon before it happens. It is a proactive approach to project management that
allows us to discuss and resolve extra work or change order issues before they become a problem.
RMA Group's field personnel will arrive on site with their daily report, certifications, equipment and safety gear, and
instructions from the project team. Field personnel work will vary drastically depending on the type of project and which
elements are being inspected or tested, but they will always fill out their daily report after the work is complete and have
it signed by an authorized representative on site.
This allows any discrepancies in time worked or issues encountered on site to be resolved on the project site, same day,
rather than having to debate over them in the office weeks or months afterward.
Daily reports will be distributed, where applicable, to on site supervisors or representatives, to a field file, and to the
RMA Group office. RMA Group office personnel scan the daily report, which has a unique report identification number
and a barcode, into our proprietary software where it can be instantaneously recalled by any team members, any time.
If the request was for inspection, our inspector will show up on site, inspect the work, complete their daily report and
have it signed, and leave. If the request was for materials testing, our technician will do the same except that they will
perform field tests using calibrated testing equipment for which he or she is certified. Testing could be performed on
soils, concrete, asphalt, steel, or a multitude of other construction materials.
SAMPLING AND TESTING OF MATERIALS
Field testing technicians will also typically need to perform sampling, whether it be bags of soil, cylinders of concrete,
or anything else the specifications and codes require. Sampling frequencies and sample quantities will be in accordance
with relevant specifications, but RMA Group can always sample additional material at the request of the City.
Construction material sampling will be performed on the project site or at the separate production facility, where
applicable, in accordance with project specifications, codes, and standardized test methods.
RMA Group takes great care in sampling, delivering, and storing samples before they are tested, as even slight
disturbances to a sample can ultimately cause variations in test results. Some materials, such as soil, can be transported
to our laboratory immediately after sampling. Other materials, such as concrete, must remain on site for designated
amounts of time before they can be handled and transported.
Each sample will be identified using a sample tag or a sampling sheet.

These identification forms include information about the sample such as sampling location, stationing, date, and
testing instructions. When samples are delivered to RMA Group laboratories, they are placed in the receiving area and
the technician will hand -write relevant sample information on a log -in sheet in our laboratory administration office
to create a chain of custody. Our administrators will then enter information from the sampling sheets into our LIMS
software, which will generate a printed sample tag sticker with a unique identification number and barcode. This tag is
placed directly on the sample. The administrators also assign the correct tests based on the sampling sheets and will
communicate sample status and special requirements with the project management team.
Laboratory tests are assigned to laboratory technicians who hold valid certifications for the particular test method being
performed. They receive test sheets with identification numbers and barcodes that correlate with the sample and begin
their testing. Our laboratory director, supervisors, and equipment management team are responsible for maintaining a
comprehensive log of all laboratory equipment. This log allows our staff to track calibration requirements of every single
piece of laboratory equipment, which ultimately means that we will never test samples using equipment that is past
its due date for calibration. Equipment is marked with calibration stickers that regular employees do not have access
to. Additionally, our equipment management team and laboratory supervisors regularly perform visual checks on our
equipment to look for signs of fatigue that could lead to erroneous test results.
Upon test completion, the raw laboratory test result sheet will be reviewed by laboratory supervisors and logged out
of our LIMS system. Once logged out, it can be recalled instantaneously in LIMS by RMA Group project team members
at any time. Logged out tests will also be automatically entered into our project management software to appear
on the next invoice to the City. The project manager is notified when test results are complete, and our professional
staff delivers a formal report of the results to the project manager for review. Once approved by the project manager,
laboratory test reports are submitted to the City.
PROJECT 'LOSE -OUT
Upon project completion, City of La Quinta may need closeout documents or testing professional staff will be able to
recall all daily inspection reports and all laboratory test results using our LIMS software. This allows for easy access to
information and inspection summaries. Our testing and inspection summaries for the entire project can be put together
efficiently. If there are any outstanding issues as the project comes to a close, RMA Group staff will be able to very
quickly reproduce any relevant reports or laboratory test results using LIMS, reducing delays that otherwise might result
from having to track down physical files.
INNOVATIVE PROJECT PROCESSES
RMA Group has used cutting edge technology to advance and simplify the execution of our work. We are early
adopters of new technologies and as such, we have embraced the paper -free digital reporting of inspection activities
wholeheartedly. We have developed a proprietary Testing and Inspection Management (TIM)'' application for budget validation, robust
digital reports, and assured project closeout. This software is an essential part of RMA Group's proactive project approach and
strategy for successfully executing inspection and testing services.
BUDGET VALIDATION
To provide real-time budget validation, we developed a budget based on the review of the plans, specifications, and
construction schedule. After our team has completed an initial review of the plans and specifications we request an initial
scoping / project kick-off meeting with the project and construction team. The detailed scope of work, manpower estimate
taken from our initial review of the project plans and specification, and any special requirements identified in the initial
scoping meeting will be used to develop a final project budget that clearly reflects all of the project requirements.

Once the detailed project budget has been developed it will be entered
into our TIM"' application which is utilized to dispatch our inspectors,
schedule laboratory tests and manage inspection and testing activities.
Each dispatch request for either a field inspection or laboratory test, is
electronically and automatically validated against the line item estimate in
real time, providing absolute budget validation.
The system enables automated workflow that provides the project
manager with an e-mail alert whenever a task or test is requested that was
not included in the project budget. This alert allows the project manager
to identify the disposition of any requests for work that fall outside of the
initial scope of work and budget.
ROBUST DIGITAL REPORTS
Each inspector on the RMA team will carry an iPad to proactively provide
inspection reports electronically via email and with 24-hour accessibility
thru a web -based portal / FTP site. All inspection reports will be completed
through the user-friendly TI MTM interface with specific checklists and
required fields appropriate to the type of inspection being performed.
The inspection reports will include digital photographic documentation of
the field conditions as well as a narrative describing each day's activity.
As field personnel submit each report, the electronic record is e-mailed to
a pre -determined distribution list and immediately uploaded and available
through our secure web portal. Before the completed inspection reports
are submitted, the application validates required fields to ensure that the
reports are complete. Once submitted, the completed inspection reports
are then automatically uploaded and available on our web -based file
system.

and city agencies throughout the state and we are acutely aware of
the need for timely test and inspection results turn around. We understand how critical it is to operations
that involve the closure of city streets and areas to produce the results that will not further the delay these closures.
We know that in some cases either delay of the work or cause the contractor to continue to work at risk until the test
results have been produced. It is for this reason that RMA Group commits to provide test results within hours, not days.
We have successfully performed many projects where we committed to turning around test results within 2 hours of
sampling for critical concrete placements, compaction of sub grade for street work and would be able to provide the
same level of commitment to the City's projects. On most routine tests we commonly deliver results prior to the start of
any subsequent shift as a part of our day to day standard practice.
Individual project schedules describing the nature and scheduling of proposed tasks will be completed and returned to the City upon
individual project assignments.

RELEVANT EXPERIENCE
PROFILE
Mr. Slawek Dymerski has more nearly 30 years of engineering
experience, including nearly 20 years in project and quality
management. He has been involved in all aspects of field exploration
and data analysis for a wide range of pavement evaluation,
construction inspection, geotechnical exploration, and design projects
involving materials tests on asphalt concrete, Portland cement
concrete, masonry, soils, aggregates, and steel by DSA, Caltrans,
ASTM, and AASHTO test methods. In a Quality Assurance role, Slawek
will be responsible for verifying that our deliverables fully meet
project requirements and provide technical quality review of all
geotechnical reports and material tests. Most critically, he understands
the importance of timely, accurate, and fully vetted geotechnical and
testing information.

Principal -In -Charge I Mr. Dymerski is responsible for allocating and ensuring that all staff and testing resources are available for this
contract. RMA Group has been providing construction and welding inspection, soil engineering during design and construction, and
materials testing for the past 17 years to the Inland Empire Utilities Agency. During this time, RMA Group worked on all five of this
agency's water treatment plants, the RP Administration and Operation Building, Peaker Plant, and Wetland Restoration Project.
CVWD RESERVOIR 8B, 4177 HAVEN AVENUE, RANCHO CUCAMONGA
Principal -in -Charge I Mr. Dymerski was responsible for allocating and ensuring that all staff and testing resources are available for
this major water project. RMA Group provided geotechnical investigations including, geographical research and reconnaissance
of the site, geotechnical exploration, and preparing a detailed report for foundation and footing designs of steel reservoir tanks at
Reservoir Site 8B located at 4177 Haven Avenue in the County of San Bernardino. RMA Group preformed mobilization, subsurface
field investigation, laboratory testing, geotechnical engineering analysis, and report preparation.

Principal -in -Charge I Mr. Dymerski was responsible for allocating and ensuring that all staff and testing resources are available
for this major water project. RMA Group conducted an investigation to summarize geotechnical and geologic conditions at the
proposed communication tower sites to develop geotechnical and engineering geologic design parameters.
COTTONWOOD AVENUE RECYCLED WATER PIPELINE, SAN JACINTO
Principal -In -Charge I Mr. Dymerski is the Principal -In -Charge for the Cottonwood Avenue Recycled Water Pipeline Project. RMA
Group is currently working on a geotechnical investigation for the proposed Cottonwood Avenue recycled water pipeline for Eastern
Municipal Water District (EMWD). The pipeline included a 12" PVC line tying into the existing network and that will extend the
collection capabilities of EMWD's recycled water system. Our geotechnical investigation included five exploratory borings including
two in the street and three off the street but still within the right-of-way. We developed traffic control plans in accordance with the
Manual on Uniform Traffic Control Devices (MUTCD) and submitted them as part of a permit pack to obtain an encroachment permit
from the local agency.
RPS RENEWABLE ENERGY PHASE II, IEUA CHINO
Lead Inspector I Mr. Dymerski is the Principal -In -Charge for the RP5 Renewable Energy Phase II project. The Phase II development
consisted of 60 ft Diameter Digesters, 10 acre Laundry Facility (Aramark Site), 1.5 acre 50MW Peaker Plant (Wellhead Electric), and a 22
acre Wetland Restoration Project (Chino Creek Park). RMA Group scope of serves consisted of field investigation, laboratory testing, and

Meneses developed seismic design criteria and provided QC / QA of the design process. D. Meneses performed site-specific hazard
analysis per California Division of Safety of Dams (DSOD) regualtions, reviewed previous seismic hazard evaluations, developed
seismic design spectrum and time history for dynamic analysis of the dam was responsible for allocating and ensuring that all staff
and testing resources are available for this major water project.
SEISMIC STABILITY AND DEFORMATION ANALYSIS OF DAM, IMPERIAL AND RIVERSIDE COUNTIES
Seismic Engineer I Dr. Meneses performed seismic stability and deformation analysis for proposed different alternatives for dams
and/or barriers across the Salton Sea to regulate the salinity in the water body. The site is located very close to southern end of
the San Andreas Fault. Jorge performed estimation of deformations during a strong seismic event using simplified methods such
as Newmark analyses as well as complex modeling using the computer program FLAC. This projects involved the development of
the conceptual design of a preferred restoration alternative for the Salton Sea. Various alternatives were proposed to control the
salinity and the elevation of the Sea. Many of these alternatives included construction of some type of earthen structures (dikes,
barriers or dams) within the area currently occupied by the Sea.
SEISMIC STABILITY OF THE WAIKALOA RESERVOIRS, KONA, HAWAII
Seismic Engineer I Dr. Meneses developed design ground motions in terms of site-specific design spectra and spectra -matched time
histories for use in the time -history analyses. Additionally, Jorge assessed the seismic stability and performed deformation analyses
of the existing reservoir. The Waikaloa Reservoirs experienced strong ground shaking during the October 2006 Hawaii earthquake.
Geotechnical earthquake engineering studies were performed for the Department of Water Supply, County of Hawaii for use in
performing evaluations and providing recommendations and planning level designs for the repair of the Waikaloa reservoirs

Staff Engineer I Mr. Bailey was responsible for reviewing laboratory test results, reporting and ensuring adherence to
the plans and specifications. The connector is designed to provide a seamless transition between these Riverside County
tolling systems for reliable, convenient travel for Eastvale, Jurupa Valley, Norco, and Corona motorists and express buses.
The project also will add an outside lane on eastbound 91 from 1-15 to the Promenade overcrossing. This extension will
shift the eastern end of the 91 Express Lanes approximately one-half mile from its current end point to help with vehicle
merging in this area. RMA Group is preparing a Quality Control Plan in accordance with the Contractor's quality policy,
quality objectives, organizations, construction quality management plans, quality processes and procedures, work
instructions, and quality records management. Additionally, RMA Group will be providing construction inspection and
materials testing services for roadway, structures, and electrical components of the project.
DALE JUNIOR HIGH SCHOOL MODERNIZATION, ANAHEIM USD, ANAHEIM
Staff Engineer I Mr. Bailey served as Staff Engineer on the Dale Junior High School project.The project scope consisted of
materials testing and special inspection services for the $48 million renovation that includes alterations to five classroom
buildings, one gymnasium building, one cafeteria / classroom, and construction of one administration, classroom, and
library building. This project also included one bleacher, one music building, and one shade structure. Construction
happened in two phases, allowing students to be rotated into portable classrooms while construction is in session.
Bruce provided inspection and testing services are required during soil compaction operations, foundation excavations,

RMA Group acted as a subconsultant to Butier Engineering, Inc. who provided construction management and inspection
services for the Chino II Desalter Concentration Reduction Facility (CRF). Construction of new softening, clarification,
filtration, and secondary RO (SRO) treatment and solids dewatering and storage, installation of a new decarbonator
including a new blower with sound enclosure and associated controls, and installation of a new transfer pump and motor
with associated VFD, motor controls, and discharge piping and valves. The project also included installation of new
cartridge filters including influent and effluent piping, valves, and instruments, modification of the existing sulfuric acid
chemical system by replacing two existing metering pumps and installing two metering pumps with appurtenances and
discharge piping, modification of the existing threshold inhibitor chemical system by raising the two existing bulk storage
tanks, replaced the two existing metering pumps, installed two new metering pumps with appurtenances and discharge
piping, and site modifications including new fencing and gates, yard piping, and storm drain replacement.

from Pomona to Redlands. Louis was responsible for quality control sampling and testing of aggregates and concrete,
fabrication of flexural strength specimens, testing modulus of rupture of flexural strength specimens using on site
mobile lab, and verification of mix design, volumetric truck calibration and material storage. He was also responsible for
inspection of base materials, bond breaker, forms and joint filler materials, monitoring concrete production, concrete
placement, and concrete consolidation, and monitoring finishing and curing operations.

CITY OF CHINO, PINE AVENUE IMPROVEMENTS STAGE 1 AND 2, CHINO
Special Inspector I Mr. Buffalo's duties included of preparation of final pavement section reports for both stages of
the improvements, compaction testing and concrete inspection and sampling which included R -Value testing for final
pavement structural section, compaction testing of trench backfill and street improvements, as well as special inspection
and testing of reinforced concrete construction. This project consisted of improvements to Pine Avenue from Euclid
Avenue to about 900 feet East of Meadowhouse Avenue. The construction inspection and testing services were required
for compaction testing of subgrade soils, base and asphalt along with testing and inspection of concrete and preparation
of final pavement sections once subgrade elevations are reached.
NASON STREET IMPROVEMENTS, CACTUS AVENUE TO FIR AVENUE, MORENO VALLEY
Public Works Technician I Mr. Buffalo was responsible for providing compaction testing of the asphalt pavement used for
this street improvement project. The Nason Street Improvement project involved the widening of approximately 2 miles
of Nason Street from Cactus Avenue to Fir Avenue. The improvements include pavement rehabilitation, raised medians,
sidewalks, bike lanes, traffic signal systems at the intersections of Hospital Road, Alessandro Boulevard, Cottonwood
Avenue, Dracaea Avenue, Eucalyptus Avenue, and Fir Avenue, street lighting system, and installation of traffic signal
interconnect system.
1-405 SEPULVEDA PASS WIDENING PROJECT, LOS ANGELES
Public Works Technician I Mr. Buffalo provided public works inspection and testing for this project that constructed
improvements to a major transportation corridor in the Los Angeles County area. The 1-405 Sepulveda Pass Widening
Project involves the engineering, procurement and construction of 10 -miles of HOV lane, freeway widening, realigning
existing on- / off -ramps, removing and replacing three bridge structures, construction of approximately 23 each
additional bridges and ramps, 18 -miles of retaining and sounds walls and performing road improvements on adjacent
City streets for LACMTA.

REDLANDS BOULEVARD BRIDGE REPLACEMENT, RCTC 215 / 74 INTERCHANGE PROJECT, PERRIS
Public Works Technician I Mr. Ray monitored paving operations and performed compaction testing on materials used
for this new bridge which is part of a project that replaced a two-lane bridge over the freeway with an eight -lane bridge.
Mr. Ray also coordinated with the contractor on achieving project specifications on the paving materials and prepared
sample cores for laboratory testing. Additional work at the site included realignment of freeway ramps, adjacent street
widening, improved signalization, and new residential soundwalls.
NOGALES GRADE SEPARATION, CITY OF INDUSTRY
Field Technician I Responsible for supervision and coordination of inspections and testing on a daily basis. Troy provided
a full range of inspections including special inspection of reinforced concrete, welding, earthwork and paving operations
as well as electrical inspection for signals and rail systems. ACE constructed a six -lane roadway underpass and double -
track railway bridge to completely grade separate Nogales Street with the railroad (Los Angeles Subdivision) between
San Jose Avenue and Gale Avenue/Walnut Drive North. Gale Avenue and Walnut Drive North near Nogales Street was
widened to two lanes in each direction to ease a traffic chokepoint. Construction of the Nogales Street Grade Separation
began in May 2013. With the completion of the temporary railroad crossing at Charlie Road, Nogales Street between San
Jose Avenue and Gale Avenue/ Walnut Drive North was closed in March 2014 for underpass and bridge construction.
SUNSET BOULEVARD & SKIRBALL CENTER DRIVE BRIDGES, 1-405/SEPULVEDA PASS IMPROVEMENT PROJECT, LOS
ANGELES
Public Works Technician I Mr. Ray performed concrete batch plant inspection and performed moisture content, slump,
and temperature tests on the mixes to verify tolerance levels and that they were in compliance with the project's plans
and specifications. These bridges were part of the 10 -mile long traffic congestion improvement project for the 1-405/
Sepulveda Pass that will add HOV lanes, improve on- and off -ramps along the freeway between 1-10 (Santa Monica
Freeway) and U.S. 101 (Ventura Freeway). The bridge improvements include higher capacity on- and off -ramps, seismic
upgrades, shoulder widenings, addition of sidewalks in each direction, and a thirteen -foot wide center median.
CRENSHAW / LAX LRT, CRENSHAW
Special Inspector I Mr. Ray served as Special Inspector and provided laboratory testing and supervision of technicians'
tests of materials used for this major transportation improvement project. Materials tested included structural
steel, reinforcing steel and all of the conventional roadway materials testing and structural inspections for concrete,
aggregates, soils, and asphalt concrete pavements.

RMA Group is currently providing construction and welding inspection, soil engineering during design and construction, and materials
testing for the past 17 years to the Inland Empire Utilities Agency. During this time, RMA Group worked on all five of this agency's water
treatment plants, the RP Administration and Operation Building, Peaker Plant, and Wetland Restoration Project. Staff assignments
were made to provide appropriately certified personnel. For each project, RMA Group would complete a review of the plans and
specifications which initiated a line item break down of the required inspection and testing tasks and develop a man power estimate
to complete the work. During our tenure, RMA Group has been consistently able to meet the scheduling and staffing assignments
to complete the range of services. On-site, RMA Group personnel provided inspection with detailed documentation that included
description of the work in progress by each trade or consultant, approved submittals, change orders, bulletins, requests for information
or clarification, and correction notices or notices of non-compliance issued. Laboratory testing was performed for aggregate, asphalt
testing, concrete, masonry, reinforcing steel, structural steel, and soils. All projects under this contract have successfully been completed
on time and within budget.
Regional Water Recycling Plant No. 5 (RP -5) Expansion
The Regional Water Recycling Plant No.5 (RP -5) is located in the city of Chino and has been in operation since 2004. The design
hydraulic domestic sewage (wastewater) treatment capacity is 16.3 million gallons per day, which includes 1.3 million gallons
per day of solids processing returned from RP -2. The plant serves areas of Chino, Chino Hills, and Ontario. The plant treats the
liquid portion of an average influent wastewater flow, including RP -2 returned flow, of approximately 9 million gallons per day.
The $280 Million project will expand RP -5's liquids treatment capacity and construct a new solids handling facility. The liquids
treatment capacity of RP -5 will be increased from 15 million gallons per day to 22.5 million gallons per day to support expected
service area growth. The project will meet all regulatory requirements, utilize energy efficient equipment, and continue to
provide recycled water to the service area. RMA Group is providing geotechnical monitoring, special inspection and material
testing services will be required during soil compaction operations, concrete construction, masonry construction, welding
operations, coatings operations, post installed anchor installation, and mechanical & electrical installations.

RMA Group has been providing as -needed geotechnical
engineering services for the Eastern Municipal Water District
(EMWD) since 2016. During this time, RMA Group worked on all multiple projects which include the Cottonwood Avenue Recycled
Water Pipeline Project, French Valley Recycled Water Pipeline, and the Fox Street Tank Project.
Cottonwood Avenue Recycled Water Pipeline
Our geotechnical investigation included five exploratory borings including two in the street and three off the street but still within
the right-of-way. RMA Group traffic control plans in accordance with the Manual on Uniform Traffic Control Devices (MUTCD) and
submitted them as part of a permit pack to obtain an encroachment permit from the local agency.
All borings were successfully drilled to a depth of 20 feet and numerous split -spoon ring samples were taken at each location which
allows us to understand the in-situ conditions. Tests include in-place density, maximum density and optimum moisture, direct shear,
R -value, sieve analysis, sand equivalent, plasticity index, and corrosion analysis.
Fox Street Tank
Services provided on the Fox Street Tank project included grading observation and testing, special inspection and testing of
reinforced concrete construction, as well as testing of max density Optimum moisture services.
The project was located at 20539 Fox Street in the unincorporated community of Mead Valley, Riverside County, California. The work
site extends in accompanying access easements and within Fox Street and Ellis Road rights-of-way. The project's scope consisted of
a new 1MG steel tank, yard piping and valve assembly and enclosure, site improvements, and approximately 1,960 linear feet of 12 -
inch fusible PVC water main with water service connections and related work.
French Valley Recycled Water Pipeline
The proposed pipeline extends approximately 600 feet west of the intersection of Benton Road and Pourroy Road, and approximately
1,000 north of that intersection. Additionally, a proposed optional extension of the pipeline extends from the intersection of Benton
Road and Pourroy Road to approximately 1,400 feet east of the intersection.
Our geotechnical investigation included three exploratory borings drilled with a CME -75 drill rig. All borings were successfully drilled
to a depth of 20 feet and numerous split -spoon ring samples were taken at each location which allows us to understand the in-

TERMS AND CONDITIONS
GENERAL CHARGES
RMA Group requires twenty-four (24) hour prior notification for scheduling inspectors and/or technicians.
Inspection charges start at the scheduled show up time at the job site. All inspection hours will be billed in the following
increments:
There will be a minimum two (2) hour charge for any RMA Group employee presence on site.
Anytime less than four (4) hours of work will be billed as four (4) hours.
Four (4) to eight (8) hours will be billed as eight (8) hours.
When personnel are required to work in excess of 5 hours without an uninterrupted meal period of 30 minutes, due to project
constraints, Y2 hour will be charged at double time rates in addition to any applicable hours worked.
Rates are valid through June 30, 2024. Rates for personnel will increase by 5% per year on July 1st of each subsequent year.
Outside services will be billed at cost plus 15% unless billed directly to and paid for by Client.
Requests made by client for management attendance at meetings at the project site will be charged at standard rate.
Administrative/clerical support will be charged at 3% of the monthly direct charges.
OVERTIME CHARGES
Work performed in excess of 8 hours per day and / or up to eight (8) hours on Saturdays will be billed at 1.40 times the unit rate.
Work performed on Sunday, recognized holidays, or in excess of eight (8) hours on Saturdays will be billed at 1.80 times the unit
rate.
A 20% surcharge will be applied for laboratory tests performed on a Saturday or Sunday.
NIGHT WORK
A $5.00 per hour surcharge will be added to all personnel rates for work performed during night shifts.

THE RMA GROUP TEAM
Mr. Slawek Dymerski, PE, GE, will serve as Principal -In -Charge. Slawek has a wide range of experience with city and
county projects that will allow him to respond to requests quickly and efficiently. He is a registered civil engineer and
geotechnical engineer with decades of experience proving services and successfully completing projects. As a Principal -
In -Charge at RMA Group, Slawek provided services for Inland Empire Utility Agency, Coachella Valley Water District, and
Eastern Municipal Water District On -Call contracts.
Our Project Manager for this contract will be Mr. Raymond Roblero. Raymond has more than 15 years of experience
providing project management services for materials testing and inspection projects. He has been responsible for all
levels of projects including water districts and municipalities.
Our Field Services Coordinator, Mike Wielogorski has more than 25 years of experience. He has worked on hundreds of
projects requiring materials testing, inspection, and geotechnical engineering services. Mike has served as Field Services
Coordinator for multiple municipal projects including the Inland Empire Utility Agency, Coachella Valley Water District,
and Eastern Municipal Water District On -Call contracts, among others.
The expertise of RMA Group does not stop at materials testing services. Our engineers and construction
experts have been designing and overseeing projects with unique challenges for decades.
PRO -ACTIVE STAFF MANAGEMENT
The strength of RMA Group lies within our professional personnel. The key individuals proposed for this contract
include our most experienced and capable staff members who have worked on various major contracts and
bring a combination of skills and knowledge that will be an asset to the City of La Quinta. We have assigned a
team of senior -level individuals with direct relevant experience in geology and geotechnical engineering that
understands the unique nature of new construction and modernization projects. Their experience grounds
them with an understanding of the complex and often time -sensitive nature of project directives. Each
member will have specific areas of responsibility to manage and carry out all aspects of this contract.
The combined experience of these individuals will result in a staffing plan that specifies the level of experience and
certifications required, and number of technical personnel required matching the construction schedule.
SLAWEK DYMERSKI, PE, GE PRINCIPAL -IN -CHARGE
Mr. Slawek Dymerski will serve as Principal -In -Charge and will handle all contractual matters with the District. He is
registered civil engineer and geotechnical engineer with nearly 30 years of experience with geotechnical, materials testing, and inspection
projects. He has worked on hundreds of municipal projects requiring materials testing and inspection including our
Coachella Valley Water District, Inland Empire Utility Agency, and Eastern Municipal Water District On -Call contracts.
Throughout the duration of these contracts, Slawek handles all contractual matters and ensures all resources necessary
to the clients projects are in place and available. He provides leadership to ensure that RMA Group's pledge to
service, professionalism, and technical expertise are delivered consistently throughout each project verifying that our
deliverables fully meet the projects requirements and provide technical quality review of reports.

STAFFING AND PROJECT ORGANIZATION
RAYMOND ROBLERO PROJECT MANAGER
Mr. Raymond Roblero will serve as Project Manager and will maintain direct and
continued responsibility for all services provided for the duration of any project
serviced under this contract. He will continually monitor each project schedule
and proactively plan for increases in personnel in conjunction with and supported
by RMA Group management to recruit new personnel or reassign from projects
nearing completion. As such, he will serve as the primary point -of -contact on all matters
dealing with individual projects and will handle all day-to-day activities through to completion.
Raymond will also assign and direct project team personnel and manage the
dispatch of qualified inspectors and technicians. Raymond will continually
monitor each projects schedule and proactively plan for increases in personnel
in conjunction with and supported by RMA Group management to recruit new
personnel or reassign from projects nearing completion.
With more than 15 years experience with immense management and supervisory
experience for municipal projects, Raymond has a working knowledge and experience with the use of procedures with
strict adherence to specifications for various leading agencies. He is well versed in providing technical support, review of
project correspondence, and field reports for compliance with project plans and specifications.
Raymond has developed a perfect understanding of the City's requirements and preferred processes. This
understanding will be utilized to guide our team in all aspects of servicing the City's projects and will furthermore be
passed onto all team members who have the privilege of working with the City team. Raymond has had opportunities to
solve complicated project problems while maintaining the project budgets as a Project Manager.
JORGE MENESES, PHD, PE, GE, D.GE, F.ASCE PRINCIPAL GEOTECHNICAL ENGINEER
Dr. Jorge Meneses is the Principal Geotechnical Engineer of RMA Group. He will oversee the technical aspects of the
geotechnical engineering and soils engineering task orders that may arise during the term of the contract. He will act as
the Geotechnical Engineer in responsible charge for all geotechnical engineering work, as -needed. Jorge will also provide
technical oversight and internal Quality Management review. He will direct all engineering support required and will
participate in all pre -construction and construction phase meetings requiring professional engineering participation.
KEN DOWELL, PG, CEG, QSD PRINCIPAL GEOLOGIST
Mr. Ken Dowell will serve as Principal Geologist for this contract. He will support the team for any geologic or seismic
issues that arise during the term of the contract and will execute the field sampling and logging of borings during
geotechnical explorations for the project. He will collect site specific subsurface soil and groundwater information and
will provide field consultation during construction as needed to address soil conditions that may impact construction.
JOHNNY RODRIGUEZ, PE PROJECT ENGINEER
Mr. Johnny Rodriguez will support the team with his expertise in concrete and asphalt paving operations as well as soil
compaction operations throughout the construction cycle. Johnny's responsibilities will include the review of daily test
reports and monitoring testing frequencies in accordance with project specifications and code requirements. He will
interface regularly with the project inspector and perform oversight of RMA Group technicians to ensure procedures are
followed in accordance with job site requirements.

MIKE WIELOGORSKI FIELD SERVICES COORDINATOR
Mr. Mike Wielogorski will coordinate testing and inspection activities and will ensure that any staff sent to a project site
are properly certified and experienced to perform the inspections and / or tests that have been requested, and that they
are properly equipped with currently calibrated equipment. He will hold regular training sessions to ensure that the staff
members assigned to your projects are instructed and updated daily as to the specific project plans and specifications
and any special reporting protocols and job site safety requirements.
Mike has provided services for the IEUA for many years and currently manages all inspectors for our existing on-call
contract. Through his experience, he has gained a working knowledge that allows him to take a lead role in maintaining
the quality assurance of each project. He has a focused management aptitude for capitalizing on each project's
successes to implement internal processes to continually improve the level of service.
JACOB BAILEY, PE LABORATORY MANAGER
Mr. Jacob Bailey, PE will serve as the Laboratory Manager. He will oversee all laboratory testing activities for the City's
projects. Jacob has prior and ongoing experience working with materials testing and special inspection services for municipal
geotechnical projects projects. His familiarity with related code requirements for testing of construction materials allows him to know
exactly what to look out for during materials laboratory testing. Jacob will communicate directly with other team members on
the City's projects, promptly informing them of test results or any potential problems encountered with the construction
materials.
INSPECTION TESTING SUPPORT STAFF
We employ more than 160 certified technicians and inspectors locally who hold licenses and certifications to perform
inspection and materials testing. These individuals are full-time, long tenured employees that are multi -certified and
cross -trained to efficiently inspect multiple ongoing operations, thereby providing more flexibility in daily assignments
and reducing the number of personnel needed.
