On -Call Materials Testing Services for various Capital Improvement Projects which includes
street, bridge, storm drain, parks, and essential building projects for the City of La Quinta.

RFP for On -Call Material Testing Services
Converse has provided materials testing and inspection services for the City of La Quinta over
the last 3 years. We have extensive experience providing geotechnical observation and material
testing during construction within Coachella Valley (cities of Indian Wells, Palm Desert, Indio,
Palm Spring, Cathedral City, Rancho Mirage, Coachella Valley Water District). Because of this
experience we understand during the hot summer months, construction work starts in the early
morning hours and in some cases midnight to avoid impact on the field workers and material
being used. Converse was able to provide inspection and testing during late nighttime and early
morning.
We have over 50 professional and technical staff, available to service your projects, including in-
house geotechnical engineers, engineering geologists, environmental scientists, special
inspectors, laboratory and field technicians, drafting/CAD specialists, and other support personnel
specializing in their respective fields. Our field technicians/inspectors have Caltrans certification
for the tests they will perform. These individuals have the experience to provide the City with
quality services in a cost effective and timely manner.
Testing of soils and construction material will be performed at our Palm Desert laboratory and our
Caltrans certified laboratory at our Redlands office. Our Palm Desert laboratory is currently in the
process of being Caltrans certified. Our Redlands' laboratory is approved by various certifying
agencies, including Caltrans, DSA, AASHTO, AMRL and CCRL. It is supervised by a registered
civil engineer to ensure quality control. All equipment is calibrated regularly. Our laboratory
services are available 24 hours a day. In addition, we have a staffed laboratory located in our
Monrovia office, should the need arise.
Due to the close proximity of our office to your projects (within 10 miles of most sites) we will not
assess any travel time or mileage charge from our office to the job sites. Also, due to availability
of adequate in-house staff and proximity of our office to your project site, we can respond to short
notice.
We have reviewed the Draft Agreement for Contract Services included in the RFP and can comply
with the terms and conditions. Converse can execute the Agreement, if selected. Our goal is to
form a true partnership with the City staff so we can provide our best level of service.
Our proposal will remain valid for 90 days from May 23, 2023.

1.h Project Understanding and Approach
Based on review of the City of La Quinta Capital Improvement Program we understand the projects
may include streets, bridges parks, bike trails, storm drains, essential buildings and other related
projects. We will provide field and laboratory testing of soils, aggregate base, cement and asphalt
concrete. Converse if also capable and qualified to provide testing of steel, masonry, welding and
other building construction materials.
Our scope of work will include providing equipment, services and products to be rendered in
performing all designated work associated which may include, but is not limited to, performing the
following intermittent observation and testing services:

Provide a qualified technician as necessary to conduct density tests on roadway sub -grade,
aggregate base, asphaltic concrete, slope fill and trench backfill placement as required.
The tests will be performed with a nuclear densometer in accordance with ASTM D2922
or sand cone in accordance with ASTM D1556. Maximum density curves (ASTM D1557)
will be performed on various material types as they are encountered, including Marshall
density tests on the asphaltic concrete.

• Provide an ACI -certified technician as necessary to make sets of concrete cylinders as
needed and perform slump tests for the curb, gutter, concrete dip section, foundations,
and other minor concrete.
• Provide a Caltrans certified technician and laboratory to perform tests on federally funded
projects.
• Perform compression strength tests in accordance with ASTM C39.
• Perform extraction/gradation tests in accordance with ASTM D2172/C136 on the asphaltic
concrete.
• Perform R -Value Testing of street subgrade and recommend a pavement section based
on the results of the test.
• Reporting of any Non -Compliance results of materials to the City within 24 hours from the
time of sampling.
• Provide geotechnical reports and recommendations. Work may include soil samples,
pavement cores, percolation tests, pavement recommendations, etc.
1.i Scope of Work
Based on review of the City of La Quinta Capital Improvement Program we understand the projects
Converse's typical approach to provide services during construction are discussed below.
Soils Compaction
■ Review soil reports, project plans and specification.
■ Review submitted on-site/imported materials to determine their suitability as fill materials.
■ Inspect bottom of excavation.
• Perform in-place density tests according to ASTM D 1556 (sand cone method). Soils
density tests may also be performed by Nuclear method according to ASTM D2922 and
adjusted to ASTM D 1556 provided that calibration curves are periodically checked.
■ Provide fill placement inspection and testing during construction, on an intermittent and
continuous basis as required to establish proper execution and conformance with the
specifications. This includes testing (e.g. field density tests) on-site soil for subgrades to
receive fill, fill placement on building pads, backfill placement in trenches, roadways,
parking areas, walkways and subgrade.
• Review and provide laboratory testing on soil, backfill materials, aggregate base, under
slab granular cushion, sand bedding, etc. Develop compaction curves for materials
encountered. Monitor excavation of suitable fill material from mass excavation, existing
aggregate base and the crushing of existing concrete for use as aggregate base.
■ Review subgrades for floor slabs.
■ Prepare reports summarizing all observations and test results.
Grading Observations
Our field technician will be present full-time to monitor the removal of all
unsuitable material both vertically and laterally across the site. He will
determine that firm excavation bottoms are reached prior to approval
placing compacted fill. Field density testing will be performed as the fill
progresses to assure that adequate moisture content and relative
compaction as required by the project specifications are being achieved.
The tests will be performed using the Sand Cone (ASTM D1556) and/or
the Nuclear Gauge (ASTM D2922). In case of a failing test result, our
field technician will immediately notify your representative and the
grading contractor. The contractor will be asked to rework the failed areas. Additional in-place

density tests will be taken to verify that the compaction meets the project specifications. The field
technician will report the failed tests in case the client decides to back charge the contractor for
the failed tests.
Utility Trench Backfill
Our field technician will be present on a full-time basis during all phases of trench backfilling
unless otherwise directed by your representative. Tests will be conducted in accordance with the
ASTM Standard D1556 (sand -cone method), or the ASTM (nuclear method). In most cases, the
test method will be determined by the Inspector in the field. The sand -cone method is preferred
to overcome trench corrections which are necessary for the nuclear method, and which can
sometimes lead to questionable results. The relative compaction will be computed based on the
field density determinations for each soil type encountered. The maximum density shall be
determined in accordance with the ASTM Standard D1557. This determination will be conducted
in the laboratory, but each technician is equipped with the necessary apparatus for conducting
this test in the field so that immediate test results can be provided, if necessary.
Pavement Testin_g
Converse will prepare a pavement structural section report based upon laboratory R -value, sieve
analysis, and sand equivalent testing. This report will be applicable for all surfaces to receive
concrete and asphalt pavement on-site. Compaction testing of subgrade and base materials will
be performed at the direction of the City's representative. To verify that asphalt concrete
pavement has been compacted to 95% of the maximum laboratory density we will obtain core
samples. Laboratory testing of the asphalt will include extraction and gradation, and Marshall
Density.
Foundation Inspection
Where foundation inspection is necessary, Converse will verify dimensions and that the footings
extend into satisfactory soils and that footing excavations are free of loose and disturbed materials
prior to concrete placement.
Concrete
■ Review concrete mix designs, product mill certificates for
compliance.
■ Review each batch ticket, inspect concrete placement, and test
concrete slump.
■ Provide a minimum of one test for each type of cement and
aggregate for conformance.
• Verify concrete meets the specified strength and in required areas
of locations.
■ Fabricate and pick-up concrete cylinders.
• Monitor concrete tests results and advise for non -conforming
tests.
Take concrete samples and test concrete for compressive strength.
Prepare reports summarizing all observations and test results.
Optional: Reinforcing Steel
Review material identification/mill certification sheets to ensure that steel meets project
manual specifications.

Laboratory Testing
All laboratory testing will be performed at our certified laboratory. Testing will be required on soils,
aggregates, concrete, asphalt and steel. We will ensure that all test results are issued when they
are due. Our laboratory is certified by Caltrans, the US Army Corps of Engineers, Division of the
State Architect (DSA), the Cement and Concrete Reference Laboratory (CCRL), and the American
Association of State Highway and Transportation Officials (AASHTO). It is supervised by a
registered civil engineer to ensure quality control. All equipment is calibrated regularly. Our
laboratory services are available 24 hours a day.
Our laboratory can perform all soils and materials testing, which may be required for your projects,
including the following.

The field and laboratory personnel will be well supported by a group of office staff. The project
manager and other office staff will provide the following.
• Consultation and attend as -needed project progress meetings.
■ Verify and approve all laboratory test results before issuing to the field representative.
■ Prepare interim reports on project progress.
• Monitor staff allocation.
• Review all field daily reports to verify compliance with the project plan and specification.
■ Perform budget monitoring and percent completion and budget expended. Keep client
updated on the budget status along with every monthly invoice.

project consists of providing on-call geotechnical services at various locations. These projects
include arterial street maintenance of Magnolia Avenue, the intersection of Trautwein & Cole
Avenues, Palmyrita Avenue, Brockton Street, Minor Street, Cole Avenue, the intersection of
Shelby and Garfield Street, the intersection of Victoria Street and Myers Avenue. The projects
also include storm drain maintenance of Victoria and Myers Storm Drain and Cole Avenue Storm
Drain.
Date Palm Bridge Widening, Cathedral City, CA. Principal in Charge. Provided technical
oversight and budget control for the geotechnical observation and testing for the project. The site
is located at Date Palm Drive in Cathedral City, Riverside County, California. This project
proposes to widen the existing bridge from 4 lanes to 6 lanes at Date Palm Drive. The construction
project includes bridge construction, bridge modification, roadway improvements, utility
improvements and traffic signal and other electrical improvements. Converse provides Quality
Assurance (QA) services for our client to meet or exceed the Caltrans and project specifications.
Guava Street Bridge, Murrieta, CA. Principal in Charge. Provided technical oversight and budget
control for the geotechnical observation and materials testing for the project. The project consisted
of the construction of a five -span, pre -stressed box girder bridge structure that will carry one lane
of traffic in each direction. The bridge and its approach roadways will provide a curb -to -curb width
of 40 feet consisting of two 12 -foot -wide lanes and two 8 -foot wide shoulders and a 5 -foot -wide
sidewalk on one side as well as barrier railing on both sides.
Cathedral Canyon Drive Sidewalk/Bike Path, Cathedral City, CA. Principal in Charge. Provided
technical and budget oversight, resource allocation and contract management during the
construction of the project. The improvements consisted of constructing a sidewalk on the east
side of Cathedral Canyon Drive and improving existing sidewalks from East Palm Canyon Drive
(old historic State Route 111) to Terrace Road.

Schaefer Avenue Storm Drains, Chino, CA. Principal in Charge. Provided technical oversight
and budget control for geotechnical observation and materials testing. The project consists of
4,150 feet of storm drain improvements along Schaeffer Avenue in Chino, California. The storm
drains consisted of RCP with invert depths ranging between 10 to 12 feet below existing ground
surface (bgs). The diameter of the RCP ranged from 24 to 60 inches. Pipes were installed using
open cut -and -cover technique. Maximum depth to the bottom of manholes was 15 feet bgs. The

and Victoria Avenue from Harrison Street to Van Buren Boulevard. It also included pavement

constructed under the jurisdiction of the City of Riverside and Riverside County Flood Control and

RCP with invert depths ranging between 10 to 12 feet below existing ground surface (bgs). The
diameter of the RCP ranged from 24 to 60 inches. Pipes were installed using open cut -and -cover
technique. Maximum depth to the bottom of manholes was 15 feet bgs. The project will also

consisted of constructing a sidewalk on the east side of Cathedral Canyon Drive and improving

PROJECT DESCRIPTION
The project consists of 4,150 feet of storm drain improvements along Schaeffer Avenue in the
City of Chino, San Bernardino County, California. The proposed storm drains consist of
Reinforced Concrete Pipes (RCP) with invert depths ranging between approximately 10 to 12 feet
below existing ground surface (bgs). The diameter of the RCP range from 24 inches to 60 inches.
Pipes will be installed using open cut -and -cover technique. Maximum depth to the bottom of
manholes is approximately 15 feet bgs. The project will also include removing and replacing
sidewalks with ADA compliance ramps, catch basins, jack and bore under the railroad track.
SCOPE OF WORK DURING CONSTRUCTION
■ Provide full-time/as-needed observation during fill placement and take in-place density tests
of compacted trench backfill.
• Verify quality of fresh concrete and fabricate concrete cylinders.
• Perform maximum density/optimum moisture content determinations.
■ Submit field reports with test results to client representative at the end of each working day.
• Submit a summary compaction report, including a table showing the tests taken and reference
information (test number, approximate station, approximate depths, etc.), testing data
(density, moisture, etc.), and qualitative information (pass/fail, retest number). The report will
also include all laboratory test results.

service including new service saddles, new angle meter stops, new meter boxes and all
appurtenant work required as well as the construction of sidewalk, curb, gutter, cross -gutters.

The City of Chino improved the drainage system of the Ruben Ayala Park located at 14225
Central Avenue, Chino, California. The park contains open turf fields and several soccer fields,
baseball and softball fields and skateboarding area, trees, parking lots and access paved road
and sidewalks.
SCOPE OF WORK DURING DESIGN
■ Coordinated with the City of Chino to access the park and to locate existing underground utilities,
if present.
• Conducted a field reconnaissance and marked the boring locations such that the drill rig access
to all locations was available.
Drilled one exploratory borings at the site to a depth of 11.5 feet bgs due underground utilities.
• Drilled 2 holes to perform percolation testing to 4.0 feet and 10.0 feet bgs.
■ Conducted laboratory testing of representative samples of the site soils, including in situ
moisture contents and dry densities and grain size analysis.
• Analyzed and evaluated data from the field exploration and laboratory testing.
■ Prepared a report to present our findings, conclusions, and recommendations for site.
SCOPE OF WORK DURING CONSTRUCTION
■ Performed in-place density tests of compacted fill, aggregate base, asphalt and cement concrete.
■ Conducted laboratory testing including modified proctor soils and aggregate base, compressive

3. FEE SCHEDULE
Converse schedule of fees are provided on the following pages. Our fees will remain the same
throughout the duration of the 3 -year contract. In general, our fees are based on the following
assumptions.
Access to the project construction area will be provided at no cost to Converse.
An 8 -hour day at the site. Overtime will be charged at 1.5 times the regular hourly rate.
There will be a two-hour minimum charge in case of work cancellation after our field personnel
has been dispatched. Four-hour minimum days for workers providing services.
It is understood by both contracting parties that all fieldwork will be subject to prevailing wage as
defined in Labor Code Sections 1770-1780.
Converse and our subconsultants are registered with the California Department of Industrial
Relations (DIR). Converse's DIR No. is 1000001465.
For on-call services, the test locations will be prepared and ready for testing by Converse field
personnel upon their arrival at the site.
Additional inspections and laboratory testing outside the agreed-upon scope of work can be
provided upon request. Charges for these additional services will be based on our attached
Schedule of Fees.
No services will be provided prior to the fully executed agreement with you. No additional work
required will be provided without written authorization and a budget amendment from your
authorized representative.
Our services will be performed on a time -and -materials basis in accordance with the unit rates
indicated, and/or Schedule of Fees.
Our field representative will not direct, supervise or lay out the work of the contractor. Our
services will not include a review of the contractor's safety measures on or near the project.
Any meetings and/or consultation(s) requested by the client will also be charged in accordance
with the attached Schedule of Fees.
Testing services outlined in this proposal will be performed at the request of your authorized
representative.
If services are provided on an as -needed basis, no comments regarding compaction procedures
or observations will be made. Daily field reports indicating work performed and test locations will
be provided as the testing is completed.
We require 24-hour advance notice for our services. We will, however, make every attempt to
accommodate requests on shorter notice.

It is the objective of Converse Consultants to provide its clients with quality professional and technical services and a continuing source
of professional advice and opinions. Services will be performed in a manner consistent with that level of care and skill ordinarily exercised
by members of the profession currently practicing in the same locality under similar conditions. This fee schedule is valid through
December 31, 2026.

Invoices
1. Invoices will be submitted to the Client on a monthly basis, and a final bill will be submitted upon completion of services.
2. Payment is due upon presentation of invoice and is past -due thirty days from invoice date. In the event Client fails to make any
paymentto Converse when due, Converse may immediately ceasework hereunder until said payment, togetherwith a service charge
at the rate of eighteen percent per annum (but not exceeding the maximum allowed by lawn from the due date, has been received -
Further, Converse may at its sole option and discretion refuse to perform any further work irrespective of payment from Client in the
event Client fails to pay Converse for services when said payments are due -
3. Client shall pay attorneys' fees or other costs incurred in collecting any delinquent amount.

Conditions: Unit rates presented on this fee schedule are for routinely
perrormed geotechnical laboratory tests_ Numerous other earth material
physical tests can be performed in our geotechnical laboratories, including
rock core, soil cement and soil lime mixture tests. Tests not listed can
be quoted upon request. This fee schedule is valid through December 31,
2026,
Prices are based on the assumption that samples are uncontaminated and do
net contain heavy metals, acids, carcinogens and/or volatile organics which
can be measured by an organic vapor analyzer or phatoicnization detector
with a concentration greater than 50 parts -per -million (ppm). Quoted testing
fees are based on the assumption that no protective clothing will be required
to handle samples. If Level ❑ protect" clothing will be required during
handling of samples (as defined in Federal CFR Part 1910.120), then a 40%
increase in fees presented in this schedule will be applied. Level C protective
clothing will be a 601% increase in fees. Conversewill not handle samples that
require either Level R or Level A protection in our geotechnical laboratories.
Contaminated sampleswill be returned to the client. Uncontaminated samples
will be disposed of 30 days after presentation of test results. The client must
disclose the source of samples. Samples imported from out of state will be
incinerated aftertesting in accordance with requirements of the United States
Department of Agriculture. Soil samples obtained within the State ofCalifornia
currently designated quarantine areas will also be incinerated in accordance
with the requirement of the State or California, Department of Food and
Agriculture, Division of Plant Industry, Pest Exclusion. A $5.00 incineration
fee will be added to each sample that is required to be incinerated in
accordance with State and Federal law.
Test results requiring plots will be presented in a publishable format generated
from computer programs. Otherwise, rawtest numbers will be presented. A
minimum laboratory fee of $50.DD will be charged to present and mail test
results. Beyond the standard U.S. Mail delivery, specialized transmittal will be
charged at additional cost (e.g., Federal Express, UPS, etc). Geotechnical
testing does not include engineering andlor geologic review and analysis.
Typical turnaround for geotechnical laboratory testing is two weeks (or roughly
ton working days). To expedite test turnaround to five worbng days, a 50%
increase in the fees in this schedule will be applied. Many geotechnical tests
require at least one week to perform in accordance with ASTM or other
standard specifications. Fees presented in this schedule for relatively
undisturbed direct shear, consolidation or expansion pressure tests are based
on the assumption that 2.416 -inch inside diameter brass ring samples will be
provided to the geotechnical laboratoryfortesting. Remolded specimens will
be compacted in standard 2.5 -inch outside diameter brass rings for direct
shear, consolidation and expansion pressure tests. PJI fees presented in this
schedule are based on the assumption that the client will deliver samples to
our laboratory at no additional eostto converse.
Invoices will be issued monthly and are payable on receipt unless otherwise
agreed upon. Interest of 1.596 per month (but not exceeding the maximum
allowed by law) will be payable on any amount not paid within thirty days;
payment thereafter to be applied first to accrued interest and then to the
principle unpaid amount. The Client shall pay any attorneys' fees or other
costs incurred in collecting any delinquent amounts.

5. Staffing and Project Organization
Converse has the field, professional and office staff with the qualifications and experience that we
will draw from depending on the project demands. They will have all appropriate certifications and
experience for the tasks they are performing. Converse understands the City must approve
replacement staff before a substitute person can be assigned to provide services.
5.a Key Staff
Our key staff, who will be assigned to the City projects, have prior experience working on similar
projects. They have the knowledge and experience providing geotechnical observation and
materials testing services. Our staff have worked with owner representatives, construction
managers and contractors in delivering quality projects on schedule and within budget.
Hashmi Quazi, PhD, PE, GE, Principal in Charge/Project Manager, has over 36 years of
experience providing geotechnical and materials testing services. He will be the City's point -of -
contact on matters dealing with the services offered. His duties will include the following.
■ Quality Assurance/Quality Control (QA/QC) for all Converse activities.
■ Technical assistance and oversight.
• Contract and budget negotiations.
■ Report review.
■ Resource management oversight.
■ Attend project meetings as needed.
Antonio Maciel, Senior Staff Engineer/Assistant Project Manager, has 15 years of experience
providing geotechnical engineering services during the design and construction of related
projects. He has managed construction site services and prepared technical reports. His duties
will include the following.
■ Attend project kick-off meeting and all as -needed progress meetings.
• Assign personnel to projects on an as -needed basis in coordination with your
representatives.
■ Work with Field Services Coordinator and Lead Technician to forecast man-hours.
■ Supervise field activities and laboratory testing for projects in design and construction
phases.
■ Verify and approve all laboratory test results before issuing them to the field representative
and the project team.
• Review all field daily reports to verify compliance with the project plan and specification
and prepare interim reports on project progress.
■ Oversee our staff to ensure our services are on schedule and within budget.
• Assure that all deliverables are submitted on time.
• Review, monitor, and provide general direction for our laboratory and field personnel.
■ Review and issue reports and invoices for submittal.
■ Review asphalt and cement concrete mix design.
■ Consultation, recommendations and attend as -needed project progress meetings.
Bill Kowalski, Lead Technician, is Caltrans certified and has over 20 years of experience with
the expertise to perform the observations and tests on complicated sites, anticipate problems
before they impact the project and work with the project manager to develop solutions. His duties
will include the following.

basis so upcoming earthwork activities can be accurately forecast, and the appropriate
team members are made available for this project.
• Coordinate with Field Technicians on an on-going basis.
• Provide as -needed quality control services during construction related to soils, aggregate
and concrete.
■ Concrete and bituminous plant inspections/testing.
• Concrete cylinder preparation.
■ Bituminous pavement coring and testing.
■ Prepare daily field reports and submit them to the City's representative.
Jita Smith, Laboratory Supervisor, is the laboratory supervisor and he has experience managing
soils and materials laboratories for Converse and is responsible for the completion of all laboratory
testing programs. His duties will include the following.
• Coordinate with the Assistant Project Manager on all laboratory testing programs.
■ Assign appropriate laboratory staff to ensure all tests are performed properly and results
are provided on time.
• Ensure all laboratory equipment is properly calibrated and certified.
■ Issue laboratory test results when they are due.
■ Report failed test results to the project manager immediately.
Penney Munns, Field Services Coordinator, will be the single point of contact to take requests
for our services from your representatives. We request 24-hour advance notice; however, since
our assigned staff are local to the area, we will be able to respond with shorter notice. Her duties
will include the following.
■ Make sure we have plans and specifications, as necessary, for the project.
■ Prepare field folders to include our proposal and scope of work, project team contact
information.
• Schedule and dispatch field staff with appropriate training, certifications and experience.
■ Confirm staff is on site on time with all necessary equipment and test data.
• Review daily field activity reports to make sure they are complete and signed.
• File completed laboratory test results in the field folder, so it is available to the field staff.
■ Distribute field daily reports and laboratory test results as required.
Field Personnel: We have a pool of qualified and experienced field personnel that we will draw
from depending on the project demands. Due to the strength of our staff pool and our proximity to
any project site we can and will respond to notices shorter than the required 24 hours. The field
personnel will have all appropriate certifications and experience for the tasks they are performing.
We can assign field and laboratory personnel on a full-time basis if the project demands. The field
personnel will conduct sampling and testing on an as -needed basis.
Office Support: The field and laboratory personnel will be well supported by a group of office
staff. The project manager and other office staff will provide the following.
■ Consultation and attend as -needed project progress meetings.
• Verify and approve all laboratory test results before issuing to the field representative and
the project team.
■ Prepare interim reports on project progress and monitor staff allocation.
• Review all field daily reports to verify compliance with the project plan and specification.
• Perform budget monitoring and percent completion and budget expended. Keep client
updated on the budget status along with every monthly invoice.
■ Prepare final project close out reports.
