Principal / Project Manager
As principal of Inland Foundation Engineering, Inc., Mr. Evans'
responsibilities include overall management of our offices in
San Jacinto and Palm Desert, California. Mr. Evans also
serves as project manager for foundation investigations,
preliminary soil investigations, slope stability studies,
percolation investigations, and other projects associated with
geotechnical, and construction engineering.
Mr. Evans has 40 years of engineering and management
experience. He has extensive experience in geotechnical
engineering including field exploration, laboratory testing and
foundation analysis. Mr. Evans has provided forensic
consultation to evaluate causes of failure in geotechnical
projects and has developed recommendations for repair of
distressed properties. He has managed material testing
programs for a number of highway, interchange and bridge
projects that were designed and constructed under Caltrans
oversight.

Mr. Upson has been a soils and materials testing technician with
IFE since 2005. Jeremiah serves as our lead materials testing
technician on large-scale public works and educational construction
projects. He is proficient at plan reading and project oversight.

We understand that the City of La Quinta desires to retain the services of a qualified firm to
provide on-call materials testing services for a three-year contract term, from July 1, 2023
through June 30, 2026. The services may include, but are not limited to, the following
intermittent observation and testing.
Provide a qualified technician as necessary to conduct density tests on roadway sub -grade,
aggregate base, asphaltic concrete, slope fill and trench backfill placement as required. The
tests will be performed with a nuclear density gauge in accordance with ASTM D2922 or
sand cone in accordance with ASTM D1556. Maximum density curves (ASTM D1557) will be
performed on representative material types, including Marshall density tests on asphaltic
concrete.
Provide an ACI -certified technician as necessary to make sets of concrete cylinders as
needed and perform slump tests for the curb, gutter, concrete dip sections, foundations, and
other minor concrete.
Provide a Caltrans certified technician and laboratory to perform tests on federally funded
projects.

Project Approach
At IFE, our focus is on our clients and their projects. Our mission is to provide comprehensive,
practical and cost-effective material testing services as an integral part of the project construction
management team. Executing this mission requires that we collaborate with, and support, all
other design and construction professionals involved with the project. Our pro -active
communication and focus on our clients and their projects has been the key to our firm's long-
term success.
Based on our understanding of the RFP, and our experience with similar on-call agreements, we
anticipate that our scope of service will include.
Project Plan and Specification Review: Our project manager will initially review project
plans and specifications to evaluate conformance with the project geotechnical report and
other requirements. This information will be used to develop a task -specific cost proposal
and to identify specific material testing technicians that are best -suited for project
assignment.
On -Call Soil and Asphalt Concrete Testing: Qualified Caltrans certified technicains will
perform density tests with a nuclear densometer (ASTM D6938) or sand cone (ASTM D1556)
on roadway sub -grade, aggregate base, asphalt concrete, slope fill and trench backfill
placement as required.
Concrete Sampling and Testing: ACI -certified technicians will perform slump testing and
temperature testing, and fabricate sets of conrete cylinders for curb, gutter, dip section,
foundations and other minor concrete placement.
Laboratory Testing Services: Representative soil and aggregate base samples will be
obtained for laboratory maximum density testing in accordance with ASTM D1557.

To ensure client satisfaction, IFE is committed to providing services that exceed our clients'
expectations. Following are key components of our project management.
Technical Oversight. Personal, continued oversight by a principal engineer during project
construction is a key component of our project approach. Allen will attend project meetings
and provide consultation to resolve technical issues throughout project
construction. Our attendance at these meetings will provide an opportunity to discuss
technical issues, project schedule, cost control and other factors related to the project.
Project Collaboration. IFE understands the importance of working collaboratively with other
members of the project design team. We will coordinate with the City, the project
construction manager and design team to ensure that we have properly interpreted the intent
of the project plans and specifications and to provide prompt notification of any failed
inspections or tests. We will also work with the City and construction manager to resolve
materials testing and inspections issues/ conflicts as they arise and to develop alternative
recommendations when necessary.
Project Communication and Test Reporting. Effective, project communication is critical to
ensure that the contractor and City construction management team receive inspection reports
and test results in a timely manner. Daily inspection reports are typewritten and forwarded to
the County inspector and other designated recipients upon completion. Laboratory test
results are reviewed and stamped by a licensed engineer and immediately forwarded to the
County.
Project Management and Controls. IFE has an established track record of completing
construction testing and inspection projects on time and within budget. We use QuickBooks
accounting software, coupled with Excel spreadsheet -based budget/schedule tracking tools,
to monitor the budget and schedule of all projects. Project manager meetings are held
weekly, more often if necessary, to load -level staff

and equipment requirements among multiple projects. Clients are notified immediately when
circumstances arise that may require out -of -scope services. Status reports can also be
included with monthly invoices that detail services completed in the invoice period and
services completed to date.
Project Schedule
The following Gantt Chart was prepared without and project plans or specifications. It is based
on a typical street rehabilitation project. IFE will provide experienced, qualified materials testing
technicians to provide observation, sampling and testing during project construction. Laboratory
testing of soil, concrete, aggregate base and asphalt concrete will be performed in accordance
with Greenbook requirements and the project specifications.

Project Summary
The 2021 Citywide Street Improvement project consists of the rehabilitation and
reconstruction of over 30,000 ft. of pavement on 15 streets throughout the city. The
rehabilitation methods include grind and overlay, complete reconstruction and cold -in-
place recycling.
IFE Role
IFE performed the pavement evaluation for design of the project improvements. Our services
included documentation of the existing pavement conditions, exploratory coring and drilling,
laboratory testing, and preparation of report with alternative recommendations for pavement
rehabilitation. Alternative recommendations were presented for full depth reclamation, grind
and overlay and cold in-place recycling.

included 6 exploratory borings ranging in depth from approximately 31.5 to 41.5 feet. Our
report included project design and construction recommendations. This included
recommendations for jack and bore construction, excavation & shoring and pipe bedding
material along with the field and laboratory data. During construction our services included
providing field compaction testing using Caltrans guidelines and laboratory materials
testing, including testing of backfill material and Class 2 aggregate base.

materials testing for the City of Lake Elsinore La Laguna RV Park and Boat Launch and
Rosetta Canyon Sports Park Improvements, Phase II
Project Summary
La Laguna RV Park originated in 1963 as a California state park and campground. In
1993 the site was deeded to the city and throughout the years multiple improvements
have been performed by the City and Elsinore Valley Municipal Water District. The 22 -
acre park just completed major upgrades which included 3 new restrooms, a club house,
snack/concession stand, check-in building and new paved interior streets.
Rosetta Canyon Sports Park, Phase 11, was a major upgrade project with 5 color coded
baseball fields and 1 full size football/soccer field, all complete with synthetic turf, jogging
paths, a two-story concession stand with a 360 degree observation deck,
relocation/improvement for the dog play area and community garden and 320 new onsite
parking areas.
IFE Role
Inland Foundation Engineering services included geotechnical investigations and infiltration
testing for the design phases of both projects. Key issues addressed by the geotechnical
investigations included artificial fill and the presence of expansive soils. Recommendations for
mitigation included removing and recompacting the unsuitable soil and expansive soil design
criteria was presented. IFE performed geotechnical materials testing services during
construction to verify compliance with the geotechnical reports.

The City requested Inland Foundation Engineering, Inc. provide geotechnical engineering
recommendations for slope reconstruction and armoring with grouted rip rap. To mitigate
significant erosion of the existing west slope of the Deep Canyon Channel between the
bicycle and pedestrian bridge and the Highway 111 bridge to the north.

Our exploration program consisted of two exploratory hand auger borings, drilled to
depths of 10 feet below the existing ground surface (bgs). Laboratory testing of
representative samples included unit weight, moisture content, sieve analysis, plasticity
index, maximum density, and direct shear strength.
On the basis of our field exploration, laboratory testing and engineering analysis
conclusions and recommendations were developed for slope stability, site clearing and
grubbing, slope reconstruction, rip rap placement and construction, surface and
subsurface drainage and general site grading.

5. STAFFING AND PROJECT ORGANIZATION
For City of La Quinta projects, our field personnel will be dispatched from our Palm Desert office,
located within eight miles of the La Quinta Civic Center.
The IFE team has an established track record of completing materials testing projects within
budget and to the satisfaction of our clients. We will provide the City of La Quinta with the same
level of professionalism and attention to project detail that our clients have come to expect.
Following is a list of our key staff and their areas of technical expertise.
Allen Evans will be the project manager and primary point of contact for this contract. Allen is a
California -registered civil and geotechnical engineer with more than 40 years of consulting
geotechnical engineering and public works construction experience. He has prepared
geotechnical engineering reports and managed construction inspection contracts and materials
testing programs for hundreds of municipal projects throughout southern California. Allen is a
principal of Inland Foundation Engineering and will ensure that company personnel and other
resources are dedicated as necessary to complete the City of La Quinta projects on time, within
budget and to the satisfaction of the City.
All of our materials testing technicians have a minimum of 10 years experience and are qualified
to perform the required testing services needed for the City's capital improvement projects.
Following are materials testing technicians to be assigned to City of La Quinta project, their
years of experience and most recent project.
Ralph Williams - 15 years of experience. Lead materials testing technician San Jacinto Unified
School District, Park Hill Elementary School Parking Lot Rehabilitation project.
Ernesto Valenzuela — 13 years of experience. Senior materials testing technician for City of
Perris, Citywide Pedestrian Street Improvement Project.
Scott Ferguson - 20 years of experience. Senior materials testing technician on the Palm
Springs MDP Line 41 for Riverside County Flood Control and Water Conservation District.
Jeremiah Upson — 20 years of experience. Senior materials testing technician on the San
Jacinto Valley Raw Water Conveyance Facility project for Eastern Municipal Water District.
Floyd Collins — 35 years of experience. Lead inspector and materials testing technician on the
Portello Basin/San Jacinto River Bed Debris Removal for Riverside County Flood Control and
Water Conservation District.
Eileen Schnalzer will provide accounting and dispatching support. Eileen has extensive
experience with administration of materials testing agreements for public agencies and is
