The City of La Quinta is seeking qualified firms to provide traffic engineering services to establish a proactive
approach to resolving traffic -related issues and assist with planning for the growth forecasted by the City's general
plan. The City desires the proposed individual to be knowledgeable in traffic signal timing, capacity analysis, traffic
operations, channelization and signing design, traffic studies relating to private development and corridor
enhancements, traffic calming techniques, grant funding, traffic operations and street lighting, safety studies and
reports, complaint and claim investigations, and WATCH Manual for construction traffic control. This individual
must be adept at dealing with the public. In addition, the proposed individual and consultant firm must meet the
minimum requirements outlined in the City's Request for Proposals. Willdan is especially qualified to provide the
requested services to the City of La Quinta and offers:
■ City of La Quinta Experience. Willdan has been partnering with the City of La Quinta since 1999 through
services provided for traffic engineering, civil engineering, building safety, and financial consulting. In addition
to serving as City Traffic Engineer for the past 5 years, Willdan's staff members have lent their expertise to a
wide range of City projects involving street and median improvements, traffic signal installations, engineering
and traffic surveys, assessment and lighting district formation, assessment district feasibility and benefit
analyses and studies, plan reviews, traffic warrant and warning sign studies, and public safety funding studies.
■ Highly Skilled Traffic Engineer. Willdan's proposed Traffic Engineer, Mr. Steve Libring, TE, offers over 50 years
of engineering and transportation planning experience. Mr. Libring has worked in various capacities for 11 local
cities in Southern California including Buena Park, Claremont, Corona, Covina, Irvine, La Canada Flintridge, Lake
Elsinore, Menifee, Orange, Riverside, and Temecula. This experience has afforded him the knowledge and
expertise to resolve a variety of complex traffic issues and situations. As part of his traffic engineering
assignments, Mr. Libring ensures City policies, procedures, and guidelines are incorporated into traffic studies;
mitigation measures; conditions of approval; signal designs; and striping, signing, and detour plans. He works
with city managers, city councils, and other departments to coordinate implementation of neighborhood traffic
solutions and designs and implements traffic management centers that oversee all real-time traffic signal
coordination.
■ Contract City Traffic Engineer Expertise. We currently provide full-time and as -needed traffic engineering
services to approximately 42 cities throughout Southern California. Willdan serves as City Traffic Engineer for
the Cities of Bell, Elk Grove, Fillmore, La Canada Flintridge, Lakewood, La Puente, Los Alamitos, Norwalk,
Paramount, Pico Rivera, Rancho Palos Verdes, Rolling Hills, and Rolling Hills Estates. In addition, we recently
provided these same services to the Cities of San Bernardino, Menifee, and Rialto — all three cities have since
hired full-time traffic engineering staff.
■ Understanding of City Traffic Engineering Services. Our front-line knowledge and understanding of local road
and traffic conditions are the cornerstone of our services. Willdan's traffic engineering staff applies city, state,
and federal guidelines to confirm the adequacy of transportation facilities, determine the need for traffic
control devices, and ensure the safe and efficient operation of transportation systems. Our staff of experts

conducts traffic surveys, investigates, and makes recommendations on traffic safety and traffic signal timing,
and evaluates highway operations. We have expertise in school safety. Willdan develops geometric design and
channelization, traffic signal, street lighting, and traffic control plans, and parking lot designs. We provide plan
check, grant and funding application preparation, and traffic study review services.
■ Multidisciplinary Engineering Firm. As a full-service multidisciplinary engineering and planning firm, we have
a full complement of staff available to provide traffic engineering services and a broad range of other municipal
support services.
This proposal will remain valid for 90 days from the date of this proposal. Willdan confirms that any individual who
will perform work for the City is free of any conflict of interest. We acknowledge receipt of all issued addenda for
this RFP.

Traffic Engineering Expertise
Willdan's traffic engineering experience and expertise covers all facets of traffic engineering and planning,

Our relevant traffic engineering tasks include:
Monitoring special events like Ironman, BNP, Coachella, Stagecoach, American Express Golf Tournament.
Developing the Traffic Management Center for better/ more efficient control of signal timing and
addressing complaints.
Nighttime reviews - conducting regular reviews of signal operations to proactively address signal
malfunctions before the public calls them in.
Annually reviewing all traffic signs citywide to determine proper reflectivity and condition.
Citywide review of all traffic signs and removing 25% of them that were no longer necessary (approx. 1300
signs removed).
Implemented deployment of speed trailers to collect data regarding speeding complaints.
Initiated about a dozen road diets that resulted in reducing speed limits on arterial streets.

Mr. Steve Libring, TE, brings over 50 years of experience serving our client cities in various capacities, including
City Traffic Engineer and support staff augmentation and in an as needed capacity for individual
projects. Mr. Libring has worked in various capacities for 12 local agencies in Orange, Los
71 Angeles, and Riverside Counties, including Buena Park, Claremont, Corona, Covina, Irvine, La
Canada Flintridge, Lake Elsinore, Menifee, Orange, Riverside, Temecula, and De Luz Community
Service District. This experience has afforded him the knowledge and expertise to resolve a
variety of complex traffic issues and situations. He has been involved in nearly every facet of
traffic and transportation engineering, including traffic signal design and operations, traffic study development and
review, plan review, budget development and grant funding, neighborhood traffic management, and school area
traffic safety and circulation. Mr. Libring looks for creative new ideas and possibilities to incorporate new
technologies into aging infrastructure improvements and help reduce costs. Innovative techniques such as
thermoplastic striping to reduce labor costs for restriping with paint, installing LEDs to reduce energy costs for
signals, and establishing plans to wirelessly interconnect city-wide traffic signals with the City's traffic management
center at a fraction of the cost for hardwire have been introduced under Mr. Libring's guidance. In his current
capacity, Mr. Libring is serving part-time as the City of Temecula's Traffic Engineer providing as -needed traffic
engineering services.
Key Personnel Team
Mr. Libring will be supported by a talented team of key personnel. Summarized below are the key personnel team's

Mr. Jeffrey Lau, PE, TE, ENV SP, will serve as Traffic Design Lead. Mr. Lau brings over 19 years of traffic and
transportation experience, including overseeing as project manager, numerous E&T surveys as depicted in the
table below throughout Southern California. Mr. Lau oversees transportation design for
Willdan's traffic engineering group and manages design projects for a variety of cities and
counties throughout California. He is responsible for the analysis, coordination, and design of
various projects, including the preparation of plans, specifications, and estimates (PS&E) for
traffic design projects such as traffic signals, signing and striping, street lighting, and
construction traffic control. He has also assisted with traffic impact studies and analyses, plan
reviews, and engineering and traffic survey updates. Mr. Lau has supervised the completion
of multi -discipline and multi -agency traffic and transportation projects.
Ms. Joanne Itagaki will serve as the Traffic Studies Lead. Ms. Itagaki has over 35 years of experience in municipal,
traffic, and transportation planning, engineering design, and operational analysis. Ms.
Itagaki possesses expertise serving as a traffic engineering deputy and traffic advisor for
two Los Angeles County cities where she is responsible for assisting residents and business
* owners; reviewing development projects, traffic impact and parking demand studies, and
traffic control plans; preparing staff reports; attending City Council and commission
meetings; and performing a myriad of other responsibilities as assigned. Ms. Itagaki serves

Ms. Nicolle Spann, PE, TE, will serve as Grant Writing Lead. Ms. Spann has more than 8 years' experience in traffic
and transportation, including serving as project manager, senior engineer, task lead, and design
engineer for numerous E&T surveys throughout Southern California. Ms. Spann has acquired
over $21 million in grant funding over the past 2 years in HSIP, ATP, OTS, and Urban Greening
opportunities. She has prepared HSIP grant applications for agencies throughout California
including Cities of Paramount, South Gate, La Puente, Bell, La Canada Flintridge, Rialto, and
Ridgecrest. She is intimately familiar with developing systemic safety projects utilizing
countermeasures from Caltrans' Local Roadway Safety Manual that features competitive
benefit/cost ratios.
Mr. Farhad Iranitalab, PE, TE will serve as Traffic Operations Lead. Mr. Iranitalab has over 39 years of professional
traffic and transportation engineering experience in both public and private sectors. His background includes
project management, geometric design, traffic signal design, traffic signal operations, traffic
impact analysis, signing and striping plans, street light design, and traffic flow and capacity
[ analysis. Mr. Iranitalab's experience covers projects from inception to completion including
project and program management, planning, design, and construction. He served as City Traffic
Engineer and Transportation Manager for City of Fairfield, City of San Jose, City of Hayward,
and City of Elk Grove and currently serves as City Traffic Engineer for the Cities of Los Alamitos,

Project Understanding and Approach
WilIda n understands that the City of La Quinta is seeking a part-time on-site Traffic Engineer with on-call availability
as arranged with the City Engineer. Willdan understands that services performed include — but are not limited to:
Provide technical support, prepare plan sheets (in Bluebeam), and stamp design plans as Engineer of
Record for traffic signal or signing and striping modifications.
Prepare work orders for signing, striping, and traffic signal changes including diagrams to clarify the work
that must be performed.
Perform concept and feasibility studies of intersection and street design alternatives including preparing
preliminary design reports. This includes drafting and computer aided drafting support.
Prepare final plans (in Bluebeam on plan sheets), specifications, record drawing, utility, or other searches,
cost estimates (opinions of construction cost), and other design related documents. Review and
recommend award of construction contracts. This includes preparing record ("as built") drawings upon
completion of construction. Be Engineer of Record on plans.
Collect data and prepare traffic capacity/level of service analyses for intersections and street segments.
Collect and analyze data needed for grant applications.
Prepare public transit service feasibility and modification studies.
Collect data and prepare traffic signal and stop sign warrant analysis as well as updating speed surveys for
posting speed limits and curve advisory signs.
Monitor the Traffic Management Center, implement traffic timing in coordination with the CV Sync system,
and solve communication problems. Monitoring traffic flow from the live feed of the video cameras and
adjusting timing to respond to traffic incidents impacting traffic flow on the city's most heavily traveled

Monitor the traffic flow during special events and coordinate timing changes as needed.

signal equipment with and without warranty coverage.
Assist with citizen requests, especially those which require collecting and analyzing data for traffic calming
requests. Conduct neighborhood traffic management charrettes and/or studies as needed.
Provide technical input to city staff with signing and striping changes, signal equipment upgrades and parts,
collision analysis, speed limits, traffic volume data and other work performed by City staff, including
crafting responses to citizen complaints or media requests.

County Transportation Commission, Riverside County, agencies such as Indio, Palm Desert, Indian Wells,

Willdan's methodology for conducting project assignments focuses heavily on client service and communications.
As a firm with a strong public agency orientation, many of our client relationships are long term and ones in which
our staff develops intimate familiarity with City processes as we very often serve as an extension of City staff and
it is extremely important that our presence on each assignment is seamless. Willdan's fundamental goal is to
provide the City of La Quinta with the highest level of support in completing requested services. This requires close
personal coordination between Willdan and City staff that will be provided through interactive meetings
throughout the course of each project to ensure all issues are addressed.
Our approach is to fully understand each project requested by the City, review each project in detail with the City,
agree on the course or extent of action best suited, and proceed accordingly. Having successfully completed many
other assignments of this type, Willdan understands City processes and the technical and communication skills that
are vital to ensuring that each project receives the necessary attention, objectives are met, project schedules are
adhered to, and each project stays within budget.
To accomplish this, each assignment is led by a senior staff member who has strong project management skills and
has been specifically selected for the assignment based upon the anticipated project needs, geographical area, and
anticipated work environment. In doing this, Willdan is confident that the selected project manager and team will
fit the assignment, have good communication among team members and City staff, and be consistent in work
efforts and products. This approach promotes good teamwork and ensures that deliverables are completed on
time and within budget.
When a task order request is received, the task manager will review the request to develop a project schedule that
outlines the subtasks that need to be completed in order to fulfill the request. The project schedule will take into
account the resources that are available. The project schedule will be updated as needed throughout the project.
This is important because the project's timeline and budget may change as the project progresses. By updating the
project schedule regularly, the task manager can ensure that the project is on track and that any potential problems
are identified early on.
In addition, Willdan's team keeps abreast of technological advances that enhance our services. Electronic tablets
used out in the field for various aspects of a project, including — but not limited to data collection with GIS or GoPro
cameras for field surveys — enable our team to minimize field trips which results in project savings for our clients.

Upon commencement of this assignment, Willdan's Principal -in -Charge, Ms. Vanessa Munoz, and Traffic Engineer,
Mr. Steve Libring, will meet with City staff to discuss the project assignment in more detail and establish the specific
days and hours of service to the City. It is anticipated Mr. Libring will be available to the City on an as -needed basis
up to 32 hours per week. Based upon the City's needs, the routine hours at the City for Mr. Libring are flexible
and can be adjusted as work levels and tasks fluctuate or as budgetary considerations arise.
Mr. Libring's approach to the assignment will depend largely upon the City's specific needs at any given time;
however, he will generally start each day with a review of ongoing work efforts, new work efforts assigned, and
discussions with City staff. Since he is accustomed to City Traffic Engineer assignments, many of these efforts will
be self-directed, except when given general or specific direction from the City, as deemed appropriate.
While at the City, work efforts, such as development review, traffic study preparation and management, and City
Planning Commission and Public Safety Commission meetings preparation, Mr. Libring will work closely with City
staff to coordinate specific tasks and provide appropriate input when needed. He will make necessary contacts

with private developers, other public agencies, and other City departments on an as -needed basis. To understand
all issues relating more fully to specific projects, Mr. Libring will research available records at the City, make field
reviews as appropriate, and hold discussions with City staff. At the end of each day, he will review the events of
the day, schedule any remaining needed efforts by City staff, and establish a preliminary list of efforts for the next
regularly scheduled day at the City.
From time to time, the traffic engineering duties may require Mr. Libring to be contacted while not at the City. In
such cases, he will routinely check for messages — both at the City and at Willdan Mr. Libring to keep current with
ongoing issues and formulate and deliver timely responses. This may require Mr. Libring to coordinate with or
assign work efforts to City or Willdan staff. Whenever feasible, Mr. Libring will be available for direct
communication while on other assignments.
Scope of Work
Willdan is very familiar with the services typically required in providing City Traffic Engineering to Southern
California cities. The following presents the scope of work identified in the City's Request for Proposals and
includes Mr. Libring but is not necessarily limited to Mr. Libring the services that can be provided by our team.
Work Definition
The typical duties for this assignment include addressing resident and business concerns, reviewing traffic impact
and parking demand studies, coordinating with development projects, developing conditions of approval,
reviewing traffic control plans, preparing work orders, coordinating with Riverside County Sheriff's Department,
reviewing traffic signal plans and traffic -related capital improvement projects, and reviewing parking programs. In
addition, this assignment includes reviewing traffic signal operations, analyzing traffic signal modeling and
reviewing the models, preparing traffic signal plans and traffic signal timing charts, preparing traffic signing and
striping plans, conducting traffic studies, and other duties as assigned. Attendance at City Council and any other
City meetings may occur as needed to support City staff.
Essential Duties
Essential duties will include — but are not limited to:
1. Address resident and business concerns.
2. Conduct and manage traffic studies and prepare reports and recommendations with respect to traffic and
congestion -related issues.
3. Review development projects and/or traffic impact and parking demand studies to identify traffic -related
impacts from new construction.
4. Prepare and recommend and/or manage preparation and recommendation of necessary mitigation measures
where appropriate.
5. Prepare work orders for various traffic -related work, including installing red curb, parking regulation signs, and
pavement markings.
6. Coordinate with Public Safety Department and Police Department regarding various traffic -related matters.
7. Review and/or prepare traffic signal and signing and striping plans.
8. Review and/or prepare traffic signal timing plans, including signal modeling.
9. As requested, attend meetings; advise the City Council, Planning Commission, and Public Safety Commission;
and report upon items that relate to traffic engineering.

10. Review City's traffic circulation system and recommend modifications as necessary to improve and/or protect
the public health, safety, and welfare.
11. Supervise the work of engineering staff involved in collection of data for traffic study preparation.
12. Prepare, review, and approve traffic control and channelization plans for the City's capital and development
projects.
13. Provide technical support to the City Attorney for litigation cases involving traffic safety issues.
14. Perform traffic engineering duties as set forth in California Health and Safety Code.
15. Perform such other similar and related tasks as may be assigned by the Director of Public Works or City
Engineer, including — but not limited to — preparing plans, specifications, and construction estimates for traffic
signal and transportation projects.
Additional Scope of Services
The following is a sample of additional scope of work services that may be required for specific assignments. This
is intended only as a guide. A specific scope of work will be provided to the City for each project assigned.
1. Collect traffic data and observe traffic flow and field conditions.
2. Prepare signs and marking plans of sufficient detail for City crew or contractor to install improvement.
3. Perform traffic data collection such as tube/hose counts, turning movement counts, radar speed surveys, and
photo documentation of field conditions.
4. Plan and coordinate traffic operational programs within City; plan and promote traffic safety programs for City.
5. Determine need for and type of traffic controls and maintain traffic records.
6. Plan and supervise collection, analysis and reporting of various traffic engineering studies.
7. Analyze problems, identify alternative solutions and project consequences of proposed actions, and implement
recommendations in support of goals related to local traffic operations.
8. Provide studies investigating the need for various traffic control devices (signs, signals, pavement markings,
school zone flashers, curve warning flashers, etc.).
9. Provide comprehensive analyses of existing and projected traffic conditions, intersection design, rail line on at -
grade crossing impacts, parking lot design, and traffic/transportation data collection services.
10. Conduct or review traffic engineering, traffic analysis and transportation planning studies or project specific
traffic related issue analysis.
11. Evaluation of intersection capacity/level of service and development of any necessary improvement(s).
12. Conduct traffic analyses as directed, i.e., complete analysis on stop signs or traffic signal warrants, sight
distance evaluations; if required, provide written documentation of analyses.

bench contract on schedule and with high quality. To ensure we meet this commitment, we prepare labor
projections for all projects. Projections are made for each individual project and then aggregated by the technical

Labor planning for this contract will be done on an individualized basis. Ms. Munoz will identify the staff required
to complete each awarded project and calculate the hours. This data will be input into our project staffing needs

will be done on a position basis. Project staffing assignments will match the experience of personnel with the

Subconsultant Management Plan
One of Willdan's advantages over most of our competitors is that we offer nearly all the services described in the
City's Request for Proposal through our in-house experts and technicians. We do not need to hire and manage as
many subconsultants as other firms do. However, we understand the City's may have individual task assignment
goals for small and disadvantaged business enterprises. Willdan has made a commitment to teaming with

To monitor labor costs, each person performing work on a project completes a weekly timecard that identifies the
project, segment of work, and engineering discipline by code. Man-hour summary reports are developed weekly
from the timecards and are issued to our project manager for review. Each project manager then updates the
schedule. This simple system provides accountability for Willdan's payroll, billings, and progress reporting and
serves as the basis for all cost -related project management data.
Cost Control
The budget control system is prepared in accordance with the work breakdown structure. The budget
becomes the control against which performance is measured. The budget is time phased by combining
project master scheduling data with budget data. Actual costs are compared with budgeted costs and

variances analyzed. Deviations between planned and actual cost can then be evaluated to forecast and control
future work.
Beginning with electronic timekeeping, project hours are assigned to the appropriate tasks and subtasks and
booked as work -in -process. Pre -bill reports are generated that identify the hours to be billed along with any other
direct charges to the project. This is the information used to determine each month's invoicing. Once hours and
charges are billed, they are shifted from Work -in -Process to Accounts Receivable to ensure that billed hours are
inactivated. Monitoring is easily accomplished through team member progress updates and comparisons between
the scope of work, schedule, and budget.
Schedule Control
A critical path method master schedule will be prepared following the notice to proceed. The schedule
will identify major items of work and will be the vehicle for monitoring, controlling, and tracking
progress. The schedule will be updated monthly to reflect actual and forecasted completions. This allows
our project managers to anticipate and forecast potential issues and develop an advanced strategy to proactively
mitigate problems before they impact the schedule.
If it is determined that a project is falling behind schedule, project managers meet with the respective team
members, identify the problem, and ensure that extra support and effort are expended to bring the project back
on schedule. Willdan will keep City staff informed of the overall schedule, including advanced notification of any
necessary adjustments or actions to remain on track. Project managers monitor all progress on a weekly basis.
Progress Reporting
The submittal requirements and format for consistent monthly reporting of project costs and status will
be confirmed with the City during project start-up. The status report will contain a project performance
summary, action items, outstanding items to be resolved, an updated schedule, and a comparison and
narrative of budgeted costs versus actual costs.
Quality Assurance and Control
�. Quality assurance and control procedures are critical to ensuring sound engineering practices and
quality deliverables are produced for our clients. Project -specific quality assurance/control activities
will be planned at the beginning of each awarded task assignment. Typical quality assurance/control
activities include assigning the appropriate technical staff to the project, selecting the proper project technical
approach, establishing a project schedule that meets City and internal Willdan deadlines, and determining the
proper level of quality assurance/control review. These project deliverables review levels are:

✓ Level 2 — peer review and editorial review (documents)
✓ Level 3 — peer review, editorial review, and professional engineer review

As Quality Assurance Manager for the City's Traffic Engineering contract, Ms. Vanessa Munoz will assign a senior

assurance/control activities. This senior staff member will report directly to Ms. Munoz but will work closely with
Mr. Libring, our proposed City Traffic Engineer, to monitor and adjust the project quality assurance/control
activities to ensure project objectives are met.

Fee Schedule
Willdan's proposed City Traffic Engineer, Mr. Steve Libring, TE, will be billed at a modified rate of $165.00 per hour.
An overtime rate of 1.5 times his hourly rate will be applied to the City Traffic Engineer for traffic engineering
services provided as overtime during special events including but not limited to the Ironman Triathlon, BNP Paribas
Open Tennis Tournament, Coachella and Stagecoach music festivals, and the American Express Golf Tournament.
The rest of the staff will be billed at Willdan's standard hourly schedule of rates, which is provided immediately
following the subconsultant rates presented below.
Typical rates for our subconsultant, Counts Unlimited, Inc., are also provided below. The exact cost for data
collection will be provided on a task -by -task basis dependent on the scope of services requested.

traffic control plan reviews; funding documents preparation to request reimbursement of federally funded projects; and traffic
and civil improvement conceptual design plans and council exhibit preparation.
On -Call Traffic Engineering Services, City of Pico Rivera, California. Project Manager. Willdan is serving as City Traffic Engineer
for the City of Pico Rivera and provides on-call traffic engineering services. Typical duties include design oversight, response
to residents' and businesses' requests, review of traffic and parking impact studies, review of development projects,
development of "conditions of approval", review of traffic signal and traffic control plans, preparation of work orders,

4t" Street Angled Parking Improvements, City of San Bernardino, California. Project Manager. Mr. Lau oversaw the prepara-
tion of a signing and striping plan for the installation of angled parking along the south side of 4th street between "D" Street

block crosswalks for a Wednesday, Thursday, Saturday, and Sunday at 3 Locations. Counts Unlimited placed temporary traffic
recording video cameras, and recorded video for the duration of the 96 counts hours. After video recordings were completed,
Counts Unlimited, Inc. staff reviewed the video recordings, and conducted the Pedestrian and Bicycle Counts.
Palm Springs Downtown Traffic Counts (Palm Springs, CA) - Project Manager. Mr. Campos managed a count project in the
Downtown area of Palm Springs that included Intersection Turning Movement Counts at 77 Intersections and ADT Counts at
48 Locations. Turning Movement Counts were conducted from 5:00 PM to 8:00 PM and 9:00 PM to Midnight for a Thursday,
Friday, and Saturday, and 11:00 AM to 2:00 PM and 3:00 PM to 5:00 PM on a Sunday. ADT Counts were conducted for 4
Continuous days from Thursday to Sunday. All traffic counts were taken on the same days with the use of video cameras at
the intersections.
City of Indio Traffic Data Collection (Indio, CA) - Project Manager. Counts Unlimited, Inc. has been providing traffic data
collection services to the City of Indio since 2008 as a vendor. When providing traffic data services for the City of Indio, we will
receive requests for Turning Movement Counts, Directional Volume (ADT) Counts, Pedestrian Counts, Radar Speed Surveys,
