The Altum Group is pleased to provide this proposal to the City of La Quinta (City) to provide professional land
surveying services on an as -needed basis. Ourteam has experience providing these exact survey services throughout
the Coachella Valley, including a number of projects within the City of La Quinta. As you review our qualifications,
our enthusiasm for this opportunity and the commitment of our firm will be clearly recognized. Key points about
our team include:
■ Direct experience in the City of La Quinta — Altum was previously awarded an on-call construction staking/
surveying contract with the City of La Quinta that included a number of the tasks listed on this current
opportunity. We have worked with City staff on projects through this on-call, through other City projects as
a subconsultant, and through private projects within the City limits.
■ Local Team — This contract will be managed from Altum's headquarters in the City of Palm Desert, only
seven (7) miles from La Quinta City Hall. The majority of staff listed reside in the Coachella Valley and are
very familiar with the landscape through work on projects in La Quinta, Indio, Indian Wells, Rancho Mirage,
Palm Desert, Cathedral City, Desert Hot Springs, and Palm Springs.
■ On -Call Contracts —Altum has a history of working through on-call contracts with individual task orders and
we understand the need for staff flexibility and availability. We currently hold engineering, surveying, and
planning on-call professional service agreements with several local agencies.
■ Public Works Knowledge - Altum has successfully completed public works projects involving surveying tasks
such as construction staking and as -built surveys. The Cities of Indio, Palm Desert, Rancho Mirage, and the
Coachella Valley Water District have all utilized our firm for important infrastructure projects. In addition,
our Contract Administrator, James Bazua, PE, QSD/P, is a board member with the Coachella Valley Branch of
the APWA and understands the level of involvement needed for these types of contracts.
■ Detailed Approach — Altum surveyors approach projects with a high level of detail ensuring successful
completion of every task on time and on budget. Our team has a vast knowledge of land survey principles
which ensure proper methodology is employed in every project. Our survey crews keep accurate field notes
and project logs at all times and office staff have a complex filing system to ensure data records are safe. We
have the big picture in mind and understand the importance of acquiring the correct data in an accurate,
time sensitive and valid format.
This proposal, including all pricing, is valid for ninety (90) days from the date of submittal. All proposed staff are free
from any conflict of interest from projects that may stem from this contract.

Firm Profile
The Altum Group is a multi -discipline consulting firm offering expertise in civil engineering, surveying, utility location,
geographical information systems, environmental planning, physical/policy planning, and project management. The Altum
Group began with a core group of experienced professionals each with decades of experience in providing consulting
services to public and private clients. The firm now employs 30 professionals and supporting staff with diverse levels of
expertise that allows us the ability to provide a wide array of services.
Altum's survey department has experienced professionals who are recognized by government agencies and the development
community for their high level of professionalism and commitment to excellence. Our team performs a full array of Survey
and Mapping efforts, from legal description interpretation, boundary retracement and establishment to development and
design services, including photogrammetry, control topography, construction staking, layouts, as-builts, and monitoring.
Our Survey Manager and licensed surveyors (PLS) oversee the field and office personnel in the process of field information
and data collection, data processing, datum analysis, and adjustments. This includes coordinating the surveying and
mapping with the Altum Planning and Engineering staff to promote efficiency in the work effort as well as supervising
the preparation of Tract and Parcel Maps, Records of Survey, ALTA/ACSM Land Title Surveys, Lot Line Adjustments, Parcel

support for the Architecture/Engineering/Construction (A/E/C) industry since 2002.
They specialize in large scale, design level photogrammetryfor a variety of sectors within
AEROTECH MAPPING, INC. the A/E/C industry including aviation, transportation, energy, commercial development,
mining, public works, and water/wastewater, just to name a few. Over 90% ofAeroTech's
projects are classified as design level photogrammetric mapping. They own and operate
their aircraft giving them the flexibility to meet their clients' schedules.

City of La Quinta Experience
On -Call Constructing Staking, La Quinta, CA

The Altum Group was awarded an on-call contract with the City of La Quinta to provide construction staking services for
improvement projects under the City's CIP. Tasks included setting stakes for survey control, clearing/removals, rough grade,
finish grade, retaining/garden wall, bridge structures, entrance structures, building foundations, water/sewer/storm drain/
La Quinta Auto Collection Signage
irrigation lines, drainage boxes, and tree locations. Under this
contract, Altum provided staking for the following projects:
La Quinta Auto Collection Signage—Altum provided the construction
staking required for the installation of project signage at the La
Quinta Auto Collection along the south side of Highway 111,
between Adams Street and La Quinta Drive. The existing project
frontage was being revitalized with new hardscaped automobile
display pads, landscaping, additional hardscape, monument
signage and lighting. Altum's field survey crew set the horizontal
and vertical control on the project site and provided offset
stakes on the existing sidewalk for each of the seven (7) signs.
Avenida Bermudas ADA Miscellaneous Improvements Project -
Altum provided construction staking for the project which stemmed
from the City's Capital Improvement Program (CIP). The project
consisted of staking five (S) locations along Avenida Bermudas
including the alley south of Calle Estado and the Post Office, Avenida
Montezuma and alley south of Avenida La Fonda, Mid -Block crossing
south of Avenida La Fonda, Mid -Block crossing north of Avenida La
Fonda and Angel View Driveway. Altum's field survey crew installed
identification stakes to identify removal limits of existing sidewalk,
pavement, curb and other removal or overlay items. Offset stakes
were set to facilitate construction.

North La Quinta Landscape Renovation Improvements, La Quinta, CA

The Altum Group worked as a subconsultant for Hermann Design Group (HDG) to provide surveying services on the City of
La Quinta's Landscape Improvements Project for the Desert Pride, Sierra Del Rey, Marbella, and Topaz developments. The
project involved creating a new Desert Oasis landscape palette to help reduce potable water consumption along sidewalks
and medians. Though not a requirement for the contract, HDG teamed with Altum to prepare a topographic survey to show
known above ground utilities and trees, as well as the curb, sidewalk, and center line of street to 5' behind adjacent prop-
erty line walls for full coverage on the landscape plans. Altum provided services on two separate occasions, per the City's
improvement phasing schedule. The first areas that were mapped in 2020 include the Desert Pride development frontage,
Sierra Del Rey and Marbella developments frontages and large retention basins and the Topaz Development frontage and
small retention basin. In 2022, Altum once more provided mapping services for the Cactus Flower landscape improvements
along the Fred Waring Drive and Dune Palms Road parkways including existing retention basins.
Washington Street Apartments Rehabilitation Project Construction Staking, La Quints, CA

The Altum Group provided construction staking for the Washington Street Apartments Rehabilitation Project for the
Coachella Valley Housing Coalition. Located in the City of La Quinta, this project is 11.32 acres of twenty-six new apartments,
rehabilitation of seventy-two apartments, construction of proposed common area buildings and a completely renovated
site (parking, lighting, landscape, drainage, etc.). Altum provided construction staking to provide control for the site grading,
and construction layout of the building corners, parking area improvements, utilities, and walls as shown on the "progress"
set of construction drawings previously prepared by Altum engineers. The construction survey effort was based on the final
approved drawings, incorporating the data for each point to be staked and loading those points into the survey data collector
in order to set one (1) set of stakes for the following:
■ Horizontal and vertical control;
■ Rough grade for the entire site;
■ Finish grade stakes/blue-tops on the building pad, top and bottom of the retention basins, and sub -grade of the
parking lot;
■ Outside perimeter corners of the buildings with reference to finished floor elevation;
■ Sewer and storm drain lines, including laterals and inlets;
■ Domestic water lines, fire water lines, service lines, and appurtenances;
■ On-site curb and gutters with cuts/fills to top of curb;
■ Edge of walkways at angle points and grade -breaks;
■ Edges of the improvements for the Hidden River Road entrance;
■ Edges of the ADA ramps along the streets, driveways, and parking lots;
■ Perimeter walls and fences, pool and pool deck areas; and
■ Corners of the trash enclosure areas.

The Altum Group provided construction staking and land surveying services
associated with La Quinta Resort located on Eisenhower Drive in La Quinta.
The resort was completing upgrades to resolve drainage issues along several
parking lot and sidewalk areas within the property. Altum prepared a staking
plan and set one set of stakes for upper and lower drainage basins, the
spillways, and the resort fill area. Specific tasks included:

The Altum Group provided surveying services in support of modifications toID
the existing hardscape and ADA access facilities at the Stuft Pizza restaurant
in Old Town La Quinta. Altum worked with AeroTech mapping to prepare a Office Calculations, La Quinta Resort
topographic survey and map sufficient to analyze the existing hardscape in relation
to ADA requirements and serve as future base map for improvement plans. During
the construction phase, the Client was notified by the City of La Quinta Public Works department that portions of the
improvements existed within the public ROW. Altum was tasked with overseeing the Street/Easement Vacation process
including preparation of a Street Vacation Application, development of a legal description and plat, and supporting field
surveying.
The Enclave Residence Construction Staking, La Quinta, CA
Reference: Confidential
The Altum Group provided a variety of services (planning, civil engineering, and surveying) for a proposed single-family
residence located in The Enclave development in the City of La Quinta. The Enclave is a high-end residential community
located within the La Quinta Resort development. Following entitlement and engineering design, Altum's surveying team
provided construction staking for the home. The location was unique to La Quinta as the plans were designed around
hillsides and rock outcrops. Surveyors had to maneuver around the project site to set the stakes for the house, pad limits,
and driveway to ensure proper construction.

On -Call Surveying Services, Moreno Valley, CA

The Altum Group (with AeroTech Mapping as a subconsultant) was awarded consecutive on-call contracts with the City of
Moreno Valley Public Works Department to provide on-call surveying services. Tasks requested by the City include design,
construction, and as -built surveys, preparation of legal description and plat maps, and other surveying services on an as
needed basis. Through the contract, Altum provided surveying for several projects:
■ ADA Cycle 6 Pedestrian Ramp Improvements - Involved removal and reconstruction of 24 access ramps at 8
intersections in various locations throughout the City. Surveyors performed the as -built surveys, prepared calculations
and staking plans, and set one set of stakes for each project site.
■ Woodland Park Pedestrian Hybrid Beacon Program- Altum surveyors staked four access ramps, sidewalks, curb and
gutter, and spandrels for a ramp replacement project.
Coachella Valley Water District (CVWD) On -Call Surveying Services (Sub -consultant for GEI), Riverside County, CA

The Altum Group was part of the GEI Consulting, Inc. team for an on-call contract with CVWD from 2014-2016. Through
individual tasks orders with GEI, Altum provided land survey and mapping services that identified field and aerial surveys
to provide profiles and cross-sections, right of way and easement locations, horizontal and vertical locations of utilities for
a number of pipeline upgrade and construction projects within CVWD's service area. Deliverables of survey base files were
provided in AutoCAD format, point files in ASCII format, and digital surface files (tin or dtm) in AutoCAD format.
Public Works Projects
Highway 111 Improvements from Madison Street to Rubidoux Street, Indio, CA
Reference: City of Indio - Eric Weck, Principal Civil Engineer — (760) 625-1838
The Highway 111 Improvements Projectwasastreetwideningprogramfrom Madison Streetto RubidouxStreet (approximately
8,800 lineal feet) that included survey and design for widening the existing street section from 2 -lanes in each direction to
3 -lanes in each direction. The project involved pulverizing the entire street section and reusing the pulverized material as
road base for the new improvements and paving the new street section from curb to curb. Surveying services provided
by The Altum Group included a design survey to augment the aerial topo; locate utilities; locate points for the air/noise
environmental study; verify horizontal and vertical project control; and locating monuments and control for tie -out during
construction.
Alessandro Street Improvements, Palm Desert, CA
Reference: City of Palm Desert — Ryan Gayler - (760) 346-0611
The Altum Group provided surveying services for this street and beautification project for the City of Palm Desert.
Improvements proposed by the City included ADA accessibility upgrades, reorientation of several carports, updating lighting
for parallel alleyway, and demolition of several walls along the street. Over the course of 10 years, Altum surveyors provided
a variety of services including topographic mapping to establish the project base map, conducting utility coordination,
completing a design survey, and managing the construction staking for Phase I of construction.
Valley Sanitary District Indio Boulevard Sewer Improvements Project Surveys, Indio, CA
Reference: Harris & Associates - Elizabeth Reyes, PE, QSD — (949) 536-2516
As part of the Harris and Associates team, Altum provided topographic surveys for several alignments of sewer lines in the
City of Indio. As part of the field support for the topographic survey, Altum staff surveyed specific features where final design
is anticipated including cross-sections of existing roadways in the areas of the street tie-ins, horizontal and vertical locations
of sewer manholes, water valves, location of above ground utilities including power poles, details of the connection areas
for existing driveways, locations of edge of pavement/curb and sidewalk, random field shots within the project site to verify
elevations with the aerial topographic survey, and other features which are directly adjacent to the project site. The second
task included dipping manholes and measuring for depth from the street level to the invert of existing Valley Sanitary District
sewer lines. AeroTech Mapping provided aerial photogrammetry for the project.

Frank Sinatra Bridge at Whitewater Channel, Rancho Mirage, CA

The Altum Group completed preliminary land surveying and utility services for URS Corporation on the proposed Frank
Sinatra Bridge Crossing project in Rancho Mirage. Our services included preparation of the project base maps (topography,
boundary and utilities in AutoCAD format) for use in preliminary design of the road and bridge improvements to span
the Whitewater Channel. This Federally funded project includes coordination with key public agencies such as the City of
Rancho Mirage, Caltrans, and the Coachella Valley Water District.
Pierce Street Sewer Extension Project, Mecca, CA
Reference: Pueblo Unido CDC - Michael Dixon, Project Manager — (760) 777-7550
The Altum Group provided surveying and engineering services for this project in Riverside County. The project involves
construction of a backbone sanitary sewer system consisting of a gravity sewer line on Pierce Street from Avenue 66 to
Avenue 70. The backbone system also includes a sanitary sewer lift station and force main to the collection point in the
CVWD's main facilities and the Coachella Valley Storm Drain Channel. Right of way and utility research was conducted by
Altum's surveyors as part of the project's preliminary engineering portion. An aerial topographic map and project base map
were also prepared. AeroTech Mapping provided aerial photogrammetry for the project.
Land Development Projects
The Huntley Residential Development, Indian Wells, CA
Reference: City of Indian Wells — Dina Purvis, Public Works Manager - (760) 776-0237
The Altum Group oversaw the entitlement, preliminary design, final design, and construction services required for the
development of an 18 -unit single-family residential in -fill project in Indian Wells. The project location is towards the westerly
edge of the Southwest Church property, located at the Warner Trail/Blackfoot Drive intersection. Altum surveyors prepared
a site boundary and topographic map and conducted utility research during the entitlement phase of the project and
performed a site plan reconciliation during final design. Field crews provided construction surveying services for the project.
Rancho Mirage Community Park and Amphitheater, Rancho Mirage, CA
Reference: City of Rancho Mirage — Public Works Department — (760) 770-3224
The Altum Group provided survey services for the redesign and construction of the City of Rancho Mirage's premier park,
The Rancho Mirage Community Park. The project included a new ADA -compliant 25,000 -foot amphitheater for special
events, a new playground area, pickleball courts, and exercise stations with remodeled hardscaping and landscaping. Altum
completed the topographic and boundary surveys for the project and conducted utility research for the site to help address
and identify all "red flag" areas. Following completion of the mapping and approval of the site design, Altum prepared a De-
sign Survey to accompany the plans. Altum was also tasked with performing the construction staking for the project. During
initial construction, the City, contractor, and Altum team worked tirelessly to address unknown utilities which could have
potentially impacted the schedule and budget. Staff are currently providing staking for improvements to the amphitheater.

Palm Desert Visitors Center, Palm Desert, CA

The Altum Group provided design surveying services for the proposed Palm Desert Visitor's Center located within the Palm
Desert Civic Center Park complex. The preliminary design workwill be used as a base for conceptual design of a potential Palm
Desert Visitor's Center, currently located within the City Hall buildings to the south. Altum surveyors utilized conventional
methods to obtain the site's topographic information including edge of pavement/curb and sidewalk elevations, location
of above ground utilities, spot elevations across the pad, and other features which are directly adjacent to the project site.
This information was turned into an AutoCAD file with the boundary/easement information for use as a base file in concept
development. Altum also provided utility research for the project site to identify existing on-site and adjacent off-site wet
utilities and electrical lines.
DSRT Surf, Palm Desert, CA
Reference: Desert Wave Ventures - Doug Sheres — (858) 229-0002
The Altum Group provided survey services for the DSRT Surf Project located within the existing Desert Willow Golf Course
and Resort in the City of Palm Desert. This unique project involves construction of an artificial wave/surf pool and various
recreational facilities including swimming pools, a hotel, casitas, surf shop, tennis courts, and other amenities. The project
utilizes proprietary wave technology to create surf -ready waves in a specialized pool. It will be the first of its kind in the
Coachella Valley and greater Southern California. Altum surveyors created a site boundary, topographic map, and conducted
utility research to prepare the project base map. Altum also prepared an ALTA/NSPS Survey for the project site. AeroTech
Mapping performed aerial photogrammetry in support of the topographic mapping task.
Palm Springs Airport Upgrades Construction Staking, Palm Springs, CA
Reference: Swinerton Construction — Daniel Thiesmeyer — (949) 245-8163
As part of the Swinerton Construction team, Altum provided construction staking services for the Palm Springs Airport
Ticketing area upgrades including baggage carousels and the TSA security screening checkpoint. Staff were tasked with
recovering airport network control monuments in the project area, performing surveys and verification of field data.
Horizontal and vertical controls were based upon the Palm Spring Airport control network, as recognized and accepted by
FAA. Altum then established the Survey Control Line along the project area and set monuments for control points at "Line
Of Sight" intervals along the project area. As the main control network is located between the taxiways and several runways,
the survey to bring control to the project was done at night to not disrupt airport operations and create an unsafe situation
for aircraft operations with survey trucks and equipment near the control points.

Project Understanding and Approach
Based on our review of the City's solicitation and our experience working through similar contracts we understand projects
stemming from this on-call will include:
■ Survey Control — Project areas will be sufficiently marked and preserved and protected, monuments will be protected
or replaced as needed.
■ Right of Way and Monuments — Conduct right of way surveys, prepare legals and plats, conduct record of surveys,
prepare and provide corner records and set monuments if needed.
■ Topographic Survey (Aerial or Field) and Base Mapping —
o Conduct topographic surveys, prepare base maps, and conduct boundary research to establish locations of
street centerlines, street rights-of-way, and easements.
o Perform either an aerial topographic and/or field survey of the project area to provide sufficient level of
detail required for precise design, develop cross sections, and provide accurate quantities.
o All centerline monuments shall be located, and survey information shall extend a minimum of 10 -feet
beyond the street right-of-way.
o Survey data will include, but not be limited to, trees over 2 -inches in diameter, buildings, walkways,
sidewalks, access ramps, driveways, curbs, gutters, cross gutters, edge of pavement, asphalt berms, fire
hydrants, water valves, manholes, water meters, signs, streetlights, power poles, mailboxes, walls, fences,
structures, traffic signal poles, and all other visible features.
■ Clearing/Removals — One set of reference stakes or marks at 200 -foot intervals on tangent line and 100 -foot on
curves will be set along the limits of the construction area or Right -of -Way for clearing purposes.
■ Rough Grade —
o One set of grid stakes at 50 -foot intervals. Stakes will indicate cut or fill to finish grad as shown on approved
mass grading plan.
o One set of stakes at 25 -foot intervals and all angle points with appropriate cut or fill.
o One set of offset stakes for sidewalks at 25 -foot intervals, grade breaks and angle points with cut or fill to
finish surface.
■ Finish Gmcip —
o One set of stakes to delineate at 25 -foot intervals and all angle points with appropriate cut or fill.
o One set of offset stakes for sidewalk at 25 -foot intervals, grade breaks and angle points with grades to finish
surface.
o One Blue Top for building pad. Stake to be set at pad grade.
o Pad Certifications — Prior to construction of improvements, Altum will provide inspection services necessary
to provide certification of pad grade as shown on the approved grading plan.

Altum maintains a fully operational GPS System including software and office configuration. The Survey Department maintains
access to the NGS, NAVD, and local databases. Altum has performed most aspects of boundary surveying and construction
surveying using both conventional survey equipment together with state-of-the-art GPS equipment. Surveyors currently

Scope of Work
The keys to a successful project are communication, execution, and quality control. Our work plan process and methodology
centers on these important aspects of project management. Key issues to resolve throughout the surveying process include:
■ A clear understanding of a project;
■ An accurate project base map, including boundary, topography, and existing utilities; and
■ Definition of constraints affecting a project.
A description of the tasks, sub -tasks, and deliverables that will be provided. The Scope of Work should be presented in a
logical format that can be easily attached to the Professional Services Agreement.
In general, we anticipate the process for a construction surveying project would be similar to the procedures outlined below:
Task 1: Project Initiation
Review Project Description and/or RFP Scope of Services from City's Project Manager;
Prepare a formal response and/or proposal including a detailed scope and fee for the required surveying effort;
• If selected, ensure all contract and insurance documents are complete prior to beginning work;
■ A successful project begins with a kick-off meeting;
o Schedule and moderate a kick-off meeting with City's Project Manager and team members;
o Discuss schedule (and updates), scope of work, project communication (meeting minutes, status reports,
etc.) and any specific concerns; and
o Provide meeting minutes to team.
Task 2a: Design Survey
Initiate research for the project limits to determine the existing horizontal and vertical survey control datum.
■ Assess work scope and determine the necessity for additional reports/studies i.e. Preliminary Title Reports, etc.
■ Work with aerial photogrammetrist (AeroTech Mapping) to prepare topographic map of project sites if not accessible
by field crews.
14 Prepare digital (AutoCAD) base map files to include the required survey data.
Task 2b: Construction Survey
During construction, respond to Contractor RFI's and assist City's Project Manager as requested.
Obtain required permits and clearances from the City (encroachment permits, etc.).
Tieout, reset and set monuments within the project limits.
Conduct as -built surveys
■ Prepare calculations and staking plans for:
o Grade stakes

■ Establish existing curb, gutter, sidewalk, striping, street lights, fire hydrants, wet utilities, dry utilities, etc.

3. COMPLETE PRICING LIST
The Altum Group's detailed fee schedule is found below and rates for our subconsultant, AeroTech Mapping are on the
following page. Billing rates for each staff member along with hourly rates for our field survey crews, both prevailing and
non -prevailing, are also included. Altum will submit billing to the City for all work done by the end of the billing period on
a monthly basis with a status report listed by task along with a percentage complete. We have a minimum two (2) hour
minimum time charge per project.
Altum's normal hours of work are Monday through Friday from 8am-5pm. Any work over eight (8) hours in a day will be paid
at a time and a half rate, and if a Saturday is needed then it will be billed at a time and a half rate. If the City needs Altum to
work on a Sunday or Holiday that Altum observes the rate charged will be double time.

S. STAFFING AND PROJECT ORGANIZATION
Altum has the capacity to provide the resources necessary to develop and manage multiple work assignments through
this contract with the City. Our team will be led by Project Director, Rick Lantis, PLS, who brings over 30 years of surveying
experience. Mr. Lantis provides leadership skills, and his extensive experience in managing as -needed surveying services
contracts for public agency clients. He is tasked with negotiating decisions, maintaining cost-effective design and coordinating
with Altum team members, ensure successful completion of task orders, timeliness of all work, resolve project issues quickly,
and will communicate project status to City staff. He will be the main contact for the City.

Mr. Bazua has over 25 years of experience providing consulting services and his "hands on"
involvement with projects begins with planning -level design stretching through to preparation of
construction documents. He is one of the founding members of The Altum Group and has been
integrally involved with all infrastructure projects done by the firm including those with survey,
engineering, and planning services. He is involved with plan check assignments and provides
technical oversight to other staff on engineering projects.
Currently a Board Member with the Coachella Valley chapter of the Association of Public Works,
Mr. Bazua has in depth knowledge of infrastructure development and improvement projects in
the local area. He has successfully prepared plans for the City of Palm Desert including the recent
White Stone Lane Drainage Project and the long standing Alessandro Alley Street Improvements
Project, the City of Rancho Mirage with the Rancho Mirage Park and Amphitheater Project, and
with the Agua Caliente Band of Cahuilla Indians on the Palm Springs Amado Street Crosswalk ADA
Improvements Project. Mr. Bazua regularly works directly with Altum's survey team on scheduling
survey tasks and overseeing deliverables in support of engineering plans and entitlement
packages.
For this on-call with the City of La Quinta, Mr. Bazua will serve as the Contract Administrator and
provide as -needed engineering support to the survey team when project questions or concerns
arise. He will also directly negotiate with the City on contract terms.

Transportation Land Development/Professional Land Surveyor for the County of Riverside and
the former Division Chief of Land Development for the County of San Diego. His background
in field and office surveying allows him to manage all types of projects successfully and with
minimal issues. At Altum, Mr. Lantis works with the survey team to successfully manage projects
ranging from boundary surveys to large-scale construction staking. In his role, he signs maps and
applications as a Professional Land Surveyor and is involved in technical support for all field crews.

needs for projects, interacts daily with field crews and provides direction and support for ongoing
projects. Mr. Hsieh also prepares construction staking data for field crews using construction plan

Mr. Cowan has been engaged in land development services in the Coachella Valley since 1985. He
has worked in a technical capacity during most aspects of land surveying projects including land

boundary and construction surveys utilizing Total Station and GPS equipment. His mapping
experience includes downloading field survey data, creating topography survey maps, preparing
Record of Survey Maps, Corner Records, legal descriptions and exhibits. Mr. Cowan's experience
also includes existing utilities records research, potholing coordination, calculation of pipeline
relocation alignments together with the preparation of plan and profile Relocation Plans for wet
utilities. His main responsibilities have revolved around the collection of utility as -built information
to field excavation of said utilities, performing field survey and CAD mapping.
Tyus Robinson - Survey Analyst/Drone Pilot
Education: BS, Engineering; California State Polytechnic University, Pomona

Mr. Robinson works as a survey analyst utilizing Utilized Civil 3D, Bluebeam and Microstation to
create topographic maps/ 3D surfacing, appraisal maps, plats, record of survey, and corner records
for projects in the greater Coachella Valley. He performs analysis of field data to ensure everything
is properly coded and coincides with the scope of work for a project. Mr. Robinson is also skilled
with utilizing GIS to download legacy maps for project reconnaissance to aid in boundary surveys.
As Altum's licensed drone pilot, he works with the project surveyor to develop flight plans, and flies
the company drone over job sites.

Bret Jones - Crew Chief
Education: Southern California Surveyors Joint Apprenticeship Committee Certified Chainman
Mr. Jones has worked as a field surveyor since 1987. He is thoroughly versed in Trimble GPS and
Trimble Robotics technologies, he has worked as a chainman, rodman, and a crew chief for a
variety of projects for public and private clients. Tasks include boundary surveys, topographic
mapping, construction staking, and monumentation. Mr. Franco is an integral part of Altum survey
crews on projects in the Coachella Valley and greater Riverside, San Bernardino, and Imperial
Counties. Projects include housing developments, streets and highways, parks, regional sports
venues, solar/wind farms, and country club/golf courses. Mr. Jones is comfortable managing field
crews and working independently when required on smaller projects.
Brandon Franco - Instrument Man
Mr. Franco works as an Instrument Man on Altum's California field survey crew. He works
alongside the Party Chief to conduct monumentation, boundary surveys, setting targets for the
aerial photogrammetrist, and other survey tasks. He is experienced with construction staking for
both large and small scale project sites. Services include construction staking, as-builts, and topo,
boundary, and right-of-way surveys. Mr. Franco's experience includes private land development
projects, proposed sewer and water pipelines, and linear utility projects stretching miles in the

Trimble GPS Equipment and Software, ESRI's ArcGIS/Info, Intergraph's Microstation Site Works,
Autodesk Civil 3D products, UltraCAM Essential AeroTriangulation & Orthophotography, Summit
Evolution Softcopy System. Mr. Phan is an active member in several professional land surveyors'
associations, and thereby helps to maintain his proficiencies given the continual advancements
in the development of high accuracy analog, analytical, and digital softcopy instrumentation. His
vast knowledge gives him a complete understanding of the photogrammetric process and plays
an important role in understanding and implementing successful QA/QC procedures.

6. SUBCONTRACTING SERVICES
The Altum Group is able to provide land surveying services for this contract utilizing all in-house staff. Our subconsultant,
AeroTech Mapping (ATM), will provide aerial surveys for projects on larger sites with more complex geography. This is a cost-
effective approach to preparing topographic maps by limiting the need for field crews to map project sites over multiple days
and instead only utilizing crews to set markers for the pilot who will have a site flown in several hours.
ATM has demonstrated photogrammetric expertise and capabilities on over 10,000 successful imaging and mapping projects
throughout the greater Southwest since 2002. Their dedication to client service, coupled with the commitment to providing
highly accurate and aesthetically pleasing products, has allowed ATM to expand our client -base throughout the region. ATM
has proven to be an aerial mapping firm equipped with all the necessary tools and personnel to produce the highest quality
aerial mapping products.
ATM's combination of experienced personnel, equipment, and computer resources enable the precise tailoring of each
mapping project's approach. The goal of the project team is to produce cost effective and high quality mapping services, on
time. AeroTech has the financial resources needed to perform projects. They pledge their resources to include personnel,
expertise, and equipment. AeroTech maintains fully paid for equipment valued at approximately $2,300,000.00. ATM's
experience, longevity, and financial stability ensure their commitment to completing projects for the City of La Quinta under
this contract.

Deputy Director- Land Development & Survey - County of Riverside Transportation Department — Mr. Lantis was
responsible for 60+ staff members and multiple technical divisions within the County of Riverside.
County Surveyor - County of Riverside Transportation Department — Mr. Lantis was responsible for 30 staff members
and five sections providing technical expertise and customer service related to Surveying. He signed and approved
parcel maps, records of survey, corner records, and certificates of compliance as the County Surveyor of Record.
Division Chief - County of San Diego Department of Public Works — Mr. Lantis was the Division Chief of Land
Development reporting to Deputy Director. He also acted as Deputy County Surveyor responsible for reviewing and
signing final maps and parcel maps. He oversaw subdivision improvements through the final mapping process and
supervised the conditioning teams for discretionary subdivision projects.
Project Manager - County of San Diego Department of Public Works — Mr. Lantis supervised a technical and
professional staff of five to seven people; directed staff workflow; interpreted County ordinances and policies as they
related to private development; represented Public Works at Planning Commission and Board of Supervisors hearings;
and was responsible for making land development decisions with extensive experience in mapping, improvement
plans, and final engineering process.
Land Surveyor - County of San Diego Department of Public Works — As a Land Surveyor, Mr. Lantis reported directly to
the County Surveyor. He was authorized to sign and act on behalf of the County Surveyor and Director of Public Works
on mapping related items. He managed the review, processing, and recordation of over five hundred records of survey
and thirteen hundred corner records; reviewed maps for compliance with state and local laws and ordinances; and
managed the map tracking system for records of surveys and corner records.

Mr. Eric Phan is the General Manager of our Las Vegas office and has been with AeroTech
Mapping, Inc. (ATM) since 2013. Eric has been working in the surveying and photogrammetric
