RFP On-Call Bldg Plan Review & Inspection Services Q&AsOn -Call Building Plan Review & Inspection Services 2023 Request for Proposals Questions & Answers • Who are the current consultants used for these services? • Is there a current contract or rate schedule available for viewing? The City currently contracts with EsGil Corporation and Interwest Consulting Group, Inc. The City use to have an agreement with HR Green as well, as a third consultant between 2018- 2021, but did not utilize their services very much and let their contract expire at the end of its term in June 2021. The Agreements are available on the City's website using the link provided below, and by selecting "Building" in the Agreement Discipline drop-down menu: https://Iaglaserweb.laguintaca.gov/WebLink/CustomSearch.aspx?SearchName=Agreements • Is a proposal considered responsive if only submitting for Building Plan Review Services? • Is plan review required to be charged hourly or is a percentage -based fee acceptable? It is acceptable to only submit for Plan Review Services, please provide all billing options. Is the on-site for inspection only or is in-house plan review being required? • Is on-site plan review for select meetings when needed or set ongoing in-house hours? The aspect of being on-site is an arrangement that will be based on the City's needs. The City currently accepts off-site plan review. If it wouldn't be an option to provide on-site service that should be detailed in the proposal so that it could be evaluated. • On page 6 of the above referenced RFP, the Plan Review Scope of Services includes the review of grading plans/precise grading plans. Will this particular review be on a separate plan check fee, or will this review be included in the complete, overall plan review fee to be proposed by the Consultant? In most cases this will be scope of work when a complete review of a project is requested and not stand alone review of precise grading plans. The City's Public Works Division is the primary reviewer of Precise Grading Plans. Building related comments would typically be limited to comments on Commercial Projects to site accessibility and for Residential Projects it could be verification of setbacks, door landings, drainage or any other relevant residential code discrepancy.
