of Beaumont, Coachella, Corona, Desert Hot Springs, Eastvale, Indian Wells, Menifee, Moreno Valley, Murrieta, Palm
Desert, Palm Springs, Temecula, Indio, and the Counties of Riverside and San Bernardino. Through this experience we
have: 1) confronted design and construction challenges and have resolved them; 2) identified efficient workflow methods;

project. The project includes the redevelopment of a 71,254 -square -foot shopping
center on the 8.1- acre site (7.9 net acres) with a mixed-use urban village consisting
of 294 residential units and 20,000 square feet of neighborhood retail/commercial

space. The proposed project will result in the construction of two residential/
commercial buildings: Building 1 is a six -story building with 158 state licensed,
senior, assisted living, residential units and 17,600 square -feet of ground -floor retail/
commercial space; and Building 2 is a six -story building with 48 below market rate
(BMR) affordable, senior, independent living, residential units and 2,400 square feet of ground- floor retail/commercial.
The intent is to create more opportunities for residents to support the on-site retail, use public transportation and access
nearby amenities (such as the Park, Senior Center, Performing Arts Center), and thus be connected to the community at
large. As the residences planned on this corner are senior residences, this also helps with providing convenient and close
amenities and immediate access to public transportation. NV5's plan review services include the review of construction
drawings submitted by the applicant for compliance with provisions of all state and local laws and regulations, including:
Fire and Life- Safety, Accessibility, Structural, Plumbing, Mechanical, Electrical, and Energy associated with all proposed
buildings and structures located on the Westport property.

CITY OF SAN DIEGO I SAN DIEGO, CA
Structural Plan Reviewer. Mr. Shen is providing plan review services for this as -needed contract. NV5's first task in 2022
consisted of assisting the City with expedited (rapid) reviews for a backlog of over 150 building construction plans and
water quality documents submitted by applicants seeking building permit approval. The NV5 team began onboarding in
mid-May and quickly became well versed in the City's Accela and EPR review and permitting programs. Beginning with
a backlog of over 150 rapid reviews on June 14, the NV5 team was able to quickly reduce the backlog to single digits
by July 15 - about a month after the start of the task. This also included reviewing daily incoming new submittals that
varied from 5 to 20 per day, which NV5 successfully managed concurrently with the backlog. With the backlog cleared, the
City entered the "maintenance phase," with NV5 assisting with current incoming rapid reviews, assuring that they were
being reviewed in a timely manner. NV5 staff completed over 700 rapid reviews for the City and quickly built a strong and
successful working relationship with the City and its staff. The City subsequently requested a team of Structural Engineers
to assist in clearing a backlog of Building Department Reviews. In February 2023, NV5 was awarded a $2.5M As -Needed
Plan Check and Inspection Services contract to supplement City staff and continue assisting the City with maintaining
permit processing timeline goals.
Rancho Santa Margarita Library
ORANGE COUNTY PUBLIC WORKS I RANCHO SANTA MARGARITA, CA
Mr. Shen managed and provided plan review services for the construction of this 10,000 -square -foot facility. The project
scope included a new library, offices, friends room, restrooms, and the entire site development for this library. The total
construction cost was $3M.
City Place Development
CITY OF SANTA CLARA I SANTA CLARA, CA
Plan Reviewer. Mr. Shen is providing plan review services to the City of Santa Clara for the City Place Development Project.
The project is a proposed phased development of approximately 240 acres of City -owned land that includes a new urban
center with retail and entertainment districts, office development, and residential uses, as well as outdoor amenities,
infrastructure, parkland, and open space. The overall project includes the construction of medium- and high-rise buildings
up to 17 stories in height and a maximum of 9.16 million gross square feet of overall floor area for all uses, excluding
the floor area of associated parking structures. The development program is expected to include up to 5.4 million square
feet of office space, 1.1 million square feet of retail space, 1,680 residential units, and 700 hotel rooms. The project is
also envisioned to include public open space and a 30 -acre public park. At buildout, the project is expected to support
approximately 25,000 employees and 3,000 new residents. The buildout will be completed in phases. NV5 is currently
providing parks and recreation consultant services, fire consultant services, building consultant services, planning
consultant services, landfill consultant services, public works consultant services, water and recycled water consultant
services, electrical transmission consultant services, electrical distribution consultant services, and water operations and
maintenance consultant services for this project.

water quality reports, geotechnical reports, structural calculations and cost estimates. NV5 is assisting the City with the
development of checklists, standard notes, unit price lists and other documents to standardize and streamline the review/
inspection process.

Project Manager. Ms. O'Neal was the project manager on two contracts awarded by the City of Menifee to support
development review and to provide design of capital projects. NV5 was retained to work with City staff in reviewing
development projects for conformance to City codes and other development standards. NV5 is also providing design of a
new bridge on Bradley Road to replace an existing low flow crossing at Salt Creek channel that causes a roadway closure

Project. The project is a proposed phased development of approximately 240 acres of City -owned land that includes a

consisted of providing (rapid) reviews for a backlog of over 150 building construction
plans and water quality documents submitted by applicants seeking building permit

fired, simple-cycle combustion turbine, with a clutch to provide operational flexibility

System. In total, the project had 98 MW (nominal) of EGT capacity. As DCBO, NV5
acted on behalf of the California Energy Commission (CEC) and provided independent
review of the final design and inspections of the construction to verify compliance
with applicable engineering Laws, Ordinances, Regulations and Standards (LORS), the
local building codes, the California Building Code, and the Facility Design, Geology,

this as -needed contract. NV5's first task consisted of assisting the City with expedited
(rapid) reviews for a backlog of over 150 building construction plans and water quality
documents submitted by applicants seeking building permit approval. The City's staff
was unable to keep up with demand and meet the daily number of incoming rapid
reviews, leading to a large backlog of past due reviews, with some being over a month
past due. The NV5 team began onboarding in mid-May and quickly became well -versed
in the City's Accela and EPR Programs. Beginning with a backlog of over 150 rapid
reviews on June 14, the NV5 team was able to quickly reduce the backlog to single
digits by July 15. This also included reviewing daily incoming new submittals that varied
from 5 to 20 per day, which NV5 successfully managed concurrently with the backlog.
With the backlog now cleared, the City is now in the "maintenance phase," with NV5
assisting with current incoming rapid reviews, assuring that they are being reviewed in

Document Control Technician. Ms. Sears supports NV5's on-call plan review services
team for the City. Our team of engineers and plans examiners review single family
residential projects and commercial structures including tenant improvements, new

COUNTY OF SAN BERNARDINO I SAN BERNARDINO, CA
NV5 was selected by the County of San Bernardino to support on-call plan review and inspection services for projects
located within the County limits. Our team of engineers and plans examiners review single-family residential projects,
including new and existing construction, commercial structures, including tenant improvements, new construction, and
renovations, and industrial projects. Projects are reviewed for compliance with the current editions of the California

On -Call Plan Check + Inspection Services
CITY OF SAN DIEGO I SAN DIEGO, CA
NV5 is contracted by the City of San Diego to provide as -needed engineering and building plan review and inspection
services. NV5's first task consisted of providing (rapid) reviews for a backlog of over 150 building construction plans and
water quality documents submitted by applicants seeking building permit approval, which was quickly cleared by the NV5
team within one month. This also included reviewing daily incoming new submittals that varied from 5 to 20 per day, which
NV5 successfully managed concurrently with the backlog. With the backlog cleared, the City entered the "maintenance
phase," with NV5 assisting with current incoming rapid reviews, making sure that they were being reviewed in a timely
manner. During this time, NV5 staff completed over 1,400 rapid reviews for the City and quickly built a strong and
successful working relationship with the City and its staff. In 2023, NV5 was awarded a $2.5M As -Needed Plan Check and
Inspection Services contract to supplement City staff and continue assisting the City with maintaining permit processing
timeline goals. Services provided under this contract include Building Plan Review and Engineering Plan Check Services,
including plans for subdivision (residential) improvements, commercial developments, and infrastructure improvements
within the City's right-of-way, and Building Inspection Services.

NV5 is providing plan check review and inspection consultant services to the City of Santa Clara for the City Place
Development Project. The project is a proposed phased development of approximately 240 acres of City -owned land that
includes a new urban center with retail and entertainment districts, office development, and residential uses, as well as
outdoor amenities, infrastructure, parkland, and open space. The overall project includes the construction of medium and
high-rise buildings up to 17 stories in height and a maximum of 9.16 million gross square feet of overall floor area for all
uses, excluding the floor area of associated parking structures. The development program is expected to include up to 5.4
million square feet of office space, 1.1 million square feet of retail space, 1,680 residential units, and 700 hotel rooms.
NV5 is currently providing parks and recreation consultant services, fire consultant services, building consultant services,
planning consultant services, landfill consultant services, public works consultant services, water and recycled water
consultant services, electrical transmission consultant services, electrical distribution consultant services, and water
operations and maintenance consultant services for this project.

Westport Cupertino
CITY OF CUPERTINO I CUPERTINO, CA
NV5 is currently providing the City with regulatory plan review services for the Westport Cupertino project. The project
includes the redevelopment of a 71,254 square -foot shopping center on the 8.1- acre site (7.9 net acres) with a mixed-use
urban village consisting of 294 residential units and 20,000 square feet of neighborhood retail/commercial space. The
proposed project will result in the construction of two residential/commercial buildings: Building 1 is a six -story building
with 158 state licensed, senior, assisted living, residential units and 17,600 square -feet of ground -floor retail/commercial
space, and Building 2 is a six -story building with 48 below market rate (BMR) affordable, senior, independent living,
residential units and 2,400 square feet of ground- floor retail/commercial. The intent is to create more opportunities for
residents to support the on-site retail, use public transportation and access nearby amenities (such as the Park, Senior
Center, Performing Arts Center), and thus be connected to the community at large. As the residences planned on this
corner are senior residences, this also helps with providing convenient and close amenities and immediate access to
public transportation. NV5's plan review services include the review of construction drawings submitted by the applicant
for compliance with provisions of all state and local laws and regulations, including: Fire and Life -Safety, Accessibility,
Structural, Plumbing, Mechanical, Electrical, and Energy associated with all proposed buildings and structures located on
the Westport property.

Huntington Beach Energy Project

NV5 provided independent review of final designs and inspections of the construction to assure compliance with
applicable engineering laws, ordinances, regulations, and standards (LORS), local building codes, the California Building
Code, facility design, geology, workers, safety, transmission system engineering, and other conditions of certification.
Additionally, we provided engineering design review and construction inspection and conducted document review for all
engineering disciplines that include civil, electrical, structural, mechanical, fire protection, and fire/life safety. NV5 oversaw
worker safety conditions such as safety oversight and hazmat requirements, and Storm Water Pollution Prevention
Program (SWPPP) and National Pollutant Discharge Elimination System (NPDES) and all items required by LORS. The NV5
team served as the Fire Marshal for the project and site of the project.

the General Prevailing Wage Determinations for Building/Construction Inspectors and Field Soils and Material Testers, in effect as of this
date. Should the Prevailing Wage rate change after the next issue date, our rates may change based upon the Prevailing Wage rate in effect
at that time, but our rates will maintain the same multiplier.
Regular rates are included above. Work in excess of 8 hours and work on Saturdays will be billed at 1.5 times the regular rate. Work in
excess of 12 hours and work on Sundays and Holidays will be billed at 2 times the regular rate.
Plan Review Fee
NV5's fee to perform plan review services will be determined based on a percentage of the City's collected plan review fee
as follows:
75% of the City's collected fee*
* Minimum fee of $250 applies. NV5's fee will include the initial check and up to two (2) re -checks. If additional reviews
are needed, services will be billed on a time and materials basis (T&M) according to the fee schedule included above.
It is assumed that plan review services will be performed electronically, off-site. An additional $50 courier/shipping fee
will apply if hard copy plans are required. On-site plan review services can be provided and will be billed on a time and
materials basis (T&M) according to the fee schedule included above.
Expedited Plan Review Fee
Expedited plan reviews can be completed for a 25% markup.
