Purpose
The purpose of the proposed improvements
is to replace the existing low-water crossing
spanning the La Quinta Evacuation Channel
at Avenue 50 with an all-weather access '
bridge. During severe winter and summer -
storms, the existing Avenue 50 low water
crossing is frequently inundated and
damaged due to flows within the storm
water channel.
Proposed Improvements
• Construct an approximate 200 foot long bridge with a curb to curb width of 76 feet with a
6 foot clear wide sidewalk along both sides;
• Construct roadway grade approach on both the east and west approaches to meet the
hydraulic clearance required for the bridge structure;
• Coordinate with utility companies on access to utility cells (conduits) within the bridge
structure;
• Construct required slope protection along the northern channel bank and replace existing
slope protection along the southern bank as necessary to accommodate the new bridge.
• Coordinate required utility relocations for underground cable TV, natural gas, domestic
water main and sanitary sewer; and
• Relocation and necessary modifications to the City storm drain system outletting into the
LQEC.
Proposed Improvements
0 Additional Consideration:
— From the proposed western termini of the bridge project to
Washington Street is approximately 400 feet. It is the City's
intent on widening the last section of Avenue 50 within the
project limits to the ultimate street section. ,
— This gap closure will be a HBP Non -Participating portion of the
project, however it will be included in the overall project
description and processing.
— The work associated with this 400 foot section of roadway
improvements will include street widening, installation of a right
turn lane and a minor signal modification.
Proposed Improvements
• Additional Considerations (continued):
— The project will include special architectural treatment to achieve the community
design goals. The consultant will perform a project specific aesthetics study during
Phase I of the project. Also, all utility relocation and Right -of -Way acquisition efforts
shall be coordinated appropriately in addition to meeting all the resource agency
permit requirements;
— It is anticipated that IID Transmission Lines and Poles will need to be protected in
place with all other aerial lines potentially under -grounded;
— Right of Way shall also include any Temporary Construction Easements (TCE),
Right -to -Enter and Construct or any other right of way service that may be required
for the project;
— Consider potential development at the northeast corner of Washington Street and
Avenue 50.

• The City has successfully obtained funding obligation to
prepare Phase I — Project Approval and Environmental
Documents.
• It is envisioned that Phase I will allow the project to be
developed through approximately 35% of the
engineering phase.
• Phase II, III, and IV will not be authorized until the City
obtains funding obligation for the remainder of the
Preliminary Engineering Phase. JW
