The Commission discussed the City/Housing Authority purchases of vacant land on Highway 111; and potential timeline and cost for development of the vacant parcels. The Commission concurred. EXECUTIVE SUMMARY • The Housing Commission (Commission) meets quarterly on the second Wednesday in the months of March, June, September, and December. • On June 14, 2023, Commission members expressed a desire to consider changing the Commission's regular quarterly meetings start time from 4 p.m. to 5 p.m. to be better aligned with a standard work -day schedule, and the proposed time change does not conflict with any other Commissions' meetings. FISCAL IMPACT — None. BACKGROUND/ANALYSIS On September 15, 2009, Council adopted Resolution No. 2009-075 establishing the La Quinta Housing Authority (Authority) in accordance with California Housing Authorities Law (Health and Safety Code Section 34200, et seq.). On October 20, 2009, Council adopted Ordinance No. 473 establishing the Housing Commission (Commission) in accordance with Health and Safety Code Sections 34291 and 34292; the Commission's function is to review and make recommendations on all matters to come before the Authority. In accordance with "Section 9 — Meetings" of Ordinance No. 473, "The Housing Commission shall provide by resolution for the time and place of holding their regular meetings." On October 13, 2010, the Commission adopted Housing Commission Resolution No. 2010- 001 establishing that the Commission shall meet at La Quinta City Hall on the 2nd Wednesday of each month at 6 p.m. 7 On December 21, 2011, the Commission adopted Housing Commission Resolution No. 2011-001 establishing that the Commission shall meet at La Quinta City Hall, quarterly, on the 2nd Wednesday in the months of March, June, September, and December, as well as on an as -needed basis, at 6 p.m. On December 12, 2018, the Commission approved to change its regular quarterly meetings start time from 6:00 p.m. to 4:00 p.m. On June 14, 2023, Commission members reached a consensus and expressed a desire to consider changing the Commission's regular quarterly meetings start time from 4 p.m. to 5 p.m. to be better aligned with a standard work -day schedule, and the proposed time change does not conflict with any other Commissions' meetings. Proposed is Housing Commission Resolution No. 2023-001 to effectuate the Commission's meeting start time change to 5 p.m. effective upon adoption. If the new start time is approved, Council will be notified of the change via a Departmental Report at the next regular meeting scheduled for September 19, 2023. ALTERNATIVES The Commission may elect not to change its meetings' start time and not adopt the proposed Housing Commission Resolution. EXECUTIVE SUMMARY • Pursuant to La Quinta Municipal Code (LQMC) Section 2.06.050, the Housing Commission (Commission) shall appoint members of the Commission to serve as Chairperson and Vice Chairperson for the fiscal year at its first meeting held after June 30th each year. • The September 13, 2023, meeting is the first scheduled quarterly meeting of the Commission for fiscal year 2023/24. FISCAL IMPACT — None. BACKGROUND/ANALYSIS In accordance with LQMC Section 2.06.050, "unless otherwise provided by law, ordinance or resolution of the city council, each board, commission and committee shall choose one of its members as Chairperson and one as Vice Chairperson at its first meeting held after June 30th of each fiscal year." Pursuant to this section, staff has placed this item on the agenda for appointment of a Chairperson and a Vice Chairperson. Tie Votes: In the case of a tie vote, an additional motion shall be made to obtain a majority vote to break the tie.
