Emailed results: I have visited the site today to observe the current conditions. I’m trying to help in getting this project completed and finaled. To note, the 4th row of racks (3rd double- row) has been eliminated due to the impacts to the operational work space needs. The cross arm assembly spanning the overhead of the aisleways and connecting the rack verticals has been modified by a welding of an approximately 8-inch extension. This analysis will identify all applicable code requirements for their warehouse and determine whether their existing fire sprinkler protection system shall be adequate for High Pile Storage and provide analysis for other warehouse features to determine if those features meet or exceed current code requirements. 2.0 Code References: The following code references were used in determining this High Pile Storage Report: 1. City of La Quinta Municipal Code 3.0 Warehouse Description: The warehouse located at 79840 Highway 111, La Quinta CA 92253 is a single-story structure with a Construction Type of III-B per (CBC) with automatic sprinklers. ` The total floor area is approximately 5,746 square feet with a Ceiling Height of 22’-0” at the peak of the warehouse. American Tire Depot intends to occupy the entire warehouse (5,746 square feet) in which 2,392 square feet is proposed to be used for High Pile Storage. 4.0 Code Analysis: High Pile Storage defined as per CFC 2019 Edition (3202.1 Definitions) states “Storage of combustible materials in closely packed piles or combustible materials on pallets, in racks, or on shelves where the top of storage is greater than 12’-0” in height. When required by the fire code official, high-piled combustible storage also includes certain high-hazard commodities, such as rubber tires, Group A plastics, flammable liquids, idle pallets and similar commodities where the top of storage is greater than 6’-0” in Height. The requirements applicable to American Tire Depot at 79840 Highway 111, La Quinta CA 92253 will be addressed in a thorough High-Pile Storage Analysis listed in this report. This analysis will identify the necessary requirements and recommend any additional requirements that need to be addressed. This analysis will also provide a complete classification of commodities to be stored as defined by applicable fire codes. High Pile Storage Technical Report, American Tire Depot 3 4.1 High Pile Storage Commodities & Arrangement: American Tire Depot is proposing to store the following: High Hazard/Group A Plastic Tires. Tires will be stored uprights on Tread and exposed. The listed commodities in the rack storage configuration will have a maximum storage height of 15’-0” (to the top of the commodity). The High Pile Storage Design will maintain aisle widths of 4’-0” or greater at all times. The types of commodities and code reference that classifies these commodities will follow. Plastic pallets will not be stored or utilized throughout the warehouse. Group A Plastics/High Hazard Commodities: Per CFC (2019) 3203.8 Tires to be stored uprights on Tread and exposed: - Rubber Tires. Commodity: Rubber Tires. Tires to be stored upright on Tread and exposed, placed on racks to a height of 15’-0” top of storage. 4.2 Designation of High-Piled Storage Areas: California Fire Code (2019 Edition) establishes requirements for Sprinkler Systems, Smoke & Heat Vents, Fire Detection Systems, Building Access, aisle widths, and pile sizes. The Fire Code Defines a High Pile Storage Area as stated, “An area within a building which is designated, intended proposed or actually used for High-Piled combustible storage.” The proposed area of the High-Piled Storage area located at 79840 Highway 111, La Quinta CA 92253 will be approximately 2,392 square feet. High Pile Storage areas and portions of High-Piled storage areas intended for storage of different commodity class than adjacent areas shall be designed and specifically designated to contain Class I, Class II, Class III, Class IV or High Hazard Commodities. The designation of a High-Piled combustible storage area, or portion thereof, intended for storage of a different commodity class shall be based on the highest hazard commodity class stored except as provided in section 3204.2 of the CFC (2019 Edition). As proposed in Section 4.1, the highest hazards of commodities stored at 79840 Highway 111, La Quinta CA 92253 will be Rubber Tires/Unexpanded Group A Plastics. Section 3206.3 of the California Fire Code (2019 Edition) requires separation of High- Piled Storage areas from other portions of the building where required by Sections 3206.3.1 through 3206.3.2.2. Section 3206.3.1 requires separation of mixed occupancies shall be in accordance with California Building Code (2019 Edition). Based on 2019 CBC Table 508.4 there is no requirements for occupancy separation between B (Office) and S-1 (Warehouse) occupancies. The current system installed at 79840 Highway 111, La Quinta CA 92253 is an Early Suppression Fast Response (ESFR) Sprinkler System. This system is installed throughout the warehouse. The ESFR Systems are designed with K-16.8 Sprinkler Heads operating at a minimum of 35 PSI. The aforementioned information was acquired by reading the existing sprinkler placard located on the existing fire sprinkler riser. Per NFPA 13 (2016 Edition) the sprinkler design criteria for High Pile Storage for Tire Storage can be found in Table 18.4(D) ESFR Protection of Rubber Tires. This table shows the allowable storage height, maximum ceiling height, minimum operating pressure, and required sprinkler head. Below you will find the needed protection for this High Pile Storage application Rack Storage Design: NFPA 13 (2016) Edition Table 18.4(D) ESFR Protection of Rubber Tire Commodities Requires: ESFR Sprinkler System with a minimum operating pressure of 35 PSI and Nominal K- Factor of 16.8 Sprinkler heads with a temperature rating of 212°F and a maximum ceiling height of 30’-0”. This allows for Storage up to 25’-0” Feet or within 36” of Sprinkler Heads (whichever is less) of the following Commodities: - Rubber Tires - Stored Upright on Tread Exposed American Tire Depot intends to store Rubber Tires to a height of 15 feet on racks. See section 4.1 of this report for a precise description of the commodities. 984 High Pile Storage Technical Report, American Tire Depot 5 4.3.2 Building Access: (Not Required) Per Table 3206.2 of the CFC (2019) states that building access is not required. Section 3206.6 states that fire apparatus access roads in accordance with Section 503 shall be provided within 150 feet of all portions of the exterior wall of buildings used for High- Pile Storage. Fire apparatus access roads shall have unobstructed width of not less than 20 feet except for approved security gates in accordance with section 503.6, and an unobstructed vertical clearance of not less than 13 feet 6 inches. A turning radius shall be provided. Dead-end fire apparatus access roads in excess of 150 feet in length shall be provided with an approved area for turning around fire apparatus. Section 3206.6.1.1 requires one (1) access door shall be provided in each 100 lineal feet, or fraction thereof, of the exterior walls which face required fire apparatus roads. INSPECTION REQUESTS: As required by the California Fire Code, the appropriate installing contractor shall be required to schedule the necessary inspections and be present on site for inspections. D. RE-INSPECTIONS: Will be charged against a permit when an inspection has failed, is not ready, the responsible party not on site or where previously noted corrections have not been completed. E. COMMODITIES: Unless otherwise noted on approved plans or letter of conditions, no commodities shall be entered into the structure until clearance has been granted by the Fire Dept and Building Official. F. OCCUPANCY: Buildings shall NOT be occupied by persons other than construction workers until a Final Fire Clearance has been granted by the Fire Dept and a Certificate for Occupancy has been issued by the Building Official.
