management and ownership on how to
finalize project. Emailed results: I have
visited the site today to observe the current
conditions.
I’m trying to help in getting this project
completed and finaled.
To note, the 4th row of racks (3rd double-
row) has been eliminated due to the impacts
to the operational work space needs.
The cross arm assembly spanning the
overhead of the aisleways and connecting
the rack verticals has been modified by a
welding of an approximately 8-inch
extension.

Attached are my field notes documented on
the fire plan set. I have included slight
measurement modifications observed.
I will defer to building as far as any revision
needs or certifications.

1.0 Intro:
American Tire Depot contracted Premier Warehouse Permits, Inc. to provide a thorough
High Pile Storage analysis for their facility located at 79840 Highway 111, La Quinta CA
92253. This analysis will identify all applicable code requirements for their warehouse
and determine whether their existing fire sprinkler protection system shall be adequate for
High Pile Storage and provide analysis for other warehouse features to determine if those
features meet or exceed current code requirements.
2.0 Code References:
The following code references were used in determining this High Pile Storage Report:
1. California Fire Code, 2019 Edition (CFC)
2. NFPA 13, Installation of Fire Sprinkler Systems, 2016 Edition
3. California Building Code, 2019 Edition (CBC)
4. City of La Quinta Municipal Code
3.0 Warehouse Description:
The warehouse located at 79840 Highway 111, La Quinta CA 92253 is a single-story
structure with a Construction Type of III-B per (CBC) with automatic sprinklers. ` The
total floor area is approximately 5,746 square feet with a Ceiling Height of 22’-0” at the
peak of the warehouse. American Tire Depot intends to occupy the entire warehouse
(5,746 square feet) in which 2,392 square feet is proposed to be used for High Pile
Storage.
4.0 Code Analysis:
High Pile Storage defined as per CFC 2019 Edition (3202.1 Definitions) states “Storage
of combustible materials in closely packed piles or combustible materials on pallets, in
racks, or on shelves where the top of storage is greater than 12’-0” in height. When
required by the fire code official, high-piled combustible storage also includes certain
high-hazard commodities, such as rubber tires, Group A plastics, flammable liquids, idle
pallets and similar commodities where the top of storage is greater than 6’-0” in Height.
The requirements applicable to American Tire Depot at 79840 Highway 111, La Quinta
CA 92253 will be addressed in a thorough High-Pile Storage Analysis listed in this
report. This analysis will identify the necessary requirements and recommend any
additional requirements that need to be addressed. This analysis will also provide a
complete classification of commodities to be stored as defined by applicable fire codes.

4.1 High Pile Storage Commodities & Arrangement:
American Tire Depot is proposing to store the following: High Hazard/Group A Plastic
Tires. Tires will be stored uprights on Tread and exposed. The listed commodities in the
rack storage configuration will have a maximum storage height of 15’-0” (to the top of
the commodity). The High Pile Storage Design will maintain aisle widths of 4’-0” or
greater at all times. The types of commodities and code reference that classifies these
commodities will follow. Plastic pallets will not be stored or utilized throughout the
warehouse.
Group A Plastics/High Hazard Commodities: Per CFC (2019) 3203.8
Tires to be stored uprights on Tread and exposed:
- Rubber Tires.
Commodity: Rubber Tires.
Tires to be stored upright on Tread and exposed, placed on racks to a height of
15’-0” top of storage.
4.2 Designation of High-Piled Storage Areas:
California Fire Code (2019 Edition) establishes requirements for Sprinkler Systems,
Smoke & Heat Vents, Fire Detection Systems, Building Access, aisle widths, and pile
sizes. The Fire Code Defines a High Pile Storage Area as stated, “An area within a
building which is designated, intended proposed or actually used for High-Piled
combustible storage.” The proposed area of the High-Piled Storage area located at 79840
Highway 111, La Quinta CA 92253 will be approximately 2,392 square feet.
High Pile Storage areas and portions of High-Piled storage areas intended for storage of
different commodity class than adjacent areas shall be designed and specifically
designated to contain Class I, Class II, Class III, Class IV or High Hazard Commodities.
The designation of a High-Piled combustible storage area, or portion thereof, intended for
storage of a different commodity class shall be based on the highest hazard commodity
class stored except as provided in section 3204.2 of the CFC (2019 Edition).
As proposed in Section 4.1, the highest hazards of commodities stored at 79840 Highway
111, La Quinta CA 92253 will be Rubber Tires/Unexpanded Group A Plastics.
Section 3206.3 of the California Fire Code (2019 Edition) requires separation of High-
Piled Storage areas from other portions of the building where required by Sections
3206.3.1 through 3206.3.2.2. Section 3206.3.1 requires separation of mixed occupancies
shall be in accordance with California Building Code (2019 Edition). Based on 2019
CBC Table 508.4 there is no requirements for occupancy separation between B (Office)
and S-1 (Warehouse) occupancies.

4.3 General Fire Protection and Life Safety
Requirements:
Based on the proposed commodities in Section 4.1 of this report and the High-Pile
storage area in section 4.2 of this report, the following features will be required based on
Table 3206.2 of the CFC 2019 (High Hazard Commodities 501 – 2,500 sq. ft.):
1. Automatic Fire Extinguishing System (Section 4.3.1) (Required)
2. Building Access (Section 4.3.2) (Not Required)
3. Smoke and Heat Vent Removal (Sections 3206. and 910) (Not Required)
4. General Storage Requirements (Section 4.3.4)
5. Fire Detection System (Section 4.3.6) (Not Required)
4.3.1 Automatic Fire Extinguishing System: (Required)
Table 3206.2 of CFC (2019 Edition) requires that adequate Fire Extinguishing Systems
be installed for High Pile Storage. This building is protected with an Automatic wet pipe
Sprinkler System.
The current system installed at 79840 Highway 111, La Quinta CA 92253 is an Early
Suppression Fast Response (ESFR) Sprinkler System. This system is installed
throughout the warehouse. The ESFR Systems are designed with K-16.8 Sprinkler Heads
operating at a minimum of 35 PSI. The aforementioned information was acquired by
reading the existing sprinkler placard located on the existing fire sprinkler riser.
Per NFPA 13 (2016 Edition) the sprinkler design criteria for High Pile Storage for Tire
Storage can be found in Table 18.4(D) ESFR Protection of Rubber Tires. This table
shows the allowable storage height, maximum ceiling height, minimum operating
pressure, and required sprinkler head. Below you will find the needed protection for this
High Pile Storage application
Rack Storage Design:
NFPA 13 (2016) Edition Table 18.4(D) ESFR Protection of Rubber Tire Commodities
Requires:
ESFR Sprinkler System with a minimum operating pressure of 35 PSI and Nominal K-
Factor of 16.8 Sprinkler heads with a temperature rating of 212°F and a maximum ceiling
height of 30’-0”.
This allows for Storage up to 25’-0” Feet or within 36” of Sprinkler Heads (whichever is
less) of the following Commodities:
- Rubber Tires
- Stored Upright on Tread Exposed
American Tire Depot intends to store Rubber Tires to a height of 15 feet on racks. See
section 4.1 of this report for a precise description of the commodities.

4.3.2 Building Access: (Not Required)
Per Table 3206.2 of the CFC (2019) states that building access is not required. Section
3206.6 states that fire apparatus access roads in accordance with Section 503 shall be
provided within 150 feet of all portions of the exterior wall of buildings used for High-
Pile Storage. Fire apparatus access roads shall have unobstructed width of not less than
20 feet except for approved security gates in accordance with section 503.6, and an
unobstructed vertical clearance of not less than 13 feet 6 inches. A turning radius shall be
provided. Dead-end fire apparatus access roads in excess of 150 feet in length shall be
provided with an approved area for turning around fire apparatus.
Section 3206.6.1.1 requires one (1) access door shall be provided in each 100 lineal feet,
or fraction thereof, of the exterior walls which face required fire apparatus roads.
The building in question is in compliance with all building access requirements. Please
see High-Pile Storage drawings for fire apparatus access roads and access doors.
It should be noted that this building, although existing, also complies with the Riverside
County Fire Department Codes and Standards for the width of Fire Department Access
Lanes.
4.3.3 Smoke Vents and Heat Removal (Not Required)
Per table 3206.2 of CFC 2019 (501 – 2,500 Sq. Ft.) High Hazard Commodities
All smoke and heat vents are not required for High Pile Storage when High Pile Storage
areas do not exceed 2,500 Sq. Ft.
High Pile Storage Area for this project is 2, 0 Square Feet
Storage area was calculated using 15’-0” beyond the Storage Racks.
4.3.4 Flue Space Requirements:

The limitations stated above comply with the proposed storage arrangement for this
building.

Dead-end aisles shall be a maximum length of 50’-0” in accordance with Chapter 10..
Portable Fire extinguisher shall be provided in accordance with 2016 California Fire

The plans and report you submitted for the above referenced project have been reviewed by Riverside
County Fire Department - Office of the Fire Marshal personnel and require the following corrections:
1) Fire Comments (Sheet 2 – Floorplan and Elevation details):
a. The Floorplan detail no longer identifies the location and dimension of the (3) existing
partition (screen) walls that are in place approximately 2’2” off the exterior wall windows.
In communication with Bedros Darkjian, there is no current plan to remove or modify these
partition walls.
b. The location of the East partition wall creates a too narrow aisle passageway, therefore
creating (2) dead-end aisles in the rack assembly area. The length of the proposed rack
assembly scaled out to 58-feet. CFC 3206.10.3 prohibits dead-end aisles from exceeding 50-
feet.
c. In the Elevation Detail, and as commonly observed in this tire-rack storage assembly, a tire-
in-rack protrusion is detailed. Current detail estimates a 6-inch tire-in-rack protrusion, which
is believed to be a minimum dimension and not an average expected. Analyses of the largest
diameter tire to be commonly stored should be considered to better identify expected
protrusion into the aisle space.
d. Tire-rack storage assemblies shall be installed an appropriate distance from the other, with
consideration to the dimensions of protrusion likely to be observed, in order to maintain a
minimum 44-inch clear aisle width dimension. (CFC 3206.10.1.1)
2) *The provided High-Piled Storage Technical Report as signed by FPE Steven Biship (FP-1556) has
been stamped approved by La Quinta Office of the Fire Marshal.

The building plans you submitted for the above referenced project have been reviewed by Riverside County
Fire Department - Office of the Fire Marshal personnel and are approved with the following conditions.
Approval of the Building Permit (BOTH2020-0009) shall be granted by the La Quinta Building Official.
Plans shall be consistent with the Fire Permit plans and details.
The following inspections and tests shall be completed:
1. Bare-rack Inspection – prior to any commodities being stored – Confirm aisle spacing, flue space
maintenance, Storage-height limitation signage and rack anchoring.
2. Final/Commodity Inspection – Confirm type(s) of commodities in compliance with approved
Technical Report and storage-heights and suppression system is as approved on plans.
The Fire Department approved plans and conditions letter must be at the job site.

INSPECTION NOTES
1. Sway bracing and hangers will be inspected at the time of rough piping inspection.
2. All required hydrostatic pressure tests shall maintain 200 psi for a 2-hour duration. (EX: Residential Fire Sprinkler
Systems)
3. Fire sprinkler system remodels: if indicated on plans or this card, a hydrostatic pressure test shall be required.
4. All underground joints and thrusts blocks shall be exposed and readily visible during the hydrostatic test.
5. Contractor shall supply all testing equipment, access and operating instructions at time of test.
6. All systems shall be inspected, tested, and approved by a Fire Inspector before any work is started that may cause the
affected system to be covered or hidden.
POLICIES ON FIELD INSPECTIONS
A. INSPECTION REQUESTS: Inspections are made subject to availability. Please have the permit number available when
scheduling inspections. For City of La Quinta inspections call: (760) 777-7131.
B. APPROVED PLANS: Shall be kept on the job site at all times that work is in progress. Work shall NOT commence
without approved plans.
C. INSPECTION REQUESTS: As required by the California Fire Code, the appropriate installing contractor shall be required
to schedule the necessary inspections and be present on site for inspections.
D. RE-INSPECTIONS: Will be charged against a permit when an inspection has failed, is not ready, the responsible party not
on site or where previously noted corrections have not been completed.
E. COMMODITIES: Unless otherwise noted on approved plans or letter of conditions, no commodities shall be entered into
the structure until clearance has been granted by the Fire Dept and Building Official.
F. OCCUPANCY: Buildings shall NOT be occupied by persons other than construction workers until a Final Fire Clearance
has been granted by the Fire Dept and a Certificate for Occupancy has been issued by the Building Official.
INSPECTION NOTES:
THIS CARD IS REQURIED TO BE POSTED AT THE CONSTRUCTION SITE. THIS CARD AND APPROVED PLANS MUST BE
AVAILABLE AT THE CONSTRUCTION SITE FOR ALL INSPECTIONS.
THIS PERMIT SHALL EXPIRE AND BECOME NULL AND VOID IF THE WORK AUTHORIZED IS NOT COMMENCED WITHIN 180
DAYS OR IF THE WORK IS SUSPENDED OR ABANDONED FOR A PERIOD OF 180 DAYS OR MORE.
