During the observation on Monday of the unpermitted work activity of Smart Fire & Electrical Technology Inc., it was observed of the several 2+ inch size fire sprinkler cross mains laying on the ground. These sections of existing pipe also present with signs of significant or concerning levels of interior pipe corrosion. Normally this would be addressed during normal system maintenance inspections that I do not believe have been done regularly nor recently at this location. Nevertheless, I am requiring that a NFPA 25 5-Year Inspection, Testing Maintenance Report be completed for this structure to correctly and adequately identify the overall systems condition. I do not expect a "pass" on this report at this time, but merely a thorough documentation of Comments and Deficiencies. This report should be completed by a CSLB licensed C-16 or SFM Licensed contractor. This report does require the interior inspection of various sections of the overall system, with specific concern at mains and cross- mains. There are several such contractors in the Coachella Valley area. The contractor was then inquiring the earliest to request an OH Rough Inspection. Kayli reminded them that they were not to be doing any work without an issued permit. The contractor advised that they were receiving pressure from the General Contractor to hurry up so that they could close up. All notification of the dry system on the approved plans have been red- lined out. A clean “As-Builts” shall be provided singularly at time of final inspection. The following inspections/tests are required to be witnessed by the Office of the Fire Marshal staff: 1) Overhead Rough: All installed/relocated piping must be visible. 2) Final inspection: All trim is in place, 5-Year certification is current. *Water-flow signal test may be performed during the Final Inspection. Provide manufacturer cut-sheets and specifications for the new “6” 4-way FDC. 2. Provide manufacturer cut-sheets and specifications for the new Dry System components. 3. Identify the method for seismic restraint in compliance with NFPA 13 Chapter 9 for the new 2.5” piping elements connecting to the new Dry System. 4. Overhead (OH) System note 2 advises that there will be (2) 2-1/2” Dry Pipe Risers, but only one is detailed on the plans (Sheet 3). Clarify. There does appear to be a separate existing canopy area with sprinkler protection. Does this already have a Dry Pipe System? 5. Clarify the Scope of Work description (3) “Splitting the fire sprinkler system(s) so that each riser & system feeds their own single tenant.” Plans do not give any further detail to this. 6. Riser Detail on Sheet 1 identifies 4-inch risers fed from 6-inch manifold assembly. Calcs show 6- inch risers and 8-inch manifold assembly. 7. Single head sprinkler drops located in suspended ceilings shall be provided with seismic escutcheons or other approved devices for restraint or seismic bonding. Provide details. 8. Provide a mock-up on the revised plans of the required Hydraulic Calculation Plate that is to be installed as part of the new Dry System riser and design area. This mock-up shall be in compliance with NFPA 25 Section 25.5.2 as amended by CFC Chapter 80. (Example has been provided). 9. As this work is covering a new occupant that includes High-Piled storage – provide a mock-up of the required General Information Sign in compliance with NFPA 13 Section 25.6.2. (Example has been provided). 10. The Hydraulic Calculations packet provided did not identify on the Summary Sheet what “system type, including the system volume with type of protections system indicated in the notes.” NFPA 13 Section 23.3.5.2 (12). 11. As there has already been witnessed signs of interior pipe corrosion in the existing portions of the system, it is recommended to install an Air Relief Vent in each of the separate fire sprinkler systems in compliance with NFPA 13 section 7.1.5.
