I did locate a small opened access panel showing the CPVC connection. Again, this was not known to me as I had not observed this at time of the 2/3/2021 OH Rough Inspection — (Approved with comments/notes). The General Contractor was on site and shared that he was the one that made the specific request to have this connection made and may have been after my inspection. Certainly not apposed by having the connection, just need it to be communicated with me so that I am not confused by what is shown on the plans. I have now completed my review of the plans provided. Unfortunately, there are some errors and items missed both on the plan sheets and the calculations. Also I was only provided calculations for 1 of the original calculated areas. I do need calculations for these other areas as affected by the additional details and changes. Please review and let me know if you have any further questions. He shared that she at one point implied that the Developer was prepared to start a Civil Lawsuit against the City (La Quinta) due to OFMs NOTE KOHL HETRICK 8/26/2021 8/26/2021 delays in reviewing and availing the final inspection. Jose shared that he made reasonable communication that OFM is making all reasonable attempts to accommodate the contractor on the permit process. Jose also shared that he informed Becky that the permit had reached an Expired Date and would need to be confirmed to be extended later by FSS Hetrick. Spoke with Chuck at about 9:00 am, who insisted that his crew installed a 2nd UG Supply connection to a 2nd "Riser". I shared that I never saw it as I would have recorded it in my TELEPHONE CALL KOHL HETRICK 8/26/2021 8/26/2021 inspection notes. I advised that I would make a quick courtesy inspection to confirm it's existence and therefore further review the Revised As -Built Plans and Calcs for compliance. DFM Sonia Cooley updated FSS Kohl Hetrick with the compromise to forego additional plan revisions and calcs and TELEPHONE CALL KOHL HETRICK 8/30/2021 8/30/2021 instead will subject the project to 1 or more Bucket Tests. *Scheduling for 8/31/2021 @ 0900. He advised that he will seek other ways to force Fire (me) to clear his permit final. I contacted DFM Sonia Cooley about the conversation with the Contractor. The orifice design, with a K-factor of 4.9 (70.6 metric*), allows the sprinkler's efficient use of available water supplies for the hydraulically designed fire -protection system. The fast response glass bulb operating element and special deflector characteristics meet the challenges of residential sprinkler standards. The sprinkler is pre -assembled with a threaded adapter for installation with a low -profile small -diameter cover assembly installed flush to the ceiling. The two- piece design allows installation and testing of the sprinkler prior to installation of the cover plate. The "push -on", "thread -off' design of the concealed cover plate assembly allows easy installation of the cover plate after the system has been tested and the ceiling finish has been applied, while also providing up to 1/2" (13 mm) of vertical adjustment. The cover assembly can be removed and reinstalled, allowing temporary removal of ceiling panels without taking the sprinkler system out of service or removing the sprinkler. The Electroless Nickel PTFE (ENT) coating has been investigated for installation in corrosive atmospheres and is C-UL-US-EU Listed as indicated in the Approval Charts. The ENT finish is only available for the sprinkler assembly, the cover plate is not plated. 2. OPERATION During fire conditions, when the temperature around the sprinkler approaches the cover plate's nominal temperature rating, the cover plate detaches and releases the deflector. Continued heating of the exposed sprinkler causes the heat -sensitive liquid in the glass bulb to expand. When the temperature reaches the sprinkler's nominal temperature rating, the glass bulb shatters releasing the yoke, pip cap assembly and sealing spring. Water begins flowing through the sprinkler orifice and strikes the deflector form- ing a uniform spray pattern over a specific area of coverage, which is determined by the water supply pressure at the sprinkler, in order to extinguish or control the fire. 6. Sway bracing and hangers will be inspected at the time of rough piping inspection. 2. All required hydrostatic pressure tests shall maintain 200 psi for a 2-hour duration. (EX: Residential Fire Sprinkler Systems) 3. Fire sprinkler system remodels: if indicated on plans or this card, a hydrostatic pressure test shall be required. 4. All underground joints and thrusts blocks shall be exposed and readily visible during the hydrostatic test. 5. Contractor shall supply all testing equipment, access and operating instructions at time of test. 6. All systems shall be inspected, tested, and approved by a Fire Inspector before any work is started that may cause the affected system to be covered or hidden. POLICIES ON FIELD INSPECTIONS A. INSPECTION REQUESTS: Inspections are made subject to availability. Please have the permit number available when scheduling inspections. For City of La Quinta inspections call: (760) 777-7131. B. APPROVED PLANS: Shall be kept on the job site at all times that work is in progress. Work shall NOT commence without approved plans. C. INSPECTION REQUESTS: As required by the California Fire Code, the appropriate installing contractor shall be required to schedule the necessary inspections and be present on site for inspections. D. RE -INSPECTIONS: Will be charged against a permit when an inspection has failed, is not ready, the responsible party not on site or where previously noted corrections have not been completed. E. COMMODITIES: Unless otherwise noted on approved plans or letter of conditions, no commodities shall be entered into the structure until clearance has been granted by the Fire Dept and Building Official. F. OCCUPANCY: Buildings shall NOT be occupied by persons other than construction workers until a Final Fire Clearance has been granted by the Fire Dept and a Certificate for Occupancy has been issued by the Building Official. Kohl, With the color code of my plans and re -design of them, it makes it clear why I disagree with your elimination of pipes on the hydraulic calculations. There is no way to direct the water flow through a specific tee when all of the piping is supplied from the same outlet. If the pipes are connected, they are part of the calcs. The calculation process begins with the assumption that the required density will be provided from a given sprinkler. I.E., 16' x 16' = 256 x .05 =12.8 GPM. Since we usually use 13 gpm for a head, you start each calculation with a cushion that increases with each and every step. An additional 10% is not reasonable for residential systems, especially when supplied with a 4" minimum supply in street. (and the fact that you will probably want a "bucket" flow test to satisfy your doubts). I am sending plan and calculation for the 2"d. Flr. With revision of drop down as per your plan. That's more than enough information to approve this plan. I am also requesting that we have a meeting with Ken King, and, or whomever is your supervisor because I cannot keep wasting time with corrections on houses such as this, and the (4) four head garage "man cave" that should never have even been a plan check issue. Not a project that was done eight years ago. There is no justification for not approving our plans. There is a way to approve a plan and of course deny it for any reason.
