Upon casual questioning it was made clear that Eddie was by himself and does not have a valid Office of the State Fire Marshal Sprinkler Fitter Certification at any classification level. This alone is a violation of state law requiring that anyone performing work on a NFPA 13 or NFPA 13R system to have appropriate certification. Previous conversations with Blake of World Fire Protection showed that the company was familiar with this requirement. Therefore, this email is your only warning. This observation during the Fire Alarm inspection caused me to take a closer look at the fire sprinkler installation and I soon began to develop additional concerns. I understand that the installation Overhead Rough/Hydro was approved on 3/24/2022 by FSI Lucero with the following notes: “032422 - Approved OH Rough/2 HR Hydro - items to check at final: Unit L330 - Sprinkler head at rear leaking. Unit L283 all the way West were missing a sammy express hanger. Unit L120 - check deflector for paint.” Unfortunately, there were some additional details that were not observed and are required to be addressed. Please review the attached document for a marked plan set identifying missing details that require correction. As-builts should also be provided as cross-main alignment changes were observed. In addition to these notes, it was observed that NONE of the cutout coupons were affixed to the mechanical fittings as a common and preferred practice for showing that they were safely retrieved. There is no way of knowing that all cutouts were retrieved at this point. This is of great concern as these cutouts, if not all are retrieved, could cause a system restriction or blockage. In similar situations in the past, it had been required for the fire sprinkler contractor to make arrangements to flush out the entire system at reasonable velocities so as to collect in gunny sacks at discharge points, any un-retrieved cutout. NFPA 13 Contractor Material and Test Certificate only requires that “you certify that you have a control feature to ensure that all cutouts (discs) are retrieved.” Please let me know if you have any further questions. Description The Plastic Breakable Caps for Fire department Connections are injection molded polystyrene. Each set includes two caps and 4 eyelets with nuts for 21/2” swivels. The caps have been molded with “scored” tabs for easy removal with a hydrant wrench or other similar tool. Plastic Breakable caps provide protection against the introduction of foreign material into the swivels but allow for quick access when a hose connection is necessary. Installation Remove the caps from their packaging. Hold the breakable cap to the opening of swivel. Align the breakable tans with the pin lugs on the swivel. Once aligned, insert the threaded end of one eyelet through the hole in the tab of the cap then slide the eyelet over the pin lug. Once the eyelet is in place, carefully thread the included 1/4-20 finished hexnut on to the threaded end of the eyelet until snug. Caution: Do not overtighten. The tabs of the break caps are designed to break with minimal force. Detectors shall mount on any clear pipe span of the appropriate nominal size, either a vertical upflow or horizontal run, at least 6″from any fittings which may change water direction, flow rate, or pipe diameter or no closer than 24″from a valve or drain. Detectors shall have a sensitivity in the range of 4 to 10 gallons per minute and a static pressure rating of 450 psi* for 2″- 8″ pipes. The detector shall respond to waterflow in the specified direction after a preset time delay which is field adjustable. The delay mechanism shall be a sealed mechanical pneumatic unit with visual indication of actuation. The actuation mechanism shall include a polyethylene vane inserted through a hole in the pipe and connected by a mechanical linkage to the delay mech- anism. Upon casual questioning it was made clear that Eddie was by himself and does not have a valid Office of the State Fire Marshal Sprinkler Fitter Certification at any classification level. This alone is a violation of state law requiring that anyone performing work on a NFPA 13 or NFPA 13R system to have appropriate certification. Previous conversations with Blake of World Fire Protection showed that the company was familiar with this requirement. Therefore, this email is your only warning. Continued non-compliance with the requirements outlined in CCR Title 19, Chapter 5.5 will result in reporting of such directly to CSLB and the OSFM as well as Administrative Citations. This observation during the Fire Alarm inspection caused me to take a closer look at the fire sprinkler installation and I soon began to develop additional concerns. I understand that the installation Overhead Rough/Hydro was approved on 3/24/2022 by FSI Lucero with the following notes: “032422 - Approved OH Rough/2 HR Hydro - items to check at final: Unit L330 - Sprinkler head at rear leaking. Unit L283 all the way West were missing a sammy express hanger. Unit L120 - check deflector for paint.” Unfortunately, there were some additional details that were not observed and are required to be addressed. Please review the attached document for a marked plan set identifying missing details that require correction. As-builts should also be provided as cross-main alignment changes were observed. In addition to these notes, it was observed that NONE of the cutout coupons were affixed to the mechanical fittings as a common and preferred practice for showing that they were safely retrieved. There is no way of knowing that all cutouts were retrieved at this point. This is of great concern as these cutouts, if not all are retrieved, could cause a system restriction or blockage. In similar situations in the past, it had been required for the fire sprinkler contractor to make arrangements to flush out the entire system at reasonable velocities so as to collect in gunny sacks at discharge points, any un-retrieved cutout. NFPA 13 Contractor Material and Test Certificate only requires that “you certify that you have a control feature to ensure that all cutouts (discs) are retrieved.” Please let me know if you have any further questions.
